RECENT CITY OF ANNA BUSINESS WHICH DIRECTLY IMPACTS ME AND MY NEIGHBORS HAS CAUSED URGENT PROBLEMS THAT NEED TO BE ADDRESSED.

MR. HENDERSON, THE CITY MANAGER, ASKED ME TO COME UP AND TALK BRIEFLY ABOUT OUR CURRENT CITY STAFFING LEVELS AND ALSO DISCUSS A LITTLE BIT ABOUT HOW WE GOT HERE AND WHERE GOING OVER THE NEXT FEW YEARS.
IF YOU TAKE A LOOK AT THIS FIRST SLIDE, WHERE WE ARE CURRENTLY IS FISCAL YEAR 24, SO THAT IS WHAT WE ARE CURRENTLY ALLOTTED.
WHEN I FIRST GOT HERE IN NOVEMBER 2020, WE WERE IN FISCAL YEAR 2021, AND THAT WILL BE THE FAR LEFT COLUMN.
I'LL TALK A LITTLE BIT ABOUT SOME OF THE ADDITIONS THAT WE HAD, BUT YOU CAN SEE THE ASCENSION THAT WE HAD IN TERMS OF STAFFING IN THE LAST FEW YEARS.
IT'S BEEN FAIRLY DRAMATIC IN TERMS OF PERCENTAGE.
IN THE NEXT COUPLE OF SLIDES, I'LL TALK ABOUT HOW SOME OF THOSE ADDITIONS WERE EXTREMELY IMPORTANT.
THIS WAS THE ORGANIZATIONAL STRUCTURE WHEN I CAME ON BOARD, VERY FLAT, BUT IT'S DONE SO OUT OF NECESSITY FOR AN AGENCY THAT WAS THE SIZE AT THE TIME OF 22 SWORN OFFICERS.
THIS IS OUR CURRENT ORG CHART.
YOU CAN SEE THAT WE'VE ADDED AN ASSISTANT CHIEF OF POLICE, WE STOLE FARMERS BRANCH'S BEST GUY, WE ADDED A PROPERTY AND EVIDENCE TECH, WE ADDED A TRAFFIC OFFICER, WE ADDED A NARCOTICS DETECTIVE, CRIMES A AGAINST CHILDREN DETECTIVE THAT IS PERMANENTLY HOUSED OUT OF THE CHILDREN'S ADVOCACY CENTER IN COLLIN COUNTY, MCKENNEY, AS WELL AS FOUR CORPORALS.
I'LL TALK A LITTLE BIT ABOUT THE CORPORALS, AND WHY THAT WAS SO IMPORTANT.
WHEN WE CAME ON BOARD, WE HAD A SERGEANT ON A SHIFT AND THEN LINE OFFICERS.
IF THAT SERGEANT WAS OUT BECAUSE THEY WERE ON VACATION OR SICK, THE SUPERVISION FELL TO AN OFFICER IN CHARGE OR AN OIC.
THE PROBLEM WITH THAT IS THAT THIS OFFICER MAY HAVE HAD, AND IN MOST CASES, HAD NO FORMAL TRAINING FROM A SUPERVISORY STANDPOINT.
THEY HADN'T HAD ANY SPECIALIZED SCHOOLS AND THE EXPERIENCE LEVELS VARIED FROM SHIFT TO SHIFT.
WHEN WE WERE ABLE TO IMPLEMENT THE CORPORAL POSITION, WE HAD TO PUT ONE ON EACH PATROL SHIFT,

IT ALLOWED FOR US TO MAKE MINIMUM STAFFING THAT REQUIRED THAT A SUPERVISOR ON DUTY 365 DAYS A YEAR.AT ANY GIVEN POINT THAT SUPERVISOR HAS THE KEYS TO THE CITY, DAYS, NIGHTS, WEEKENDS, HOLIDAYS.
THEY ARE PRETTY MUCH RUNNING THE CITY WHEN IT COMES TO A POLICE DEPARTMENT STANDPOINT.
IT'S VERY IMPORTANT THAT PEOPLE THAT WE HAVE IN CHARGE IN THAT SHIFT HAVE FORMAL TRAINING AND THE EXPERIENCE THAT POLICY REQUIRES.
MAY 2021, WE CONTRACTED WITH DR. ERIC FRITSCH, HE IS A CRIMINAL JUSTICE PROFESSOR AT UNIVERSITY OF NORTH TEXAS.
HE OWNS A COMPANY CALLED JUSTICE RESEARCH ASSOCIATES, AND HE DOES AMONG OTHER THINGS, STAFFING STUDIES.
WE CONTRACTED HIM TO DO A STAFFING STUDY FOR PATROL, INVESTIGATIONS, AND CIVILIAN POSITIONS FOR THE CITY.
THERE'S 38 METRICS THAT HE USES AS INPUTS, AND WHEN IT'S FINALLY DONE, IT SPITS OUT A NUMBER, AND BASED ON POPULATION GROWTH AND NEEDS FOR THE CITY, IT'LL GIVE YOU FIVE YEARS WORTH OF PLANNING.
THESE ARE SOME OF THE MOST IMPORTANT INPUTS IN MY OPINION.
OBVIOUSLY, THE TOPS ARE NUMBERS THAT YOU JUST PLUG IN. CALLS FOR SERVICE.
WE TAKE THE PREVIOUS YEAR'S NUMBER OF CALLS FOR SERVICE, LOOK AT PERCENTAGE INCREASE OVER THE PREVIOUS YEARS, PLUG THAT INTO THE UPCOMING YEARS, AND THAT'S HOW YOU GET THE NUMBER OF CALLS PER SERVICE.
WE ALSO ASK OUR OFFICERS TO STAY BUSY IN BETWEEN CALLS, DOING VARIOUS THINGS LIKE TRAFFIC STOPS, OTHER SELF-INITIATED ACTIVITIES, CHECKING OUT BUSINESSES, COMMUNITY OUTREACH ACTIVITIES, AND THEN YOU'VE OBVIOUSLY GOT A [INAUDIBLE] PERCENTAGE THAT YOU'VE GOT TO ACCOUNT FOR VACATIONS IN SCHOOLS.
THEN PATROL PERFORMANCE OBJECTIVES.
RESPONSE TIME, THAT'S THE BIG ONE.
WE HAVE A FOUR-MINUTE BENCHMARK FOR RESPONSE TIME.
OUR INTENTION IS TO KEEP IT AT FOUR MINUTES.
IT DOESN'T MEAN WE GET THERE IN FOUR MINUTES TO EVERY CALL, IT MEANS WE TRY TO AVERAGE FOUR MINUTES.

THAT DATES BACK TO THE KANSAS CITY EXPERIMENT IN 1973, WHERE THE NUMBER 1 FACTOR THAT WAS CITED BY ALL THE CITIZENS OF KANSAS CITY WAS RESPONSE TIME IN TERMS OF OVERALL SATISFACTION WITH THE POLICE DEPARTMENT FEELING SAFE.
THEN IMMEDIATE AVAILABILITY IS ANOTHER IMPORTANT ONE.
THAT IS, YOU HAVE TO BE STAFFED ADEQUATELY TO WHERE YOU HAVE OFFICERS AVAILABLE TO TAKE AN EMERGENCY CALL IF ONE COMES OUT.
IT DOESN'T NECESSARILY MEAN THAT THEY'RE SITTING UNDER A TREE WAITING FOR A CALL TO HAPPEN, THEY COULD BE ON A TRAFFIC STOP WHERE YOU JUST SIMPLY HAND SOMEBODY BACK THEIR DRIVER'S LICENSE AND YOU CAN JUMP IN A CAR. THEN VISIBILITY.
THAT'S SOMETHING THAT WE'VE STRESSED IN EVERYBODY THAT WE'VE HIRED, EVERYBODY THAT WE'VE TRAINED HERE, WE'VE GOTTEN BUY-IN FROM ALL OFFICERS, AND I THINK YOU CAN SEE THAT ON THE STREET THAT WE ARE EXTREMELY VISIBLE.

THROUGHOUT THE FIVE YEARS STARTING WITH '22-'23.
[NOISE] FOR THE MOST PART, WE'RE STUCK WITH THAT.
THE TWO EXCEPTIONS ARE IF YOU CAN LOOK AT '23-'24, IT SAYS TRAFFIC OFFICER IS MORE THAN WE [INAUDIBLE] PRESCRIBED POSITIONS.
WE PULLED THAT FORWARD ONE YEAR INTO '22-'23, AND THEN DEFERRED ONE OF THE PATROL OFFICERS TO '23-'24, SO THE NUMBER OF FTES STAYED THE SAME OVER THOSE TWO YEARS, WE JUST CHANGED THE JOB TITLE AND PULLED THE TRAFFIC OFFICER FORWARD ONE YEAR.
THEN THE SECOND CHANGE THAT WE MADE IS THE ONE NON-SWORN POSITION THAT YOU SEE IN '23-'24.
WE DID AN INTERNAL DISCUSSION ON THAT AND DETERMINED THAT WE COULD FOREGO THAT FOR THAT YEAR AND PUSH IT OFF UNTIL THIS YEAR.
THIS YEAR, WE'LL BE ASKING FOR TWO PATROL OFFICERS AND ONE NON-SWORN POSITION, THAT NON-SWORN POSITION IS PRESCRIBED FOR '23-'24.
NOW, AT THIS POINT, WHAT WE'RE ASKING CITY MANAGEMENT TO DO IS SHAVE OFF ESSENTIALLY THOSE LAST TWO YEARS, '25-'26 AND '26-'27, WE ARE IN A CONTRACT WITH DR. FRITSCH AGAIN FOR NEXT FISCAL YEAR TO DETERMINE WHAT STAFFING SHOULD APPLY THROUGH 2030.
THE REASON BEING WE'VE PULLED FORWARD SOME OF THE GROWTH THAT WAS ANTICIPATED, THAT WAS PLUGGED IN IN MAY OF 2021 WHEN WE INITIALLY DID THIS STUDY.
THERE'S A LOT MORE DENSITY THAN WAS ANTICIPATED SOONER.
ALSO, THE TRAJECTORY OF POPULATION GROWTH IS ALSO A LITTLE MORE QUICKLY THAN WAS ANTICIPATED.
WE ANTICIPATE THE NUMBERS GOING UP A LITTLE BIT,

IF WE HAVE A FIFTH OFFICER ON DUTY, THERE WILL BE A ROVER, AND THE SERGEANT WOULD DIRECT THEM TO MAYBE A HOT SPOT WHERE WE'RE HAVING VEHICLE BURGLARIES OR SOMETHING, TRAFFIC THAT COULD BE IMPACTED BY THE PRESENCE.

BASICALLY, THE LOTS ARE TOO SMALL.IN THE ANTI COMPREHENSIVE PLAN, MAJORITY OF THIS AREA IS STATE RESIDENTIAL OR AT LEAST A LARGE PART OF IT, AND THAT STIPULATES THAT THE LOT SHOULD BE AT LEAST HALF AN ACRE TO TWO ACRES FOR YOUR HOUSES.
WE'VE GOT THE HURRICANE CREEK COUNTRY CLUB, THE GOLF COURSE, MY NEIGHBORHOOD, HURRICANE CREEK ESTATES, URBAN AND BOSTON.
IT'S AN OPPORTUNITY FOR ANNA TO BUILD SOMETHING THAT IT REALLY DOESN'T HAVE RIGHT NOW LARGER LOTS, PROXIMITY WITH THAT ANCHOR ON THE COUNTRY CLUB AND REALLY CREATE A UNIQUE AREA.
ANOTHER MORE SPECIFIC TO MY NEIGHBORHOOD CONCERN THAT WE HAVE IS ACCESS TO THE MAIN ROAD.
IN THE DEVELOPMENT PLAN, COUNTY ROAD 368 IS MOVED AND THERE'S NO DIRECT ACCESS FOR OUR NEIGHBORHOOD TO STANAGE BOULEVARD.
IT HAS US GO THROUGH LIKE A NARROW NEIGHBORHOOD ROAD AND PROBABLY BE CONCERNED ABOUT TRAFFIC AND STREET PARKING AND THINGS.
WE WOULD ASK THE CITY TO MAYBE CONSIDER GIVING US A DIRECT ACCESS PATH TO STANAGE BOULEVARD.
REALLY, I WANT TO STAND HERE AND SAY, I DON'T WANT TO JUST SIT HERE AND SAY NO TO EVERYTHING.
A LOT OF PEOPLE SAID NO THE DEVELOPMENTS COMING AND I WANT TO HAVE A POSITIVE RELATIONSHIP WITH THE DEVELOPER.

I'M SEEING AND HEARING THAT IT IS IN CONFORMANCE WITH THE PLAN.

WE'RE NOT OPPOSED TO DEVELOPMENT.
WE KNOW IT'S COMING, WE'VE ACCEPTED THAT, AND WE WANT TO WORK WITH THE DEVELOPER, WITH THE OWNER TO TRY TO COME UP WITH A PLAN THAT IS PROFITABLE TO THE OWNER AND ACCEPTABLE TO THOSE 25 FAMILIES OF US WHO HAVE LIVED IN THIS AREA AS LONG AS 30 PLUS YEARS.
TO THAT END, ONE OF ONE OF MY NEIGHBORS, AND I INTRODUCED OURSELVES TO THE OWNER'S REPRESENTATIVE AFTER THE PLANNING AND ZONING COMMISSION MEETING, AND WE OFFERED TO MEET WITH HIM INDIVIDUALLY AT HIS CONVENIENCE TO SHARE SOME OF THE IDEAS THAT WE'VE HAD.

OUR IDEA OF A HOME IS A PLACE WHERE MEMORIES ARE MADE, LESSONS ARE LEARNED, LOVE IS SHARED, HARD WORK IS EXPERIENCED, FUN IS HAD.
HOME IS A PLACE WHERE A COMMUNITY IS BUILT AND HENCE CITIES FROM THERE.
ONE THING I'VE NOTICED WHILE LIVING IN A HIGH DENSITY AREA, NEIGHBORHOOD THERE IN MCKINNEY, WITH STRICT HOAS, IS A LOT OF THESE THINGS AND ABILITIES OF ENJOIN THE PURPOSE OF A HOME ARE HINDERED.
PEOPLE DON'T GET TO KNOW EACH OTHER AS WELL WHEN THEY'RE CRAMMED INTO THESE HIGH DENSITY AREAS. THERE'S HIGHER TURNOVER.
A LOT OF THESE HOUSES BECOME RENTALS WITH PEOPLE THAT DON'T HAVE AS MUCH OF A VESTED INTEREST IN THE AREA OR THE LAND AROUND THERE.
THEN LIVING THIS CLOSE TOGETHER, I'VE NOTICED THROUGH THE WHOLE COVID PANDEMIC THING, THAT IT MAKES IT HARD FOR PEOPLE TO LIVE SO CLOSE TOGETHER NOW THAT WE HAVE SO MANY PEOPLE WORKING FROM HOME NOW, AND A LOT MORE PEOPLE ARE HOME SCHOOLING.
YOU HAVE PEOPLE AT THE HOUSE ALL DAY LONG, WITH SOME PEOPLE WANTING TO CONDUCT BUSINESS, WITH TEAMS MEETING, SOME PEOPLE WHO ARE HOME SCHOOLING OUTSIDE DOING SCIENCE PROJECTS WITH THE KIDS AND THE TWO ARE NOT MESHING THAT GREAT.
IT'S CREATED TENSIONS IN OUR NEIGHBORHOOD THERE IN MCKINNEY, WITH NEIGHBORS JUST NOT GETTING ALONG WITH EVERYBODY BEING HOME AS MUCH DURING THE DAY.
WE DROVE AROUND ANNA AFTER WE MOVED OUT HERE TO THE ETJ, AND NOTICED THERE'S SUCH A LACK OF DIVERSITY OUT HERE IN THE AREA.
THERE'S A LOT OF HIGH DENSITY AND JUST MORE HIGH DENSITY IS JUST GETTING PUMPED IN HERE.
WE'RE DRESSING MORE OF THE CULTURAL THING.
I KNOW THAT MONEY IS A BIG DRIVER IN A LOT OF THESE THINGS, BUT ALSO BUILDING COMMUNITY AND DIVERSITY IN THE AREA IS IMPORTANT.
I'VE BEEN HERE IN THIS AREA ABOUT A MONTH.
I ALREADY KNOW MORE PEOPLE THAN I DID IN EIGHT YEARS IN MCKINNEY.
EVERYBODY KNOWS EACH OTHER BY NAMES, THEY GET TOGETHERS, FIREWORK SHOWS, COOKOUTS.
THEY HAVE TRAILS CUT TO EACH OTHER'S HOUSES BACK HERE WIND INTO THE WOODS TO HANG OUT.
WE'RE NOT OPPOSED TO DEVELOPMENT. WE LOVE TO SEE IT.
BUT I AGREE WITH A LOT OF THESE PEOPLE WHO HAVE SPOKEN TONIGHT.
WE'D LIKE TO SEE IT DONE THE RIGHT WAY AND TO ADD SOME LITTLE CULTURE TO THE AREA, SOMETHING UNIQUE.

I THINK EVERYBODY HERE IS ASKING YOU TO CHOOSE YOUR RESIDENTS OVER YOUR DEVELOPERS.

WE WENT TO THE SPLASH PAD AND WE DECIDED WE WERE GOING TO HAVE A GOOD TIME ON MY DAUGHTER'S BIRTHDAY, AND WE GOT ROBBED AND THE POLICE WERE NOT ABLE TO FIND AND FIGURE OUT WHAT WAS GOING ON AND WHY OUR PURSES WERE STOLEN OUT OF OUR CARS THAT WERE LOCKED.
THERE WAS A LOT OF THINGS THAT HAPPENED DURING THAT DAY, BUT IT NEVER DID GET RESOLVED.
WE LIVED THERE FOR A WHILE, AND THEN ALL OF A SUDDEN, MY KIDS ARE PLAYING IN THE BACKYARD BECAUSE I WOULDN'T LET THEM IN THE FRONT YARD NOW. I DON'T FEEL VERY SAFE.
