AND THEN FINALLY, ON MARCH 17TH, OUR PARKS AND RECREATION ADVISORY BOARD. THERE WAS MANY SESSIONS IN WHICH THEY MET TO DISCUSS THIS AND DIFFERENT STEPS ALONG THE WAY, BUT THEY RECOMMENDED TO COUNCIL TO ADOPT THE WORK SESSION PLAN OR THIS WORK SESSION MASTER PLAN THAT WE HAVE TONIGHT. SO I DETAIL ALL OF THAT BECAUSE OF ALL THE EFFORTS AND WORK THAT WENT INTO IT, PRIMARILY BY OUR NEIGHBORS, PRIMARILY BY LEADERSHIP. WE HELD STAKEHOLDER INTERVIEWS, AND THEN WE ALSO HAD MULTIPLE MEETINGS WITH THE PARKS BOARD, WHO ACTED AS OUR STEERING COMMITTEE MEETING. AND THEN WE HAD AN OPEN HOUSE AT ONE OF THE PARKS BOARD MEETINGS AS WELL, WHICH WE HAD I PROBABLY SAY AROUND 60 INDIVIDUALS COME IN AND GIVE THEIR INPUT. SO AS YOU CAN SEE HERE, HERE'S THE, THE OVERALL SCHEDULE OF THE PLAN WITH THE STAR RIGHT THERE. WE'RE IN THAT FINAL PHASE, WHICH IS PRESENTING THE PLAN TO YOU ALL, AND THEN HOPEFULLY MOVING ON TO ADOPTION AT THE END OF THIS MONTH. SO I WANT TO START OUT WITH WHAT IS A PARK'S MASTER PLAN. SO YOU ALL HAVE HEARD US TALKING ABOUT THIS SO MUCH, AND I'M SURE YOU'VE HEARD FROM THE PARK'S BOARD. SO THAT YOU ALL HAVE HAVE A FLOOR TO STAND ON AS THE, THE COMMUNITY CONTINUES TO GROW AND YOU HAVE THESE RECOMMENDATIONS TO LEAN ON MOVING FORWARD AND IT HELPS GUIDE YOUR DECISIONS AS THE POLICY MAKERS FOR THE COMMUNITY. AND THEN IT CREATES THAT ACTION PLAN, THAT IMPLEMENTATION OBJECTIVE THAT, THAT WE'LL BE TALKING ABOUT LATER IN THIS PRESENTATION. SO WHO ALL HAS BEEN WORKING ON THIS. FIRST IT'S US. AND THEN JUST MAKING SURE THAT WE ARE WORKING WITH, WITH COMMUNITY MEMBERS TO, TO MAKE SURE THAT WHAT THEY'RE WANTING TO SEE IS IN THIS PLAN. AND THEN WHY ARE WE DOING THIS? SO IT HELPS BUILD THAT CONSENSUS FROM THE COMMUNITY MEMBERS OF WHAT THEY WANT IN THEIR PARKS MOVING FORWARD. AND IT IDENTIFIES CURRENT AND FUTURE PRIORITIES FOR THE CITY TO HELP MOVE FORWARD. AND THEN IT ALSO PLANS FOR THAT FUTURE POPULATION GROWTH. ANNA IS BOOMING. SO YOU ALL WILL NEED MORE PARKS MOVING FORWARD AS THE AREAS CONTINUE TO GROW AND CONTINUE TO DEVELOP, ESPECIALLY WEST OF 75 AND CONTINUED OUT TO THE EAST OF OF HERE AS WELL. AND IT ALSO PROVIDES THE PARKS AND RECREATION DEPARTMENT A ROADMAP TO CONTINUE MOVING FORWARD. SO AS I MENTIONED, THE CITY IS BOOMING. SO WE START OFF THE PROCESS BY LOOKING AT THE AGE AND POPULATION PROJECTIONS FOR, FOR THE COMMUNITY. IN YELLOW YOU'LL SEE HIGHLIGHTED. THAT'S A 5.5% GROWTH RATE BASED OFF OF THESE ARE YOU'LL SEE A DIFFERENT NUMBER AT THAT 2025 LINE FOR EACH. THESE ARE BASED OFF OF 2024 CENSUS NUMBERS. THAT WAS THE MOST UP TO DATE POPULATION NUMBER THAT WE HAD. THROUGHOUT THIS PROCESS. SO WE SEE WITH THE GROWTH RATE THAT ANNA HAS HAD OVER THE PAST TEN, 20 YEARS, WE THINK THAT THAT 5.5% GROWTH RATE IS IS MOST, IS THE MOST LIKELY GROWTH RATE MOVING FORWARD. SO AS YOU CAN SEE, WITH THIS PLAN HORIZON BEING TEN YEARS, YOU ALL AT THAT 5.5% GROWTH RATE WILL WILL MOVE OVER 50,000 RESIDENTS BY 2035. AND THEN WE LOOK AT RESIDENTIAL GROWTH AREAS AS WELL. SO THESE ARE IDENTIFIED BY YOUR COMPREHENSIVE PLAN AND YOUR FUTURE LAND USE MAP WITHIN THAT PLAN. SO THOSE ARE THE, THE DARK ORANGE AREAS THAT YOU SEE ON THE MAP THERE. THAT'S HOA PARKS GENERALLY. A LOT OF THE HOA HAVE PARKS, BUT THOSE ARE MAINTAINED BY THOSE HOA GROUPS. THEN WE LOOK AT NEIGHBORHOOD PARKS. THOSE ARE PARKS THAT SERVICE SPECIFIC NEIGHBORHOODS. THEIR SERVICE AREA IS GENERALLY A QUARTER TO A HALF MILE WALK TO TO THOSE PARKS. AND THEY'RE USUALLY SMALLER IN SCALE, 3 TO 10 ACRES. THEN WE LOOK AT THE COMMUNITY PARKS THOSE ARE THE PARKS THAT PEOPLE FROM YOUR COMMUNITY WILL TRAVEL TO GO TO. SO THOSE ARE A LITTLE BIT BIGGER, 10 TO 100 ACRE PARKS. THOSE ARE THE PARKS THAT BRING IN NOT ONLY PEOPLE FROM THE COMMUNITY, BUT PEOPLE FROM OUTSIDE THE COMMUNITY TO UTILIZE THOSE AREAS AS WELL. AND THEY ALSO ARE USED FOR EVENTS AND THINGS LIKE THAT SERVICE AREA CAN BE UP TO. I MEAN, IT REALLY DEPENDS CAN BE UP TO 50 MILES DEPENDING ON THE, THE EVENT AND PEOPLE COMING IN TO, TO USE THOSE. A LOT OF TIMES THESE HAVE ATHLETIC COMPLEXES LIKE BASEBALL FIELDS AND ATHLETIC FIELDS AS WELL AS THEY CAN HAVE NATURAL AREAS AND TRAILS AS WELL. GENERALLY LARGE SPACES WHERE PEOPLE CAN COME TO, TO, TO CONGREGATE. WE ALSO LOOK AT GREENBELTS AND LINEAR PARKS. THOSE ARE EXACTLY WHAT THEY'RE WHAT THEY SOUND LIKE GENERALLY TRAILS AND SHADED AREAS THROUGHOUT THOSE, THOSE PARKS AND THEN SPECIAL USE PARKS. SO THAT'S WHAT WE LOOK AT WHEN WE LOOK AT INDUSTRY STANDARDS AND MAKE SURE THAT THAT ANNA IS COMPETITIVE ALONG THOSE, THOSE STANDARDS. SO WE'RE LOOKING AT ACREAGE, WE'RE LOOKING AT LOCATION OF, OF THE PARKS, WE'RE LOOKING AT THE TYPES OF FACILITIES WITHIN EACH AS WELL. AND THEN WE LOOK AT THE RESOURCE BASED NEEDS. WE HAVE DONE PLANS THROUGHOUT THE STATE, THROUGHOUT THE REGION AND A LOT OF TIMES IN CITIES, 2 OR 3 TIMES THIS SIZE, WE'RE LUCKY TO GET 150 RESPONSES ON A LOT OF SURVEYS. SO THE COMMUNITY IS EXTREMELY ACTIVE AND IS WANTING TO TO BE ENGAGED WITH THIS PROCESS, WHICH THIS THIS SHOWS US. AND WE GOT SOME REALLY GREAT SURVEY RESULTS. WE HAD A NEUTRAL RANGE OF ABOUT 30% AND THEN A VERY LOW PERCENTAGE WITH DISSATISFIED OR VERY DISSATISFIED. AND THEN HOW WOULD YOU RATE THE THE CITY AND THE FOLLOWING CATEGORIES. SO THESE ARE JUST OVERALL LOOKS AT DIFFERENT AREAS OF THE PARKS. AS YOU CAN SEE, PRETTY MUCH ALL OF THESE ARE ABOVE 40% ARE GREAT OR PRETTY GOOD. AS YOU CAN SEE, THERE ARE LARGE AREAS WITHIN THE COMMUNITY THAT COULD BE ACTIVATED WITH SOME MORE TRAILS MOVING FORWARD.
