MAYOR, COUNCIL, I'M GOING TO ASK IF LYNNE MCLEAN, CEO OF THE CHILD ADVOCACY CENTER OF COLLIN COUNTY, COME UP TO THE PODIUM AND PRESENT. SOME OF YOU WHO ARE ON COUNCIL AT THE TIME, MAY REMEMBER THAT MISS MCLEAN CAME AND PRESENTED ON THE CHILD ADVOCACY CENTER ABOUT THREE, FOUR YEARS AGO. REMEMBER, ACTUALLY WE WERE MEETING OVER AT THE ISD BOARD ROOM. AT THAT TIME, MY UNDERSTANDING IS THAT THE MCKINNEY BUILDING WAS NOT COMPLETED. IT WAS UNDER CONSTRUCTION BUT NOT YET COMPLETED. WELL, IT IS NOW COMPLETED, AND WE THOUGHT THAT IT WAS APPROPRIATE FOR MISS MCLEAN TO COME AND PRESENT TO THE COUNCIL AND TELL US EVERYTHING THAT THE CENTER IS DOING. AS HE SAID, MY NAME IS LYNNE MCLEAN, AND I HAVE THE PRIVILEGE OF BEING THE CEO OF THE CHILDREN'S ADVOCACY CENTER OF COLLIN COUNTY. I'M HERE TODAY TO MAKE YOU AWARE OF THE WORK THAT'S BEING DONE BY THE CHILDREN'S ADVOCACY CENTER ON BEHALF OF THE ABUSED AND NEGLECTED CHILDREN OF OUR COMMUNITY. SEE IF I CAN GET THIS. THE MISSION OF THE CHILDREN'S ADVOCACY CENTER IS TO PROVIDE SAFETY, HEALING, AND JUSTICE FOR CHILDREN THAT ARE VICTIMIZED BY ABUSE OR NEGLECT IN COLLIN COUNTY. WE ACCOMPLISH THIS MISSION THROUGH A MULTIDISCIPLINARY TEAM APPROACH, CO-HOUSING, AND COORDINATING THE EFFORTS OF ALL OF THE PROFESSIONALS WHO HANDLE CHILD ABUSE CASES IN ONE FACILITY. THIS INCLUDES CHILD PROTECTIVE SERVICES CASE WORKERS AND LAW ENFORCEMENT OFFICERS FROM EVERY JURISDICTION IN COLLIN COUNTY. WE HAVE TWO FACILITIES, ONE IN PLANO, THAT SERVES THE SOUTHERN PART OF THE COUNTY AND THE NEW FACILITY IN MCKINNEY THAT SERVES THE NORTHERN PART OF THE COUNTY. ALL CASES OF CHILD ABUSE THAT HAPPEN IN COLLIN COUNTY START AT ONE OF THESE TWO CENTERS. CASES THAT COME FROM ANNA ARE SERVED IN OUR FACILITY IN MCKINNEY. IN ADDITION TO THE SERVICES PROVIDED BY CPS AND LAW ENFORCEMENT, WE HAVE 66 STAFF THAT WORK FOR THE CHILDREN'S ADVOCACY CENTER THAT PROVIDE SERVICES THAT STRENGTHEN AND SUPPORT THE SERVICES OFFERED BY THE CITY COUNTY, AND STATE AGENCIES. THESE SERVICES INCLUDE FORENSIC INTERVIEWS OF ALL CHILDREN WHO ARE ALLEGED VICTIMS OF ABUSE OR NEGLECT, CASE MANAGEMENT, AND CONCRETE SUPPORT AND THERAPY. ALL OF THE SERVICES WE OFFER ARE OFFERED AT NO CHARGE TO CLIENTS AND ARE OFFERED FOR AS LONG AS CHILDREN NEED OUR HELP, MEANING THAT THEY CAN COME BACK TO OUR CENTER THROUGHOUT THEIR LIFE FOR SUPPORT IF NECESSARY. NOW I'M JUST GOING TO SHARE SOME OF OUR ACCOMPLISHMENTS FROM THE PAST YEAR. OUR FISCAL YEAR ENDED JUNE OF 2024. LAST YEAR, WE SERVED 4,525 CLIENTS, [00:05:05] 173 OF THOSE CLIENTS CAME FROM ANNA. WE HAVE SEEN AN INCREASE IN CASES FROM OUR FAST GROWING NORTHERN CITIES, WHICH IS NOT SURPRISING. THAT'S WHY WE BUILT THE NEW FACILITY IN MCKINNEY, BUT WE SAW AN INCREASE IN CASES FROM MELISSA PROSOR AND PRINCETON, AND WE'VE SEEN A 58% INCREASE IN CASES COMING FROM NORTHERN COLLIN COUNTY IN THE PAST FIVE YEARS. OVERALL, IN THE PAST FIVE YEARS, WE'VE SEEN A 14% INCREASE. LAST YEAR, 51% OF THE CASES WERE SERVED IN PLANO AND 49% ARE SERVED IN MCKINNEY. WE'RE ALMOST AT 50/50 BETWEEN THE TWO SITES. WE CONDUCTED MORE THAN 1,071 FORENSIC INTERVIEWS OF ALLEGED VICTIMS OF CHILDREN. WE HAVE SPECIALLY TRAINED INTERVIEWERS WHO DO ALL THE INTERVIEWS OF CHILDREN. THEY WORK FOR THE CHILDREN'S ADVOCACY CENTER. THEY DON'T WORK FOR CPS. THEY DON'T WORK FOR LAW ENFORCEMENT, SO THEY'RE NEUTRAL WHEN THEY TALK WITH THAT CHILD. WE SERVED 770 CLIENTS WITH THERAPY SERVICES. MORE THAN 2,700 RECEIVED FAMILY ADVOCATE AND CASE MANAGEMENT SERVICES, AND OUR COORDINATORS READ ALMOST 8,000 CASES. ANYTIME YOU MAKE A REPORT OF ABUSE AND NEGLECT TO THE TEXAS HOTLINE, THAT REPORT GOES TO CHILD PROTECTIVE SERVICES AND TO LAW ENFORCEMENT. WE ALSO GET A COPY OF THAT REPORT, AND WE HAVE STAFF WHO READ EVERY REPORT THAT COMES IN TO MAKE SURE THAT WE CAN PLAN THE APPROPRIATE INTERVENTION. THAT MEANS THERE WERE ALMOST 8,000 REPORTS LAST YEAR THAT WERE READ. A RAINBOW ROOM, WHICH IS AN EMERGENCY RESOURCE CENTER STOCKED WITH ALL NEW ITEMS FOR CHILDREN AND FAMILIES, SERVED IN 932 CLIENTS. WE HAVE A BACK TO SCHOOL FAIR WHERE WE PROVIDE SCHOOL SUPPLIES, BACKPACKS, LUNCH BOXES, A PAIR OF NEW SHOES, AND HAIRCUTS FOR CHILDREN. IS MY FAVORITE DAY OF THE YEAR. WE SERVED 804 CLIENTS THROUGH THAT PROJECT, MORE THAN 1,300 THROUGH OUR HOLIDAY PROJECT. WE HAVE AN ADOPTIVE FAMILY PROJECT AND A HOLIDAY STORE WHERE THE CLIENTS SERVED BY THE CENTER CAN COME SHOP FOR THEIR CHILDREN. WE HAD 834 VOLUNTEERS PROVIDE MORE THAN 6,000 HOURS OF SERVICE. WE'RE VERY GRATEFUL TO OUR VOLUNTEERS FOR BEING OUR PARTNERS AND HELPING DO THIS WORK. WE HAVE A VOLUNTEER PUPPET PUPPET TROUPE CALLED THE KIDS COUNT PLAYERS THAT BASICALLY USE PUPPETS AND MUSIC TO TEACH CHILDREN ABOUT BODY SAFETY. THEY GO INTO KINDERGARTEN FIRST AND SECOND GRADE CLASSROOMS. THIS PAST YEAR, THEY DID 66 PERFORMANCES FOR OVER 9,300 CHILDREN. THAT'S PART OF OUR EFFORT TO GET IN FRONT OF THE PROBLEM AND SLOW DOWN THE NUMBER OF CHILDREN COMING THROUGH OUR DOOR, WHICH IS WHAT WE WOULD REALLY LIKE TO DO. WE HAVE A COMMUNITY EDUCATOR THAT DID 58 EVENTS FOR 2,637 ADULTS. THOSE EDUCATIONAL SEMINARS ARE ABOUT RECOGNIZING REPORTING CHILD ABUSE AS WELL AS INTERNET SAFETY FOR CHILDREN AND FOR ADULTS BECAUSE CHILDREN ARE FAR MORE RISK ONLINE THAN THEY KNOW THEY ARE. JUST A BREAKDOWN OF THE CLIENTS THAT WE SERVE, 58% WERE FEMALE, 42% MALE, 22% BETWEEN THE AGES OF 0-5, 41% 6-12, AND 37% 13-17. 53% WERE ALLEGED VICTIMS OF SEXUAL ABUSE, 23%, PHYSICAL ABUSE, 19 NEGLECT, AND 5% OTHER. JUST A COUPLE OF OTHER THINGS. LAST YEAR, WE ARE A 51C3 NONPROFIT AGENCY. WE RECEIVE SOME STATE AND FEDERAL FUNDING, AND WE RAISE THE REST OF THE MONEY FROM OUR COMMUNITY. 84% OF THE FUNDS RAISED, WE'RE SPENT ON PROGRAM SERVICES LAST YEAR, WHICH WE'RE VERY PROUD OF BECAUSE WE WANT TO SPEND THE MAJORITY OF THE MONEY WE RAISE ON THE CHILDREN THAT WE SERVE AND NOT ON ADMINISTRATION OR FUND RAISING. WE HAVE A CHILD ABUSE TASK FORCE IN THE SHERIFF'S OFFICE THAT BRINGS TOGETHER OFFICERS FROM SMALL MUNICIPALITIES AND HANDLES THE UNINCORPORATED PARTS OF COLLIN COUNTY. THAT TASK FORCE IS BEING REPLICATED AROUND THE STATE, SO WE'RE VERY HAPPY ABOUT THAT. THIS WHOLE MULTIDISCIPLINARY TEAM INTERVENTION, THE COLLIN COUNTY DISTRICT ATTORNEY'S OFFICE WITH THE SUPPORT OF OUR MULTIDISCIPLINARY TEAM HAD A 95% CONVICTION RATE OF THOSE WHO HARMED CHILDREN LAST YEAR, AND THAT PROTECTS OUR CHILDREN, BUT IT PROTECTS OUR COMMUNITY TOO. I THINK THAT SAYS A LOT ABOUT THE POWER OF THIS PARTNERSHIP. OUR STAFF ARE RECOGNIZED EXPERTS IN THE FIELD OF CHILD ABUSE AND NEGLECT 11 OF THEM PRESENTED AT STATE AND NATIONAL CONFERENCES LAST YEAR. WE WORKED REALLY HARD TO TAKE CARE OF OUR STAFF. THIS IS PAINFUL, DIFFICULT WORK. YOU CAN'T UNSEE WHAT THEY SEE, YOU CAN'T UNHEAR WHAT THEY HEAR. WE WORK REALLY HARD TO TAKE GOOD CARE OF OUR STAFF, AND WE HAD A 95% SATISFACTION RATE LAST YEAR FROM OUR ANNUAL SURVEY AND WE HAVE A TURNOVER RATE OF LESS THAN 10%. WE WERE ALSO RATED AS FOUR STARS ON CHARITY NAVIGATOR. CHARITY NAVIGATOR IS THE NATION'S LEADING CHARITY EVALUATOR. [00:10:02] FOUR STARS IS THE HIGHEST RATING YOU CAN GET. WE'VE HAD THAT RATING FOR 13 YEARS IN A ROW, AND ONLY 1% OF CHARITIES NATIONWIDE HAVE HAD THAT RATING FOR 13 YEARS IN A ROW. WE'RE VERY PROUD OF THAT TOO BECAUSE THERE'S NOTHING MORE IMPORTANT THAN DONORS IN THE COMMUNITY KNOWING THAT WE DO WHAT WE SAY WE DO WITH THE DONATIONS THAT YOU GIVE TO US. OUR BUDGET IS 7.3 MILLION. THAT'S HOW MUCH IT COSTS TO KEEP THIS WHOLE THING GOING. YOU MAY HAVE HEARD ABOUT OUR GO. WE DO HAVE A MAJOR FUNDRAISER. OUR BIGGEST FUNDRAISER OF THE YEAR IS THIS SATURDAY. IT'S AT THE PGA OMNI. WE'RE REALLY GRATEFUL TO JUSTIN FOR INTRODUCING VENDORS TO OUR TEDDY BEAR RIDE, WHICH IS ONE OF OUR FUNDRAISERS. AS A RESULT OF THE UPDATED PLACETYPES, THE FUTURE LAND USE MAP NEEDED TO BE UPDATED AS WELL. SOME OF THE AREAS, [00:35:01] SINCE THE ADOPTION OF THE COMPREHENSIVE PLAN, HAVE CHANGED OR DEVELOPED DIFFERENTLY THAN ANTICIPATED. SOME MAY BE ENVISIONED DIFFERENTLY NOW THAN THEY WERE SEVERAL YEARS AGO. MAKING SURE THAT WE'RE CURRENT AND UPDATING THAT DEVELOPMENT PROCESS OR DEVELOPMENT VISION WAS IMPORTANT. ONE OF THE MOST CONFUSING OR CONCERNING ELEMENTS OF THE LAST PLAN WAS THE PREFERRED SCENARIO AND THE FUTURE LAND USE PLAN. THE FUTURE LAND USE PLAN LOOKED OUT TO THE YEAR 2050, AND THE PREFERRED SCENARIO LOOKED OUT BEYOND THAT AT THE ULTIMATE BUILDOUT OF ANNA. THE DECISION WAS MADE TO ELIMINATE THE PREFERRED SCENARIO AND REORIENT TO A FUTURE LAND USE PLAN THAT LOOKED BEYOND THE YEAR 2050 TO ELIMINATE AS MUCH OF THAT CONFUSION AND DUPLICATION AS POSSIBLE. A LITTLE BIT OF SCHEDULE UPDATE: WE BEGAN JUST OVER SIX MONTHS AGO. WE HAD REGULAR MEETINGS THROUGHOUT THE PROCESS, I BELIEVE NINE OF THEM, WHERE WE MET WITH STAFF JUST TO MAKE SURE THAT WE WERE ON TRACK, MEETING DEADLINES AND MEETING THE GOALS OF THE PROJECT. THE PROJECT REALLY BEGAN WITH DATA COLLECTION AND UPDATING THE BASE MATERIALS TO MAKE SURE THAT WE WERE WORKING FROM A PLACE OF REALITY OPPOSED TO A PLACE OF FOUR YEARS AGO AND HAS ADDED OVER 10,000 PEOPLE IN THAT TIME, SO A LOT CHANGED. BUT YOU'LL SEE THE LITTLE STARS DENOTE IN THE RED, THE TWO JOINT P&Z CITY COUNCIL WORKSHOPS THAT WERE HOSTED, AS WELL AS THE TWO JOINT FEEDBACK MEETINGS THAT WERE WITH COUNCIL AND P&Z. THERE'S ALSO A COMMUNITY OPEN HOUSE AND AN ONLINE SURVEY THAT'S EMBEDDED IN BETWEEN THOSE. I'LL TALK A LITTLE BIT ABOUT THOSE IN JUST A SECOND. BUT YOU CAN SEE AS WE GOT INTO MARCH, WE REALLY TIGHTENED UP AND STARTED TO FINALIZE THE PLAN AND GET OUR LAST VERSION OF THE DRAFT TOGETHER FOR CONSIDERATION THAT WENT TO P&Z LAST WEEK. THE PROCESS OF THE UPDATE WAS REALLY THAT FIRST WORKSHOP WITH COUNCIL AND P&Z TO MAKE SURE THAT WE WERE UNDERSTANDING THE GOALS AND OBJECTIVES AND CONCERNS WITH UPDATING THE COMPREHENSIVE PLAN. THE SECOND WORKSHOP, WE REFLECTED THOSE CONCERNS AND IDEAS AND USE THAT TO FORM A PRELIMINARY UPDATE TO THE PLACETYPES AND FUTURE LAND USE PLAN. THEN THE FIRST JOINT WORK SESSION WAS REALLY TO REVIEW THOSE UPDATES AND ITERATIVE APPROACH TO MAKE SURE THAT WE'RE REFLECTING BACK AND WE'RE HEARING YOU APPROPRIATELY, MAKING THE RIGHT DECISIONS, AND USING THE INFORMATION THAT WE'RE TAKING IN TO GUIDE THE PROCESS GOING FORWARD. AFTER THAT FIRST JOINT WORK SESSION, WE COLLECTED STAKEHOLDER INPUT FROM A COMMUNITY OPEN HOUSE AND AN ONLINE SURVEY. TALK A LITTLE BIT ABOUT THAT. THEN ULTIMATELY, WE USED ALL OF THAT FEEDBACK TO FORM A FINAL SCENARIO THAT THEN WENT BACK TO A JOINT WORK SESSION AND WAS REVIEWED BY BOTH COUNCIL AND P&Z TO MAKE SURE THAT WE WERE HEADED IN THE RIGHT DIRECTION. AN OVERVIEW OF THE COMMUNITY ENGAGEMENT ACTIVITIES. AS I MENTIONED, FEEDBACK WAS COLLECTED BOTH VIRTUALLY AND IN PERSON IN EARLY FEBRUARY. IN TOTAL, THERE WERE MORE THAN 430 UNIQUE TOUCHPOINTS. THOSE COULD BE INDIVIDUALS THAT SUBMITTED SURVEY RESPONSES. THERE WERE ALMOST 100 PEOPLE THAT CAME TO THE OPEN HOUSE. THOSE OPPORTUNITIES FOR BOTH THE ONLINE SURVEY AND THE OPEN HOUSE WERE ADVERTISED AT THE EVENT FOR THE ONLINE PORTION BUT ALSO SHARED THROUGH THE CITY'S SOCIAL MEDIA AND VARIOUS MAILING AND EVENTS. THE OPEN HOUSE OVERVIEW. IT WAS FEBRUARY 6TH AT SUE EVELYN RATTAN ELEMENTARY SCHOOL. IT WAS A COME-AND-GO ACTIVITY. THERE WERE 19 BOARDS RELATED TO THE PLACETYPES AND THE FUTURE LAND USE PLAN. IT ALLOWED PEOPLE TO COME AND GIVE INPUT AND HAVE CONVERSATIONS WITH STAFF AND THE CONSULTING TEAM ABOUT THE DIRECTION THAT WE WERE HEADED. WE COLLECTED ALL OF THAT INPUT AND DOCUMENTED IT. LIKE I SAID, THERE WAS JUST SHORT OF 100 PEOPLE THAT SHOWED UP TO THAT EVENT, WHICH IS GREAT ATTENDANCE. THEN THE SURVEY THAT RAN PARALLEL OR IN CONJUNCTION WITH THE OPEN HOUSE CONSISTED OF JUST ABOUT 350 SURVEY RESPONSES, 98% OF WHICH WERE FROM RESIDENTS WHO LIVE IN ANNA. [00:40:05] MOST OF THE RESIDENTS WORK ELSEWHERE, 81%, AND 56% OF RESPONDENTS WERE FEMALE, AND THE AVERAGE AGE OF RESPONDENTS WAS 47 YEARS OLD. ALL OF THAT INPUT AND UPDATES LED US TO THE FINAL VERSION OF BOTH THE PLACETYPES AND THE FUTURE LAND USE DIAGRAM. THE PLACETYPES THAT WE'RE LOOKING AT ARE UNCHANGED FROM THE PREVIOUS VERSION THAT WAS BROUGHT FORTH. WE ORIGINALLY HAD 12 PLACETYPES, AND NOW WE HAVE 10 PLACETYPES. SOME HAVE BEEN COMBINED, AND SOME HAVE BEEN RENAMED JUST TO STREAMLINE THE PROCESS AND MAKE SURE THAT EVERYTHING IS DISTINGUISHABLE AND DISCERNABLE FOR BOTH THE COMMUNITY AND STAFF. IF YOU HAVE QUESTIONS ABOUT ANY OF THESE PLACETYPES IN PARTICULAR, JUST LET ME KNOW, BUT A BRIEF RUN-THROUGH RURAL LIVING. THESE ARE PREDOMINANTLY SINGLE-FAMILY DETACHED HOMES IN THE MORE RURAL PARTS OF ANNA. THEY ARE LOT SIZES THAT ARE FIVE PLUS ACRES, AND THEY'RE REALLY FOCUSED ON RANCHING AND WILDLIFE MANAGEMENT, PRESERVING THE NATURAL FEEL OF ANNA AND SOME OF THE ASSOCIATED USES. ESTATE RESIDENTIAL REALLY OCCURS ON THE FRINGE OF THE RURAL SUBURBAN PERIPHERY. IT'S A GOOD TRANSITION FROM RURAL LIVING TO MORE OF THE SUBURBAN LIVING. THESE ARE LOTS THAT RANGE IN SIZE FROM 1-5 ACRES. THEY'RE PREDOMINANTLY SINGLE-FAMILY DETACHED RESIDENCES. SUBURBAN LIVING IS, AGAIN, PREDOMINANTLY SINGLE-FAMILY DETACHED HOMES. THESE LOTS CAN RANGE FROM 6,000 SQUARE FEET ALL THE WAY UP TO ONE ACRE. THEY'RE PREDOMINANTLY FOUND IN SUBDIVISION ORIENTED DEVELOPMENTS, PLATTING AND UTILITIES ARE REQUIRED, BUT THEY'RE ALSO LOCATED NEAR OTHER SERVICES SUCH AS COMMERCIAL OPPORTUNITIES OR EMPLOYMENT OPPORTUNITIES. COMPACT RESIDENTIAL IS A PLACE TYPE THAT WE TEND TO SEE WITHIN OTHER PLACETYPES. WE TYPICALLY SEE THIS PRODUCT WITHIN A PLAN DEVELOPMENT THAT HAS PREDOMINANTLY SUBURBAN LIVING HOMES. WE DON'T SEE THESE AS BEING BIG DEVELOPMENTS THAT ARE STANDALONE. THEY'RE MORE OF A TRANSITION USE FROM SUBURBAN RESIDENTIAL USES, AND THEY ARE SMALL LOT, SINGLE FAMILY ATTACHED. THEY COULD BE TOWN HOMES OR DUPLEXES, BUT THEY REALLY SERVE TO TRANSITION FROM THE SUBURBAN LIVING TO THE MORE DENSE USES, SUCH AS COMMERCIAL OR URBAN LIVING. URBAN LIVING IS THE DENSEST RESIDENTIAL PLACE TYPE. THIS COULD INCLUDE TOWN HOMES, DUPLEXES, CONDOMINIUMS, APARTMENTS, BUT IT COULD ALSO INCLUDE OTHER SERVICES LIKE NEIGHBORHOOD-SERVING RETAIL OFFICE. YOU COULD FIND RETAIL ON THE BOTTOM FLOOR OF THESE TYPES OF DEVELOPMENTS, WE TEND TO SEE THESE DEVELOPMENTS IN AREAS THAT SUPPORT GREATER ACTIVITY IN MORE URBAN CONTEXT. YOU WOULD SEE THESE NEXT TO COMMERCIAL CORRIDORS. THE STREETS ARE MADE TO BE MORE NAVIGABLE BY PEDESTRIANS. THERE WOULD BE ON-STREET PARKING, AND THEY'RE REALLY INTENDED TO SUPPORT GREATER USES. COMMUNITY COMMERCIAL IS PREDOMINANTLY RETAIL AND COMMERCIAL THAT WE WOULD SEE ALONG COMMERCIAL CORRIDORS, LIKE WHITE STREET OR THROUGHOUT DIFFERENT PARTS OF THE COMMUNITY; THEY'RE TYPICALLY FREE-STANDING, SMALLER-SCALE RETAIL, ONE OR TWO STORIES. DOWNTOWN IS REALLY, AS IT SAYS, THE TRADITIONAL CORE OF ECONOMIC ENTERTAINMENT AND COMMUNITY ACTIVITY FOR ANNA. DOWNTOWN'S ENVISIONED TO HAVE A MIX OF USES THAT COULD RANGE FROM RETAIL, COMMERCIAL, OFFICE, RESIDENTIAL, AND IT'S REALLY INTENDED TO HAVE ACTIVITY AT ALL TIMES OF DAY FOR PEOPLE TO UTILIZE WHILE THEY'RE WORKING OR WHILE THEY'RE LIVING, PROXIMITY AND ACCESS TO A VARIETY OF GOODS AND SERVICES, [00:45:04] AS WELL AS THE HISTORICAL PRESERVATION IN DOWNTOWN IS REALLY WHAT'S IMPORTANT IN THIS PLACE TYPE. EMPLOYMENT MIX IS FOCUSED PRIMARILY ON EMPLOYMENT AS THE NAME WOULD INDICATE, BUT THESE COULD BE PROFESSIONAL OFFICES, MEDICAL OFFICES, RESEARCH, AND TECHNOLOGY OR LARGE OFFICE PARKS. THEY'RE TYPICALLY LOCATED ALONG MAJOR THOROUGHFARES WITH REGIONAL ACCESS SO PEOPLE LIVING OUTSIDE OF ANNA CAN ACCESS THESE DESTINATIONS, AND THEY TEND TO TRANSITION FROM ADJACENT LAND USES THROUGH LANDSCAPED BUFFERS. MANUFACTURING AND WAREHOUSE IS THE COUNTERPART TO EMPLOYMENT MIX. EMPLOYMENT MIX IS FOCUSED ON EMPLOYEES. MANUFACTURING AND WAREHOUSE TENDS TO HAVE A MUCH SMALLER EMPLOYEE FOOTPRINT. THERE'S MORE SQUARE FOOTAGE PER BUILDING AND LESS EMPLOYEES PER BUILDING. THESE ARE PRIMARILY MANUFACTURING DISTRIBUTION CENTERS. THEY COULD BE DATA CENTERS. WE DID MENTION SEEING THESE PLACETYPES ALONG MAJOR THOROUGHFARES, NOT NEXT TO RESIDENTIAL USES, AND AGAIN, THEY WOULD NEED TO BE BUFFERED WITH LANDSCAPED AREAS. >> THE RESULTING PLAN THERE HAVE BEEN SEVERAL CHANGES FROM THE LAST ITERATION THAT YOU MAY NOTE. PRIMARILY, THE INCLUSION OF THE 100-YEAR FLOODPLAIN TO DENOTE THOSE OPEN SPACES AND UNDEVELOPABLE AREAS. SISTER GROVE CREEK IS PRIMARILY THE ONLY AREA THAT WE SEE RURAL LIVING, WHERE UTILITIES ARE MUCH HARDER TO REACH, MUCH FURTHER OUT. SERVICE IS MUCH MORE CHALLENGING IN THIS PART OF THE CITY, AND WE'D SEE IT REMAINING THAT WAY. ALONG THE 121 CORRIDOR, WE SEE A MIX OF REGIONAL ACTIVITY CENTER AND EMPLOYMENT MIX. WE SEE REGIONAL ACTIVITY CENTER HAPPENING PRIMARILY AT MAJOR INTERSECTIONS. AT THE VERY SOUTH IS THE INTERSECTION OF 121 AND THE COLLIN COUNTY OUTER LOOP. WE SEE THAT AS AN OPPORTUNITY TO CAPTURE REGIONAL TRAFFIC AND MOBILITY, BUT WE ALSO SEE REGIONAL ACTIVITY CENTER HAVING GREAT PROPENSITY ALONG THE CREEK TO AMENITIZE THE NATURAL ENVIRONMENT AND MAYBE USE THAT CREEK AS A NATURAL BUFFER AND TRANSITION, AS WELL AS TO THE NORTH AT THE MAJOR INTERSECTION. IN BETWEEN THERE, WE SEE EMPLOYMENT MIX SUPPORTING THOSE USES AND CREATING ADDITIONAL DAYTIME POPULATION AND PEOPLE TO SERVICE THESE TYPES OF ACTIVITY CENTERS. AT THE FAR NORTH AND SOUTH END OF 121, WE SEE MANUFACTURING AND WAREHOUSING PROVIDING REGIONAL ACCESS, ESPECIALLY ON THE SOUTH. WE SEE THAT SOUTHWEST CORNER OF THE OUTER LOOP AND 121, THAT WAS PREVIOUSLY DENOTED AS EMPLOYMENT MIX, IS NOW DENOTED AS MANUFACTURING AND WAREHOUSING, GIVING GREAT MOBILITY FROM BOTH THE OUTER LOOP AND 121 AND TO THE NORTH. AGAIN, THE THOUGHT IS TO PROVIDE REGIONAL ACCESS FOR MANUFACTURING AND WAREHOUSE TO SHIP PRODUCTS OUT THROUGHOUT THE STATE OR COUNTRY, WHEREVER THAT MAY BE. LOOKING AT THE FAR WEST END OF THE CITY, WE SEE, ESPECIALLY BETWEEN THE EAST FORK OF THE TRINITY RIVER AND WHITES CREEK. THERE WAS PREVIOUSLY SOME AREA THAT WAS SHOWN AS SUBURBAN LIVING, AND THAT'S NOW REFLECTED AS ESTATE RESIDENTIAL TO MATCH THE CHARACTER OF THAT AREA BETTER JUST TO APPEASE THE NATURAL BREAK IN THE RIPARIAN AREA AS WELL. THEN WE SEE SEVERAL, NOT ADDITIONAL, BUT WE'LL NOTE THE COMMUNITY COMMERCIAL NODES THROUGHOUT THE CITY THAT MAY LOOK LIKE THEY'RE FLOATING RIGHT NOW. THOSE ARE INDICATED AT FUTURE INTERSECTIONS THAT CORRESPOND TO THE MASTER THOROUGHFARE PLAN. THOSE ARE INTERSECTIONS THAT ARE ENVISIONED AS BEING INTERSECTIONS OF FUTURE ROADS. THEY MAY CHANGE, THE ALIGNMENTS MAY CHANGE, AND THOSE LOCATIONS MAY NEED TO CHANGE OVER TIME, BUT THE THOUGHT IS TO SERVICE BOTH THE EAST AND WEST ENDS OF THE CITY WITH COMMERCIAL SERVICES.
