THE ANNA MUNICIPAL COMPLEX, COUNCIL CHAMBER IS LOCATED AT 120, WEST 7TH STREET, TO CONSIDER THE FOLLOWING ITEMS. AGAIN, WELCOME TO THE MEETING.

IF YOU WISH TO SPEAK AT AN OPEN SESSION AGENDA ITEM, PLEASE FILL OUT THE OPINION SPEAKER REGISTRATION FORM, AND TURN IT INTO THE CITY SECRETARY BEFORE THE MEETING STARTS.

ITEM NUMBER 1, THE AGENDA TO CALL THIS MEETING TO ORDER WHICH WE ARE.

AT THIS TIME, I'M GOING TO ASK COUNCILWOMAN HERNAN, IF YOU WILL LEAD US IN OUR INVOCATION AND PLEDGES.

ON SEPTEMBER 10TH, CHARLIE KIRK LOST HIS LIFE TO A TRAGIC ACT OF VIOLENCE.

MAY THIS LOSS REMIND US TO LISTEN TO ONE ANOTHER, TO CHOOSE COMPASSION OVER ANIMOSITY, AND COURAGE OVER FEAR.

WE ASK YOU FATHER TO GIVE STRENGTH TO HIS FAMILY AND LOVED ONES, COMFORT TO HIS SUPPORTERS AND PEACE AND DIRECTION TO ALL WHO WERE TOUCHED BY THIS LOSS.

LORD, WE ALSO LIFT UP OUR OWN COMMUNITY AFTER THE STORMS ON SUNDAY.

SOME OF OUR NEIGHBORS WERE SPARED WHILE OTHERS SUFFERED GREAT DAMAGE.

I'D LIKE TO START ON THE PROCLAMATION THAT YOU DID FOR SEPTEMBER FOR SERVICE STOCKS.

ON THE LAST WHERE AS ON THE PROCLAMATION, THE CITY OF ANNA TEXAS CONTINUES TO WORK TOWARD BECOMING AN INCLUSIVE COMMUNITY IN WHICH ALL CITIZENS AND THEIR TRAINED SERVICE DOGS ARE EMBRACED.

WHEN I MOVED HERE IN 2010, I BROUGHT MY SERVICE DOG WITH ME AND WE'RE WONDERING WHY WE DIDN'T HAVE A CITY PARK.

WELL, I COULDN'T GET REALLY ANY ANSWERS.

ON 2018, I WAS APPOINTED TO THE PARKS BOARD, AND I STARTED ASKING SOME QUESTIONS AND WASN'T REALLY GETTING ANY ANSWERS AND I REQUESTED DOCUMENTATION FROM THE CITY AND WENT THROUGH IT AND FOUND OUT THAT THE CITY HAD AUTHORIZED A CITY PARK AND IT HAD BEEN BUDGETED THREE YEARS IN A ROW.

CLEO AND MYSELF, WE WERE GOING TO

PARKS BOARD MEETINGS AND ONCE I FOUND OUT THAT YOU HAD AUTHORIZED THE DOG PARK, MY DOG HELD UP THIS SIGN TO THE CITY COUNCIL AT THE TIME, WANTED TO KNOW WHAT THE DOG PARK WAS.

WELL, TIME WENT ON AND THEY WENT AHEAD AND THEY BUILT A DOG PARK IN DECEMBER OF 2019.

I HAVE A PICTURE HERE WHERE SHE HELD UP A SIGN THANKING THE CITY COUNCIL.

WOULD YOU LIKE ME TO START IT DOWN THERE SO YOU GUYS CAN LOOK AT IT? SINCE THEN AT THE AGE OF 17, WITH 15 YEARS OF SERVICE DOG TRAINING AND EXPERIENCE, CLEO PASSED AWAY MAY 8TH, 2023.

I'M INVITING TOBIN MCCARRAN TO COME UP HERE AND PRESENT THE COMMUNITY SURVEY RESULTS FOR 2025.

HE'S FROM POLCO, THE NATIONAL RESEARCH CENTER, WHICH IS THE GROUP WE CONSULT WITH TO DO THIS SURVEY SO THAT IT'S STATISTICALLY VALID.

WITH THAT, I WILL TURN IT OVER TO HIM, AND I'LL BE HERE FOR ANY QUESTIONS.

WHILE THEY'RE PULLING THE SLIDE SHOW UP, OR AM I SUPPOSED TO PRESS THAT? THERE WE GO.

I'M EXCITED TO BE HERE TO PRESENT THE NATIONAL COMMUNITY SURVEY RESULTS FROM ANNA USING THE NCS THIS YEAR.

I'M TOBIN MCCARRAN.

I WAS A 25 YEAR AIR FORCE OFFICER.

I UNDERSTAND ONE OF YOU WAS IN THE MARINES, ONE OF YOU WAS IN THE NAVY, SO I APPRECIATE YOUR SERVICE THERE.

I DO WANT BEFORE I START TO THANK CHARLIE WAGNER, WHO WAS INSTRUMENTAL IN HELPING US DEVELOP AND IMPLEMENT THE SURVEY, AND WE WORKED WITH HER THE WHOLE TIME.

I'D ALSO LIKE TO THANK MY COLLEAGUE, LILY VASQUEZ, WHO DID ALL THE WORK FOR POLCO, AND WITH CHARLIE AND THE CITY OF ANNA IN ORDER TO COME TO THESE CONCLUSIONS AND GET THESE RESULTS.

I GET THE HONOR OF PRESENTING. SHE DID ALL THE WORK.

WHOLE PURPOSE OF POLCO IS TO GET DATA INTO THE HANDS OF COMMUNITY LEADERS SO THAT THEY CAN MAKE BETTER DATA INFORMED DECISIONS.

WE ACQUIRED THE NRC BACK IN 2019.

THE NRC HAD ACTUALLY BEEN IMPLEMENTING THE NCS, THE SURVEY THAT YOU PERFORMED WITH US SINCE 2001.

THEY HAD IMPLEMENTED OTHER VERSIONS OF IT FROM 1994 AND ON.

BECAUSE OF HOW LONG IT GOES BACK, WE THEN CAN ALSO COMPARE YOU TO COMMUNITIES LIKE YOURSELF WHEN WE ARE PRESENTING THESE RESULTS.

THERE ARE A FEW DIFFERENT WAYS COMMUNITIES USE THESE RESULTS. THEY'RE UP HERE.

ONE IS MONITOR TRENDS AND RESIDENT OPINION, AND ALSO TO BENCHMARK AGAINST OTHER COMMUNITIES.

ANOTHER IS TO MEASURE GOVERNMENT PERFORMANCE.

PROBABLY THE MOST COMMON WAY IS THEY USE THESE RESULTS TO HELP INFORM THEIR BUDGET, LAND USE, AND STRATEGIC PLANNING DECISIONS.

MY HOPE IS WHILE I'M PRESENTING THIS, THAT YOU WILL THINK OF THINGS THAT YOU COULD USE THIS DATA FOR, MAYBE WHERE YOU WANT TO DIVE EVEN DEEPER AND HOW YOU CAN ACTUALLY USE THIS TO MAKE YOUR COMMUNITY BETTER.

THE NCS IS A FIVE-PAGE QUESTIONNAIRE THAT HAS ABOUT 15 QUESTIONS, BUT EACH QUESTION IS LIKE 10-15 PARTS SO THERE'S REALLY A LOT IN THERE AND WE SAY 15 QUESTIONS, BUT IT'S MORE LIKE 120 ISH THAT YOU END UP GETTING ASKED ON.

ALL THESE QUESTIONS FOCUS IN ON 10 AREAS OF COMMUNITY LIVABILITY.

THESE ARE THE 10 FACETS THAT ARE UP HERE.

AFTER EXTENSIVE SURVEY RESEARCH, THE SURVEY RESEARCH TEAM HAS DEEMED THAT THESE ARE THE ONES THAT RESIDENTS CARE THE MOST ABOUT AND REALLY AFFECTS THEIR QUALITY OF LIVING AND HOW THEY FEEL ABOUT THE COMMUNITY.

WE ASK OVERALL QUESTIONS THAT GENERALIZE INTO THIS AND THEN WE ASK SPECIFIC ONES IN EACH OF THESE.

THESE 10 FACETS ALSO HAPPEN TO REALLY LINE UP WELL WITH DEPARTMENTS AND A MUNICIPALITY.

YOUR CITY SPECIFICALLY HAS A PARKS REC DEPARTMENT, AN ECONOMIC DEVELOPMENT DEPARTMENT, A UTILITIES DEPARTMENT, AND A MYRIAD OF OTHERS, AND THOSE DEPARTMENT HEADS AND DEPARTMENTS MIGHT WANT TO SPECIFICALLY LOOK INTO THAT AREA AND LOOK AT THE QUESTIONS THAT ARE ASKED THERE TO GET SOME MORE INFORMATION AND MORE DETAILED STUFF.

ABOUT YOUR SURVEY, WE CONDUCTED IT STARTING ON JUNE 23RD OF THIS YEAR, AND IT WENT FOR ABOUT SEVEN WEEKS.

HOW WE ACTUALLY MAKE IT A SCIENTIFICALLY, STATISTICALLY VALID SURVEY IS WE HAVE TO HAVE A RANDOM DISTRIBUTION AND A RANDOM POPULATION THAT WE PULL OUR SAMPLE FROM.

WHAT WE DO IN ORDER TO GET THAT IS FIRST, WE FROM THE USPS, PURCHASE A LIST OF ALL HOUSEHOLDS WITHIN THE ZIP CODE THAT SERVES ANNA, TEXAS.

WE THEN USE THE GIS BOUNDARY PROVIDED BY YOUR CITY TO OVERLAP ON THAT LIST OF HOUSEHOLDS SO THAT WE CAN SEE HERE'S THE ZIP CODE OVERALL, AND HERE'S THE CITY OF ANNA, AND WE CAN TAKE OUT THE HOUSES THAT ARE OUTSIDE OF ANNA.

THAT LEAVES US WITH THE HOUSEHOLDS IN THE ZIP CODE AND ANNA.

WE THEN RANDOMLY SAMPLE 3,000 OF THOSE HOUSEHOLDS.

HERE YOU CAN SEE WE HEARD FROM 261 THAT FULLY COMPLETED THE SURVEY.

THE 261 RESPONSES ALONE IS THE REASON WE CAN SAY, OUR ESTIMATES THAT WE'RE PROVIDING YOU ARE WITHIN 6% OF THE ACTUAL VALUE 95% OF THE TIME.

THAT 6% MARGIN OF ERROR COMES ABOUT BECAUSE OF THOSE RESPONSES.

IF WE WERE TO HAVE ONLY GOTTEN ABOUT 100 RESPONSES, YOU'D BE LIKE A 10%.

IF WE WERE TO GET 10,000 RESPONSES, YOU'D BE ABOUT 1%.

WE'RE AT AROUND 260, AND SO IT'S A 6% MARGIN OF ERROR.

THAT 95% CONFIDENCE INTERVAL JUST MEANS IF WE WERE TO ADMINISTER THE SURVEY 100 TIMES, THAT 95% OF THE CONFIDENCE INTERVALS WITH THAT MARGIN OF ERROR WOULD CONTAIN THE TRUE ESTIMATE.

WE ALSO PERFORMED A NON STATISTICALLY VALID SURVEY, WHERE WE ALLOWED THE CITY TO JUST EMAIL OUT AND FLASH OUT TO THE RESIDENTS, SAY, HERE'S A URL YOU CAN GO TO AND TAKE THIS AND THEN YOU DON'T RANDOMLY SAMPLE ANY GROUP OR TYPE OF PEOPLE COULD GET THAT.

YOU COULD HAVE SOME BIAS IN THERE, AND SO WE DON'T PRESENT WITH THOSE RESULTS, BUT WE HAVE A PDF THAT WE PROVIDED AND THERE'S A TABLEAU REPORT ONLINE THAT YOU CAN LOOK THAT YOU WOULD SEE THE ENTIRETY OF THE RESULTS IF YOU WANTED TO INCLUDE THOSE 588 RESPONSES.

THE RESULTS I'M ABOUT TO SHOW YOU ARE OFF THE 261 BECAUSE THAT'S THE SCIENTIFICALLY VALID ONES.

AFTER WE GET THE RESPONSES, WE DO WEIGHT THEM SO THAT YOU CAN SEE HOW IT IS FOR THE REPRESENTATIVITY OF ANNA, AND WAITING IS SIMPLY PROVIDING MORE WEIGHT TOWARDS THOSE GROUPS THAT RESPOND LESS.

SIMPLE WAY TO THINK OF THIS IS IF YOU HAD 1,000 MEN AND 1,000 WOMEN IN ANNA, AND WE SURVEYED 500 OF EACH OF THEM, AND WE ONLY HEARD FROM 200 MEN AND 100 WOMEN.

WELL, THEN WE WOULD GIVE THE WOMEN TWICE THE WEIGHT WHEN WE WERE TELLING YOU WHAT THE ACTUAL IMPACT OF THE CITY OR THE FEELINGS OF THE RESIDENTS ARE.

THERE ARE OVER 500 COMMUNITIES WE HAVE IN THIS BENCHMARKING DATABASE THAT WE CAN COMPARE YOU AGAINST.

WE ACTUALLY HAVE 40 OF THEM HERE WITHIN TEXAS.

I JUST PRESENTED TO MCKINNEY PROBABLY TWO MONTHS AGO.

THERE'S A FEW OTHERS THAT ARE RIGHT AROUND US HERE IN THE DALLAS METROPLEX.

I ACTUALLY LIVE IN LUCAS, TEXAS, SO I'M 30 MINUTES SOUTH OF HERE.

I'M GOING TO START OUT WITH AN OVERVIEW OF YOUR RESULTS.

I'M GOING TO KEEP A HIGH LEVEL.

ABOUT FIVE SLIDES OF THAT, AND THEN WE'RE GOING TO GET INTO SOME SPECIFIC KEY FINDINGS.

THE FIRST SLIDE I'M SHOWING YOU IS THAT WE ASK, WHAT DO YOUR RESIDENTS PERCEIVE AS THE QUALITY OF EACH OF THOSE 10 FACETS.

HERE YOU CAN SEE WHAT THEY SAID.

THEY CAN RATE THAT AS EXCELLENT, GOOD, FAIR, OR POOR, AND WE'RE SHOWING YOU HOW MANY RATED AS EXCELLENT OR GOOD.

THE DARKER GREEN THAT YOU'RE SEEING IS SHOWING THAT THAT IS SIMILAR TO THE BENCHMARK, MEANING THAT THOSE RESIDENTS RATED THE QUALITY OF SAFETY, SIMILAR TO RESIDENTS IN OTHER COMMUNITIES.

THE LIGHT GREEN IS LOWER THAN THE BENCHMARK, AND THE YELLOW IS MUCH LOWER THAN THE BENCHMARK.

IN ORDER TO GET LOWER AND MUCH LOWER, THAT'S 10 PERCENTAGE POINTS, AND THEN 20 PERCENTAGE POINTS DIFFERENT THAN WHAT THE NATIONAL AVERAGES ARE. THAT'S QUALITY.

THE NEXT ONE WE ASK IS ABOUT IMPORTANCE OF THOSE SAME 10 FACETS.

HERE, HOW IMPORTANT DO YOU PERCEIVE EACH OF THESE 10 THINGS AND THEY CAN RANK THEM AS PERCENT ESSENTIAL, VERY SOMEWHAT OR NOT IMPORTANT.

HERE WE'RE SHOWING YOU THE ONES THAT SAID IT WAS ESSENTIAL OR VERY IMPORTANT.

HERE YOUR STANDARD IS VERY NORMAL TO

WHAT THE NATIONAL BENCHMARKS ARE. THERE'S TWO EXCEPTIONS.

ONE, YOU CAN SEE THAT THAT BLUE, THE COMMUNITY DESIGN, YOUR RESIDENTS RANK THAT MUCH MORE IMPORTANT THAN OTHER RESIDENTS AND OTHER COMMUNITIES.

THE OTHER THING THAT'S A LITTLE DIFFERENT ON HERE IS THAT UTILITIES ARE SO HIGH.

WE TYPICALLY SEE SAFETY AND ECONOMY AS A NUMBER ONE AND TWO, ALMOST ALL THE TIME.

HERE, UTILITIES TOPS BOTH OF THOSE, WHICH IS STILL WITHIN BENCHMARK STANDARDS, BUT IS A LITTLE DIFFERENT THAN WE WOULD NORMALLY SEE.

NOW, HERE ON THIS SLIDE, WE'RE PUTTING THE QUALITY AND THE IMPORTANCE ON THE SAME GRAPH, AND WE LIKE TO DO THIS SO THAT YOU CAN SEE THE GAP THAT'S REALLY THERE.

WHERE IS IT THAT WE SUGGEST THE CITY OF ANNA COULD FOCUS EFFORTS ON? WHEN I LOOK AT THIS, I SEE THAT THE TWO BIGGEST SPREADS ARE UTILITIES AND COMMUNITY DESIGN.

I WOULD THINK THAT MY EFFORTS COULD BE BEST USED IN THOSE TWO AREAS TO TRY AND BRING THAT QUALITY CLOSER TO WHERE THE IMPORTANCE IS ACCORDING TO YOUR RESIDENTS.

BUT THEN YOU ALSO ALWAYS FACE TRADE OFFS AND SO, WHERE AM I GOING TO TAKE RESOURCES FROM, WHETHER THAT'S TIME, MONEY, PEOPLE? I WOULD LOOK AT THIS ALSO FOR THAT AND SAY, WELL, WHERE ARE MY SMALLEST GAPS? WHERE IS IT CLOSEST THAT MY QUALITY IS TO MY IMPORTANCE? UP THERE, I CAN SEE THAT PARKS AND REC AND NATURAL ENVIRONMENT LOOK LIKE THEY HAVE THE CLOSEST GAP WHERE THOSE TWO ARE.

PERHAPS I CAN TAKE FROM THOSE IN ORDER TO GIVE TO THE OTHERS.

OBVIOUSLY, THIS IS THE TRADE OFF YOU FACE AND HAVE TO MAKE THE TOUGH DECISION OF.

COMPARED TO NATIONAL BENCHMARKS.

I'VE BEEN STICKING TO THE 10 FACETS.

NOW WE'RE BREAKING INTO ALL THE INDIVIDUAL QUESTIONS THAT ACTUALLY INFORM THOSE DIFFERENT FACETS AND YOU CAN SEE HERE THERE'S 121 QUESTIONS THAT WE CAN COMPARE TO NATIONAL BENCHMARKS.

MOST OF THEM WERE SIMILAR TO THE NATION.

TWO OF THEM WERE ACTUALLY HIGHER THAN NATIONAL BENCHMARKS, AND 49 OF THEM WERE ACTUALLY LOWER THAN NATIONAL BENCHMARKS.

THE TWO THAT WERE HIGHER, I REMEMBER WATER RESOURCES WAS HIGHER.

I DON'T REMEMBER THE OTHER ONE. I CAN GET UP FOR YOU THOUGH.

I BROUGHT IT UP HERE ON MY PIECE OF PAPER IF YOU WANT TO HEAR THAT, BUT WE WON'T GO OVER THE ONES THAT ARE LOWER IN THE NEXT FEW SLIDES.

THIS IS COMPARING TO NATIONAL BENCHMARKS.

THE NEXT ONE IS COMPARING TO HOW YOU DID BACK IN 2022 WHEN YOU IMPLEMENTED THE SURVEY WITH US.

HERE YOU CAN SEE THAT MOST OF THEM RECEIVED A SIMILAR OR LOWER RATING RELATIVE TO HOW THEY WERE IN 2022.

THERE WERE FOUR THAT RECEIVED HIGHER RATINGS.

I TALKED ABOUT 10 PERCENTAGE AND 20 PERCENTAGE IN ORDER TO BE DIFFERENT FROM NATIONAL BENCHMARKS FOR THE TIME TRENDS TO BE DIFFERENT AS EIGHT PERCENTAGE POINTS.

THE FIRST KEY FINDING IS THAT SAFETY REMAINS AND A STRONGEST ASSET CONSISTENT WITH NATIONAL AVERAGES DESPITE SOME DECLINES.

THE COMPREHENSIVE PLAN IDENTIFIES ALL OF THESE AREAS AS EMPLOYMENT MIX, AND IT IS CLOSEST TO THE HOLT PROPERTY, WHICH WILL BE OPENING UP SOON.

THIS IS THEIR CONCEPT PLAN.

ON THE CORNER CLOSEST TO HIGHLAND IS THE ASSISTED LIVING FACILITY, AND THEY WILL ALSO HAVE SEVERAL OFFICE BUILDINGS.

NOW, THE ZONING IS NOT RESTRICTING THIS CONCEPT PLAN SPECIFICALLY FOR THE OUT PARCELS.

IT'S REALLY A REHABILITATION CENTER FOR ILLNESSES, INJURIES, SURGERIES, AND WHATNOT THERE.

IT'S PRETTY LOW TRAFFIC, WHICH IS GOOD.

THE WHOLE DEVELOPMENT IS TRYING TO BRING IN MORE MEDICAL USES.

THE PROPERTY OF THE NORTH THAT WILL BE SUBDIVIDED FOR ALL KINDS OF OTHER MEDICAL USES IS A GOOD ASSET FOR THE SKILLED NURSING SPECIFICALLY DEVELOPMENT AS WELL.

WE'RE BRINGING IN PHARMACY, WE'RE BRINGING X-RAY, AND WE'RE BRINGING IN LAB AND THEY'RE COMING IN MULTIPLE TIMES EVERY DAY FOR THE TYPE OF NEEDS THAT WE'RE HAVING WITH THIS TOP LEVEL OF PATIENT RESIDENT.
