WE MEET ON FEBRUARY 13TH AT 6:00 PM IN THE ANNA MUNICIPAL COMPLEX COUNCIL CHAMBERS LOCATED 120 WEST SEVENTH TO CONSIDER THE FOLLOWING ITEMS. ONCE AGAIN, WELCOME TO THE CITY COUNCIL MEETING.

>> THANK YOU MAYOR AND COUNCIL, I JUST WANTED TO BRIEFLY UPDATE YOU ON SOME OF THE ACTIVITIES OF THE PARKS ADVISORY BOARD.

RECENTLY, THERE WERE TWO SIGNIFICANT ITEMS, ALONG WITH A STAFF REPORT ON PARK MAINTENANCE, RECREATION PROGRAMS, AND EVENTS, AND THOSE TYPES OF THINGS, ALONG OBVIOUSLY WITH OUR CAPITAL IMPROVEMENT PROJECTS.

ONE IS WE ARE STARTING TO PREPARE FOR THE NEXT BUDGET CYCLE, AND UPDATING THE COMMUNITY AND CAPITAL IMPROVEMENT PROGRAM, ALSO SHIRLEY HERITAGE PARK.

THERE'S SOME GREAT IDEAS THAT HAVE BEEN BROUGHT UP ABOUT THAT.

WE REVIEWED THE ORIGINAL CONCEPT PLAN THAT THIS COUNCIL APPROVED A COUPLE OF YEARS AGO.

THE SECOND ITEM IS, IF YOU'LL REMEMBER THE LAST COUNCIL MEETING, IT WAS TWO COUNCIL MEETINGS AGO.

YOU NAMED A BRAND NEW PARK THAT'S BEING ADDED TO THE SYSTEM, AND SO THE PARKS ADVISORY BOARD IS LOOKING AT ANOTHER NEW PARK THAT'S COMING INTO THE SYSTEM, AND THEY HAVE A NAME THAT THEY'RE GOING TO BE RECOMMENDING TO YOU ALL AT THE NEXT COUNCIL MEETING.

ALL OF THAT POLICY STAFF'S DOING OUR DUE DILIGENCE AND SOME OF THE HISTORICAL RESEARCH ON THAT, AND WE'LL BE BRINGING IT TO YOU SOON.

SOME OF YOU MAY REMEMBER A FEW YEARS AGO THERE WAS A PLANNED DEVELOPMENT CALLED MANTUA.

MR. GRIFFIN HAS TAKEN OWNERSHIP OF THAT PROPERTY, AND IS PROPOSING A NEW PLANNED DEVELOPMENT MODIFYING, AND MODERNIZING THE PLAN DEVELOPMENT. WITHOUT FURTHER ADO.

WE'VE BEEN WORKING ON THIS PROJECT FOR ABOUT A YEAR, DILIGENTLY PLANNING, WORKING WITH STAFF, TRYING TO COME UP WITH THE BEST PLAN.

THERE'S A LOT OF INFRASTRUCTURE THAT HAS TO GO IN THIS.

A TON OF ROADS, SEWER, WATER, THAT ALL BENEFITS THE CITY.

WE'RE HERE ASKING FOR TO PUT IN ALL THE UTILITIES TO FURTHER EXPRESS THE WEST SIDE.

THERE'S ANY QUESTIONS WE WOULD LIKE TO ANSWER THEM, BUT THERE'S A NUMBER OF THINGS WE'RE GOING THROUGH WITH THIS.

LOOKING FOR A DEVELOPMENT AGREEMENT, OBVIOUSLY WITH A NUMBER OF ZONING COMPONENTS, MAINLY SINGLE FAMILY, ALONG THE WEST SIDE WHERE THE GOLF COURSE IS, THIS THING SURROUNDS THE GOLF COURSE, TRYING TO LIFT UP THE WEST SIDE AND GET WHAT IT NEEDS TO BE.

BUILDING THAT ROAD MANTUA WILL GET EVERYTHING FLOWING TO THE WEST.

WE HAVE A TON OF FRONTAGE AND THE FRONTAGE IS VERY IMPACTFUL TO US.

EVERYTHING WE DO, WE'RE TRYING TO DRIVE THE VALUE TO THE FRONT, OBVIOUSLY, BECAUSE THAT'S THE FRONT DOOR FOR ANNA.

WE HAVE A MILE AND A HALF OF FRONTAGE ON BOTH SIDES OF 75.

TAKE IF WE WERE DONE LOOKING AT PETER'S COMBO, GET THROUGH THE NEGOTIATION PHASE OF THIS PROJECT, WHEN WOULD YOU ALL AS DEVELOPERS EXPLAIN TO THE COUNCIL THE RESIDENTIAL COMPONENT? WHEN WOULD YOU LOOK TO KICK US OFF? TIMELINE?

>> WE'RE WORKING WITH FORESTAR, WHO IS OUR PARTNER ON ALL THE SINGLE-FAMILY AND WE'RE LOOKING TO START THAT AROUND DECEMBER.

WE CAN GET ALL THIS STUFF DONE NOW, SO WE CAN GO INTO THE PHASES WITH THE CITY TO START WORKING ON THE PLANS TO DIVE REALLY DEEP INTO IT, AND TO GET ALL THE ENGINEERING DONE FOR THE FIRST PHASE, AND HOPEFULLY, WE CAN START THE GRADING PROCESSING BY THE END OF THE YEAR. THAT'S WHAT OUR GOAL IS.

AS FAR AS THE HOME SIZE GOES, I THINK IT'S GOING TO BE DIFFERENT BASED ON YOUR LOT SIZE, AND I THINK INTUITIVELY, YOU WOULD EXPECT THE SMALLER LOTS TO HAVE SMALLER HOMES.

BUT REALISTICALLY, WITH A 40-FOOT LOT, THOSE ARE PROBABLY GOING TO START AROUND THE 2,000-SQUARE FOOT MARK BECAUSE ALMOST EVERY SINGLE ONE OF THOSE IS GOING TO END UP BEING A TWO-STORY HOME.

ON SOME OF THE 50-FOOT LOTS AND 60-FOOT LOTS, A PERCENTAGE OF BUYERS DO ENJOY ONE STORIES AND JUST ONE-STORY LIVING.

BUT ON A 50-FOOT LOT, STARTING PROBABLY AROUND 1,800-2,000 SQUARE FEET ON A SINGLE-STORY HOME, AND ON A 60-FOOT LOT, PROBABLY STARTING AROUND 2,000-2,200 SQUARE FEET AND GOING UP FROM THERE.

>> OKAY. SO YOU'RE THINKING THE MINIMUM IS GOING TO BE ABOUT 1,800?

YOU'RE GOING TO GET A HIGHER-QUALITY BECAUSE THE LOT ARE SO EXPENSIVE.

BUT I THINK AS WE'VE PLANNED SO FAR, THIS IS 100% MASONRY COMMUNITY.

ONE OF THE THINGS, JUST FOR YOU ALL'S KNOWLEDGE MOVING FORWARD, I CAN'T SAY WE UP HERE, BUT I WOULD SAY IN GENERAL WHAT WE'RE ACCUSTOMED TO AND I APPRECIATE THE PICTURES THIS EVENING BECAUSE IT GIVES COUNCIL A LITTLE BIT OF AN IDEA OF WHAT WE'RE LOOKING AT.

BUT ONE OF THE THINGS THAT I ENVISION WITH LIBERTY HILLS, ESPECIALLY AT THE REQUEST OF THE COST OF WHAT THESE LOTS ARE GOING TO BE, THE COMMENT TO THE NICER ELEVATIONS, WE ARE LOOKING FOR SOMETHING DIFFERENT.

I'M JUST GOING TO STATE IT THE WAY IT NEEDS TO BE STATED.

I DON'T WANT A 40 FOOT LOT WITH A PRODUCT THAT CAN BE AFFORDABLE TO AN INVESTOR TO RENT OUT.

THAT IS NOT WHAT I'M LOOKING FOR IN ANY OF THIS WEST SIDE DEVELOPMENT.

WE WANT SOMETHING THAT, NUMBER 1, IS A LITTLE PAINFUL TO BUY UNLESS YOU'RE MOVING INTO A REALLY NICE BUILT HOME.

I GUESS WHAT I'M TRYING TO COMMUNICATE IS, I EXPECT WITH A PITSTER'S COMBO, ESPECIALLY WITH THE COST OF THE INFRASTRUCTURE THAT WOULD GO INTO THIS DEVELOPMENT, I WANT IT TO BE SOMETHING WE'VE NEVER SEEN AROUND HERE BEFORE, AND THAT'S WHAT I DO ANTICIPATE, BUT I JUST WANTED TO MAKE THAT COMMENT.

LUCKILY, WITH ALL THE OPEN SPACE ON THE GOLF COURSE, IT'S RARE TO HAVE A GOLF COURSE.

USUALLY THE DEVELOPER HAS TO PONY UP AND BUILD THE WHOLE GOLF COURSE. TAKE ADVANTAGE OF THOSE PREMIUMS. IT'S A REALLY COOL AND UNIQUE OPPORTUNITY, ESPECIALLY WITH THE NRCS LAKES THAT ARE NEAR US AND AROUND US IN OUR PROPERTY.

I THINK THERE'S A LOT OF REALLY COOL OPPORTUNITIES TO ACTIVATE THESE AREAS AND MAKE A COMMUNITY BEAUTY.

MY OVERVIEW, I'LL BE GOING OVER TO PROJECT LOCATION, PROJECT SCOPE, THE FUNDING, OUR BID PROCESS, CONTRACTOR INFORMATION, AND PHOTOS OF PROJECTS THAT THEY'VE DONE AND STAFF RECOMMENDATION.

THE PROJECT, LIKE I SAID, IT IS LOCATED ON THE NORTHEAST CORNER OF THE COLLIN COUNTY OUTER LOOP AND STATE HIGHWAY 5, ADJACENT TO THE CURRENT GROUND STORAGE TANK THAT IS THERE.

THE PROJECT SCOPE INCLUDES A NEW FOUR MILLION GALLON STORAGE TANK, NEW BOOSTER PUMPS, A NEW PAD MOUNTED EMERGENCY GENERATOR, SCADA CONTROLS FOR OUR PUBLIC WORKS TEAM TO MONITOR THE WATER LEVELS INSIDE THE STORAGE TANK.

THIS PROJECT IS REALLY GOING TO HELP WITH ALL THE GROWTH IN THE CITY OF ANNA TO HELP SUPPLY THE DEMANDS THAT ARE BEING PUT ON OUR WATER SYSTEM.

THE PROJECT FUNDING IS BEING FUNDED BY THE WATER IMPACT FEES, WHICH IS PAID FOR BY NEW DEVELOPMENT THAT MEETS THE CITY COUNCIL'S OBJECTIVE FOR THE GROWTH PAYING FOR GROWTH.

THE PROJECT BUDGET WAS SET AT 11 MILLION BASED ON THE ENGINEERS OPINION OF PROBABLE CONSTRUCTION COST.

THE CURRENT WATER IMPACT FEE FUND BALANCE IS SUFFICIENT TO FUND THE PROJECT.

THEY ARE FOCUSED ON THE CONSTRUCTION OF HEAVY MUNICIPAL INFRASTRUCTURE.

THEY'VE DONE A LOT OF PROJECTS IN WYLIE, SAXY, PLANO.

THEY SPECIALIZE IN THIS THING, THE ELEVATED STORAGE TANKS, GROUND STORAGE TANK PUMPING FACILITIES.

THESE ARE THE GROUND STORAGE TANK THAT YOU SEE THERE IN THE PHOTO.

AND IN THE SUMMERTIME WHEN THESE PEOPLE ARE IRRIGATING AND KEEPING THAT GREEN LAWN IN JULY, THIS IS GOING TO HELP KEEP UP WITH THAT WATER DEMAND.

ANOTHER ONE WAS THE TEMPORARY TREATMENT PLANT AND YARD PIPING SUCH AS THE OUTFALL, THE INFALL COMING INTO IT, THAT WAS LEFT OUT WITH THE HURRICANE CREEK BASE B PROJECT THAT NEEDS TO BE PUT INSTALLED.

THE OTHER ASPECT THAT WE BID OUT WAS THE ELECTRICAL COMPONENT.

THE PROJECT LOCATION IS LOCATED OFF OF COUNTY ROAD 286 NORTH OF THE FUTURE COLLIN COUNTY OUTER LOOP.

GARNEY WAS SELECTED AS A CMAR AS I PREVIOUSLY STATED.

AS EACH PHASE OF THE PROJECTS MOVE FORWARD, WE'LL BE AMENDING THIS CONTRACT CONSTANTLY.

WE'RE BIDDING THESE THINGS OUT.

GARNEY, BIDDING IT OUT FOR US.

WE'RE GOING TO BE COMING BACK FOR THIS PROJECT.

THE FIRST AMENDMENT WAS FOR THE PURCHASE OF THE TEMPORARY TREATMENT PLANT EQUIPMENT.

THIS IS THE SECOND AMENDMENT AND IT IS FOR THE SITE CONSTRUCTION PACKAGE AND I'LL GO THROUGH THOSE THINGS THROUGHOUT MY PRESENTATION.

PROJECT SCOPE. THE SITE PACKAGE NUMBER 1, AS I WANT TO CALL IT, IS MOBILIZING EQUIPMENT FOR THE PROJECT CLEARING AND GRADING OF THE AREA.

WE GOT A LOT OF FEEL ON THE SITE TRYING TO BALANCE OUT THE SITE, FLEX SPACE FOR THE TEMPORARY CONSTRUCTION ROADS AND A LAY DOWN AREA FOR THE EQUIPMENT AND DELIVERIES TO THE SITE.

INSTALLATION OF A PERIMETER FENCE FOR SECURITY OF THE SITE, AND THEN ALSO TEMPORARY WATER LINES ON SITE TO BE USED DURING CONSTRUCTION.

THESE GUYS ARE LIKE TO INSTALL THAT.

CURRENTLY WE HAVE NO WATER IN THE AREA.

PROCUREMENT SITE PACKAGE NUMBER 2, WHICH IS A TEMPORARY TREATMENT PLANT AND THE YARD PIPING, PROCUREMENT, INSTALLATION, AND TESTING OF ALL INFLUENT AND EFFLUENT LINES FOR THE TEMPORARY TREATMENT FACILITIES.

ALL DRAIN LINES, FORCE MAINS, PRECAST MANHOLES, AND ALSO THE PREVIOUSLY APPROVED 0.5 MGD TEMPORARY TREATMENT PLANT.

SITE PACKAGE NUMBER 3 IS FOR THE ELECTRICAL EQUIPMENT FOR THE SITE.

SOME ADDITIONAL ALLOWANCES.

WE'RE GOING TO NEED A SWIP OUT THERE, SO WE'VE GOT TO DO SOME SILK FINS, EROSION CONTROL, AND WHATNOT, AND KEEP THAT CREEK CLEARED AND THE ROAD CLEAR.

TEMPORARY ON SITE POWER FROM GCEC TO KEY LOCATIONS RIGHT NOW.

THE POWER POLES REALLY DON'T RUN THERE SO CONTRACTORS TO RUN SOME GENERATORS AND WHATNOT TO THE SITE TO KEEP THEM MOVING FORWARD, AND SOME CLEARING WITH SOME TREES IN SOME EASEMENTS THAT HAVE NOT BEEN CLEARED YET.

THE COST FOR THIS PHASE OF THE PROJECT IS ROUGHLY $18.5 MILLION.

THE FUNDING FOR THE SITE PACKAGES 1, 2, AND 3 WILL COME FROM THE UTILITY BOND FUND. WE BID THIS OUT.

WE HAD TO BID OUT EACH PACKAGE DIFFERENTLY.

WE ONLY HAD ONE CONTRACTOR FOR EACH ONE OF THE BIDS THAT WE ACTUALLY BID ON IT.

AMS WAS FOR THE SITE GRADING, THE FILLING.

GARNEY, ACTUALLY, THE CMAR CONTRACTOR BID ON THE TEMPORARY TREATMENT PLANT AND THE YARD PIPING.

THEY WERE THE ONLY ONES TO BID ON IT.

FSG WAS THE ONLY CONTRACTOR TO BID ON THE ELECTRICAL.

STAFF RECOMMENDS APPROVING AMENDMENT NUMBER 2 TO THE CMAR CONTRACT AND AWARD TO GARNEY COMPANIES INCORPORATED.

WORK IS ANTICIPATED TO BEGIN IN THE SPRING OF 2024.

GRAND HOMES HAS COME TO THE CITY AND IS PURCHASING THE PROPERTY.

THEY'RE LOOKING TO DEVELOP THE PROPERTY IN ACCORDANCE WITH THE EXISTING ZONING THAT'S ALREADY ON THE SITE THAT WAS APPROVED.

THEY ARE PRELIMINARY PLANTING, GOING THROUGH THAT PROCESS WITH VERY MINOR CHANGES TO WHAT WAS ORIGINALLY PROPOSED.

THE ONLY REQUEST THAT THEY'RE MAKING IS THEY ASKED STAFF TO WORK WITH THEM, TO PUT TOGETHER AN AGREEMENT IN CASE THE TIMING OF THE DOWNSTREAM SEWER BECOMES A CONCERN DURING THEIR CONSTRUCTION TIMELINE.

WHAT THIS AGREEMENT DOES IS THIS PROVIDES US A COUPLE OF DIFFERENT OPTIONS TO WORK WITH GRAND HOMES.

THEIR PRIMARY SEWER ROUTE IS TO SEWER TO THE COYOTE MEADOWS LIFT STATION THAT WILL BE BUILT WITH ASHTON WOODS PROJECT AND THE DEVELOPER TO THE NORTH WITH THE GREEN MEADOWS PROJECT.

THAT PROJECT HAS HAD ITS PRE-CONSTRUCTION MEETING.

THEIR CONTRACTOR IS CUT LOOSE AND IS BEGINNING WORK.

BUT IN ORDER TO MAKE SURE THAT WE HAVE A PLAN B, IF THAT LIFT STATION CONSTRUCTION TAKES LONGER THAN IT TAKES GRAND HOMES TO GO AHEAD AND BUILD THEIR PORTION OF THE PROJECT, WHAT WE ARE PROPOSING TONIGHT IN THIS AGREEMENT IS TO GIVE TWO OPTIONS.

ONE OPTION IS THAT AT THEIR CHOICE, THEY COULD CONSTRUCT OFFSITE SEWER THAT'S NECESSARY TO SEWER THEIR PROJECT.

PER THE AGREEMENT, STAFF WOULD COME BEFORE PLANNING AND ZONING COMMISSION AND THE COUNCIL AND UPDATE THE CAPITAL IMPROVEMENT PLAN TO INCLUDE THAT OFFSITE UTILITY WORK IN THE SEWER CIP.

SINCE IT WOULD BENEFIT NOT JUST THEIR PROPERTY, BUT SOME ADJACENT PROPERTIES AS WELL.

IT WOULD BE AN OFFSITE SEWER PROJECT BY THEM THAT WOULD BE CONSIDERED AN OVERSIZE, IT WOULD BE AN UPGRADE.

SO IT WOULD BE ELIGIBLE FOR FUNDING REIMBURSEMENT.

BASICALLY WHEN THEY BUILD HOUSES, THEY PAY THEIR SEWER IMPACT FEE.

THEY WOULD RECEIVE REIMBURSEMENTS FOR THAT WORK.

THE SECOND OPTION THAT'S INCLUDED IS A PUMPING HALL SITUATION WHERE BASICALLY THE CITY, USING OUR UTILITY FUND DOLLARS, WOULD AGREE TO PAY FOR PUMPING HALL SERVICES.

THE WAY THAT THIS WOULD WORK IS STAFF WOULD OBVIOUSLY BE MONITORING BECAUSE WE'LL BE INSPECTING THE CONSTRUCTION OF THE SEWER LIFT STATION.

OBVIOUSLY, WE'LL BE INSPECTING THE GRAND HOMES PROJECT.

AS WE MOVE FORWARD, IF IT IS A SHORT TERM DELTA BETWEEN WHEN THE LIFT STATION IS GOING TO BE READY AND WHEN GRAND HOMES NEEDS TO START BUILDING THEIR HOUSES, IF WE'RE TALKING ABOUT A VERY SHORT TIME FRAME, THEN THE PUMP AND HALL WILL MAKE THE MOST SENSE.

IF IT'S A LONGER TIME FRAME, THEN THIS WAY WE HAVE THE OPTION OF GOING AHEAD AND WORKING WITH GRAND HOMES TO HAVE THEM BUILD INFRASTRUCTURE.

I WILL TELL YOU THAT STAFF FEELS LIKE THIS WILL NOT BE AN ISSUE.

WE FEEL LIKE THE CONTRACTOR WORKING FOR ASHTON WOODS IS MORE THAN CAPABLE OF DELIVERING THE LIFT STATION PROJECT IN A TIMELY MANNER TO MEET THE TIMELINE OF THIS PROJECT.

HOWEVER, WE COMPLETELY UNDERSTAND A DEVELOPER WHO'S LOOKING AT MAKING A MAJOR INVESTMENT IN OUR COMMUNITY, WANTING TO HAVE A PLAN B THAT'S IDENTIFIED JUST IN CASE.

STAFF DOES FEEL LIKE THIS MAKES SENSE, LIKE THIS IS A FAIR AGREEMENT.

IT GIVES US OPTIONS TO WORK WITH THEM.

GRAND HOMES IS A VERY REPUTABLE BUILDER IN DFW AND THEY HAVE NOT BUILT HERE IN THE CITY BEFORE.

WE FEEL LIKE THEY HAVE A TYPE OF PRODUCT THAT WE WOULD LIKE TO SEE COME INTO OUR COMMUNITY AND WE WANT TO TRY TO PARTNER WITH THEM TO MAKE THAT POSSIBLE.

BUT AGAIN, THESE ARE OPTIONS THAT COULD HAPPEN, BUT OUR GOAL IS TO WORK WITH ASHTON WOODS AND DELIVER THAT LIFT STATION PROJECT IN A TIMELY MANNER SO THAT WE'RE NOT REALLY EVEN GOING TO HAVE THIS CONVERSATION, BUT WE WANT TO HAVE A BACKUP PLAN.

I THINK IT'S A PRETTY LOW RISK GIVEN THAT THE LIFT STATION PROJECT IS STARTING NOW, THE ACTUAL FORMAL CONSTRUCTION IS STARTING NOW, WE FEEL LIKE BASED ON DEVELOPMENT TIMELINES, AT MOST, THE RISK WOULD BE SOMEWHERE FROM 5-20 HOMES AT THE ABSOLUTE MOST.
