I JUST WANTED TO SHARE A LITTLE BIT OF A RESEARCH PROJECT THAT I'VE BEEN WORKING ON CONCERNING THE PERCENTAGES OF MULTIFAMILY HOMES TO POPULATIONS IN CITIES AROUND US.

I ONLY HAVE A COUPLE OF THE STATISTICS READY TO GO.

I'M STILL WAITING TO HEAR FROM SOME OF THE OTHER CITIES, BUT I WANTED TO GO AHEAD AND POINT OUT THE TWO CITIES THAT I DO HAVE.

THE POPULATION OF FRISCO, AND BY THE WAY, ALL THIS INFORMATION WAS FOUND ON THEIR WEBSITES OR FROM THE PLANNING DEPARTMENT AT THE CITY.

FRISCO'S POPULATION IS 236432.

THEY HAVE 25,409 MULTIFAMILY UNITS.

IT IS 10% OF THEIR POPULATION.

PLANO, THEIR POPULATION IS 292, 706.

THEY HAVE 44,245 MULTIFAMILY, AND 44,245 MULTI UNIT.

THAT PERCENTAGE OF THEIR POPULATION IS 15%.

THE CITY OF ANNA'S POPULATION IS 23,558.

CURRENTLY, THE NUMBERS FOR MULTIFAMILY UNITS, INCLUDING EVERYTHING THAT IS IN PROCESS AND WILL BE COMPLETED THIS YEAR, AND EVERYTHING THAT HAS ALREADY BEEN APPROVED AND IS IN THE PIPELINE IS 14,301.

THAT IS 60% OF OUR POPULATION.

I KNOW THAT YOU'RE EXPECTING GROWTH.

I DON'T KNOW THE RATE AT WHICH YOU EXPECT TO GROW, BUT MY QUESTION IS AT WHAT POINT, EVEN AT 15% LET'S GO WITH THE HIGHER ONE, AT WHAT POINT DO YOU EXPECT OUR POPULATION TO BE 292,706? WE HAVE WAY TWO MULTIFAMILY UNITS ALREADY APPROVED EITHER IN THE HOPPER OR WAITING TO GO.

I'VE HAD OCCASION TO DO SOME RESEARCH AND I FOUND IN THE ANNA 2050 COMPREHENSIVE PLAN, THERE IS A TABLE THAT SHOWS THAT BY 2050 WE'LL NEED 3,176 MULTI FAMILY UNITS.

AS SHE JUST SHARED WITH YOU, WE'RE ALREADY OVER 14,000 ABOUT OVER THREE TIMES AS MANY AS THE PROJECTED NEED.

THE REASON I'M HERE TODAY IS TO JUST PLANT A SEED WITH YOU AND ASK YOU TO THINK ABOUT THE POSSIBILITY OF PLACING A MORATORIUM ON ANY FUTURE PROJECT FOR THE IMMEDIATE FUTURE THAT HAS ADDITIONAL MULTIFAMILY UNITS IN IT UNTIL THE ADDITIONAL STUDY CAN BE DETERMINED AS TO WHETHER WE ACTUALLY NEED THOSE UNITS OR NOT.

I'M HERE TO VOICE MY CONCERNS OVER THE NUMBER OF THE MULTIFAMILY HOUSING, AS IT SEEMS TO BE A THEME.

THE TARGET NUMBER, ONCE AGAIN, WAS THAT 11% WE NOW HAVE OVER THE 10,000 WHICH I WASN'T AWARE IT WAS UP TO 14,000 NOW THAT ARE ONCE AGAIN EITHER AVAILABLE TO BE BUILT OR IN THE PIPELINE.

THE MAP DOESN'T ADD UP, AND I THINK WE JUST HEARD THIS FROM BOTH OUR PREVIOUS SPEAKERS, IS THAT IF WE WERE TO TRY TO GO THROUGH AND DO AN 11% WE WOULD HAVE TO GO THROUGH AND BUILD OVER 90,000 HOUSES IN THIS TOWN, WHICH IS THREE TIMES WHAT IS IN THE 2050 PLAN RIGHT NOW.

SOMETHING IS NOT ADDING UP IN ALL THIS.

NOW THERE'S A CONCEPT PLAN TO GO THROUGH AND ADD MORE MULTIFAMILY HOUSING OVER ON THE WEST SIDE OF HURRICANE CREEK WHICH BY NO MEANS IS THERE ANY WAY TO GO THROUGH AND SUSTAIN THAT NUMBER OF PEOPLE.

THERE'S LIMITED WATER OUT THERE.

THERE'S NO SEWAGE, THERE'S NO ANNA FIRE, THERE'S NO ANNA POLICE SUPPORT OUT THERE.

THE ROADS OUT THERE ARE IN HORRIBLE SHAPE OR CAN BE IN HORRIBLE SHAPE.

THEY CAN'T SUPPORT LARGE CONSTRUCTION EQUIPMENT OR THAT NUMBER OF PEOPLE.

WE ALSO START DEALING WITH THE SAFETY ISSUE OF HOW DO WE GO THROUGH AND GET EMERGENCY SUPPORT OVER TO ADDITIONAL PEOPLE WHENEVER THERE IS SUCH A PORT INFRASTRUCTURE.

AS A RESPONSIBLE CITIZENS AND A RESPONSIBLE CITY, WE REALLY AND TRULY NEED TO LOOK AT THIS BIG PICTURE AND IT DOESN'T HAVE THE JOBS TO GO THROUGH AND SUPPORT THE NUMBER OF PEOPLE THAT ARE IN THIS TOWN RIGHT NOW.

A MAJORITY OF THE PEOPLE HAVE TO GO THROUGH AND COMMUTE MCKINNEY, PLANO, DALLAS.

OUR ROADWAYS TO SUPPORT THIS AND THE SERVICES CAN'T GO THROUGH AND SUPPORT IT.

LOOK AT THE ONCE AGAIN, LOOK AT THE BIG PICTURE, ALAN MCKENNY, FRISCO, MELISSA ARE ALL ADDING MULTIFAMILY HOUSING WHICH IS JUST CONGESTING OUR HIGHWAYS.

IF YOU GO THROUGH AND LOOK AT THE TRAFFIC DURING RUSH HOUR, EVERYTHING IS BACKING UP AT GEORGE BUSH, AT 121 AT US 380 EXCHANGE.

MELISSA AT 121 AND OF COURSE, OUR FAMOUS 1 455 AND 75 WHICH HAS ALWAYS BEEN AN OPPORTUNITY TO TRY TO GET THROUGH.

RIGHT NOW DURING THE RUSH HOUR, IT ONLY TAKES ME 40 MINUTES CAN GO THROUGH AND TAKE ME ANYWHERE FROM AN HOUR TO AN HOUR IN 15.

WITH THIS MANY MORE PEOPLE, THE INFLUX OF PEOPLE THAT WE'RE TALKING ABOUT BRINGING IN, IT'S ONLY GOING TO GET WORSE.

IT JUST DOESN'T MAKE SENSE TO ME EXACTLY HOW CAN WE GO THROUGH AND KEEP SUPPORTING THIS.

FOR MULTI-FUND FAMILY HOUSING, TYPICALLY THERE'S TWO PRIMARY REASONS PEOPLE WILL MOVE INTO IT.

COST WHICH I HAVE NO IDEA WHAT THE COST OF THESE UNITS ARE GOING TO BE, NOT THAT INFORMATION AND CONVENIENCE.

WELL, WHERE THEY'RE PUTTING THEM OVER HERE ON PALE WHERE THEY'RE GOING TO PUT THEM WAY OVER THERE ON THE FAR SIDE OF 75 OFF A 455, THERE IS NO CONVENIENCE.

THERE AREN'T A LOT OF RESTAURANTS.

THERE'S NOT A LOT OF AN OPPORTUNITY.

IT'S GOING TO BE A HUGE OPPORTUNITY TO TRY TO GET TO 75.

GOES BACK TO WHAT GOOD IS A PLAN IF WE'RE JUST GOING THROUGH AND IGNORING IT.

ONCE AGAIN, I STRONGLY OPPOSE THE APPROVAL OF ANY ADDITIONAL MULTIFAMILY HOUSING, AND WOULD LIKE THE CITY COUNCIL AND THE PNZ TO GO THROUGH AND ISSUE A MORATORIUM ON THESE. THANK YOU VERY MUCH.

FIRST IS THE DIVERSITY AND INCLUSION ADVISORY COMMISSION, FEBRUARY 26TH, 2024 MEETING ACTION.

BRINGING FORWARD THE ACTION FROM THE FEBRUARY DIVERSITY AND INCLUSION ADVISORY COMMISSION.

THE COMMISSION HAS TAKEN ACTION TO ADVISE THE CITY COUNCIL FOR THE MAYOR TO RECOGNIZE PARTICIPANTS OF THE NEIGHBOR ACADEMY IN A PUBLIC WAY, SUCH ON SOCIAL MEDIA.

THIS WAS AN ITEM FOR FUTURE CONSIDERATION BACK A FEW MONTHS AGO TO ADVISE THE CITY COUNCIL TO CELEBRATE ANNA'S NEIGHBORS FROM DIVERSE BACKGROUNDS FOR THEIR ENGAGEMENT IN ANNA NEIGHBOR ACADEMY.

WE'LL BRING FORTH SOME OPPORTUNITIES FOR WAYS TO DO THAT IN THE FUTURE.

ALSO, AT THEIR FEBRUARY MEETING, THE COMMISSION IS WORKING TOWARDS NEXT STEPS FOR RECOGNIZING THE NATIONAL DAY OF PRAYER.

THIS IS AN EVENT THAT'S HELD ACROSS THE COUNTRY.

WHAT THAT LOOKS LIKE IS STILL TO BE DETERMINED AND LIKELY AT THEIR APRIL MEETING AND ALSO MOVE TO DISCUSS CELEBRATING MORE ABOUT NEIGHBOR ACADEMY STAFF THAT WORKED ON THAT.

THE COMMISSION DID MEET YESTERDAY.

THEY MOVED FORWARD WITH NO ITEMS FOR ACTION, BUT WILL BE MEETING ON THE FOURTH MONDAY IN APRIL.

WITH THAT, I'D LIKE TO ALSO ADD TO SAVE THE DATE FOR THE MULTICULTURAL NIGHT, WHICH WILL BE HELD AT ANNA HIGH SCHOOL ON TUESDAY, MAY 7TH, AT 07:00 PM.

I WANTED TO SHARE A LITTLE BIT WITH THE COUNCIL AND MAYOR AND CITY EMPLOYEES AND THE PUBLIC ABOUT WHAT'S GOING ON IN ANNA IST WITH REGARDS TO THE BOND ELECTION THAT WAS CALLED FOR, FOR MAY.

IN JANUARY, THIS PAST JANUARY, OUR BOARD OF TRUSTEES CALLED FOR A BOND ELECTION FOR A $100 MILLION MULTIPURPOSE STADIUM TO BE BUILT AT ANNA IST.

THIS IS DONE WITH DISTRICT WIDE, HISTORIC AND LONG RANGE PROJECTIONS AS FAR AS ENROLLMENT AND OTHER THINGS LIKE THAT.

WE ASSESS THE CAMPUS AND DEPARTMENTAL NEEDS.

WE GATHERED FEEDBACK FROM BOND COMMITTEE, AS WELL AS FROM AD MEN AND STAFF MEMBERS AND OTHER COMMUNITY MEMBERS.

THE BOARD OF TRUSTEES DID CALL THE ELECTION IN THE AMOUNT OF $100 MILLION, AND THE ELECTION DAY IS SET FOR MAY THE 4TH.

THIS IS SIMPLY A RENDERING THAT WE RECEIVED FROM OUR ARCHITECTS.

SOME THINGS YOU CAN SEE THERE IN THE IMAGE.

THE SEATING CAPACITY IN THE STADIUM IS UP TO 12,000 IT INCLUDES A MULTI-TIERED PRESS BOX.

IT INCLUDES CAREER AND TECHNOLOGY EDUCATION CLASSROOMS. IT INCLUDES A COMMUNITY ROOM WHICH CAN BE USED BY THE PUBLIC, WHICH SEATS UP TO 150 PEOPLE, AS WELL AS CONCESSIONS, RESTROOMS ON BOTH SIDES, BOTH HOME AND VISITORS, AND FOUR LOCKER ROOMS. I GAVE YOU THE SCOPE A LITTLE BIT A FEW SECONDS AGO.

IT ALSO HAS OBVIOUSLY A TURF FIELD WITH MULTIPLE LOCKER ROOMS. IT INCLUDES PARKING THE COMMUNITY ROOM FOR UP TO 150 PEOPLE AND THEN CAREER AND TECHNICAL EDUCATION CLASSROOMS. AS FAR AS WHAT CAREER AND TECHNOLOGY EDUCATION CLASSROOMS WE'RE CONSIDERING PUTTING IN THE STADIUM, THE FIRST IS OUR AUDIO VISUAL TECHNOLOGY.

THIS INCLUDES COYOTE VISION AND BROADCASTING.

WE ALSO ARE LOOKING AT STATIONING SPORTS MEDICINE FOR OUR ATHLETIC TRAINERS, HEALTH SCIENCE CLASSES, WHICH WE HOPE TO PROVIDE SOME ROTATION FOR OUR STUDENTS.

IN THOSE PROGRAMS, GRAPHIC DESIGN, AND ULTIMATELY IT WILL ALLOW US TO ADD CULINARY ARTS TO OUR CAREER AND TECHNOLOGY EDUCATION PROGRAM BECAUSE OF THE COMMUNITY ROOM, WHICH WILL BE EQUIPPED WITH AN INDUSTRIAL KITCHEN.

THE COMMUNITY ROOM ITSELF WILL BE BANQUET STYLE CAPABLE OF ACCOMMODATING UP TO 150 PEOPLE.

LIKE I MENTIONED EARLIER, WE'RE DEFINITELY OPEN TO GROUPS IN THE COMMUNITY UTILIZING THIS FACILITY, MUCH LIKE THEY UTILIZE THE FACILITIES THAT WE HAVE IN OUR DISTRICT CURRENTLY.

WE'VE GOT THE QUESTION WHY DISTRICT WIDE STADIUM? WE JUST RENOVATED COYOTE STADIUM.

WELL, FIRST AND FOREMOST, THE PROPOSAL TO HAVE THIS BOND IS NOT TO REPLACE COYOTE STADIUM.

WE HAVE NO INTENTION OF DOING AWAY WITH OR REPLACING COYOTE STADIUM.

BECAUSE OF THE GROWTH THAT'S GOING ON IN ANNA IST AND IN THE CITY OF ANNA, WE KNOW THAT WE'RE NOT GOING TO BE A ONE HIGH SCHOOL TOWN.

WE HAVE 64 SQUARE MILES.

WE PROJECT, IN THE NEXT FEW YEARS, IT WILL BE UPWARDS OF 10-12-14,000 STUDENTS.

THEREFORE, ONE HIGH SCHOOL MODEL WILL NOT WORK FOR ANNA IST.

WE'RE LOOKING AT THIS STADIUM BEING CAPABLE OF SUPPORTING UP TO FOUR HIGH SCHOOLS, EIGHT MIDDLE SCHOOLS, AND 16 ELEMENTARY SCHOOLS.

THIS APPROACH ELIMINATES THE NECESSITY TO BUILD OR REPLICATE COYOTE STADIUM AT EACH ADDITIONAL HIGH SCHOOL.

AS MOST OF YOU HAVE PROBABLY HEARD, WE'VE RECENTLY BEEN TOLD WE'RE NOW 5-A.

WE WERE REALIGNED IN FEBRUARY AND WE'RE MOVING INTO A 5- A DISTRICT.

5-A SCHOOLS HAVE AN ENROLLMENT OF BETWEEN 1,315 AND 2,274 STUDENTS.

THESE SCHOOLS TYPICALLY HAVE BANDS WITH TWO TO 300 MEMBERS AND DRILL TEAMS WITH 40 TO 60 MEMBERS.

CURRENTLY, COYOTE STADIUM WILL SEAT 4,600 TOTAL, WITH 1,600 ON THE VISITOR SIDE.

BACK UP JUST ONE SECOND.

HERE IS A LOOK AT THE ALIGNMENT.

WHEN WE LOOK AT THE STADIUM COMPARISONS FOR THE DISTRICT FOR DISTRICTS 3 AND 4 WHICH ARE OUR CLOSEST NEIGHBORS, I"LL MOVE TO THAT.

YOU CAN SEE WITH THIS PROPOSAL, OUR STADIUM WOULD SEE 12,000.

CURRENTLY, IT'S AT 4,600.

DENISON IS THE ONLY OTHER SCHOOL REMOTELY CLOSE TO US WITH 5,000.

THE OTHER SCHOOLS IN OUR DISTRICT, THE FRISCO SCHOOLS PLAY IN KIRKENDALL STADIUM, THE STAR AND TOYOTA STADIUM, WHICH SEE 9,000-20,000.

LUCAS LOVEJOY IS 7,300.

MELISSA, 10,000.

SO AS WE GET LARGER, EVEN WITH ONE HIGH SCHOOL, THE NECESSITY TO DO SOMETHING WITH OUR STADIUM IS THERE.

BUT HOWEVER, WE ALSO REALIZE THAT THAT DOES COME AT A COST.

WE'VE LISTED SOME OF THE STADIUM COST HERE.

ONE THING THAT I THINK IT'S IMPORTANT FOR THE COMMUNITY TO NOTE IS THAT THE STADIUM COST IS A DIRECT RESULT OF INFLATION.

OVER THE LAST FEW YEARS, WE'VE SEEN DOUBLE DIGIT GAINS IN INFLATIONARY COST IN CONSTRUCTION IN OUR DISTRICT ALONE.

I'VE ALSO GOT THE QUESTION, IS IT POSSIBLE TO EXPAND OUR CURRENT COYOTE STADIUM? THE ANSWER TO THAT SIMPLY IS NO.

WE ARE LANDLOCKED.

SO THERE'S NO ROOM TO ADD ADDITIONAL PARKING.

THERE'S NO ROOM TO GO UPWARD OR ADD ADDITIONAL STANDS, OTHER THAN POTENTIALLY ON THE ENDS OF THE VISITOR SIDE, WHICH WOULD STRETCH THE CROWD OUT TOWARD THE END ZONE.

OUR ENROLLMENT IN THE SCHOOL DISTRICT, AT SNAPSHOT THIS YEAR WE WERE AT 5,398.

I CAN TELL YOU CURRENTLY AS OF LAST WEEK, WE'RE AT 5,586.

WE'RE ON OUR WAY POTENTIALLY TO 9,000 BY 2029 AND 14,000 BY 2033/2034.

AS YOU WELL KNOW, THE DISTRICT IS FORECAST TO ADD 1,200 NEW HOMES ANNUALLY FOR THE NEXT TWO TO FIVE YEARS.

IN OUR SCHOOL DISTRICT, WHEN A NEW HOME HITS THE GROUND, WE USE 0.65 MULTIPLIER TO TELL US HOW MANY KIDS WE'RE GOING TO GET IN THE SCHOOL DISTRICT AS A RESULT OF THAT.

WE WORK WITH DEMOGRAPHERS TO FORECAST THOSE NUMBERS.

NEW HOME RANKINGS. THIS IS, AGAIN, SOMETHING THAT YOU'RE VERY FAMILIAR WITH HERE AT THE CITY.

IT'S NOT A TAX RATE INCREASE, SO AN INDIVIDUAL, REGARDLESS OF THE OUTCOME OF THE BOND, THE TAX RATE IS GOING TO BE THE SAME.

THAT ADDS VALUE TO PROPERTIES, IT DOESN'T TAKE VALUE AWAY FROM PROPERTIES.

IF ANYTHING THAT ENHANCES THOSE NEIGHBORS PROPERTY VALUES.
