GOOD EVENING. MAYOR COUNCIL. SELENA TITTLE, ECONOMIC DEVELOPMENT MANAGER, NATIONAL SMALL BUSINESS WEEK IS A TIME TO RECOGNIZE, CELEBRATE AND SUPPORT OUR LOCAL SMALL BUSINESSES.

WE WANT TO RECOGNIZE THE HARD WORK, DEDICATION, INGENUITY, AND CONTRIBUTIONS THEY MAKE TO OUR AMAZING COMMUNITY.

AS A DAUGHTER OF A SMALL BUSINESS OWNER MYSELF AND THE EDC'S BUSINESS RETENTION AND EXPANSION LIAISON.

TRINITY CREEK IS ON THE WEST SIDE ALONG WEST WHITE BOULEVARD.

THERE'S A THERE'S ONE TRACK THAT'S NORTH SIDE, AND THE REMAINDER THAT'S MOSTLY RESIDENTIAL, WILL BE ON THE SOUTH. IT'S NAME TRINITY CREEK BECAUSE THERE'S THREE DENDRITIC CREEKS THAT RUN THROUGH THE PROPERTY.

LOTS OF TREES THAT WE'RE GOING TO TAKE GREAT PAINS TO TRY TO PRESERVE AS MUCH AS POSSIBLE.

SO THAT'S WHERE THE NAME COMES FROM, JUST TO GET YOU STARTED.

THAT'S A TYPO ON THE ACREAGE, BY THE WAY. I THINK IT'S 137 ACRES.

IT'S IT JUST SHOWS THE GENERAL LOCATION THERE RIGHT BEFORE WEST WHITE STARTS TO GO TO THE NORTHWEST.

IT DOES REQUIRE ANNEXATION THAT WE'LL BE APPLYING FOR HERE SHORTLY, AND IT IS SET UP TO BE A PLANNED DEVELOPMENT.

I THOUGHT IT'D BE A REALLY GOOD IDEA TO KIND OF JUST REVISIT THE PROJECT EFFORT THAT HAS BEEN TAKING PLACE SO FAR.

STARTING BACK IN AUGUST OF 23, THERE WAS ACTUALLY A SIMILAR WORK SESSION WITH CITY COUNCIL BACK THEN WHERE IT WAS FIRST INTRODUCED.

THE PROPERTY WAS PURCHASED A COUPLE OF MONTHS LATER.

I GUESS AFTER A REALLY GOOD COUNCIL MEETING IN NOVEMBER, THERE WAS A PRE-APPLICATION MEETING WHERE THE SITE PLAN HAD BEEN FIRST DEVELOPED AT THAT TIME WORKING WITH THE PLANNING DEPARTMENT. IN DECEMBER OF 24, WHICH IS NOT TOO LONG AGO, A TERM SHEET WAS PREPARED BY THE OWNER'S ATTORNEY.

WE POINT OUT THAT THERE WAS DENIED, BUT APPEARED WOULD BE LIKELY.

AND WE ARE PROCEEDING WITH THAT. AS A MATTER OF FACT, THROUGH THE NOVEMBER 20TH 3RD TO MAY 2024, WE'VE BEEN WORKING CLOSELY WITH THE PLANNING DEPARTMENT, SITE PLANNING, PLANNING COORDINATION WITH TALKING WITH THE EDC AND OTHER STAFF MEMBERS AS THE PROJECT IS MOVING FORWARD, PUTTING TOGETHER THE DEVELOPMENT AGREEMENT, THE DEVELOPMENT STANDARDS FOR THE PD AND THINGS OF THAT NATURE.

AND THAT HAPPENED IN MAY 23RD AS THE MEETING WITH THE EDC.

IN JUNE OF LAST YEAR THROUGH OCTOBER, AS PART OF THE PID, WE HAVE TO KNOW WHAT KIND OF INVOLVEMENT IS GOING TO BE AS FAR AS COST.

SO WE WE HIRED A PID CONSULTANT TO HELP US WITH THAT.

AND IN THAT DEVELOPMENT PACKAGE THAT WAS PRESENTED A MONTH OR SO AGO THE DOCUMENTS THAT SHOW WHAT THE CASH OUTLAY IS GOING TO BE FOR THE BONDS ASSOCIATED WITH THE PID OR OUTLINED THERE.

AND I'LL SHOW YOU A SLIDE A LITTLE BIT LATER ON THAT.

IN SEPTEMBER OF LAST YEAR, WE MET AGAIN WITH THE PLANNING DEPARTMENT TO DISCUSS THIS PRE ANNEXATION PROCESS THAT WE'RE IN NOW.

WE BEGAN THE DEVELOPMENT STANDARDS, THE DEVELOPMENT AGREEMENT, ETC.. I JUST MENTIONED AGAIN IN ANOTHER MEETING WITH THE EDC.

AND THEN IN MARCH OF THIS YEAR IS WHEN WE SUBMITTED THAT PACKAGE.

THEN JUST A COUPLE OF WEEKS AGO, WE WERE HERE PRESENTING THE PROJECT IN A SIMILAR FASHION TO THE PLANNING AND ZONING COMMISSION.

SO YOU CAN SEE THERE'S ABOUT THREE YEARS WORTH OF WORK OR TWO YEARS WORTH OF WORK ALREADY UNDER OUR BELT ON THIS PROJECT.

SO THE PROPOSED DEVELOPMENT, THIS IS JUST A 30,000 FOOT VIEW.

IT LOOKS LIKE IT'S COMPRISED OF FIVE TRACKS. TWO ARE A SINGLE FAMILY ON THE SOUTH SIDE.

THERE'S A MULTIFAMILY TRACT ON THE WEST SIDE OF THE MAJOR CORRIDOR, GOING NORTH AND WEST AND NORTH AND SOUTH TO THE EAST IS A COMMERCIAL TRACT. AND ON THE ON THE NORTHERN SIDE THERE IS AN INDUSTRIAL TRACT.

AND WE'LL TALK MORE ABOUT THAT IN A MINUTE AS WELL.

THESE ARE SOME RENDERINGS OF THE VISION AS IT STARTS TO DEVELOP, SOME, SOME THOUGHT PROCESS TO HELP US GET OUR DEVELOPMENT STANDARDS PUT TOGETHER.

THIS IS A SLIDE THAT SHOWS THE PREVIOUS COMPREHENSIVE PLAN THAT WAS IN PLACE WHEN WE STARTED THIS PROJECT.

THE ORANGE IS IT WAS SLATED TO BE ALL CLUSTER RESIDENTIAL.

THE NEW LAND PLAN IS A LITTLE BIT DIFFERENT OR COMPREHENSIVE PLAN IS A LITTLE BIT DIFFERENT.

BUT IN OUR IN OUR COORDINATION WITH STAFF THERE WAS A LITTLE PIECE THAT WAS DESIGNATED TO BE PROFESSIONAL CAMPUS.

THROUGH DISCUSSIONS, IT WAS WE FIGURED IT WAS A GOOD IDEA TO SWAP THAT WITH THE WRONG WAY, TO SWAMP THAT WITH THE INDUSTRIAL AREA ON THE NORTH TO KIND OF KEEP ALL THE INDUSTRIAL AWAY FROM THE RESIDENTIAL PORTION OF IT.

AND PLANNING DEPARTMENT WAS IN IN AGREEMENT WITH THAT, WITH THAT SWAP.

SO THIS IS THE NEW COMPREHENSIVE PLAN THAT THAT CITY OF ANNA JUST ADOPTED.

WHAT IS WHAT IS IN PLACE NOW IS THE SUBURBAN LIVING PLACE TYPE AND THE URBAN LIVING PLACE TYPE ON THE SOUTH SIDE ESPECIALLY.

IT DOES PROCEED UP UNTIL THE NORTH SIDE, BUT WE'LL TALK ABOUT THAT INDUSTRIAL AREA JUST A SECOND AGAIN.

SO THE PRIMARY LEASE IS GOING TO BE GOING TO BE SINGLE FAMILY DETACHED HOMES.

WE'RE ALL FAMILIAR WITH THAT. THIS PROJECT, WELL, THIS IS SOME QUICK METRICS.

MINIMUM SIZE OF 6000 SQUARE FOOT IN ONE ACRE LOT UP TO ONE.

ACRE LOTS. 132 TOWNHOMES, 111 50 FOOTERS BY 120, AND THEN 60 BY 120 FOR THE 84 OF THOSE AT SINGLE FAMILY AS WELL.

327 UNITS TOTAL. WE ARE INCLUDING SOME PARKS AND AMENITIES, AND WE'LL HAVE SOME OTHER SLIDES THAT GIVE YOU A BETTER IDEA ON THAT. POCKET PARKS, OPEN SPACE, LINEAR PARKS.

TRYING TO TAKE ADVANTAGE OF THE NATURAL CREEKS IN THE AREA AND THE TREES.

PROVIDE SOME CONNECTIVITY. AND, OF COURSE, AN AMENITY CENTER FOR THE FOR THE PEOPLE WHO LIVE THERE.

THIS IS AN OVERVIEW OF OUR TRAILS AND CONNECTIVITY.

ACTUALLY, THAT SLIDE WAS REPLACED, BUT IT'S REALLY HARD TO SEE HERE.

BUT THE YELLOWISH ORANGISH LINES THAT GO UP AND DOWN THE CREEKS ARE THE MAJOR FEATURES OF THAT TRAIL SYSTEM. WE'VE BEEN ASKED TO CONSIDER, AND I THINK IS A REALLY GOOD IDEA TO PROVIDE A CONNECTIVITY TO A FUTURE PARK THAT'S JUST TO THE NORTH OF US.

HURRICANE CREEK. SO AS THINGS DEVELOP HERE IN THE COMING MONTHS, WE'LL BE TAKING A LOOK AT A WAY TO CONNECT THAT TO THIS INDUSTRIAL ZONE. I KEEP WANTING TO SAY INDUSTRIAL PARK, IT'S NOT A PARK.

THE INDUSTRIAL ZONED COMMERCIAL INDUSTRIAL ZONED TRACT, RATHER.

THE COMMERCIAL TRACT HERE, IT COMPLIED WITH THE PREVIOUS COMP PLAN.

IT COMPLEMENTS THE SINGLE FAMILY THAT'S NEARBY.

AND OUR PROJECT PROVIDES FOR THE NEIGHBORHOOD SERVING AND AMENITIES AS IDENTIFIED IN THE FUTURE LAND USE PLAN.

SO THAT'S IN CONCERT FOR WHAT'S IN MIND.

THEY'VE DONE SEVERAL PIT DISTRICTS HERE IN THE CITY OF ANNA.

THIS ONE WILL AMOUNT TO ABOUT A $20 MILLION OUTLAY FOR THIS DEVELOPMENT.

ZONING VARIANCES THAT AND THAT'S TOO NEGATIVE OF A TERM.

WE'RE NOT ASKING FOR A WHOLE LOT OF DIFFERENCES FROM THE UNDERLYING ZONING THAT WE ARE REQUESTING.

UNDER THE BASE ZONING FOR SF FOR PHASE ONE AND TWO ARE IN LINE WITH THE UNDERLYING ZONING THAT WILL BE OUTLINED IN THE PID.

I MEAN, I'M SORRY, IN THE PD AND TOWNHOMES WILL HAVE THIS URBAN FEEL, AND THAT'S ONLY FOR THE FIRST PHASE.

THE MULTIFAMILY TRACT THAT IS ADJACENT TO WEST WHITE AND ON THE WEST SIDE OF OUR PROJECT AT THIS TIME, IT'S SLATED TO BE A AGE RESTRICTED DEVELOPMENT.

YOU'RE WITHIN A ONE MILE COMP OF THREE OF SOME OF THE BEST DEVELOPERS WE'VE HAD IN THE CITY OF ANNA ON THAT SIDE.

AND SO WE DON'T WANT TO HAVE PRODUCT THAT WILL END UP IMPEDING THOSE COMPS.

AND I DON'T THINK YOU DO EITHER, BECAUSE YOU HAVE A GREAT LAYOUT HERE.

SO THAT IF A COMMERCIAL GOES HOTCAKES, YOU NEED SOME MORE.

WE CAN CARVE OUT SOME MORE OUT OF THAT AREA OR SOMETHING LIKE THAT.

SO WE CAN CERTAINLY [INAUDIBLE]. WE HAD ARDEN PARK OVER HERE ON WHITE STREET, RIGHT ACROSS FROM OR RIGHT NEXT TO NATURAL SPRINGS PARK.

THE LAST THING WE WANT IS FOR ANYONE, WHETHER IT'S A NEIGHBOR, A HOMEOWNER, OR A DEVELOPER, TO GO PLANT A BUNCH OF BRAND NEW TREES ONLY TO TO WATCH THEM DIE.

SO WE ARE FOLLOWING THAT ADVICE. AND THEN THE BRADFORD PEAR HAS SEVERAL DIFFERENT UNIQUE FEATURES TO IT THAT CAUSE IT TO BE SOMEWHAT UNDESIRABLE. AND SO IT IS ALSO RECOMMENDED FOR REMOVAL DURING THE PROCESS, ONE OF THE THINGS THAT WE HEARD FROM COUNCIL WAS YOU KNOW, SOME INTEREST IN, IN TRYING TO TAKE STEPS TO ENCOURAGE MORE DIVERSITY OF TREE SPECIES SO A DEVELOPER DOESN'T COME IN AND JUST PLANT THE SAME TREE UP AND DOWN EVERY STREET.

AND SO IN TALKING TO THE FORESTRY SERVICE, WHAT WE CAME UP WITH WAS SOME SPECIFIC LANGUAGE THAT IS PROPOSED TO BE INCLUDED IN BOTH EXHIBITS.

AND I'LL READ IT TO YOU. IT DOESN'T SET A HARD FIRM REQUIREMENT BECAUSE THAT COULD CREATE ITS OWN SET OF, OF UNIQUE ISSUES. BUT INSTEAD IT COMES OFF AS JUST A STRONG RECOMMENDATION.

IT SAYS FOR NEW CONSTRUCTION PROJECTS, THE CITY HIGHLY ENCOURAGES PLANTING MULTIPLE TREE SPECIES THROUGHOUT THE DEVELOPMENT TO INCREASE PLANT DIVERSITY AND MINIMIZE MONOTONY. AND SO WE FEEL LIKE THAT IS SOMETHING THAT WE CAN HANG OUR HAT ON DURING THE PLANNING REVIEW PROCESS.

WHEN DEVELOPERS ARE SUBMITTING THEIR LANDSCAPE PLANS TO REFERENCE THAT, OBVIOUSLY IT'S NOT IT'S NOT A HARD AND FAST STRICT RULE, BUT WE WOULD REFERENCE THAT IN OUR REVIEW AND SAY, LOOK, THIS IS THE INTENT.

THE INTENT IS TO HAVE MORE DIVERSITY. SO IF A DEVELOPER CAME IN AND PROPOSED 400 LIVE OAKS AND WE WOULD REFERENCE THAT LANGUAGE IN THE ORDINANCE IN THE EXHIBIT AND RECOMMEND THAT THEY, THEY PROVIDE A BETTER MIX OF TREES.

I THINK WHAT WE LEARNED WHEN WE WERE IN AUSTIN WAS THAT IT MIGHT BE ADVANTAGEOUS, AS WE HAVE ABOUT 40 DAYS LEFT IN THE SESSION.

SO BEFORE YOU IS A RESOLUTION TO ADOPT THE CITY OF ANNA'S 2025 LEGISLATIVE AGENDA, THAT WOULD TAKE US TO 2026 DURING THE INTERIM, AS THE SESSION ONLY MEETS EVERY OTHER YEAR. FIRST, THE AGENDA WOULD ENCOURAGE THE ANNA DELEGATION AT THE STATE AND FEDERAL LEVEL TO PRESERVE LOCAL AUTHORITY, ADVOCATE AGAINST PREEMPTION OF MUNICIPAL POWERS TO ENSURE DECISIONS.

REFLECT LOCAL COMMUNITY NEEDS TO ENHANCE PUBLIC SAFETY.

SEEK FUNDING AND LEGISLATIVE SUPPORT FOR LAW ENFORCEMENT RESOURCES, EMERGENCY RESPONSE CAPABILITIES, AND COMMUNITY POLICING INITIATIVES. INVEST IN INFRASTRUCTURE.

PRIORITIZE FUNDING FOR TRANSPORTATION IMPROVEMENTS, WATER AND SEWER SYSTEMS, AND OTHER CRITICAL INFRASTRUCTURE TO SUPPORT THE GROWTH AND DEVELOPMENT OF ANNA AND PROMOTE ECONOMIC DEVELOPMENT.

SO, FOR EXAMPLE, WE WOULD SUPPORT LEGISLATION THAT PRESERVES A LOCAL DISTRICT DISCRETION AND GOVERNANCE, SUCH AS HB 1028, SB 1508, WHICH WOULD GIVE US MORE FLEXIBILITY IN HOW WE PUBLISH LEGAL NOTICES, INCLUDING USING DIGITAL FORMATS, SAVING TAXPAYER TIME AND DOLLARS.

WE'D SUPPORT LEGISLATION THAT WOULD EXPAND LAW ENFORCEMENT GRANT PROGRAMS. THAT'S HB 2217, SB 1788, WHICH COULD HELP ANNA CONTINUE TO INVEST IN PUBLIC SAFETY, AND WE'D SUPPORT LEGISLATION THAT FUNDS WATER INFRASTRUCTURE PROJECTS LIKE SB SEVEN, WHICH MODERNIZES SALES TAX AND BIDDING THRESHOLDS.

HB884. HB 4084. ALL THE NUMBERS THAT GET JUMBLED UP, ALL OF WHICH HELP US DELIVER BETTER WATER SERVICES WHILE BEING RESPONSIBLE WITH THE FINANCES THAT ARE ENTRUSTED TO US.

WE'D OPPOSE LEGISLATION THAT SEVERELY LIMIT OR OUR ABILITY TO ADVOCATE ON BEHALF OF OUR NEIGHBORS, SUCH AS SB 19, WHICH WOULD RESTRICT CITIES FROM PARTICIPATING IN ADVOCACY EFFORTS SUCH AS COLLIN COUNTY DAYS.

WE OPPOSE LEGISLATION THAT WOULD UNDERMINE LOCAL LAND USE AUTHORITY, SUCH AS SB 15, WHICH WOULD MANDATE TINY LOT SIZES AND ALLOW ACCESSORY DWELLING UNITS WITHOUT CONSIDERATION FOR LOCAL INFRASTRUCTURE CAPACITY OR NEIGHBORHOOD CAPABILITIES.

WE'D ALSO OPPOSE LEGISLATION THAT WOULD TRANSFER INFRASTRUCTURE RELATED COSTS TO CITIES SUCH AS SB 2015, WHICH WOULD REQUIRE US TO COVER TELECOM LINE RELOCATIONS EVEN IF IT'S A CITY PROJECT OR NOT A CITY PROJECT.

ON THE FEDERAL LEVEL, WE'D OPPOSE ANY PROPOSAL TO ELIMINATE THE TAX EXEMPTION FOR MUNICIPAL BONDS.

THERE WAS A HOUSE BUDGET COMMITTEE REPORT THAT HAD THE REPEAL OF TAX EXEMPT MUNICIPAL BONDS ON A LIST OF POSSIBLE PAY FLOORS FOR A BUDGET RECONCILIATION BILL AS THEY'RE REWRITING THE 2017 TAX LAW. SO WE'D BE LOOKING AT THOSE.

AGAIN OUR GOAL IS TO PROACTIVELY ADVOCATE FOR POLICIES THAT WILL HELP US SERVE OUR NEIGHBORS WELL.

AND JUST AS IMPORTANTLY, LET OUR REPRESENTATIVES IN AUSTIN AND IN DC KNOW WHEN POLICIES WOULD DISRUPT THAT MISSION.

SO THE AGENDA PROVIDES A FOUNDATION TO GUIDE STAFF AND OUR LEGISLATIVE REPRESENTATIVES IN THESE CONVERSATIONS, AND THAT I'M HAPPY TO ANSWER ANY QUESTIONS. COUNCIL.
