THANK YOU FOR ALLOWING ME TO PRESENT THE ANNUAL UPDATE ON THE CITY'S STRATEGIC WORK PLAN.

IF YOU'LL RECALL BACK ABOUT A LITTLE OVER A YEAR AGO IN DECEMBER OF '22, MEMBERS OF THE CITY COUNCIL MET WITH JULIA NOVAK OF RAFTELIS OVER IN THE ASHMORE ROOM FOR ABOUT TWO DAYS TO DISCUSS THE DIRECTION IN THE FUTURE OF THE VISION FOR ANNA.

THE CITY COUNCIL THEN ADOPTED THE SUCCESS STATEMENTS DOCUMENT AS YOUR VISION, PROVIDING THAT DIRECTION AND WHERE WE'RE GOING AS A COMMUNITY.

ABOUT A MONTH LATER, THE CITY PRESENTED WHAT LOOKED LIKE A VERY SIMILAR PRESENTATION TO THIS ONE.

WE DID THAT ON PURPOSE.

THEN THROUGHOUT THE YEAR, PROVIDED A COUPLE MEMOS HOLISTICALLY UPDATING ON THE WORK PLAN.

BUT EVERY DAY IS A CHANCE FOR US TO WORK TOWARDS THAT VISION, PROVIDING OTHER MEMOS AND OTHER PRESENTATIONS AND DURING COUNCIL.

WE'RE EXCITED JUST TO BRING BACK ANOTHER YEAR WITH A COMPREHENSIVE WORK PLAN ON HOW WE'RE ACCOMPLISHING AND WORKING TOWARDS YOUR VISION.

A NUMBER OF WORK PLAN ITEMS WERE DISCUSSED DURING COUNCIL MEETINGS AS I MENTIONED IN THE MEMOS, AND WE'LL CONTINUE TO DO THAT.

FOR THIS UPDATE, MEMBERS OF OUR CITY TEAM MET CROSS DEPARTMENTALLY TO DISCUSS UPDATES TO THE WORK PLAN AND THEN TO ALSO WHAT'S COMING UP AND WHAT'S NEXT.

YOU'LL SEE ON THE FOLLOWING SLIDES, WE'LL GO THROUGH EACH STRATEGIC OUTCOME AREA WITH A CHECKMARK.

IT'S SOMETHING IS SUBSTANTIALLY COMPLETE, SOMETHING THAT'S BEGUN AND MAY BE CONTINUING TO MAKE PROGRESS.

THEN WE HAD ONE PARTICULAR ITEM WHICH WE REMOVED FROM THE WORK PLAN FOR OTHER WORK IN ITS PLACE.

IT'S ESSENTIAL TO UNDERSTAND THAT THIS IS ONLY A SAMPLE OF THE WORK THAT WE'RE DOING, AND I'LL SHOW YOU ITEMS THAT ARE IN GREEN ARE IN ADDITION TO THE THINGS THAT WE EVEN REPORTED A YEAR AGO THAT WE WERE ABLE TO ACCOMPLISH.

THIS IS NOT AN EXHAUSTIVE LIST OF ALL THE CITY'S WORK.

EXISTING PROGRAMS, EVENTS, AND ACTIVITIES WILL CONTINUE AS WE'VE NOTATED.

OF COURSE, ANYTHING NEW THAT COMES UP THAT WE NEED TO HANDLE, WE'LL DO THAT AS WELL.

LET'S JUMP RIGHT IN. WE HAVE NEIGHBORLY, THAT THE ANNA'S COMMUNITY OF NEIGHBORS HAS A SENSE OF HOMETOWN PRIDE.

SOME OF THESE ACTIVITIES LOOK LIKE CLOTHING DRIVES NEIGHBORHOOD PROGRAMS AND EVENTS, AND RECOGNITION PROGRAMS IN OUR COMMUNITY PARTNERSHIPS THROUGHOUT THE CITY.

SEVERAL ITEMS. WE COMPLETED THE WEBSITE REDESIGN.

IF YOU'VE SEEN THAT RECENTLY, WE IMPLEMENTED SEECLICKFIX TO MAKE IT EASIER FOR NEIGHBORS TO REPORT ISSUES AND ASK QUESTIONS.

WE STARTED A NEW NEIGHBOR PROGRAM HOLDING OUR FIRST NEIGHBOR SOCIAL OF FUZZIES TACOS EARLIER IN THE FALL.

WE HAD A YOUTH IN GOVERNMENT DAY BACK LAST MONTH FOR HIGH SCHOOL STUDENTS.

ON MAY 7TH, WE WILL BE HAVING A MULTICULTURAL NIGHT WITH ANNA ISD.

WE'RE CURRENTLY WORKING ON CONTINUING TO ENHANCE THE BOARD'S AND COMMISSION'S EXPERIENCE AND THEN HOLDING A COMMUNITY SURVEY.

WE ALSO HELD RECOGNITION FOR COMMUNITY SERVICE FOR VOLUNTEERS FOR THEIR COMMUNITY SERVICE LAST YEAR.

WE ADDED A RECEPTION TO THE NEIGHBOR ACADEMY GRADUATION.

WE'VE ALSO HAD BEST BUDDY STUDENTS THAT HAVE BEEN WORKING WITH THE CITY FOR THE LAST SCHOOL YEAR IN PARTNERSHIP WITH AISD AND THE TEXAS WORKFORCE COMMISSION.

THAT'S BEEN A GREAT PROGRAM.

IF YOU'VE SEEN LEXIE KRON OR RALPHIE AROUND THE CITY.

UPCOMING, WE'RE GOING TO CONTINUE WORKING TOWARDS THAT, ENHANCING THE BOARD COMMISSION'S EXPERIENCE, IMPLEMENTING AN INTERNSHIP PROGRAM, BUILDING OFF EXPERIENCE WITH BEST BUDDIES, RELAUNCHING THE I LOVE MY CITY BEAUTIFICATION PROGRAMS IN NEIGHBORHOOD CLEANUP PROGRAMS. THEN WE'RE PROPOSING TO UPHOLD THE COMMUNITY SURVEY THAT WE DID TWO YEARS AGO.

MOVING THAT TO THREE YEARS OUT COING AND SIDING WITH THE THREE YEARS COUNCIL TERMS AND JUST GIVE US ONE MORE YEAR ON THAT ONE.

LET'S NEIGHBORLY, LET'S MOVE TO UNIQUE.

ANNA IS DESIGNED TO BE UNIQUE AS IT TRANSFORMS FROM A BEDROOM COMMUNITY TO A THRIVING CITY.

ONE THING THAT WE ADDED WAS THE ANNUAL REPORT FROM ECONOMIC DEVELOPMENT.

WE'RE DOING THAT FOR THE LAST FEW YEARS.

JUST A REPORT ON ACTIVITIES IN OUR STRATEGIC PLAN, IN PROFESSIONAL DEVELOPMENT EDUCATION, ON THE LATEST TRENDS AND DEVELOPMENT TRENDS IN LOCAL GOVERNMENT.

A LOT OF WORK THAT YOU AS THE COUNCIL DID WITH OUR PLANNING TEAM IN ADOPTING NEW SUBDIVISION AND ZONING ORDINANCES TO IMPLEMENTING DOWNTOWN DEVELOPMENT GUIDELINES, AND PLAN DEVELOPMENT REQUIREMENTS.

WE ARE CURRENTLY FINALIZING THE APPLICATION FOR SCENIC CITY TEXAS.

THE CERTIFICATION PROGRAM THAT LOOKS AT NO PHOTOS, BUT RATHER ORDINANCES TO MAKE SURE THAT WE ARE GOING TO BE A SCENIC CITY NOW AND IN THE FUTURE.

WE ALSO REPEALED AND REPLACED A SIGN CODE FOR EASIER COMPREHENSION.

UPDATED OUR BUILDING CODES, CREATED TWO PITS, PUBLIC IMPROVEMENT DISTRICTS, AND AMENDED OUR TREE PRESERVATION ORDINANCE.

OVER THE NEXT YEAR, AGAIN, WE'LL FINALIZE THAT APPLICATION FOR SCENIC CITY TEXAS.

WE'LL MAKE UPDATES TO THE FUTURE LAND USE PLAN, OUR MASTER THOROUGHFARE PLAN TO JUST BEING READY FOR FUTURE DEVELOPMENT PATTERNS.

WE'LL UPDATE OUR FIRE CODES TO THE 2021.

FOR VIBRANT, ANNA HAS A QUALITY WORKFORCE THAT CONTRIBUTES TO A PROSPEROUS ECONOMY.

SOME OF THE ACTIVITIES LOOK LIKE DOWNTOWN BUSINESS ATTRACTION PROGRAMS. WE'VE ALSO IMPLEMENTED ARTS PROGRAMMING.

THOSE THINGS WILL CONTINUE ON NOW AS THE CURRENT ACTIVITIES.

HOSTING AND PARTNERING FOR JOB FAIRS FOR THOSE EMPLOYMENT OPPORTUNITIES THROUGHOUT THE CITY.

WE COMPLETED THE WAYFINDING AND GATEWAY ENTRANCE SCHEMATIC DESIGN.

WE'LL BE HOSTING A MEDICAL ATTRACTION EVENT THIS SUMMER AND DEVELOPING THAT LOCAL ART PROGRAM WITH OUR ART NIGHT THAT WE HELD WITH HIGH SCHOOL STUDENTS IN THE MURAL PANELS THAT ARE ON FOURTH STREET CONTINUE TO BUILD ON THAT.

RECONSTRUCTED THE WATER AND WASTEWATER LINES.

AS YOU CAN SEE, THE ROADS ARE ALSO UNDER CONSTRUCTION.

THE DOWNTOWN MARKETING PLAN.

WITH THE LAND ACQUISITION WE'VE BEEN DOING DOWNTOWN, WE'RE PROPOSING TO MOVE FORWARD WITH SPECIAL AREA PLANNING FOR INNER URBAN, AND RATHER THAN MARKETING THE DOWNTOWN JUST YET.

WE ALSO AWARDED TWO CDBG GRANTS FOR IMPROVEMENTS DOWNTOWN, COMPLETED A DOWNTOWN DRAINAGE STUDY, HOSTED OUR FIRST NORTH TEXAS JOB FAIR IN PARTNERSHIP WITH GRAYSON COLLEGE AND NIC AND MORE JOB FAIRS ARE BEING PLANNED SOON.

WE ALSO EXECUTED A LEASE AND HAD THREE NATIONS OPEN A FORMER BANK AND POLICE FINANCE BUILDING.

WE WERE AWARDED A GRANT FOR MURAL PANELS ON FOURTH STREET, ON THAT BREWERY BUILDING AS WELL.

AGAIN, WE'LL HOST THE MEDICAL ATTRACTION EVENT THIS SUMMER.

WE CAN FINISH THE ROADS FOR FIFTH, SEVENTH, AND RIGGINS.

DESIGN INTERURBAN PEDESTRIAN CORRIDOR.

CONSTRUCT THE PLAZA THAT WILL BE BEHIND US SOON AND ADVANCE THE WAYFINDING PROGRAM TO INCLUDE DESIGN THOSE 75 GATEWAYS AND CONSTRUCT SOME OF THOSE PARKING FACILITIES SIGNS AS WE NEED THEM.

WE'RE SAFE. ANNA IS A COMMUNITY WHERE NEIGHBORS FEEL SAFE.

WE ADDED TO THE CURRENT EFFORTS NEIGHBOR OUTREACH AND ENGAGEMENT FOR PROGRAMS SUCH AS THE BACK TO SCHOOL BASH THAT WAS STARTED LAST YEAR, AND ATTENDING JOB FAIRS AND OTHER NONPROFIT FAIRS IN THE COMMUNITY.

ALSO, OUR INNER LOCAL PARTNERSHIPS.

WE WANT TO MAKE SURE THAT OUR TEAM'S RECOGNIZED FOR THEIR WORK FOR GREATER COVERAGE WITH THE SCHOOL DISTRICTS, COLLIN COUNTY, AND OUR AREA CITIES.

THERE'S A LOT OF WORK THAT GOES INTO THAT ON A DAY TO DAY BASIS.

OUR POLICE DEPARTMENT IS READY FOR CJIS COMPLIANCE AND FOR THE STATE AUDIT WHEN IT COMES.

WE ALSO HELD A FULL SCALE ALERT TRAINING WITH AISD AND STARTED GRACE TRAINING WHICH IS NOW AVAILABLE AND HAS BEEN PROMOTED FOR PUBLIC REQUESTS SHOULD BUSINESSES OR THOSE IN THE COMMUNITY BE INTERESTED IN AN ACTIVE SHOOTER TRAINING.

WE ALSO COMPLETED PHASE 1 IN THE CITY'S EMERGENCY MANAGEMENT PLAN.

WE'RE WORKING TOWARDS OPENING THAT FIRE STATION.

IN ADDITION, WE DID A LOT OF WORK IN THIS AREA TO CREATE THE FIRE DEPARTMENT STANDARDS OF COVER REPORT, LONG RANGE PLANS, UPDATING DEPARTMENT SPECIFIC STRATEGIC PLAN.

WE TOOK DELIVERY OF A NEW LADDER TRUCK AND BEGAN AERIAL OPERATIONS TRAINING.

HAD THAT IN SERVICE.

INITIATED A JOINT AGENCY ACTIVE ATTACK INTEGRATED RESPONSE TRAINING.

ALSO, THE POLICE DEPARTMENT DEVELOPED NIBRS REPORTING AND CREATED A PUBLIC FACING AND INTERACTIVE MAP THAT'S ON THE CITY'S WEBSITE.

ALSO, ALL OF OUR POLICE SUPERVISORS HAVE GRADUATED FROM ILEA.

WE'RE IMPLEMENTING ANNUAL EVALUATION OF PATROL DISTRICT BOUNDARIES FOR POLICE TO MINIMIZE RESPONSE TIMES.

POLICE DEPARTMENT ALSO RECEIVED A GRANT FROM WALMART TO START A DRONE PROGRAM.

OUR CODE ENFORCEMENT TEAM WAS AWARDED AN EXCELLENCE IN CODE ENFORCEMENT FROM THE BUILDING OFFICIALS ASSOCIATION OF TEXAS.

OVER THE NEXT YEAR, AGAIN, WE'LL CONTINUE WORKING TOWARDS OPENING A NEW FIRE STATION, FIRE STATION NUMBER 2, AND WE'LL RECEIVE DELIVERY AND CONFIGURE MEDIC 3 AND IMPLEMENT THE POLICE DRONE PROGRAM.

RESILIENT. ANNA'S MOBILITY AND UTILITY INFRASTRUCTURE CONSISTENTLY MEETS COMMUNITY NEEDS.

WE ADDED ON HERE TO INCREASE THE WATER AND SEWER CAPACITY AS OUR COMMUNITY GROWS.

MAKE SURE THAT THOSE ARE IN PLACE OR COULD HAVE.

WE ALSO COMPLETED THE RISK AND RESILIENCY PLAN FOR PUBLIC UTILITIES.

WE'LL CONTINUE TO MAKE PROGRESS TOWARDS THE RAILROAD CROSSING STUDY, PLANNING AND MANAGING STORMWATER UTILITIES, OUR HIKE AND BIKE TRAILS, KEY TRAIL INITIATIVES IN DEVELOPING UTILITY SYSTEM ISOLATION PLAN.

WHILE WE WERE WORKING TOWARDS THESE, WE ALSO COMPLETED PHASE 1 UPGRADES TO THE COLLIN PUMP STATION, COMPLETED DOWNTOWN UTILITY IMPROVEMENTS, CONSTRUCTION OF THROCKMORTON SEWER EXTENSION, HURRICANE CREEK LINE B TRUNK SEWER, AWARDED THE COLLIN COUNTY BOND FUNDS TO CONSTRUCT LEONARD AVENUE, BEGAN CONSTRUCTION OF A WASTEWATER TREATMENT PLANT AND COMPLETED THE CONSTRUCTION OF HACKBERRY.

WE'RE JUST A LITTLE BUSY IN THIS AREA.

AGAIN, FOR THE NEXT YEAR WE HAVE VERY EXCITING PLANS AGAIN FOR THE RAILROAD CROSSING STUDY.

OPENING ROSAMOND, REPURPOSING THE EXISTING COLLIN PUMP STATION, A GENERATOR, COMPLETING THE CONSTRUCTION OF LEONARD AVENUE, DEVELOPING THAT PRIORITY PLAN FOR STORMWATER UTILITIES, COMPLETING CONSTRUCTION OF THE WATER MAIN, FIRE HYDRANT UPGRADES, AND ALSO REVIEWING SENIOR TRANSIT PARTNERSHIPS AND FUNDING OPPORTUNITIES.

FOR ACTIVE, THAT THE CITY OF ANNA PROMOTES AN ACTIVE COMMUNITY.

THERE ARE A NUMBER OF PROGRAMS, SUCH AS OUR CAPITAL IMPROVEMENT PLANS, OUR PARKS AND TRAILS MASTER PLAN, NUMBER OF FESTIVALS AND WELLNESS EVENTS, EXPLORER PROGRAM, AND VOLUNTEER PROGRAMS. WE DO HAVE AN ACTIVE COMMUNITY AND ACTIVE CONSTRUCTION, AS YOU HAVE NOTED.

WE HAD OPENED THE FITNESS COURT PHASE 1, ADDED SPORTS SLIDING AT JOHNSON PARK.

MANY OF THESE YOU HAVE UPDATES ON.

THE SPLASH PAD AT SLAYTER CREEK.

WE HAVE BASKETBALL COURT AT YANK PARK.

WE ALSO COMPLETED CONSTRUCTION OF THE SKATE PARK, BASKETBALL, PICKLE BALL, EXPANSION OF SLAYTER CREEK, ADDING PARKING AT NATURAL SPRINGS PARK.

BEGIN CONSTRUCTION OF THE LIBRARY, YOU CAN SEE BEHIND ME, AND WE'LL CONTINUE TO WORK ON DEVELOPING AND IMPLEMENTING DIGITAL LIBRARY SERVICES.

I WILL POINT OUT WE DID A LOT OF WORK TO START A PUBLIC SAFETY OBSERVATION PROGRAM WITH THE SCHOOL DISTRICT.

GIVE THEM WHAT WE NEEDED.

THAT PROGRAM HAS BEEN PUT ON HOLD BY THE DISTRICT AT THIS TIME.

WHEN THEY'RE READY, WE'LL OPEN THAT CONVERSATION AGAIN IF THAT OCCURS IN THE FUTURE.

WE WERE ALSO AWARDED THE SECOND PLACE IN THE GOVERNOR'S COMMUNITY ACHIEVEMENT AWARDS FOR OUR KEEP ANNA BEAUTIFUL PROGRAM.

WE INSTALLED A HISTORIC TRAIN, A SHERLEY HERITAGE PARK, AND ACTIVATED BRYANT PARK WITH ARCHERY AND SOCCER PRACTICE. THE FALL.

WE'LL CONTINUE TO DEVELOP THE DIGITAL LIBRARY SERVICES WHILE WE'RE AWAITING THE OPENING OF THE LIBRARY.

ACTIVELY WORKING ON THAT.

BEGIN IN CONSTRUCTION OF THE PECAN GROVE TRAIL.

CONSTRUCTING THE NATURAL SPRINGS PLAYGROUND WITH A COMMUNITY BUILT COMPONENT.

COMPLETE DESIGN FOR ANNA CROSSING PARK.

OPEN THE COMMUNITY LIBRARY.

ACTIVATE THE PLAZA.

THEN WE'VE MOVED OVER THE IMPLEMENTATION PLAN FOR KEY TRAIL HIKE AND BIKE IMPROVEMENTS FROM THE RESILIENT ITEM HERE.

FINALLY, FOR EXCELLENT, THAT ANNA IS A HIGH PERFORMING CITY THAT IMPLEMENTS BEST PRACTICES AND PURSUES ACCREDITATION.

THIS IS JUST THROUGH ALL OF OUR EMPLOYEE WELLNESS ACTIVITIES, ACCREDITATION PROGRAMS, TRAINING, PROCESS OF IMPROVEMENT.

WE WERE AWARDED THE EXCELLENCE IN FINANCIAL REPORTING.

WE'VE IMPLEMENTED AN ASSET MANAGEMENT SOFTWARE THAT'S BEEN REALLY HELPFUL, ESPECIALLY IN OUR PUBLIC WORKS TEAM ATTAINING THE NATIONAL ASSOCIATION OF CLEAN WATER PERFORMANCE EVALUATION.

WE COMPLETED AND CONTINUE TO WORK ON THE TRANSITION FOR THE MUNICIPAL COURT SOFTWARE, WORKING TOWARDS PUBLIC WORKS ACCREDITATION AND POLICE CHIEFS ASSOCIATION ACCREDITATION.

WE ALSO UPDATED OUR FINANCIAL POLICIES.

WE WERE NAMED A GOLDEN POST AWARD FINALIST FOR BEST OF LINKEDIN PRESENCE.

THE CEC GUIDE WAS AWARDED GOLD BY THE ASSOCIATION OF MARKETING COMMUNICATION PROFESSIONALS.

OUR HUMAN RESOURCE DEPARTMENT WAS ACTUALLY HONORED AS HR STRATEGIC DEPARTMENT OF THE YEAR, WHICH WAS EXCITING.

A NUMBER OF AWARDS FROM THE TEXAS ASSOCIATION MUNICIPAL OFFICERS.

AS MOST OF YOU SAW, THE TML FINALISTS FOR OUR INTERNAL COMMUNICATION PROGRAM.

THE CITY OF ANNA RECENTLY RECEIVED GRANT CONTRACTS, CDV 23-0230 AND CDM 23-0231.

EACH OF THOSE GRANTS WAS IN THE AMOUNT OF $500,000 AND THEY'RE FUNDED THROUGH THE COMMUNITY DEVELOPMENT BLOCK GRANT VIA THE US DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT AND THE TEXAS DEPARTMENT OF AGRICULTURE FOR THE PURPOSE OF RESIDENTIAL STREET IMPROVEMENTS AND DOWNTOWN SIDEWALK IMPROVEMENTS.

[NOISE] THE OVERALL PURPOSE OF SECTION 3 IS TO FACILITATE CONTRACT AND EMPLOYMENT OPPORTUNITIES FOR LOW AND VERY LOW INCOME WORKERS, SPECIFICALLY THOSE THAT LIVE CLOSE TO THE PROJECT LOCATION.

TO REPORT ON THESE EFFORTS, WE WILL BE INCLUDING NEW REPORTING REQUIREMENTS AND OTHER EFFORTS TO INCREASE SECTION 3 PARTICIPATION IN THE CDBG PROGRAM.

WE'LL BE FOLLOWING ALL OF THE NEW POLICY REQUIREMENTS, WHICH WERE CREATED BY HUD AND INSTITUTED ON NOVEMBER 30TH, 2020.

TEXTILE HAD SOME WORK THAT THEY WANT TO DO IN THIS AREA, SO WE DECIDED WE WANTED TO SPEED THIS UP TO HELP HELP TEXTILE, SO WE BROKE IT DOWN INTO TWO PHASES.

THE FIRST PHASE THAT WE HAVE IS ON 455 BETWEEN COUNTY ROAD, LOOKS LIKE 937, AND COWEN ROAD.

THIS IS GOING TO BE THE FIRST PHASE OF THE PROJECT FOR US.

THIS PROJECT SCOPE INCLUDES 4,200 LINEAR FEET OF 12-INCH WATER LINE.

RECENTLY, RIGHT NOW WHAT WE HAVE OUT THERE IS A MULTIPLE OF LINES.

WHERE WE'VE GOT TWO FLOORS AND THEN IT BREAKS OFF INTO A COUPLE OF TWO INCHES.

NO FIRE SUPPRESSION OUT THERE, THERE'S MAIN BREAKS ON THOSE OLD CLASS PIPE, THAT'S ONE REASON WHY WE WANT TO UPGRADE THIS WATER LINE, GET BETTER WATER QUALITY AND PIPING IN THIS AREA, ESPECIALLY WITH ALL THE DEVELOPMENT GOING ON THIS PROJECT WE WILL INCLUDE STUB OUTS FOR FUTURE DEVELOPMENTS, WE WILL INCLUDE 10 NEW FIRE HYDRANTS THAT WE HAVEN'T HAD IN THIS AREA BEFORE, AND WE'LL HAVE OVER 30 NEW VALVES.

CURRENTLY IF THE WATER DEPARTMENT'S OUT THERE, THEY REALLY CAN'T ISOLATE NOTHING WITHOUT SHUTTING DOWN THAT WHOLE SIDE OF TOWN.

WE WANT TO INCLUDE THESE VALVES TO HELP THESE GUYS BE ABLE TO CONTROL THE WATER IF THERE IS A NEED TO BE ABLE TO SHUT IT DOWN AND WORK ON IT.

THE CONSTRUCTION OF THE 12-INCH WATER LINE WILL BE FUNDED THROUGH THE WATER IMPACT FEES.

THE CONSTRUCTION FUNDING WAS IDENTIFIED IN THE 23/24 CAPITAL IMPROVEMENT PLAN.

THE CITY PUBLICLY ADVERTISED THE PROJECT FOR BID WITH THE SELECTION TO BE DETERMINED BY LOWEST BIDDER.

TEN BIDS WERE RECEIVED FOR THIS PROJECT, VERY GOOD COMPETITION.

OUR LOWEST BIDDER CAME IN AT JUST UNDER $800,000 WITH INTERSTATE PIPELINE.

WE KNOW THESE GUYS, THESE GUYS TECHNICALLY THEY HAVEN'T DONE WORK FOR THE CITY OF ANNA, BUT THEY'VE DONE WORK IN THE CITY OF ANNA.

SOME OF THE UTILITIES THAT ARE INSTALLED IN THE WEST CROSSING PHASES, THOSE ARE THE SAME CONTRACTORS THAT INSTALLED THOSE WATER LINES, AND STORM LINES, AND SEWER LINES IN THOSE AREAS.

STAFF HAS REVIEWED THE SCOPE AND IS RECOMMENDING A TOTAL PROJECT BUDGET OF $900,000.

YOU MAY BE WONDERING IF THEY DID IT AT $762,000, WHY ARE WE ASKING FOR 900,000.

ON THIS SIDE OF TOWN, YOU KNOW WHAT? WE JUST WANT TO BE PREPARED FOR ANYTHING THAT WE COME ACROSS THAT WERE NOT, AND I DON'T WANT TO COME BACK TO YOU GUYS AGAIN ASKING FOR MORE MONEY.

WE WANT TO HAVE THAT CONTINGENCY MONEY BUILT INTO THIS CONTRACT, AND MAKE SURE THAT WE CAN DO THIS WITHOUT COMING BACK TO COUNCIL FOR THE PHASE 1 OF THE PROJECT.

AS YOU ALL KNOW, WE HAVE OUR SKATE PARK AND OUR PICKLE-BALL AND BASKETBALL IMPROVEMENTS IN THERE.

WE CELEBRATED THE RE-OPENING OF A SPLASH PAD LAST YEAR.

WITH ALL OF THAT ACTIVITY HAPPENING IN THAT NORTHERN PORTION OF THE PARK, IT JUST MAKES A LOT OF SENSE FOR US TO INSTALL A RESTROOM WHICH IS CLOSER.

AS YOU KNOW, THE EXISTING RESTROOM FACILITIES THAT ARE AVAILABLE ARE LOCATED AT THE CENTER OF THE BASEBALL-SOFTBALL FIELD COMPLEX.

THE NEW FACILITY THAT'S BEING PROPOSED IS SHOWN HERE ON THIS MAP.

YOU CAN SEE IT'S LOCATED RIGHT BETWEEN THE FITNESS COURT AND THE SPLASH PAD.

IT'S ALSO THEN EASILY ACCESSIBLE BY SIDEWALK TO ALL PORTIONS OF THAT NORTHERN AREA WHERE WE HAVE A LOT OF DIFFERENT ACTIVE OPPORTUNITIES FOR NEIGHBORS.

[NOISE] THE SCOPE AND THE FUNDING FOR THE PROJECT.

IT IS A RESTROOM WITH A SMALL COVERED SEATING AREA.

THE CONSTRUCTION FUNDS ARE THROUGH OUR PARK BOND FUNDS AND SOME PARK DEVELOPMENT FUNDS.

THE CONSTRUCTION FUNDING THAT WAS IDENTIFIED FOR THE PROJECT INCLUDED $266,000.

AS YOU CAN SEE, IT WAS SPLIT WITH 200,000 FROM BOND FUNDS AND 66,000 FROM PARK DEVELOPMENT FUNDS.

THE PROJECT WAS ORIGINALLY BID ON OCTOBER 26TH AND CLOSED ON NOVEMBER 27TH, BUT ONLY ONE BID WAS RECEIVED.

YOU MAY RECALL THAT WE CAME BEFORE YOU IN DECEMBER TO GO AHEAD AND REJECT THE BIDS, BECAUSE WE DIDN'T FEEL LIKE WE RECEIVED SUFFICIENT COMPETITION.

THE BID WAS ALSO SIGNIFICANTLY OVER THE PROJECT BUDGET.

AFTER THE FIRST MONTH OF THE YEAR, WE REBID THE PROJECT, AND WE CLOSED THE BID PROCESS ON FEBRUARY 16TH.

WE RECEIVED FOUR BIDS.

THE LOWEST QUALIFIED BID WAS RECEIVED FROM AT CONSTRUCTION IN THE AMOUNT OF $161,300.

THIS BID IS WITHIN THE PROJECT BUDGET.

[NOISE] OBVIOUSLY, AS STAFF, OUR GOAL IS TO BE AS EFFICIENT AS POSSIBLE, AND SO THE PROCESS OF REBIDDING COST US TIME, BUT IN THE END, IT DID RESULT IN SAVING US ABOUT $150,000 VERSUS GOING WITH THE BID THAT WE HAD ORIGINALLY.

YOU CAN SEE IT'S BASICALLY HALF THE PRICE, GIVE OR TAKE.

[NOISE] THE CONSTRUCTION AGREEMENT THAT IS BEFORE YOU TONIGHT FOR YOUR APPROVAL INCLUDES THE CONTRACTOR'S BID AMOUNT AS WELL AS THE $20,000 OWNER'S CONTINGENCY.

THOSE WOULD ONLY BE SPENT AT THE DISCRETION OF THE CITY.

WE DO NOT EXPECT TO NEED TO UTILIZE THAT UNLESS SOMETHING UNFORESEEN OCCURS WITH THE PROJECT.

THERE IS SOME OLDER IRRIGATION IN THAT AREA, AND SO WE MAY FIND SOME IRRIGATION PIPE THAT NEEDS TO BE RELOCATED THAT WE HAVEN'T HIT YET.

WE'VE HIT LOTS OF IRRIGATION OVER THERE DURING OUR PROJECTS, BUT WE KEEP FINDING NEW IRRIGATION LINES.

THAT WOULD PROBABLY BE THE MOST LIKELY USE OF ANY PORTION OF THOSE FUNDS.

ONE THING THAT WE'RE DOING ON THIS PROJECT THAT'S UNIQUE AND DIFFERENT IS THAT, WHAT WE'RE PROPOSING IS FOR US TO GIVE THE CONTRACTOR THE OPPORTUNITY FOR AN EARLY COMPLETION BONUS.

WE RECOGNIZE THAT IT'S CRITICAL TO GET THIS RESTROOM FACILITY OPEN BEFORE WE OPEN THE SPLASH PAD.

OBVIOUSLY, WITH IT BEING LATE FEBRUARY, THAT'S A TIGHT SCHEDULE.

WHAT'S INCLUDED IN THE CONTRACT IS, IF THE CONTRACTOR IS ABLE TO OBTAIN A CO FOR THE RESTROOM, THAT MEANS IT HAS A CERTIFICATE OF OCCUPANCY, IT'S READY FOR PUBLIC USE BY MAY 16TH, THEN THEY CAN EARN A $25,000 EARLY COMPLETION BONUS.

WE FEEL LIKE THIS MAKES SENSE BECAUSE, FIRST OF ALL, THE PROJECT BID IS SIGNIFICANTLY UNDER THE PROJECT BUDGET, SO WE HAVE THE FUNDING TO DO IT, AND SECOND OF ALL, WE JUST KNOW HOW IMPORTANT IT IS FOR US TO KICK OFF SUMMER WITH A RESTROOM THERE LOCATED ADJACENT TO ALL OF THESE NEW PARK FACILITIES THAT ARE GOING TO BE HEAVILY USED.

IT'S A LITTLE BIT OF A DIFFERENT WAY TO DO THIS.

IT'S NOT SOMETHING WE DO VERY OFTEN, BUT WE FEEL LIKE, IN THIS CASE, IT MAKES SENSE.

[NOISE] NO ADDITIONAL FUNDING IS NEEDED.

WE'RE ABLE TO ACCOMMODATE BOTH THIS EARLY COMPLETION BONUS AND THE CONTINGENCY FUNDING WITH THE BUDGET THAT WAS ALREADY IN THE ANNUAL OPERATING BUDGET FOR ALL OF OUR CIP PROJECTS.
