2024 6:00 PM AT THE ANNA MUNICIPAL COMPLEX, COUNCIL CHAMBERS LOCATED 120 WEST SEVENTH STREET TO CONSIDER THE FOLLOWING ITEMS. ONCE AGAIN, WELCOME TO THE CITY COUNCIL MEETING.

IF YOU WISH TO SPEAK ON AN OPEN-SESSION AGENDA ITEM, PLEASE FILL OUT THE OPINION SPEAKER REGISTRATION FORM AND TURN IT INTO OUR CITY SECRETARY BEFORE WE GET THE MEETING STARTED THIS EVENING.

THE FIRST ORDER OF BUSINESS IS CALLING ROLL.

ALL COUNCIL MEMBERS ARE PRESENT.

AT THIS TIME, I WILL GIVE AN INVOCATION AND FOLLOW WITH THE PLEDGE OF ALLEGIANCE.

HEAVENLY FATHER GOD, THANK YOU FOR THIS DAY.

FATHER, WE JUST THANK YOU FOR THE OPPORTUNITY TO LIVE IN THIS GREAT COMMUNITY.

LORD, I JUST THANK YOU FOR ALL OF THESE INDIVIDUALS UP HERE AND ALL OF OUR NEIGHBORS THAT ARE OUT HERE THIS EVENING TO SUPPORT OUR COMMUNITY.

GOD, I JUST PRAY THAT AS WE ENTER A TIME OF TRANSITION, LORD, THAT YOUR HAND IS ON ALL WE DO, FATHER.

I JUST PRAY THAT OUR FAITH IN YOU GROWS AND MULTIPLIES IN THIS COMMUNITY, AND THAT WE CONTINUE TO PROMOTE A SPIRIT OF CHRIST-LIKE LOVE IN ANNA, TEXAS.

THE FIRST ITEM IS A, WHICH IS A RECOGNITION OF THE OUTGOING MAYOR, NATE PIKE.

[LAUGHTER] WE'LL JUST GO AHEAD AND GET THAT ONE OVER WITH, BUT NOW, I HAVE A MESSAGE THAT I'M GOING TO PLAY IN JUST A MINUTE, BUT I DO WANT TO TAKE AN OPPORTUNITY JUST TO THANK EVERYONE UP HERE.

SIX AND A HALF YEARS, THERE'S BEEN A LOT OF GOOD TIMES, THERE'S BEEN SOME VERY CHALLENGING TIMES, PANDEMICS FREEZES.

WE'VE OPENED A LOT OF NEW THINGS AROUND HERE OVER THE PAST SIX AND A HALF YEARS.

I'M DEFINITELY GOING TO MISS IT, BUT I WANT TO THANK OUR CITY STAFF FOR ALL THAT YOU DO.

PEOPLE DON'T REALIZE THE WORK THAT GOES IN BEHIND THE SCENES OF THIS CITY WITH THIS STAFF IN ORDER TO LIVE IN THE COMMUNITY WE DO.

MOST IMPORTANTLY, I WANT TO THANK MY FAMILY WHO'S BEEN BY ME THE ENTIRE TIME, AND SOME TIMES WHERE I CAN TELL YOU THAT THEY DIDN'T WANT TO HAVE ANY PART OF ANY OF THIS, SO I'M GRATEFUL FOR THE OPPORTUNITY THAT THE NEIGHBORS IN THIS COMMUNITY HAVE GIVEN ME TO SERVE OVER THE PAST SIX AND A HALF YEARS.

AS YOU MENTIONED, YOU HAVE A MESSAGE FOR THE COMMUNITY.

I JUST WANTED TO TAKE A MOMENT TO THANK YOU FOR THE SUPPORT AND LOVE YOU'VE PROVIDED ME AND MY FAMILY OVER THE PAST SIX AND A HALF YEARS.

A LOT HAS CERTAINLY CHANGED IN ANNA SINCE 2017.

WE STARTED WITH A POPULATION OF AROUND 12,000, AND AS OF TODAY, WE'RE SITTING CLOSER TO 26,000 AND CONTINUING TO GROW.

WE'VE CERTAINLY SEEN A LOT OF TRIUMPHS AND A COUPLE OF CHALLENGES THAT I CAN NAME.

CERTAINLY, ON THE CHALLENGING SIDE, WALKING THROUGH A PANDEMIC TOGETHER WAS DEFINITELY EXPERIENCE.

I HOPE WE'D NEVER HAVE TO GO THROUGH AGAIN, AND ADDITIONALLY FROM THERE, THE FREEZE OF '21 IS ONE THAT I DON'T THINK WE WILL EVER FORGET, BUT IT WAS TRULY THE COMMUNITY THAT COMES TOGETHER IN THOSE TIMES THAT MAKES ANNA A SPECIAL PLACE TO LIVE AND BE.

ANOTHER THING THAT I'M REALLY PROUD OF, THOUGH IS THE GROWTH THAT HAS OCCURRED, WE HAVE BECOME ONE OF THE FASTEST GROWING CITIES IN NORTH TEXAS.

SINCE MY TIME IN 2017, THE CITY COUNCIL HAS DONE AN EXCEPTIONAL JOB OF BRINGING NEW BUSINESS INTO TOWN.

OUR SALES TAX NUMBERS HAVE ACTUALLY INCREASED 189% SINCE THAT TIME, SO VERY PROUD OF THAT.

I WOULD JUST LIKE TO SAY THANK YOU TO ALL OF THE NEIGHBORS WHO HAVE SUPPORTED ME ONCE AGAIN.

I DO WANT TO THANK OUR CITY COUNCIL THAT I'VE SERVED WITH OVER THE YEARS.

THERE'S BEEN VARIOUS MEMBERS OVER THAT TIME, AND I CAN TELL YOU, IN ORDER FOR A CITY TO BE SUCCESSFUL, IT TAKES A COUNCIL WORKING TOGETHER AS A TEAM.

THESE ARE VOLUNTEER POSITIONS THAT TAKE A LOT OF TIME, SO I WOULD LIKE TO JUST THANK EVERY MEMBER THAT I HAVE SERVED WITH SINCE 2017 AND ALL THE CONTRIBUTIONS THAT THEY HAVE MADE TO OUR CITY.

I WOULD ALSO LIKE TO TAKE A MOMENT JUST TO THANK OUR CITY STAFF.

I DON'T THINK I REALIZED OR ANYONE REALIZES UNTIL YOU GET INTO THIS TYPE OF ROLE, HOW IMPORTANT YOUR CITY STAFF IS AND WHAT THEY DO ON A DAILY BASIS TO MAKE THIS COMMUNITY CONTINUE TO MOVE FORWARD.

THANK YOU SO MUCH TO ALL OF OUR CITY STAFF AND ALL OF THE WORK THAT YOU PUT IN, WHICH IS SOMETIMES, OF COURSE, AFTER FIVE O'CLOCK IN THE MIDDLE OF THE NIGHT, NO MATTER THE NEED, OUR CITY STAFF IS ALWAYS AVAILABLE THERE TO HELP, SO THANK YOU SO MUCH.

WE HAVE BUILT A PHENOMENAL TEAM HERE IN THE CITY OF ANNA AND JUST REALLY EXCITED FOR THE FUTURE.

MOST IMPORTANTLY, I DO WANT TO JUST TAKE A BRIEF MOMENT TO THANK MY WIFE, LACEY, MY SON PEYTON, AND MY DAUGHTER ADDISON.

WE CERTAINLY, AS A FAMILY, DID NOT KNOW WHAT WE WERE GETTING INTO BACK IN 2017, WHAT THE TIME COMMITMENTS LOOK LIKE AS BEING A MAYOR IN THE COMMUNITY.

ONCE AGAIN, THOSE SUCCESSES AND THOSE CHALLENGES THAT YOU FACE, YOU DO FACE TOGETHER AS A FAMILY.

THERE IS DEFINITELY NO WAY I COULD HAVE DONE THIS OVER THE PAST SIX AND A HALF YEARS WITHOUT THE LOVE AND SUPPORT OF LACEY, PEYTON, AND ADDISON, SO THANK YOU SO MUCH, AND I'M REALLY LOOKING FORWARD TO OUR TIME TOGETHER AS A FAMILY AS I FOCUS MORE OF THIS NEXT CHAPTER OF MY LIFE ON MY FAMILY, SO THANK YOU TO MY FAMILY.

LASTLY, I JUST WANT TO LEAVE YOU WITH HOW EXCITED I AM ABOUT THE OPPORTUNITY FOR THE FUTURE IN OUR CITY.

IT TAKES A TEAM OF PEOPLE WORKING TOGETHER, BUT THERE ARE SOME GREAT PLANS IN PLACE.

WHEN WE COMPLETED THE ANNA 2050 PLAN A COUPLE OF YEARS AGO, THAT IS A BLUEPRINT THAT HELPS LEAD US INTO THE FUTURE.

WHAT IS MOST IMPORTANT IS WE CONTINUE TO WORK TOGETHER AS A COMMUNITY.

WE ALL SEE THAT FUTURE AND THAT VISION TOGETHER, AND WE MOVE TOWARDS EXECUTION OF MAKING SURE THOSE THINGS TAKE PLACE, BUT IT DOESN'T TAKE PLACE WITH ONE PERSON, IT DOESN'T TAKE PLACE WITH THE CITY COUNCIL.

IT TAKES PLACE WITH AN ENTIRE COMMUNITY COMING TOGETHER, WORKING TOGETHER FOR THE GREATER GOOD OF THE FUTURE OF ANNA.

ONCE AGAIN, THANK YOU ALL SO MUCH FOR THE SIX AND A HALF YEARS.

EVEN THOUGH I'M LEAVING AND HEADING HOME AND WILL NO LONGER BE THE MAYOR IN ANNA, ONE THING THAT I TRULY LOVE AND CARE ABOUT THIS COMMUNITY IS THE OPPORTUNITY WE HAVE MOVING FORWARD.

AS MAYOR, YOU SERVED AN INSTRUMENTAL ROLE PRESERVING ANNA'S HISTORY BY CONSTRUCTING AND RESTORING THE ANNA TRAIN DEPOT AND MUSEUM TO COMMEMORATE THE CITY'S HERITAGE.

BECAUSE OF YOUR WISDOM AND READINESS, YOU HELPED PREPARE THE CITY OF ANNA FOR INEVITABLE AND EXPLOSIVE GROWTH WHILE PROTECTING THE HISTORY AND CULTURE OF THE CITIZENS THAT RESIDE IN IT.

THIS EVENING, I STAND BEFORE YOU WITH GRATITUDE AS WE REFLECT ON ANOTHER WONDERFUL YEAR OF COMMUNITY SERVICE IN THE CITY OF ANNA.

THIS PAST YEAR OF 2023 MARKS THE THIRD YEAR OF OUR VOLUNTEER PROGRAM AND IT HAS BEEN AN HONOR TO WORK ALONGSIDE SUCH DEDICATED INDIVIDUALS.

OUR VOLUNTEER PROGRAM HAS NOT ONLY GROWN IN NUMBERS, BUT ALSO IN SPIRIT AND IN IMPACT.

THANK YOU TO OUR VOLUNTEERS FOR SHARING YOUR TIME AND YOUR TALENTS WITH US.

YOUR ENTHUSIASM HAS HELPED CREATE MANY SUCCESSFUL PROGRAMS AND EVENTS TO THE VOLUNTEERS THAT ARE THE OUTGOING BOARD MEMBERS AND COMMISSION MEMBERS.

WE THANK YOU FOR YOUR DEDICATION TO PUBLIC SERVICE.

TO THE VOLUNTEERS WHO ASSISTED WITH LITTER CLEANUP, YOUR HARD WORK HAS MADE A VISIBLE DIFFERENCE IN OUR CITY PARKS.

OUR SPECIAL EVENTS HAVE BEEN EVEN MORE VIBRANT THIS YEAR BECAUSE OF THE CONTRIBUTIONS OF OUR VOLUNTEERS AND OUR YOUTH SPORTS HAVE FLOURISHED DUE TO THE HUGE INCREDIBLE SUPPORT OF OUR PARENT COACHES.

IN 2023, 152 VOLUNTEERS PARTICIPATED IN 20 VOLUNTEER OPPORTUNITIES, 53 BAGS OF LITTER WERE COLLECTED IN OUR CITY PARKS AND A TOTAL OF 486 HOURS WERE DONATED TO OUR CITY.

THIS NUMBER CAN BE CALCULATED TO PROVIDE ECONOMIC IMPACT BY USING THE INDEPENDENT SECTOR VALUATION OF $33.49 PER HOUR.

USING THAT NUMBER, OUR VOLUNTEERS HAVE CONTRIBUTED A TOTAL OF $16,276 TO OUR CITY.

ALL OF OUR VOLUNTEERS THAT HAVE PARTICIPATED IN 2023 ARE LISTED ON THE SCREEN.

THERE'S QUITE A LOT, SO THE NAMES ARE SMALL.

BUT IF YOU ARE A VOLUNTEER IN THE AUDIENCE, YOUR CERTIFICATE AND PHOTOS WILL BE AVAILABLE TO YOU IN THE LOBBY AFTER THE PRESENTATION.

LET'S TAKE A MOMENT TO GIVE A ROUND OF APPLAUSE TO EVERYONE ON THE SCREEN.

SINCE WE BEGAN YOUTH SPORTS PROGRAMS IN FALL OF 2022, BOTH OUR YOUTH SOCCER AND YOUTH BASEBALL SOFTBALL AND T-BALL PROGRAMS HAVE EXPERIENCED CONTINUED GROWTH.

THIS SUCCESS CAN BE ATTRIBUTED TO THE MANY HOURS OF DEDICATION SOME OF OUR NEIGHBORS HAVE INVESTED INTO OUR YOUTH SERVING AS COACHES.

IN 2023, WE HAD A TOTAL OF 100 COACHES.

IF ON ANY GIVEN NIGHT, YOU'RE DRIVE IN PAST ONE OF OUR PARKS IN ANNA AND SEE YOU SOCCER OR BASEBALL TEAM PRACTICING, JUST KNOW THAT IT IS ONE OF YOUR FELLOW NEIGHBORS MAKING IT HAPPEN.

EACH YEAR, I MANAGE A STEP BY STEP PROCESS THAT WILL CULMINATE IN THE ADOPTION OF AN ANNUAL BUDGET.

WE START WITH A STAFF KICK-OFF WITH THE CITY MANAGER,

WE'LL GET THE CERTIFIED TAX ROLLS FROM THE COLLIN CENTRAL APPRAISAL DISTRICT ON JULY 25TH.

THEN WE WILL PROPOSE A BUDGET TO YOU AT THE FIRST MEETING IN AUGUST, AUGUST 13TH, 2024.

THE BUDGET ADOPTION IS CURRENTLY SCHEDULED FOR SEPTEMBER 10TH, 2024.

AS YOU CAN SEE IT'S SIX MONTHS OF A LOT OF HARD WORK.

OUR BIGGEST REVENUE IS PROPERTY TAX AND THERE ARE MANY LEGAL REQUIREMENTS THAT MUST BE MET IN ORDER FOR US TO GET TO AN ADOPTED PROPERTY TAX RATE, AND WE HAVE TO INTERACT WITH MULTIPLE DIFFERENT GOVERNMENT AGENCIES TO GET THERE.

THE FIRST STEP IS RECEIVING THE CERTIFIED TAX VALUES FROM COLLIN CENTRAL APPRAISAL DISTRICT.

AS A QUICK REMINDER, AN APPRAISAL DISTRICT IS A POLITICAL SUBDIVISION OF THE STATE GOVERNED BY A BOARD OF DIRECTORS.

IT'S INDEPENDENT FROM ANY POLITICAL BODY, ALTHOUGH THE VOTING MEMBER TAXING UNITS, WHICH INCLUDE YOU, THE ANNA CITY COUNCIL, GET TO VOTE ON THE APPOINTMENT OF SOME OF THE MEMBERS OF THE BOARD OF DIRECTORS.

THE LATEST LEGISLATIVE SESSION NOW THERE ARE ALSO GOING TO BE THREE PUBLICLY ELECTED MEMBERS OF THE APPRAISAL BOARD OF DIRECTORS.

NEXT, AFTER WE HAVE OUR CERTIFIED VALUE, THEY TURN IT OVER TO THE COLLIN COUNTY TAX ASSESSOR COLLECTOR, AND HE CALCULATES THE VARIOUS TAX RATES ACCORDING TO TEXAS PROPERTY TAX CODE AND ACCORDING TO WHAT ARE CONSIDERED TRUTH IN TAXATION PARAMETERS.

THERE WILL BE THREE DIFFERENT TAX RATES THAT WILL BE CALCULATED, INCLUDING THE NO NEW REVENUE RATE, THE VOTER APPROVAL RATE, AND THE DE MINIMIS RATE FOR CITIES UNDER 30,000 IN POPULATION.

TAX RATES WILL BE SUBMITTED TO YOU, THE CITY COUNCIL ON THE SAME DAY WHEN THE BUDGET IS PROPOSED ON AUGUST 13TH.

ON THAT DAY, WE WILL VOTE ON A PROPOSED TAX RATE.

PUBLIC HEARINGS WILL BE HELD, PUBLICATIONS IN THE PAPER WILL BE MADE.

WE WILL HAVE A PUBLIC HEARING ON THE TAX RATE AND ANOTHER PUBLIC HEARING ON THE BUDGET.

THEN WE WILL PRESENT THE BUDGET AND TAX RATE TO YOU, THE CITY COUNCIL, FOR ADOPTION.

WE ADOPT THE BUDGET FIRST AND WE ARE LEGALLY REQUIRED TO ONLY ADOPT A TAX RATE THAT WILL SUPPORT THAT BUDGET.

WE HAVE ALREADY RECEIVED A CERTIFIED ESTIMATE OF PROPERTY TAX VALUES FROM THE COLLIN CENTRAL APPRAISAL DISTRICT.

THE STAFF, AS I SAID, HAS STARTED THE BUDGET PROCESS.

I MONITOR AND ANALYZE THE PROPERTY TAX REVENUES AND ANY OTHER REVENUES ALMOST WEEKLY BECAUSE THAT'S WHAT I DO.

LAST YEAR, OUR CERTIFIED VALUE WAS $3.23 BILLION.

THAT WAS THAT CERTIFICATION OVER THE COURSE OF THE YEAR.

AT THE START OF THIS YEAR'S PROPERTY TAX PROCESS, WE HAD RECEIVED SOME SUPPLEMENTS TO THAT REVENUE, AND IT'S CURRENTLY AT $3.24 BILLION, AND OUR CERTIFIED ESTIMATE THAT WE RECEIVED FROM COLLIN COUNTY IS $3.67 BILLION FOR THE UPCOMING FISCAL YEAR.

WE ACTUALLY HAD QUITE A FEW OPTIONS TO LOOK AT, AND THEY ARE REFINING A COUPLE OF THEM TO BRING THEM BACK TO US.

IT'LL HAVE A RESTROOM AND PARKING ALSO.

THE FOLLOWING PROJECTS ARE BEING DESIGNED AND CONSTRUCTED BY LAND DEVELOPERS AS A PART OF THE MASTER PLAN DEVELOPMENTS.

YOU'LL SEE IN A FEW SLIDES, THE BOND BALANCES ON THE PARK DEVELOPMENT FUND BALANCES AND YOU'RE GOING TO NOTICE THAT THE PARK DEVELOPMENT FUND IS RELATIVELY LOW COMPARED TO WHAT IT HAS BEEN IN PREVIOUS YEARS.

A LOT OF THAT HAS TO DO WITH THESE PROJECTS THAT INSTEAD OF ACCEPTING FEE IN LIEU OF PARKLAND DEDICATION OR PARK DEVELOPMENT FEES, THE DEVELOPERS ARE ACTUALLY DESIGNING AND BUILDING THESE PARKS THEMSELVES IN COORDINATION WITH THE CITY.

WE'RE CALLING THIS THROCKMORTON TRAIL RIGHT NOW.

THIS IS ON THE SOUTH SIDE OF WHITE STREET ACROSS FROM WALMART.

THIS IS THE ANNA RETAIL IN THE PURPLE AND THEN THE VILLAGES OF WATERS CREEK.

BOTH OF THESE SEGMENTS HAVE BEEN APPROVED BY THE PARKS ADVISORY BOARD TO BE ACCEPTED AS PARKLAND AND THIS TRAIL IS CURRENTLY IN DESIGN.

THIS IS THE RECENTLY NAMED JOHN FLAVEL GREER PARK.

THIS IS IN THE WOODS AT LINDSEY PLACE SUBDIVISION.

THIS PARK IS ACTUALLY TWO PARKS SPLIT BY ROSAMOND PARKWAY.

THIS WILL INCLUDE A DOG PARK, PLAYGROUND ON EACH PARK, AND THEN ALSO PARKING ON EACH SIDE.

ALSO, ARDEN PARK TRAIL IS ON THE SOUTHERN END OF THE ARDEN PARK DEVELOPMENT, AND IT WILL CONNECT INTO NATURAL SPRINGS PARK, AND IT WILL ACTUALLY CONNECT TO EXISTING TRAIL THERE.

ALL OF THESE ARE BEING DESIGNED AND CONSTRUCTED BY THE DEVELOPER.

FINALLY, THE HASSE LAWRENCE MORGAN PARK, THIS IS OVER OFF OF FOSTER CROSSING.

THIS IS STILL IN THE CONCEPTUAL PHASE.

THE CLOSEST ACTUALLY BEGINNING CONSTRUCTION IS GOING TO BE THE PREVIOUS PARK THE JOHN FLAVEL GREER PARK.

THEY HAVE JUST COMPLETED BIDDING AND THEY SHOULD BEGIN CONSTRUCTION VERY SOON ON THAT PARK.

THIS PARK IS STILL IN THE CONCEPTUAL DESIGN PHASE.

ONTO PROPOSED PROJECTS FOR NEXT FISCAL YEAR.

THESE HAVE NOT BEGUN.

THEY ARE NOT CURRENTLY FUNDED, AND WE ARE RECOMMENDING THESE TO BE INCLUDED IN NEXT YEAR'S BUDGET.

THIS PROJECT HAS MOSTLY COME TO BE BECAUSE OF RECOMMENDATIONS FROM THE PARKS ADVISORY BOARD AND SOME ATTENDEES OF OUR PARKS BOARD MEETINGS.

IT COULD INCLUDE FENCE IMPROVEMENTS, IRRIGATION IMPROVEMENTS, GRADING IMPROVEMENTS.

WE HAVE EVEN DISCUSSED THE POSSIBILITY OF COMPLETELY REDESIGNING THE PARK.

WE'RE NOT ENTIRELY SURE WHAT THE SCOPE OF THAT PROJECT IS GOING TO BE YET,

THE RESTROOM BUILDING BETWEEN THE BALL FIELD AT SLAYTER CREEK PARK IS DILAPIDATED AND NEEDS TO BE REPLACED BADLY.

WE RECOMMEND FUNDING THE DESIGN OF THAT IN NEXT YEAR'S BUDGET AND THEN THE CONSTRUCTION IN THE YEAR AFTER THAT.

THERE IS A SIGNIFICANT COLLAPSE AND A VERY LARGE DRAINAGE PIPE BEHIND FIELD 3, BEHIND THE NEW PICKLEBALL COURTS AND THE PIPE IS CRUSHED AND FILLED WITH DIRT AND IT CREATES A VERY LARGE POOL OF WATER EVERY TIME WE GET A RAIN, AND IT REALLY NEEDS TO BE CORRECTED.

ALSO, WE ARE IN NEED OF A STORAGE SHED OUT AT CLEAR CREEK, AND THEN THE FENCING UP THE TENNIS COURTS REALLY NEEDS TO BE REPLACED AND THEN WE CAN REINSTALL THE WINDSCREEN ON THAT.

ONE OTHER ITEM HERE IS, WE'D LIKE TO INSTALL SOME YELLOW CROWNS OR SOME POLY CAPS ALONG THE OUTFIELD FENCES.

IT HELPS PLAYERS SEE THE FENCES, AND IT ALSO MAKES THE FIELDS LOOK A LOT BETTER.

YOU GET A LOT OF BANG FOR THE BUCK BY DOING THAT, HELPS THE PLAYERS AND IT MAKES THE FIELDS LOOK A LOT BETTER.

THIS IS PART OF AN ONGOING PROJECT.

WE'RE CALLING IT THE WAY FINDING PROJECT.

IT INCLUDES GATEWAY SIGNS AS WELL, BUT THIS IS JUST THE PARK RELATED PARTS OF THAT PROJECT.

THE PROJECT IS ALREADY BEING DESIGNED THROUGH OTHER FUNDS.

BUT THE INSTALLATION OF THE PARK IDENTIFICATION SIGNS, THE DIRECTIONAL SIGNS THAT WOULD OCCUR ON STREETS IN THE RIGHTS OF WAY THROUGHOUT THE CITY AND ROAD SIGNS, KIOSK WITHIN THE PARK, WE'RE RECOMMENDING THAT BE FUNDED THROUGH PARK DOLLARS.

THEN ALL OF OUR PLANNING PROJECTS.

AS I MENTIONED EARLIER, THE NATURAL SPRINGS PARK, THE PARKS ADVISORY BOARD IS RECOMMENDED, WE TAKE A LOOK AT THAT AND DEVELOP A MASTER PLAN FOR THE FUTURE DEVELOPMENT OF THAT PARK.

ALSO, SHERLEY HERITAGE PARK, WHEN THE ORIGINAL MASTER PLAN FOR THAT PARK WAS DONE, WE WERE BASICALLY LOOKING FOR A PLACE TO PUT THE TRAIN AND THERE ARE SOME THINGS THAT HAVE CHANGED OUT THERE, AND THEN THE POSSIBILITY THAT THE GROUND STORAGE TANKS OUT THERE WILL GO AWAY IN THE FUTURE, AND THAT LAND MAY BE INCORPORATED INTO THE PARK.

IN ADDITION, WE HAVE QUITE A FEW ACCESSIBILITY ISSUES OUT THERE AT THAT PARK, INCLUDING PARKING, ACCESSIBLE ROUTES AND THE RESTROOM THAT NEED TO BE ADDRESSED.

THAT WOULD BE CONSIDERED IN THAT MASTER PLAN UPDATE.

FINALLY, JUST THE OVERALL PARK SYSTEM MASTER PLAN NEEDS TO BE UPDATED.

THEY SHOULD BE UPDATED EVERY 5-7 YEARS AND NEXT YEAR WILL BE OUR FIFTH YEAR.

GIVEN THE AMOUNT OF GROWTH THAT WE'VE HAD AND THE NUMBER OF PROJECTS THAT WE'VE DONE AND THE NUMBER OF PEOPLE THAT HAVE COME IN.

WE THINK IT'S A GOOD IDEA TO GO AHEAD AND GET THIS UPDATE DONE.

IT IS NOT A COMPLETE NEW PLAN, IT'S JUST AN UPDATE OF OUR CURRENT PLAN.

THEN OUR FIVE YEAR OUTLOOK, FUTURE PROJECT NEEDS THE RESTROOM CONCESSION BUILDING, THIS IS A MULTI YEAR PROJECT DESIGN AND NEXT YEAR CONSTRUCTION, THE FOLLOWING YEAR, THAT'S A SLAYTER.

WE DO HAVE A PLAYGROUND AT SLAYTER CREEK PARK THAT IN THE VERY NEAR FUTURE THAT WILL NEED TO BE REPLACED.

IN THE NEXT TWO OR THREE YEARS, WE NEED TO DESIGN AND CONSTRUCT HURRICANE CREEK PARK.

AT LEAST START THINKING ABOUT THAT NOW.

THE TRAIL SYSTEM EXPANSION.

ALSO, GEAR PARK, WE NEED TO MASTER PLAN THAT PROBABLY IN THE NEXT TWO YEARS, AND THEN GET READY TO HAVE CONSTRUCTION DOLLARS AVAILABLE FOR CONSTRUCTION OF THAT IN 2-3 YEARS.

WE HAVE A PARK BOND BALANCE.

THIS IS FROM OUR 2021 BOND SALE, THAT STARTED AT 28 MILLION AND IT IS DOWN TO 16 MILLION AND OUR PARK DEVELOPMENT FUND BALANCE IS CURRENTLY AT 500,000.

AS I MENTIONED EARLIER, THAT NUMBER COULD BE AS HIGH AS 4-5 MILLION IF WE TOOK THE PARK DEVELOPMENT FEES AND FEE IN LIEU OF LAND DEDICATION FOR THOSE FOUR PROJECTS THAT I MENTIONED PREVIOUSLY THAT ARE BEING DESIGNED AND BUILT BY THE DEVELOPER.

BUT IT TENDS TO GET DONE LESS EXPENSIVELY AND MORE QUICKLY WHEN THE DEVELOPERS DO IT AS THEY'RE DOING THEIR DEVELOPMENTS.

THE PROPOSED BOND PROJECTS ARE THE BRYANT PARK DESIGN AND CONSTRUCTION, AND A CROSSING PARK CONSTRUCTION, THE SLAYTER BALLFIELD RESTROOM CONCESSION, AND THAT'S JUST THE DESIGN, PARK SIGNS CONSTRUCTION, THE RENOVATION OF THE DOG PARK AT NATURAL SPRINGS, AND THAT TOTALS ABOUT $8 MILLION.

THIS WILL GET THEM ACROSS THE PROPERTY THAT STANDS BETWEEN THEM AND WHITE STREET.
