AS YOU MAY RECALL, LAST YEAR'S THEME WAS BUILDING ON A SOLID FOUNDATION. A BUDGET FOCUSED ON TRENDING ONWARD AFTER YEARS OF DEVELOPING A STRONG FOUNDATION. THIS YEAR'S THEME, WHICH I FIND EXCEEDINGLY FITTING IS TURNING VISIONS INTO REALITY. AND IT IS WITH THAT THEME THAT I DELIVER TO YOU MY BUDGET PROPOSAL. IMPORTANTLY, AS PART OF THIS BUDGET, WE ARE INVESTING IN TECHNOLOGICAL ENHANCEMENTS THAT PROTECT OUR SERVICES AND SAFEGUARD US FROM THE DANGERS THAT ARE OMNIPRESENT. THIS BUDGET IS MAKING STRIDES AND REALIZING A VISION OF A MODERN ORGANIZATION, FULLY PARTICIPATING IN THE REALITY OF A CHANGING LOCAL GOVERNMENT LANDSCAPE. LASTLY, BUT FAR FROM LEAST IS THE VISION OF AN ENHANCED ORGANIZATION THAT CAN RECRUIT TALENT FROM PUBLIC SAFETY TO PARKS, TO RECREATION AND LIBRARY SERVICES. AS OUR SERVICES GROW, SO DOES THE NEED FOR OUR ORGANIZATION'S GREATEST COMMODITY. IT'S PEOPLE. OVER THE PAST TWO MONTHS, WE'VE HAD OCCASIONS OF BEING ABLE TO PRESENT THE GROWTH OF CERTAIN AREAS IN OUR ORGANIZATION AND THUS THE NEED FOR ADDITIONAL STAFF. AT THE END OF THE DAY, WE ARE IN THE SERVICE INDUSTRY. THE TASK WILL ALWAYS BE TO RECRUIT THOSE WHO NOT ONLY CAN DO THE JOB AND ARE UP TO THE CHARGE OF SERVING A FAST GROWING COMMUNITY, BUT WHO WANT TO BE PART OF AN ORGANIZATION SUPPORTED BY THE FOUR PILLARS OF ITS CORE VALUES? THE MAJOR REVENUES FOR THE CITY OF ANNA ARE PROPERTY TAX FOR BOTH OPERATIONS AND DEBT SERVICE, SALES TAX, WHICH FUNDS BOTH THE GENERAL OPERATIONS AND OUR COMMUNITY DEVELOPMENT CORPORATION AND BUILDING PERMIT FEES. YOU CAN SEE THAT WE'VE EXPERIENCED GROWTH IN EACH ONE OF THESE OVER THE LAST THREE YEARS. OUR LARGEST REVENUE PROPERTY TAX ALSO HAS [00:10:03] MANY LEGAL REQUIREMENTS TO BE MET BEFORE WE CAN LEVY IT. THE PROPERTY TAX RATE CALCULATION AND APPROVAL STARTS WITH RECEIPT OF THE CERTIFIED VALUE FROM THE COLLIN CENTRAL APPRAISAL DISTRICT. THE COLLIN COUNTY TAX ASSESSOR IS CONTRACTED WITH US FOR THE COLLECTION OF OUR PROPERTY TAXES AND IS DESIGNATED TO CALCULATE THE VARIOUS TAX RATES AS REQUIRED BY THE STATE. LATER THIS EVENING, I'LL BE SUBMITTING THOSE TAX RATES TO YOU FOR A VOTE ON THE PROPOSED TAX RATE. THERE WILL HAVE TO BE A PUBLIC HEARING NOTICE IN OUR OFFICIAL NEWSPAPER, THE HERALD DEMOCRAT. WE'LL HOLD A PUBLIC HEARING ON SEPTEMBER 3, AND THEN THE VOTE FOR THE ADOPTION OF THE BUDGET AND THE TAX RATE WILL BE HELD ON SEPTEMBER 10 WITH OUR FISCAL YEAR STARTING ON OCTOBER 1. THIS GRAPH IS TO ILLUSTRATE FROM A TAXABLE ASSESSED VALUE PERSPECTIVE, THE GROWTH THAT HAS OCCURRED IN ANNA OVER THE LAST 10 YEARS. I KNOW WE TALK ABOUT GROWING AND GROWING AND GROWING, AND THIS ACTUALLY ATTACHES SOME NUMBERS TO THAT. SINCE 2015, THE CERTIFIED VALUE IN THE CITY OF ANNA HAS GROWN 532%. THIS YEAR'S CERTIFIED VALUE IS OVER $3.8 BILLION, WHICH IS 19.2% HIGHER THAN LAST YEAR. THE PROPERTY TAX LEVY, WHICH IS THE AMOUNT WE WILL ACTUALLY BE EMPOWERED TO COLLECT IS 2.6 MILLION HIGHER THAN LAST YEAR. AS I STATED BEFORE, WE ARE REQUIRED TO CALCULATE FOUR DIFFERENT TAX RATES TO CHOOSE FROM FOR WHAT WE WOULD LIKE TO FUND OUR BUDGET WITH. THE NO NEW REVENUE RATE IS INTENDED TO PROVIDE A TAXING UNIT WITH THE SAME AMOUNT OF MAINTENANCE AND OPERATIONS PROPERTY TAXES ON EXISTING PROPERTIES AS THE PREVIOUS YEAR AFTER TAKING INTO ACCOUNT CHANGES IN APPRAISED VALUE. THE VOTER APPROVAL RATE PROVIDES THE TAXING UNIT WITH THE SAME AMOUNT OF MAINTENANCE AND OPERATIONS, PROPERTY TAXES ON EXISTING PROPERTIES AS THE PREVIOUS YEAR, PLUS A 3.5% INCREASE FOR THOSE OPERATIONS. IN ADDITION TO SUFFICIENT FUNDS TO PAY FOR OUR DEBTS, WE PAY THE DEBT FIRST. THEN OUR DE MINIMIS RATE IS THE RATE EQUAL TO THE SUM OF THE TAXING UNITS CURRENT DEBT RATE, THE NO NEW REVENUE, MAINTENANCE AND OPERATIONS RATE, AND THE RATE THAT WHEN APPLIED TO THE TOTAL VALUE WOULD IMPOSE AN AMOUNT OF TAXES EQUAL TO $500,000. THIS IS AN OPTION THAT'S BEEN GIVEN TO SMALLER CITIES OF A POPULATION OF LESS THAN 30,000 BECAUSE EVEN THE LEGISLATURE UNDERSTANDS THE CHALLENGES IN A FAST GROWING SMALL COMMUNITY AND BEING ABLE TO FUND OUR NEEDS. AS YOU CAN SEE, THIS YEAR'S TAX RATE IS PROPOSED AT 0.507200 PER HUNDRED DOLLAR VALUATION, WHICH IS LOWER THAN LAST YEAR'S TAX RATE SLIGHTLY. BY LAST YEAR'S TAX RATE WAS 0.510717. A SLIGHT DECREASE IN OUR PROPOSED TAX RATE. NOW, OF COURSE, HOW MUCH REVENUE WE COLLECT IS A FUNCTION OF TWO THINGS. IT'S YOUR APPRAISED VALUE AND THE TAX RATE. AND SO WE GENERALLY CALCULATE BASED ON WHAT WE'RE GIVEN IS OUR AVERAGE HOME VALUE. ALTHOUGH I THINK WE ALL KNOW THAT AVERAGE MAY NOT ALWAYS REFLECT YOUR OWN INDIVIDUAL EXPERIENCE, BUT IT IS A MARKER THAT WE CAN LOOK AT. OUR AVERAGE MARKET VALUE FOR A HOME DECREASED SLIGHTLY THIS YEAR. NOT A LOT, BUT A LITTLE BIT. SO BASICALLY, I WOULD TELL YOU THAT MARKET SALES, OUR HOMES ARE FLAT. THE AVERAGE TAXABLE VALUE INCREASED, BUT THIS LIKELY REPRESENTS A CATCH UP FROM A 10% CAP THAT IS IN PLACE. YOUR APPRAISED VALUE CANNOT INCREASE MORE THAN 10% PER YEAR. THAT STATE PUTS A CAP ON IT. BUT THAT MEANS THE NEXT YEAR, YOU MAY EXPERIENCE THAT INCREASE BECAUSE YOU MAY NOT GROW MORE THAN 10%, AND SO YOU'LL GET PUSHED ALL THE WAY UP TO YOUR MARKET VALUE. OUR TAX RATE WILL DECREASE SLIGHTLY BASED ON THE CALCULATIONS THAT WE'VE BEEN GIVEN BY THE COLLIN COUNTY TAX ASSESSOR COLLECTOR'S OFFICE. AND IF A HOME OWNER IS AVERAGE, IF YOUR AVERAGE HOME VALUE TAXABLE WENT UP THE 29,000 AND THE TAX RATE WENT DOWN, [00:15:08] YOUR TAX BILL WILL INCREASE BY $140. THAT'S A LOT OF MATH. I GET IT. BUT THAT'S THE SYSTEM WE WORK WITH. BECAUSE GOVERNMENT IS DIFFERENT FROM PRIVATE SECTOR. WE UTILIZE WHAT'S CALLED FUND ACCOUNTING, AND I ALWAYS TRY TO REVIEW THAT FOR PEOPLE BECAUSE IT'S NOT A FAMILIAR CONCEPT OUTSIDE OF GOVERNMENT. FUND ACCOUNTING MEANS THAT WE SEGREGATE OUR REVENUE SOURCES SO THAT WE ENSURE THAT THEY'RE BEING USED FOR THEIR INTENDED PURPOSES. THE PRIMARY FUND FOR MOST LOCAL GOVERNMENTS AND THE CITY OF ANNA IS OUR GENERAL FUND. THAT'S WHERE WE SUPPORT THE SERVICES THAT ARE SUPPORTED BY TAXES. POLICE, FIRE, GENERAL ADMINISTRATION, PARKS, RECREATION, STREETS, THOSE ITEMS. AS YOU CAN SEE, OUR GENERAL FUND REVENUES NEXT YEAR ARE PROJECTED TO BE 26.2 MILLION WITH PROPERTY TAX BEING OUR LARGEST REVENUE, AND WE ARE CURRENTLY ENJOYING A NICE INCREASE IN SALES TAX. >> EXPENSES ARE BALANCED TO THAT 26.2 MILLION, ALSO AT 26.2 MILLION, AND AS A REMINDER, MOST OF THAT WILL GO INTO OUR PAYROLL EXPENSES. THIS IS A SERVICE ORGANIZATION. WE DON'T MANUFACTURE ANYTHING. WE HELP PEOPLE, THE BEST WE KNOW HOW. ALMOST 73% OF OUR BUDGET IS IN OUR PAYROLL. THE OTHER MAJOR FUND THAT WE HAVE IS THE UTILITY FUND. NOW, THE UTILITY FUND, AS I SAID, WE SEGREGATE OUR FUNDS BECAUSE IN THE UTILITY FUND, YOU GET WHAT YOU RECEIVE OR YOU PAY FOR WHAT YOU RECEIVE. IT IS NOT TAX SUPPORTED, IT IS FEE SUPPORTED. WE USE OUR UTILITY FUND TO PROVIDE WATER, WASTEWATER, AND SOLID WASTE SERVICES TO OUR NEIGHBORS. THIS YEAR UTILITY FUND REVENUES WILL TOTAL 26.2 MILLION FROM WATER SALES, WASTEWATER CHARGES, SOLID WASTE SERVICES, AND OTHER FEES THAT ARE ASSOCIATED WITH THAT, MEANING TAP FEES, METER INSTALL FEES, LATE CHARGES, THOSE TYPES OF ITEMS. IT IS ALSO BALANCED AT 26.2 MILLION IN EXPENSES. NOW IN THIS FUND, IT'S A LITTLE BIT DIFFERENT. IT'S NOT THE PERSONNEL, IT'S THE COST OF OUR THIRD PARTY PROVIDERS. THE GREATER TEXOMA UTILITY AUTHORITY PROVIDES US WATER, THE NORTH TEXAS MUNICIPAL WATER DISTRICT HELPS US WITH OUR WASTEWATER TREATMENT, AND THEN CARDS WASTE MANAGEMENT AND RECYCLING SERVICES IS RESPONSIBLE FOR COLLECTING OUR SOLID WASTE. THOSE THREE TOTAL 51% OF THIS BUDGET. BASICALLY, IT COMES IN, IT GOES OUT, AND WE HAVE TO PAY FOR IT. ALSO, I INCLUDED A FEW HIGHLIGHTS OF OUR CAPITAL IMPROVEMENT PROGRAM BUDGET. CAPITAL IMPROVEMENT BUDGET IS A MULTI YEAR ROADMAP FOR PLANNING AND DEVELOPING AND CONSTRUCTING IMPORTANT COMMUNITY ASSETS. AS YOU CAN SEE, WE'RE GOING TO HOPEFULLY SPEND $87.8 MILLION IN OUR CAPITAL IMPROVEMENT PROGRAM THIS COMING UP YEAR. THE TOTAL COST OF THE LIBRARY IS 22 MILLION. THE PLAZA HERE ALONGSIDE THE LIBRARY IS 3.5 MILLION. WE'VE DISCUSSED IN PREVIOUS COUNCIL MEETINGS THAT WE'RE CONSTRUCTING A WASTEWATER TREATMENT PLANT. ALSO WE WILL NEED AN INTERCEPTOR LINE FROM THAT PLANT TO OUR NEIGHBORS IN AUSTIN AND SOME OF THOSE OTHER COMMUNITIES SO THAT WE CAN HELP THEM WITH THEIR WASTEWATER TREATMENT, WHICH THEY WILL BE CHARGED FOR. THEN THE COLLIN PUMP STATION GROUND STORAGE, WE'RE HOPING TO GET A LITTLE MORE CONTROL OF OUR WATER SUPPLY BY BEING ABLE TO STORE MORE OF OUR WELL WATER. WITH THAT, MR. HENDERSON IS GOING TO DISCUSS THE THINGS THAT WE DID ADD TO THE BUDGET. >> OVER THE PAST TWO MONTHS, WE'VE HAD A SERIES OF WORKSHOP PRESENTATIONS FOR THE COUNCIL IN THIS COMMUNITY. [00:20:04] THIS ALSO COMES FROM THE OPPORTUNITIES I'VE HAD TO SPEAK WITH YOU INDIVIDUALLY OVER THOSE PAST TWO MONTHS, BUT AS YOU'LL SEE, WE HAVE TWO POLICE OFFICERS THAT WE'LL BE BRINGING ON BOARD, A POLICE RECORDS CLERK, A WARRANT OFFICER THAT WILL HELP WITH COURT. WE HAVE MORE COURT DATES, AND BY HIRING A PART TIME WARRANT OFFICER ALLOW US TO FREE UP AN OFFICER TO PUT BACK ON PATROL. COMMUNICATIONS COORDINATOR, YOU'VE PROBABLY SEEN HER WORK, MS. CHARLI WAGGONER, AND THAT'S ACTUALLY A CARRYOVER. WE FILLED THAT POSITION THIS PAST YEAR, BUT BECAUSE OF THE MATH ON THE FTES, WE COUNTED FOR THIS BUDGET. WE'RE ADDING MORE PARK LAND. WE'LL HAVE A PLAZA THAT WE'LL HAVE TO MAINTAIN. WE'LL BE ADDING TWO PARKS MAINTENANCE WORKERS AS PART OF THIS BUDGET, AND THEN, OF COURSE, WE NEED STAFF FOR OUR STATE OF THE ART LIBRARY. WE WILL BE HIRING LIBRARY OPERATION STAFF, AND MR. MARCHAND COVERED THAT DURING THAT PRESENTATION. OTHER ADDITIONS I MENTIONED, JUST PROGRAMS AND SOFTWARES, THINGS THAT WE'RE PUTTING IN THIS BUDGET. I SEE ADDITIONAL SOFTWARES BY HR, IT, AND FINANCE. WE'LL BE ADDING AN ALL TERRAIN UTILITY VEHICLE TO OUR FIRE FLEET. A FACILITY STUDY, SO WE RECEIVED AUTHORIZATION FROM THIS COUNCIL TO ISSUE A DEBT FOR THE ACQUISITION OF LAND, AND PART OF THAT, WE NEED TO DO A FACILITY STUDY TO DETERMINE THE SIZE OF OUR FUTURE POLICE STATION. WE ALSO NEED TO LOOK AT OUR OTHER FACILITIES, NAMELY OUR PUBLIC WORKS BUILDING TO MAKE SURE THAT IT CAN MEET THE NEEDS OF A GROWING ORGANIZATION, AS WELL AS FUTURE FIRE STATION LOCATION. THAT FACILITY STUDY WILL ENCOMPASS A NUMBER OF DIFFERENT DISCIPLINES IN THIS ORGANIZATION. AGAIN, IT'S JUST TO MAKE SURE THAT WE'RE PUTTING THINGS WHERE THEY NEED TO BE AND WE'RE BUILDING THEM TO THE SIZE THAT THEY NEED TO BE. THEN WE WILL BE ADDING ADDITIONAL EQUIPMENT TO OUR PUBLIC WORKS DEPARTMENT FOR THEIR OPERATIONS. AS I MENTIONED IN THE BEGINNING, WE'RE CONTINUALLY FOCUSING ON THREE ELEMENTS I, AND I BELIEVE THAT THESE THREE ELEMENTS ARE THE ELEMENTS THAT THIS COUNCIL HAS EXPRESSED TO ME, CONTINUED COMMITMENT TO OUR CIP, BECOMING MORE MODERN, MODERNIZING OUR OPERATIONS. WE STARTED HERE IN 2019. WE'VE COME A LONG WAY AND WE STILL HAVE A LONG WAY TO GO, AND WE ARE COMMITTED TO THAT. MAKE WORK EASIER FOR OUR STAFF AND JUST KEEPING UP WITH THE CHANGING ENVIRONMENT THAT'S OUT THERE. THEN PEOPLE. IT'S OUR GREATEST COMMODITY, IT'S OUR MOST IMPORTANT COMMODITY. WE WANT TO TAKE CARE OF OUR PEOPLE, AND WE WANT TO BE ABLE TO RECRUIT OUR PEOPLE. IT'S COMPETITIVE OUT THERE. WE SEE IT EVERY MONTH, AND WE'RE IN COMPETITION WITH OTHER CITIES, BUT WE TRULY BELIEVE WE HAVE SOMETHING SPECIAL TO OFFER HERE IN ANNA BEYOND COMPENSATION BECAUSE AS I SENT IN A MEMO TO COUNCIL LAST MONTH, WE FOCUSED ON CORE VALUES, ESTABLISHING CORE VALUES OF THIS ORGANIZATION, THE THINGS THAT MATTER TO OUR STAFF. IT WAS FROM THE BOTTOM UP. WE HEARD FROM EVERY STAFF MEMBER ON WHAT IT MEANS TO WORK FOR THE CITY OF ANNA AND WHAT THEY WANT TO MEMORIALIZE. AS SOON YOU'LL BE WALKING, YOU'LL COME INTO CITY HALL. MY GOAL AND MY CHARGE IS TO MAKE SURE THAT WHEN WE'RE COMING UP WITH THE BUDGET, AND WE'RE GOING THROUGH THOSE FTES, THAT WE'RE NOT OVERSHOOTING THE MARK. WE'RE NOT ADDING MORE PEOPLE THAN WE TRULY NEED, BUT THAT WE'RE ALSO ADDING PEOPLE IN THE RIGHT POSITION, BUT WHERE WE TRULY NEED THAT. THAT'S WHEN THE PLAN DEVELOPMENT WAS ADOPTED FOR ZONING OF THE PROPERTY THAT WAS CURRENTLY IN THE CITY OF ANNA AT THAT TIME. IN OCTOBER OF 2022, THE PROPERTY WAS SOLD TO OLD PROSPER PARTNERS. UNDER THAT PLAN DEVELOPMENT IN 2011, IT WAS A MASTER PLAN DEVELOPMENT BETWEEN THE CITY OF ANNA, CITY OF VAN ALSTYNE AND BOTH ETJS. IN FEBRUARY 13TH, 2024, CITY COUNCIL RECEIVED A WORK SESSION ITEM PRESENTATION BY THE DEVELOPER SHOWING YOU WHAT THE LOCATIONS OF THE PROPOSED DISTRICTS WERE GOING TO BE. THOSE DISTRICTS DID NOT CHANGE VERY MUCH BETWEEN THEN AND NOW. IN MAY 14TH, 2024, CITY COUNCIL APPROVED A DEVELOPMENT AGREEMENT IN WHICH THE DEVELOPMENT STANDARDS ARE EXACTLY THE SAME TONIGHT. AT THE JUNE 1ST, 2024 PLANNING AND ZONING COMMISSION MEETING, [00:35:04] THE PLANNING AND ZONING COMMISSION RECOMMENDED DENIAL OF THE ZONING, AND THERE ARE FOUR TOPICS THAT THEY HIGHLIGHTED SPECIFICALLY. THE SIZE OF THE SINGLE FAMILY LOTS, THE TELECOMMUNICATIONS TOWERS BEING ALLOWED BY RIGHT, LIMITED CONTROL OF MULTI FAMILY ALONG THE HIGHWAY AND REMOVING THE TREE PRESERVATION REQUIREMENTS. THEN AT THE JULY 9TH, THE CITY COUNCIL MEETING IS WHEN THE ANNEXATION WAS APPROVED AND THE ZONING CASE WAS TABLED. COMPARE THE PREVIOUS PLAN DEVELOPMENT WITH THE LIBERTY HILLS PROPOSAL. LIBERTY HILLS IS ADDING AN ADDITIONAL ACREAGE THAT WAS NOT PART OF THE PLAN DEVELOPMENT PREVIOUSLY. EVERYTHING THAT IS SHOWN IN YELLOW IS PROPOSED AS SINGLE FAMILY, AND THEY'RE UTILIZING OUR SINGLE FAMILY 8.4, 7.2 AND 6.0 ZONING DISTRICTS. THERE'S PROPOSED MIXED DENSITY DISTRICTS, WHICH IS GOING TO BE YOUR GARDEN STYLE HOUSES, TOWN HOMES, AND DUPLEXES, THE MULTIFAMILY ZONING DISTRICT, THE [INAUDIBLE] DISTRICT, COMMERCIAL DISTRICTS, AND INDUSTRIAL. THE COMPREHENSIVE PLAN IDENTIFIES THIS AREA AS SEVERAL PLACE TYPES. THE RANCHING AND AGRICULTURE DISTRICT, THE COMMUNITY COMMERCIAL DISTRICT, REGIONAL ACTIVITY CENTER, A STATE RESIDENTIAL, PARKS AND OPEN SPACE, AND THEN WITHIN THE RANCHING AND AGRICULTURE PLACE TYPE, IT DOES DISCUSS CLUSTER RESIDENTIAL BEING APPROPRIATE UNDER CERTAIN CIRCUMSTANCES. THE PROPOSED STIPULATIONS WITHIN THIS PLAN DEVELOPMENT WOULD BE A MAXIMUM OF 3,000 MULTIFAMILY DISTRICTS, AND A MAXIMUM OF 2000 SINGLE FAMILY LOTS, WHICH WOULD BE THE SINGLE FAMILY DETACHED DUPLEXES AND TOWN HOMES. WE'VE RECEIVED SEVERAL QUESTIONS ABOUT THE MULTIFAMILY. I'VE HIGHLIGHTED FROM THEIR DEPICTION, THE AREAS THAT MULTIFAMILY WOULD BE ALLOWED BY RIGHT IN BLUE ON THE IMAGE ON THE RIGHT. AND TO COMPARE THAT TO THE PREVIOUS PLAN DEVELOPMENT AND DEVELOPMENT AGREEMENT, ALL OF THESE AREAS THAT ARE HIGHLIGHTED IN YELLOW IS WHERE MULTIFAMILY WOULD HAVE BEEN ALLOWED BY RIGHT. THE AREA THAT CIRCLED IN GREEN REQUIRED A SPECIFIC USE PERMIT, BUT DID NOT PROHIBIT IT. WITHIN THE ANNA JURISDICTION, THERE'S ONLY ONE VERY SMALL PART WHERE MULTIFAMILY WAS NOT ALLOWED AT ALL. ADDITIONAL PROPOSED STIPULATIONS INCLUDE A DETAILED IMAGE AND DESCRIPTION OF THE LOCATIONS OF FENCES, AS WELL AS THE SCREENING WALLS. WE HAVE VERY STRICT REGULATIONS WHEN IT COMES TO THE LOCATION OF SCREENING WALLS, AND SOMETIMES WITH THESE LARGE MASTER PLAN DEVELOPMENTS, IT CAN GET CONFUSING, AND THIS WILL HELP TO EDUCATE FUTURE STAFF AS TO WHAT AREAS NEED TO HAVE A SCREENING WALL, WHAT AREAS NEED TO HAVE WOOD FENCES, AND WHICH AREAS NEED TO HAVE THE OPEN IRON FENCES. THEY ARE ALSO REQUESTING TO REDUCE THE REQUIREMENTS OF THE THOR OVERLAY DISTRICT, SUCH AS REDUCING THE MINIMUM LOT SIZE, THE MINIMUM LOT WIDTH, AND EXEMPTING THE REAR OF DEVELOPMENTS FROM BEING COUNTED FOR A FRONT YARD SIDE. THEY ARE PROPOSING THE TELECOMMUNICATION TOWERS BY RIGHT IN NON-RESIDENTIAL DISTRICTS, AS WELL AS THE MDM AND MU DISTRICTS. RIGHT NOW, ACCORDING TO THE DALLAS MORNING NEWS MAY ARTICLE, THERE ARE 35,000 APARTMENTS THAT HAVE OPENED SO FAR IN THE DALLAS AREA FACING THE MCKINNEY SOUTH, NOT INCLUDING WHERE WE ARE HERE. THERE'S APARTMENTS ALL THE WAY FROM DOWNTOWN DALLAS UP TO SHERMAN BEING BUILT RIGHT NOW. THERE'S GOING TO BE ANOTHER 38,000 OPENING BY THE END OF THIS YEAR. THAT'S ABOUT 73,000 IN THE DFW AREA. I FEEL LIKE WE'RE GOING TO HAVE A GLUT AT SOME POINT. BUT DURING THE MONTHS OF NEGOTIATION OVER THIS DEVELOPMENT AGREEMENT, YOUR CITY'S REPRESENTATIVES LOOKED AT US AND SAID, EVERYTHING WE'VE DONE BEFORE, WE CAN DO BETTER AND WE DEMAND BETTER, AND WE WOULD LOVE TO THINK THAT WE GAVE YOU BETTER AND THAT WE ARE PROUD OF THE PRODUCT WE'VE CREATED. WE HAVE BROUGHT QUALITY BUILDERS, BUILDERS THAT HAVE NOT CURRENTLY BUILT IN THE CITY OF ANNA, WHO HAVE VERY NICE HOUSES THAT, YES, THEY MAY BE ON A 40-FOOT LOT, BUT THEY ARE BEAUTIFUL PRODUCT. SOMETIMES YOU'RE BETWEEN A ROCK AND A HARD PLACE. I WANT TO REFRESH EVERYONE ON WHERE WE ARE TODAY. IF IT'S DENIED, THEY'RE STILL GOING TO BE BUILDING HOMES ALL THROUGH THIS AREA. THERE ARE ALREADY HOMES THAT ARE ALREADY SLATED TO BE BUILT, NEIGHBORHOODS THAT ARE SLATED TO BE BUILT FOR THIS AREA ON THE PREVIOUS 2011 PROJECT. WHO HAS MADE A LOT OF MODIFICATIONS, SOME OF WHICH APPEAR IN THE DEVELOPER AGREEMENT, SOME OF WHICH WILL NOT APPEAR UNTIL FUTURE ZONING MEETINGS, BUT JUST TO COMMUNICATE THEM PUBLICLY, I KNOW THAT ONE OF THE NEIGHBORS THE DEVELOPER HAS MET WITH AND AS IF THIS GOES THROUGH, WE'LL SELL THE LOTS THAT IMMEDIATELY AFFECT THEM TO GIVE THEM MORE BUFFER ZONE. I KNOW THAT THESE WORKED THROUGH SOME OF THE TREE ORDINANCE TO MAKE SURE THAT THE TREES THAT ARE BEING REMOVED OR NOT ALONG THE CREEK BEDS AND BASICALLY THE MATURE TREES AND THE ONES THAT ARE IN THE MORE FIELDS AREA OR THE ONES THAT WILL BE REMOVED.
