PRESENTATION OF ANNA CROSSING PARK MASTER PLAN, PARK PLANNING AND MANAGING DEVELOPMENT MANAGER DANA WALKER.>> GOOD EVENING, MAYOR, COUNCIL.
WE'LL BE GOING OVER THE ANNA CROSSING PARK MASTER PLAN THIS EVENING.
THIS HAS BEEN THROUGH THE PARKS ADVISORY BOARD THREE TIMES, AND WE DID HAVE A PUBLIC MEETING TO GET INPUT ON THIS, AND WE'RE GOING TO GO BRIEFLY THROUGH IF I CAN GET THE CLIPPER TO WORK.
WE'RE GOING TO GO THROUGH THE PROCESS REAL QUICK.
WE HAVE HIRED HUITT-ZOLLARS TO CREATE A MASTER PLAN AND CONSTRUCTION DRAWINGS FOR THE PROJECT ONCE WE HAVE AN APPROVED MASTER PLAN.
ON OUR KICKOFF MEETING, WE MET WITH HUITT-ZOLLARS TO DEVELOP A PRELIMINARY PROGRAM AND THEN THE GENERAL SCOPE FOR THE PROJECT.
THEY THEN TOOK THAT INFORMATION AND DEVELOPED WHAT WE WOULD CALL MAYBE A 40, 50% CONCEPTUAL MASTER PLAN JUST SO WE'D HAVE A STARTING POINT.
WE COULD TAKE THAT TO THE PUBLIC AND GET INPUT.
WE DID HAVE A PUBLIC MEETING AT OUR PARKS ADVISORY BOARD ON JUNE 17, AT HARLOWE ELEMENTARY SCHOOL.
A REALLY GOOD TURNOUT AT THAT.
WE TOOK THE INPUT THAT WAS GATHERED FROM THAT AND ORGANIZED IT AND REVIEWED IT, AND THEN THE MASTER PLAN WAS REVISED TO REFLECT SOME OF THE INPUT RECEIVED AT THAT MEETING.
THAT WAS THEN PRESENTED TO THE PARKS ADVISORY BOARD ON THE 15 JULY, AND THE BOARD HAD SOME ADDITIONAL COMMENTS.
WE THEN REVISED IT AGAIN TO REFLECT THOSE COMMENTS, AND THEN WE UPDATED THE PARKS ADVISORY BOARD AGAIN AT THE AUGUST MEETING.
THEN HERE RECENTLY ON SEPTEMBER 16,

WE TOOK AS PART OF THE PARK CIP TOUR, WE TOOK THE PARKS ADVISORY BOARD OUT TO THE ANNA CROSSING PARK SITE.WE WALKED ON THE SITE, HAD PLANS IN HAND TO SHOW THEM WHERE THE DIFFERENT THINGS THAT ARE BEING PROPOSED WOULD GO.
SOME OF THE DESIGN CONSIDERATIONS, EACH PARK HAS ITS OWN CONSTRAINTS AND OPPORTUNITIES.
THE PROPOSED MASTER PLAN REFLECTS THE PRIMARY FUNCTION OF THIS PARK, WHICH IS A NEIGHBORHOOD PARK.
IT'S A LARGE NEIGHBORHOOD PARK, IT'S ABOUT 28 ACRES, BUT IT IS NOT A COMMUNITY PARK, IT'S A NEIGHBORHOOD PARK.
THE SIZE OF THE PROPERTY, THE TERRAIN AND THEN THE TREES GUIDED THE MASTER PLAN TO BE MORE OF A RETAIN SOME OF THE NATURAL FEEL OF THE SITE.
THEN THE FUNCTIONALITY AND PHYSICALLY POSSIBLE TO INCLUDE ALL AMENITIES AT ALL PARKS, AND THAT'S ONE OF THE REASONS WHY WE WANTED PUBLIC INPUT.
THERE WAS A CONSENSUS DURING THE MEETING THAT THEY DID NOT WANT TO INCLUDE AMENITIES THAT WOULD CREATE A REGIONAL DRAW OR INCREASE TRAFFIC SIGNIFICANTLY.
THEY'RE VERY SENSITIVE IN THAT NEIGHBORHOOD TO TRAFFIC.
THERE WERE, IN FACT, MANY OF THE NEIGHBORS WHO LIKED THE PLAN AS IT WAS AT THE TIME.
SOME OF THE REQUESTED AMENITIES ARE NOT APPROPRIATE FOR THIS LOCATION, BUT WILL BE INCLUDED IN FUTURE PARKS AND AT SOME OF THE AMENITIES.
SHOULD BE LOCATED IN A PARK THAT'S GOING TO BE VERY CLOSE TO THIS PARK, A LITTLE BIT TO THE SOUTH IN THE INNER RANCH AREA.
THEN SOME AMENITIES REQUESTS ARE EITHER ALREADY PROVIDED NEARBY OR IN THE PLANNING STAGES.
THERE WAS A COUPLE OF ITEMS THAT AREN'T REALLY SUITED FOR THIS PARK, BUT WOULD BE BETTER SUITED IN PARKS THAT WE KNOW ARE ON THE HORIZON THEY'RE COMING UP.
MANY OF THE NEIGHBOR REQUESTED AMENITIES THAT WILL DEFINITELY BE IN THE PARK ARE DRINKING FOUNTAINS ALONG THE TRAILS, SHADE ON AND AROUND THE PLAYGROUND, SWINGS, GRILLS NEAR THE PAVILION, AND THEN DOG WAY STATION.
THIS IS A BREAKDOWN OF SOME OF THE THINGS THAT WERE REQUESTED.
AS I MENTIONED, ABOUT A THIRD OF THE RESPONDENTS, LIKE THE PARK AS IS.
EVERY NEIGHBOR REQUESTED AMENITY, HAD SOME NEIGHBOR OPPOSITION TO THAT AMENITY.
WHAT YOU'RE SEEING IS JUST THE AMENITIES THAT WERE REQUESTED, BUT JUST KEEP IN MIND THAT THERE WERE ALSO OPPOSITION TO LITERALLY EVERY SINGLE ONE OF THE ITEMS UP THERE.
THE NEIGHBORS WERE SPLIT ON PARKING AND TRAIL LIGHTING, YOU'LL SEE IN A MINUTE WE CAME TO A COMPROMISE ON BOTH.
SOME OF THE AMENITIES REQUESTED THAT WE FEEL WOULD CREATE A REGIONAL DRAW OR THE DOG PARK, BASKETBALL COURTS, FLASH PAD, PICKLEBALL COURTS, TENNIS COURT, BASEBALL FIELD, AND MOUNTAIN BIKE TRAIL.
THEN SOME OF THE REVISIONS THAT WERE MADE TO THE MASTER PLAN BASED ON THE INPUT.
WE DID ADD SOME TREES AT THE WEST END OF THE PARK TO PROVIDE A BUFFER BETWEEN THE HOUSES ADJACENT TO THE PARK.
WE SLIGHTLY INCREASE THE NUMBER OF PARKING SPACES.
THERE'S 26 TOTAL IN THE PLAN RIGHT NOW.
THERE IS A SEGMENT, EVEN THOUGH WE DON'T TYPICALLY LIGHT TRAILS IN ANNA, THERE IS A CENTRAL LOOP THAT WE ARE GOING TO RECOMMEND LIGHTING.
IT WAS A PRETTY IMPORTANT COMPONENT OF THIS PARTICULAR PARK.
WE'RE PROVIDING ZONES FOR FUTURE EXPANSION, WHICH COULD INCLUDE SPORTS COURTS, SOME SMALLER COURTS.
WE REDUCE THE SCALE OF A SHADE STRUCTURE IN THE POND.
WE'RE GOING TO INSTALL BOLLARDS AT THE END OF MAY STREET.
THAT STREET DEAD ENDS INTO THE PARK ON THE WEST SIDE AND THAT'S JUST TO KEEP VEHICLES OUT OF THE PARK.
THEN WE'RE CONSIDERING ADDING WORKOUT STATIONS ALONG THE TRAIL.
THERE ARE A FEW PEOPLE THAT ASKED FOR THAT.
THE DESIGN DOES INCLUDE CONCRETE TRAILS, A PRETTY GOOD SIZED PAVILION, RESTROOMS, A GOOD SIZED PLAYGROUND, BENCHES AND BENCH SWINGS, DRINKING FOUNTAINS, PARKING, TRAIL LIGHTING, AND THEN MOST LIKELY WORKOUT STATIONS.
TO GIVE YOU AN IDEA OF THE AMOUNT OF TRAIL THAT'S IN THIS CURRENT DESIGN.
THERE'S ABOUT 7,400 LINEAR FEET OF TRAIL IN THE PROPOSED DESIGN,

AND THERE'S ABOUT 10,000 LINEAR FEET IN NATURAL SPRINGS PARK AND A LITTLE OVER 11 LINEAR FEET IN SLATER CREEK PARK.KEEP IN MIND THOSE ARE COMMUNITY PARKS. THEY'RE VERY LARGE PARKS.
FOR WHAT IT IS, A NEIGHBORHOOD PARK IS AN EXTRAORDINARY AMOUNT OF TRAIL IN THIS PARK.
THEN THERE WILL BE SOME AREAS THAT WILL BE IRRIGATED, ALTHOUGH MOST OF THE PARK WILL BE KEPT NATURAL, AND THOSE INCLUDE AREAS ALONG THE FINLEY RIGHT AWAY BETWEEN THE TRAIL AND THE BACK OF CURB.
THE TREES ON THE WEST SIDE WILL BE IRRIGATED, AND THEN THE CENTRAL LAWN IN THE AREA OF THE MAJOR AMENITIES WILL BE IRRIGATED.
THIS IS THE OVERALL PROPOSED MASTER PLAN.
THERE'S AN EXISTING POND ON THE WEST SIDE THAT WILL BE KEPT NATURAL IN THAT AREA.
THERE'S A SLIGHT COLOR DIFFERENCE.
THERE'S TWO GREEN COLORS, THAT CENTRAL AREA IS MORE OF A COOLER COLOR.
THAT WILL BE MANICURED AND IRRIGATED AND THEN THE REST OF THE PARK THAT HAS A MORE YELLOW GREEN AROUND THE OUTSIDE, IT WILL STILL BE MOWED, BUT IT WON'T BE IRRIGATED.
I'M GOING TO ZOOM INTO THIS BECAUSE I KNOW THIS IS HARD TO SEE.
YOU CAN SEE THE POND AREA, WHICH IS ELEVATED.
YOU HAVE TO GO UP A BERM TO GET OVER TO THE POND.
THERE'S TRAIL ALONG THE RIGHT OF WAY.
THERE'S A LOT OF TRAIL WITH A LOT OF DIFFERENT LOOPS, AND WE'RE WORKING ON WAYS TO FIGURE OUT HOW TO GET THE DISTANCES OF THOSE READILY AVAILABLE, SO PEOPLE WALKING WILL KNOW HOW FAR THEY WALKED IF THEY DON'T HAVE AN APP THAT TELLS THEM.
THE PARKING AND THE PLAYGROUND PAVILION, RESTROOM ALL THAT'S ON THE RIGHT SIDE OF THIS GRAPHIC.
THEN THE EAST SIDE OF THE PARK, AND THAT'S FINLEY BOULEVARD, IT RUNS THE ENTIRE LENGTH OF THE PARK ON THE NORTH SIDE, AND ALL OF THIS.
THERE'S A CREEK THAT RUNS THROUGH THE PARK.
THERE'S TWO LOW WATER CROSSINGS ON THE WEST SIDE.
THE CROSSING ON THE FAR EAST SIDE IS GOING TO REQUIRE A BRIDGE.
THEN YOU CAN SEE THAT ALL OF THE TREES THAT ARE A LITTLE TRANSPARENT ARE EXISTING TREES.
IF I GO BACK, YOU CAN SEE ALONG THE TOP LEFT, THE DARKER TREES, THOSE ARE PROPOSED TREES.
THERE'S SOME LANDSCAPING PROPOSED IN THE AMENITY CENTER AREA AND THE PARKING AREA.
BUT A LOT OF THE TREES ON THE SIDE ARE EXISTING, THEY'RE VERY MATURE TREES.
IT'S A VERY COOL SITE IF YOU HAVEN'T BEEN OUT THERE.
THEN THIS IS JUST ZOOMING IN TO SHOW YOU ON THE RIGHT SIDE OF THIS GRAPHIC.
IT SAYS, FUTURE EXPANSION. THAT'S JUST A ZONE.
WE DIDN'T WANT TO PUT ANY SPORTS COURTS OUT HERE TO BEGIN WITH.
WE'D LIKE TO BUILD WHAT'S SHOWN ON THE PLAN, SEE HOW PEOPLE REACT TO IT, SEE WHAT TRAFFIC IT GETS.
WE CAN ALWAYS COME BACK IN THE FUTURE IF WE WANT TO DO A PICKLEBALL COURT TOO OR A DOG PARK OR SOMETHING LIKE THAT.
BUT TO BEGIN WITH, WE JUST WANTED TO SEE HOW EVERYONE'S GOING TO REACT TO THE PARK AND WE DON'T WANT THIS PARK TO GET OVERCROWDED BECAUSE IT IS A NEIGHBORHOOD PARK.

WE FELT THAT WAS A GOOD COMPROMISE SO THAT THE TRAIL CAN BE USED A LITTLE BIT INTO THE DARKER HOURS OF THE DAY WHILE MAINTAINING, THERE'S A LOT OF WILDLIFE OUT THERE.
WE WANTED WE DIDN'T WANT TO DISTURB ANY OF THE NOCTURNAL GOING ONE OUT OF THE PARK ON THE EAST SIDE.

THERE WAS OPPOSITION TO A DOG PARK AT THIS LOCATION FROM THE NEIGHBORS THAT SHOWED UP AT THE MEETING.
I THINK THE GENERAL CONSENSUS AMONG THE DESIGN TEAM WAS, IF WE WANT TO ADD SOMETHING LIKE THAT ONCE WE SEE HOW THIS PARK IS USED, I THINK THAT'S COMPLETELY AND TOTALLY APPROPRIATE.
IF THAT'S WHAT THE PEOPLE IN THIS AREA WOULD LIKE TO HAVE, BUT WE DIDN'T WANT TO START OUT WITH THAT BECAUSE WE DID NOT WANT TO INCREASE THE TRAFFIC IN THIS AREA AND MAKE THIS PART OF REASONABLE.

THAT'S THE ONLY THING I ASKED FOR ON THAT PLAYGROUND.

I AM NO SURPRISED AT THE COMMENTARY THAT YOU'RE COMMUNICATING TONIGHT OF THE RESISTANCE TO CHANGE BECAUSE EVEN THOUGH IT WAS A CONCEPT, TO COME UP WITH ANOTHER IDEA IS CHANGE.
I WOULD ASK THAT IN THE FUTURE, THAT WE WOULD PRESENT THE RAW INFORMATION, LET THE DIALOGUE HAPPEN.
