I'M A RETIRED PROFESSOR IN TEXAS A&M, SO I SAY ALL THAT NOT TO BRAG, BUT TO SAY THAT THESE BUILDERS THINK THAT I'M STUPID AND I'M NOT.
I BELIEVE THAT BRIGHTMAN BUILDS A SUBSTANDARD PRODUCT AND HAS NO RESPECT FOR THE COMMUNITY IN WHICH IS BUILDING RIGHT NOW, AND NOW MERITAGE HOMES IS FOLLOWING SUIT AS TO THE LATTER.
I JUST RECENTLY LEARNED THAT ANNA IS AMONG THE HIGHEST TAXING CITIES IN COLLIN COUNTY.
I KNOW THAT YOU ALL ARE TRYING TO GROW ANNA.
IF YOU WANT TO GROW IT EVEN MORE, I WOULD STRONGLY SUGGEST THAT YOU VET THESE BUILDERS BETTER.
I HAVE PURCHASED 10 HOMES, AND THIS IS MY THIRD NEW BUILDER.
IT IS PROBABLY THE WORST PIECE OF GARBAGE THAT I'VE EVER HAD.
SEPTEMBER 1, I CLOSED ON THE SPEC HOUSE.
I DID A WALK THROUGH WITH THE REALTOR AND SOME CLOSE FRIENDS VIA FACETIME.
I WAS NOT IN THE STATE AT THE TIME.
ONE WEEKEND, THE CLOSET BARS FELL OFF IN THE CLOSET BECAUSE THEY NAILED THEM TO THE WALLS AND NOT IN THE STUD.
IN THE SAME WEEK, MY KITCHEN DRAWERS FELL OUT AND HAD TO BE REPLACED BECAUSE THEY WERE INADEQUATE.
MY CLOSET KNOBS FALL OFF ROUTINELY AND I HAVE TO KEEP A SCREW DRIVER AVAILABLE AT ALL TIMES BECAUSE I NEVER KNOW WHEN ONE OF MY KNOBS IS GOING TO COME OFF.
THREE WEEKS AND MY SEWER SYSTEM FAILED.
I HAD RAW SEWAGE IN ALL THREE OF MY BATHROOMS FOR ALMOST A WEEK.
WELL, FIRST OF ALL, WHEN I REPORTED IT ON A SATURDAY, THEY CONSIDERED IT NOT A PRIORITY.
THEY SAID IT WASN'T AN EMERGENCY.
I HAD THAT RAW SEWAGE IN MY HOUSE FOR ALMOST A WEEK.
WHEN DIGGING THE HOLE WITH THAT BOBCAT, WHATEVER THAT THING IS, THE HOLE CONTAINED BEER BOTTLES, LEFT-OVER WORKERS TRASH, BRICKS AND STONES.
I CALLED THE CITY OF ANNA AND THE GENTLEMAN CAME OUT, MR. NADER JERI CAME OUT AND SAID THAT WHEN THEY DO INSPECTIONS, THEY DO IT BEFORE THEY FILL THE HOLE.
WHAT THEY BACK-FILL, THEY DON'T SEE.
ALL OF THIS CONTAINED BACK-FILL.
A WEEK LATER WHEN THEY SAID THAT THEY HAD COMPLETED IT, AND I HAVE PHOTOS OF THIS THAT I'M GOING TO GIVE YOU.
UNFORTUNATELY, I DID NOT KNOW THAT WE WERE SUPPOSED TO BRING EVERYBODY A COPY.

JUST FROM THE BEGINNING, THERE IS SUCH A LONG LIST OF THINGS THAT HAVE BEEN WRONG WITH THE HOUSE.
SOME THINGS WE FIXED ON OUR OWN.
WE LITERALLY HAVE SPENT FIVE FIGURES FIXING THINGS AND REDOING THINGS THAT SHOULD HAVE BEEN DONE CORRECTLY UPFRONT.
OUR KITCHEN, FOR EXAMPLE, IT'S SUPPOSED TO BE A KITCHEN WITH CABINETS.
THEIR PARTICLE BOARD WITH IRONED ON COATING IS WHAT THE CABINETS WERE.
THEY MUTILATED SEVERAL CABINETS BECAUSE THINGS DIDN'T FIT.
I HAVE SEVERAL PICTURES, AND I APOLOGIZE TO NOT KNOWING THAT I NEEDED TO HAVE 10 COPIES, BUT I HAVE A BUNCH OF PICTURES HERE.
THEIR SOLUTION WAS TO MUTILATE THE CABINET AND LEAVE ALL THE DEBRIS UNDER THE DISHWASHER FOR THEM TO MAKE IT FIT.
THE CABINET THAT GOES UNDERNEATH THE COOKTOP WITH THE DRAWERS, THEY DIDN'T PUT THE GAS LINE IN THE RIGHT PLACE.
THEY MUTILATED THE BACK OF THE CABINET TO MAKE IT ALL WORK AND FIT.
THE CABINET WASN'T EVEN ATTACHED TO THE WALL.
THEY CAME IN AND THREW A COUPLE SCREWS IN IT WHEN I COMPLAINED.
THE KITCHEN ISLAND WAS FILLED WITH GARBAGE.
OUR HOUSE IS LITERALLY ON THE INSIDE AND THE OUT WAS USED AS A LANDFILL.
I HAVE A WHOLE BUNCH OF PICTURES HERE.
WE SAW THIS, I HAVE PICTURES AS WELL AS THEY WERE BUILDING TRASH AND GARBAGE, FOOD TRASH EVERYWHERE, JUST LEFT ANYWHERE.
ALL OF THAT GOT PICKED UP AND PUT INTO OUR ISLAND.
WHEN WE COMPLAINED, AND WE HAVE IN WRITING, IS ALL OF THIS TRASH GOING TO BE CLEANED UP BEFORE YOU GUYS PUT THE COUNTERTOPS ON? OH, YES, IT'S AGAINST THE LAW FOR US TO LEAVE.
IT'S NOT JUST CONSTRUCTION TRASH, IT'S FOOD TRASH.
SALSA WAS STILL IN THE CONTAINERS.
IT'S JUST UNBELIEVABLE WHAT THEY DID.
WE HAD TWO FULL GARBAGE BAGS, BIG GARBAGE CANS FULL OF GARBAGE BY THE TIME WE CLEANED OUT THIS ISLAND AFTER WE REDID THE KITCHEN.
THIS IS STILL THERE BECAUSE THEY WOULD NOT PULL IT.
WHEN I FOUND ALL THE GARBAGE, WHEN WE FOUND THIS WHEN WE REDID OUR KITCHEN, WE LITERALLY GUTTED OUR KITCHEN AND HAD TO REDO IT.
I SAID THERE'S TRASH. I HAVE PROOF.
I WANT THE BATHTUB PULLED OUT AND I WANT THIS TRASH CLEANED OUT. THEY REFUSED TO DO IT.
THIS IS AN EXAMPLE OF A CABINET THAT THEY HAD IN THE BATHROOM, WHICH FROM THERE, YOU PROBABLY CAN'T SEE [OVERLAPPING], CAN I JUST A MOMENT? THE SHELVES AREN'T IN THE LEVEL, AND THEY ACCUSED ME OF BEING STUPID AND NOT KNOWING THAT THE SHELF WASN'T LINED UP.
I TOOK PICTURES WITH THE LEVEL AND I TOOK PICTURES OF ALL.
THIS IS THE STUFF THAT THEY DID.
OUR WALLBOARD BEFORE THEY PUT IT UP, THEIR WORKERS DREW DEMONIC PICTURES. THIS IS OUR WALLBOARD.
MY HUSBAND AND I FORTUNATELY SAW THIS BEFORE THEY PUT IT UP.
WE TOOK IT OUT BACK AND WE DESTROYED IT BECAUSE WE DIDN'T WANT 666 IN THE DEVIL IN WALLS, DRINKING ON THE JOB, ETC.

OVER THE WEEKEND, THE CONSTRUCTORS, AS THEY WERE PULLING OUT WOOD FROM THE PAVEMENT, THEY BUSTED MY PIPE, SWITCHED OFF MY WATER, AND DISAPPEARED.
ONLY FOR ME TO LEARN THAT I DON'T HAVE WATER DURING THE DAY WHEN I HAVE GUESTS AT HOME.
NO WAY OF GETTING ACCESS TO THEM.
ONLY THE WAY I COULD DO WAS I EVEN CALL ANNA CITY WATER.
I DON'T UNDERSTAND HOW A BUILDER CAN SEND WORKERS TO A SITE, WHEN THEY DON'T HAVE AN EMERGENCY SOURCE OF CONTACT, I DON'T HAVE WATER.
I'M A THE MERCY OF RELYING ON MY GOODWILL NEIGHBORS TO REALLY SURVIVE THROUGH THE WEEKEND.
ONLY FOR ME TO REPORT IT TO HOA AND I'M BEING TOLD THERE'S NO WAY OF HOLDING THIS BUILDERS ACCOUNTABLE.
I FIND THAT THE CITY CAN SEND IN SOMEONE WITHIN 45 MINUTES, YET THE BUILDER HAS THE AUDACITY OF SENDING WORKERS TO THE SITE, BUT NO WAY OF REALLY ADDRESSING ANY [INAUDIBLE].
THIS IS NOT ONLY AFFECTING ME.
THE OTHER NEIGHBORS ALSO IN THE PROPERTY HAVE SEEN THE SAME.
I REALLY NEED HELP IN REALLY HOLDING THIS BUILDERS ACCOUNTABLE.
I HAVE NO ISSUE WITH THEM BUILDING, BUT THEY SHOULD REALLY NOT INCONVENIENCE SOMEONE ELSE WHO SPEND THEIR WHOLE ENTIRE MONEY TO REALLY LIVE IN A PROPERTY, BUT ALSO JUST CAUSE SOME LEVEL OF INCONVENIENCE.
I COULD NOT COOK, I COULD NOT DO ANYTHING DURING THE WEEKEND, JUST BECAUSE, SOMEONE CUT OFF THE LINE, AND THEY DON'T EVEN HAVE THE AUDACITY OF KNOCKING ON MY DOOR TO INFORM ME.
I'VE SPENT COUNTLESS HOURS CALLING MULTIPLE PEOPLE, NOT KNOWING WHAT THE ROOT CAUSE IS, AND ENDED UP NOT HAVING A SOLUTION.
I'M REALLY FRUSTRATED AND I'M REALLY HOPING THE CITY CAN HELP HERE.
I THINK THERE'S ALSO REALLY OTHER ISSUES THAT ARE NOT PERSONAL TO ME, BUT THE OTHER NEIGHBORS ARE ALSO FEELING.

ALL THE EMPTY LOTS BECAUSE THEY DON'T MAINTAIN THEM ARE JUST TRASH HEAPS BECAUSE, NEIGHBORS AREN'T GOING OVER THERE AND PICKING UP.
THEY'RE PICKING UP THEIR OWN LAWN, BUT THEY'RE NOT OVER THERE PICKING UP ALL THE EMPTY LOTS, OF ALL THE TRASH THAT IS JUST SITTING EVERYWHERE.
IT'S JUST SICKENING THE AMOUNT OF TRASH.
YOU DRIVE INTO OUR NEIGHBORHOOD, AND WE'RE IN A MID TIER TO UPPER TIER NEIGHBORHOOD.
WE SHOULDN'T JUST BE LIVING IN TRASH.
AS FAR AS THE BUILD QUALITY, THIS IS ONLY A SMALL AMOUNT OF THE ISSUES THAT ALL THE NEIGHBORS ARE HAVING, BECAUSE WE HAVE A GROUP THAT WE TALK ALL THE TIME AND WE HEAR ABOUT SO MANY MAJOR ISSUES WITH BUILD QUALITY.
THE OTHER THING I WANTED TO MENTION THAT HASN'T BEEN BROUGHT UP YET, IS THE WAY THESE BUILDERS ARE SELLING THEIR PROPERTIES WITH AMENITIES AND STUFF, THAT THEY HAVE NO TIMELINE ON WHEN THEY'RE GOING TO BE PUT IN.
WE CONTRACTED IN OUR HOUSE IN JULY OF LAST YEAR.
WE'RE TOLD THAT WE WERE GOING TO BE HAVING A POOL, A PLAYGROUND, A SPLASH PAD, ALL THIS STUFF WAS GOING TO BE BEING PUT IN SOON.
DECEMBER AT THE ANNUAL HOA MEETING, THAT WAS ONE OF THE MEETING MINUTES THAT THEY WERE GOING TO BE STARTING ON THAT THE FIRST OF THE YEAR.
DIDN'T HAPPEN. FEBRUARY, WE HAD A QUARTERLY MEETING.
THEY SAID, "HEY, IT'S GOING TO BE DONE BY THE END OF MAY." WE'RE HERE IN JUNE. THEY HAVEN'T BROKEN GROUND.
I E MAILED THE HOA MANAGER, AND IT IS NOW MAYBE FIRST QUARTER OF NEXT YEAR, THAT THEY MIGHT BE STARTING IT.
I BOUGHT THIS HOUSE UNDER THE ASSUMPTION THAT WE WERE GOING TO BE HAVING THESE AMENITIES.

THEY TOOK A TOUR OF 14 OF OUR CAPITAL IMPROVEMENT PROJECTS THAT ARE GOING ON AROUND THE CITY, AND THEY'RE ALSO CURRENTLY WORKING IN THE PROCESS OF COMPLETING A COMMUNITY PROJECT, FOCUS ON THE CREATION AND PROMOTION OF RENTALS FOR OUR DISC GOLF COURSE THAT WAS UPGRADED IN 2022.
THROUGH THEIR DEDICATION, CURIOSITY, AND ACTIVE PARTICIPATION, THEY HAVE NOT ONLY GAINED VALUABLE INSIGHTS INTO THE INNER WORKINGS OF LOCAL GOVERNMENT, BUT ALSO DEMONSTRATED A PROFOUND COMMITMENT TO ENHANCING THE WELL BEING OF OUR COMMUNITY.
THEIR PARTICIPATION IN THE NEIGHBOR ACADEMY HAS SHOWN TRUE NEIGHBORLINESS IS MORE THAN JUST THE STATUS.
IT'S AN ONGOING ACTIVE ENGAGEMENT IN THE LIFE AND WELFARE OF OUR CITY AND OUR COMMUNITY.

THIS IS STRUCTURED CURRENTLY AS A 25-YEAR DEBT OBLIGATION WITH 19 YEARS ON THE GOVERNMENTAL SIDE, MEANING THAT THE LAND PURCHASE AND THE FIRE EQUIPMENT ARE AMORTIZED SHORTER AND THE SEWER LINE OVER 25 YEARS.
NONE OF THESE PROJECTS HAVE AN IMPACT ON EITHER THE CITY'S TAX RATE OR THE CITY'S UTILITY RATES.

THEY FIT WELL WITHIN YOUR BUDGET ON THESE TWO ITEMS. WE HAVE DISCUSSED THIS WITH YOUR BUDGET MANAGER ALREADY.THE COLLIN COUNTY APPRAISAL DISTRICT HAS REPORTED TO US THAT ON A PRELIMINARY BASIS, THE CITY IS EXPECTED TO GROW A LITTLE BIT NORTH OF 18% THIS YEAR.
THAT IS WHAT ALLOWS THE CITY TO FINANCE THE PROJECT WITHOUT IMPACTING THE PROPERTY TAX RATE FOR THE COMMUNITY.
THE PROJECTS WOULD BE SUPPORTED IN PART BY GOVERNMENTAL REVENUES, WHICH MEANS THE PROPERTY TAX RATE, AND IN PART BY THE UTILITY SYSTEM REVENUES.
WE'RE JUST PUTTING IT TOGETHER INTO ONE BOND FOR ECONOMIES OF SCALE VERSUS HAVING TWO SEPARATE TRANSACTIONS.
RIGHT NOW, OR I GUESS, WHEN I RAN THIS NUMBER, WE WERE BUDGETING A 4.7% INTEREST RATE FOR THE BOND.
THE MARKET IS CHANGING AS IT DOES ALL THE TIME.
IF YOU WERE TO LOOK AT THIS BOND NOW, YOU'RE PROBABLY GOING TO BE LOOKING AT 4.5% OR LESS BECAUSE THE MARKET MOVED IN YOUR FAVOR OVER THE LAST FEW DAYS.

WHENEVER THE CITY GOES OUT AND OFFERS MUNICIPAL BONDS, YOU TRADITIONALLY SEE MORE DEMAND FOR THOSE BONDS THAN WHAT THE CITY HAS TO OFFER SO PEOPLE PAY A PREMIUM TO GET AHOLD OF THOSE BONDS.

THIS IS LOCATED ON THE NORTHERN PART OF OUR COMMUNITY, NORTH OF HACKBERRY DRIVE AND WEST OF FERGUSON DRIVE.
THIS IS A 223 ACRE DEVELOPMENT.
IT WOULD HAVE TO HAVE APPROXIMATELY 763 SINGLE FAMILY HOMES THAT ARE MADE UP OF 50-60 FOOT LOT SIZES.
IT IS DIRECTLY WEST OF THE NEW ELEMENTARY SCHOOL THAT'S BEING BUILT RIGHT NOW, AS WELL AS THE PROCESS AS FAR AS OUR HISTORICAL PROCESS OF HOW THIS THING CAME ABOUT.
JUNE 27, THE CITY COUNCIL APPROVED THE DEVELOPER'S AGREEMENT WITH BLOOMFIELD STATING THE INTENTION OF THE CREATION.
ON AUGUST 22, THE CITY COUNCIL ACCEPTED A PID PETITION FROM THE DEVELOPER AND SET A PUBLIC HEARING TO CREATE THAT DISTRICT ON SEPTEMBER 26.
CITY COUNCIL CONDUCTED A PUBLIC HEARING AND THE CITY COUNCIL PASSED A RESOLUTION CREATING THAT PID DISTRICT.
THOSE DATES THAT OUTLINED CREATED THE DISTRICT.
WHAT WE'RE CONSIDERING RIGHT NOW IS THE FINANCIAL COMPONENT OF IT.
STAFF RECOMMENDS THAT THE CITY COUNCIL APPROVE A RESOLUTION DETERMINING THE COST OF CERTAIN AUTHORIZED IMPROVEMENTS TO BE FINANCED BY THE META VISTA PUBLIC IMPROVEMENT DISTRICT, APPROVING A PRELIMINARY SERVICE AND ASSESSMENT PLAN, AND CALLING A REGULAR MEETING AND A PUBLIC HEARING ON JULY 9 TO CONSIDER AN ORDINANCE LEVYING ASSESSMENTS ON PROPERTY LOCATED IN META VISTA PUBLIC IMPROVEMENT DISTRICT.
NOW THAT THE META VISTA PUBLIC IMPROVEMENT DISTRICT HAS BEEN CREATED, THE NEXT STEP IS A RESOLUTION APPROVING THE COST OF AUTHORIZED IMPROVEMENTS, APPROVING A PRELIMINARY SERVICE AND ASSESSMENT PLAN AND CALLING A PUBLIC HEARING TO LEVY THE ASSESSMENTS.
ONE THING I FAILED TO MENTION WHEN I WAS DESCRIBING THIS PROJECT, THAT SOME OF THE IMPROVEMENTS THAT WILL BE CONDUCTED WITHIN THIS DEVELOPMENT IS THE COMPLETION OF HACKBERRY, GOING TO THE WEST, WHICH WILL CONNECT THE EXISTING HACKBERRY ROAD TO OUR BUDDY HAYES INTERSECTION OF HACKBERRY, WHICH IS RIGHT BY THE WATER TOWER, WHICH WE JUST APPROVED THE RIGHT AWAY ACQUISITION THIS EVENING FOR, ALONG WITH SOME WATER LINE IMPROVEMENTS, SEWER IMPROVEMENTS, DRAINAGE IMPROVEMENTS, AS WELL.
PART OF THE PID FEES WILL OFFSET THE COST OF THAT, AS WELL, THE CITY WILL COLLECT AN ADDITIONAL PORTION OF PID FEES AS PER OUR PID POLICY AS WELL.
