THEN ONE OTHER THING OVER THERE IN ANNA RANCH, IF YOU'RE TAKING YOUR KIDS TO SCHOOL, YOU'RE GOING TO MAKE THAT FIRST RIGHT-HAND TURN AFTER THE RAILROAD TRACKS, THAT ROAD WHICH DOESN'T HAVE A CURB, WHICH IS A LITTLE PERPLEXING TO ME, DOESN'T HAVE LINES ON IT EITHER.

BUT WHEN YOU GET UP TO THAT INTERSECTION THERE, WHERE THE STOP SIGN IS, THERE IS A DOUBLE YELLOW LINE LIKE YOU WOULD EXPECT BECAUSE YOU'VE GOT TWO LANES OF TRAFFIC.

ABOUT 50 FEET, MAYBE 70 FEET FROM THE INTERSECTION TO THAT DOUBLE YELLOW LINE, THE LINE TURNS WHITE.

NOW, YOU CAN'T USE A WHITE LINE TO DIVIDE OPPOSING TRAFFIC.

SO SOMEONE NEW TO THE AREA COULD COME UP THAT ROAD FROM DROPPING THEIR KIDS OFF AT SCHOOL, SEE THOSE TWO LANES AND THEY'RE DIVIDED BY THE WHITE LINE, AND IN THE ABSENCE OF ALL THE OTHER MARKINGS IN THAT AREA, THEY COULD THINK, 'THIS ONE'S TO TURN THIS DIRECTION, AND THIS ONE IS A TERM THAT DIRECTION.

LASTLY, BECAUSE I'M SURE I'M COMING UP MY THREE MINUTES, THE BUSES ARE HAVING A REAL HARD TIME NAVIGATING THAT TURN.

THEN WHEN YOU'RE COMING OUT FROM DROPPING YOUR KIDS OFF TO SCHOOL, THE PEOPLE THAT ARE TRYING TO TURN IN THERE ARE BLOCKING YOUR VIEW OF THE PEOPLE THAT WOULD BE TRYING TO GO STRAIGHT.

THE FIRST ONE THIS EVENING, ITEM A, IS A PROCLAMATION OF VICTORY BY THE ANNA HIGH SCHOOL COYOTES FOOTBALL TEAM, ADVANCING TO THE 4A DIVISION 1 STATE CHAMPIONSHIP AND CLOSING ANNA CITY HALL ON FRIDAY, DECEMBER 15TH.

THERE IS NO ONE HERE FROM THE FOOTBALL TEAM, AND THAT'S A GOOD THING.

THEY SHOULD BE FOCUSING AND I'M SURE THEY'RE PRACTICING RIGHT NOW.

WHEREAS THE ANNA COYOTES FOOTBALL HAS DEDICATED HUNDREDS OF HOURS OF WORK, STARTING EVEN BEFORE THE FIRST DAY OF SCHOOL, PREPARING AND PRACTICING FOR THE 2023/2024 SCHOOL YEAR.

WHEREAS THE TEAM IS FOCUSED ON TEAMWORK, DISCIPLINE, LEADERSHIP, AND PERFECTING ATHLETIC SKILLS.

WHEREAS CITY MANAGER, RYAN HENDERSON AND I, MAYOR NATE PIKE, HAVE CONFIRMED AND AGREED IT IS IN THE BEST INTEREST OF THE CITY OF ANNA TO CLOSE CITY HALL ON FRIDAY, DECEMBER 15TH, 2023, IN RECOGNITION OF THE ANTICIPATED ATTENDANCE OF ANNA CITY STAFF AND FAMILIES AT AT&T STADIUM IN ARLINGTON TO SUPPORT THE ANNA HIGH SCHOOL COYOTES FOOTBALL TEAM IN THE CLASS 4A DIVISION 1 STATE CHAMPIONSHIP.

ACCORDINGLY, THE CITY MANAGER HAS ORDERED THE CLOSURE OF CITY HALL AND CERTAIN OTHER CITY FACILITIES, THE DAY OF THE CHAMPIONSHIP GAME.

RECAP, REMIND YOU THAT THE OCTOBER 27TH MEETING MINUTES ARE IN YOUR PACKET FOR REVIEW UNDER AN ITEM 6C.

AT THIS MEETING, THE COUNCIL OF THE COMMISSION VOTED TO ADVISE THE COUNCIL TO BEGIN A YOUTH EMPLOYMENT PROGRAM OR THREE INTERNS WITH THE CITY OF ANNA.

THE COMMISSION ALSO ADVISES THE COUNCIL TO ALLOCATE FUNDS FOR THE CITY TO BECOME AN ASSOCIATE PARTNER WITH PROJECT UNITY TO HOST FOUR TOGETHER WE DINE EVENTS.

THOSE ARE FACILITATED CONVERSATIONS.

THE ESTIMATE CURRENTLY WAS NOT APPROPRIATED IN THE 2024 BUDGET, BUT THE FOUR TOGETHER WE DINE FACILITATED MEALS ARE ESTIMATED TO BE APPROXIMATELY $5,000.

AND THE THREE INTERNS, WITH ADDITIONAL STAFF, WOULD REQUIRE A BUDGET AMENDMENT OF UP TO $10,000.

BRINGING THAT FOR ADVISEMENT FROM THE COMMISSION.

NEXT MEETING WILL BE A SPECIAL CALLED MEETING ON DECEMBER 18TH.

ITEM 7A IS CONDUCT A PUBLIC HEARING TO CONSIDER, DISCUSS ACTION ON AN ORDINANCE TO AMEND AN EXISTING PLAN DEVELOPMENT ORDINANCE NUMBER 933, 2021, ORDINANCE NUMBER 323, 2007, FOLLOWING RECOMMENDATIONS FROM THE PARKS ADVISORY BOARD FOR A SINGLE-FAMILY DETACHED AND SINGLE-FAMILY ATTACHED DEVELOPMENT LOCATED ON THE EAST SIDE OF LEONARD AVENUE, ON THE NORTH AND SOUTHEAST SIDE OF EAST FOSTER CROSSING ROAD.

THE ITEM BEFORE YOU IS A ZONING CASE AMENDMENT.

THIS PLAN DEVELOPMENT WAS ADOPTED BACK IN 2007, AND WAS AMENDED IN 2021.

EARLIER THIS YEAR IN JULY, THE APPLICANT WENT BEFORE THE PARKS ADVISORY BOARD TO HAVE A RECOMMENDATION ON THE PARKLAND DEDICATION.

IN 2021, THEY WERE PROPOSING TO HAVE TWO PARK SITES: ON THE NORTHERN PORTION OF THE DEVELOPMENT AS WELL AS IN THE MIDDLE ADJACENT TO THE TOWN HOME PORTION.

THE PARKS BOARD RECOMMENDED ONLY ACCEPTING ONE OF THE PARKLAND DEDICATION SITES.

STAFF RECOMMENDED TO THE APPLICANT THAT THEY WOULD NEED TO COME IN AND OPEN THEIR PLAN DEVELOPMENT, BECAUSE OF THAT RECOMMENDATION IN THE LANGUAGE, AND THE PD IS SO SPECIFIC ABOUT DEDICATING TWO PARK SITES.

SINCE THEY'RE OPENING UP THEIR PD ANYWAYS, IT WAS DECIDED THAT THEY WOULD MAKE SOME OTHER MINOR AMENDMENTS.

THE CONCEPT PLAN FROM 2021 HAS EXPIRED, SO THEY ARE REQUIRED TO CREATE A NEW CONSTANT PLAN OR UPDATE THEIR CONCEPT PLAN ANYWAYS.

ADDITIONALLY, THE PROPERTY OWNER HAS BEEN WORKING WITH OUR CIP MANAGER, JUSTIN CLAY, FOR EXTENDING LEONARD AVENUE ALL THE WAY TO COLLIN COUNTY OUTER LOOP.

DURING THE NOVEMBER PLANNING AND ZONING COMMISSION MEETING, THE PLANNING AND ZONING COMMISSION APPROVED THE FINAL PLAN FOR THAT, SO THEY CAN BEGIN CONSTRUCTION.

THE REASON WHY THE PARKS ADVISORY BOARD DECIDED TO RECOMMEND ONLY ONE OF THE PARK SITES IS BECAUSE, THIS DEVELOPMENT IS ADJACENT TO THE LARGER PARK SITE THAT YOU SAW EARLIER THIS YEAR WITH THE FOUR ANNA RANCH PROJECT.

WITH HAVING THIS MANY PARK SITES, IT DIDN'T REALLY MAKE SENSE FOR THE CITY TO TAKE ON AN ADDITIONAL PARKLAND DEDICATION.

ADDITIONAL MODIFICATIONS INCLUDE INCREASING THE CUL-DE-SAC LENGTH.

THIS IS EXACTLY THE SAME AS IT WAS SHOWN ON THE PREVIOUS CONCEPT PLAN.

UPDATES TO THE LANGUAGE TO MATCH OUR RECENTLY ADOPTED ZONING ORDINANCE, ALLOWS FOR FLEXIBILITY FOR ADDITIONAL INDUSTRIAL ZONE LAND.

IN THE PLAN DEVELOPMENT LANGUAGE, THEY'RE PROPOSING THAT THE COMMERCIAL SITE AND THE MULTIFAMILY SITE COULD BE DEVELOPED AS INDUSTRIAL INSTEAD OF COMMERCIAL OR MULTIFAMILY, AND THEN PROVIDES GREATER DETAIL ON THE HIKE AND BIKE TRAIL REQUIREMENT ALONG COLLIN COUNTY OUTER LOOP.

THE PLANNING AND ZONING COMMISSION VOTED IN FAVOR OF FIVE TO ZERO, AND THERE WERE SIX LETTERS IN OPPOSITION RECEIVED.

ESSENTIALLY, DURING THE LAST STATE LEGISLATIVE SESSION, A BILL WAS PASSED INTO LAW THAT COULD BE POTENTIALLY INTERPRETED TO MEAN THAT ALL CITIES NEED TO RE-ESTABLISH, RE-AUTHORIZE THEIR BUILDING PERMIT FEES BEFORE THE END OF THIS YEAR OR BE AT RISK OF THOSE FEES NOT NECESSARILY BEING IN ACCORDANCE WITH STATE LAW.

AS YOU ALL KNOW, THE WOODS AT LINDSEY PLACE SUBDIVISION IS CONTINUING TO DEVELOP LOCATED ON THE EAST SIDE OF US 75 AND ON THE NORTH SIDE OF ROSAMOND PARKWAY.

AS A PORTION OF THAT PROJECT, THEY DEDICATED A SIGNIFICANT PORTION OF LAND FOR CITY PARK, AND THEY ARE ALSO BUILDING SOME SUBSTANTIAL IMPROVEMENTS UPON THAT PARK.

IN ACCORDANCE WITH OUR PARK NAMING POLICY, WE BROUGHT THE PROPOSED PARK TO THE PARKS ADVISORY BOARD WHO CONSIDERED MULTIPLE DIFFERENT OPTIONS, AND HAD A ROBUST DISCUSSION.

I KNOW ONE OF OUR COUNCILMEMBER ELDEN BAKER, WAS THERE AND WITH HIS HISTORICAL BACKGROUND, HE WAS ABLE TO PROVIDE A LOT OF VALUABLE INFORMATION TO THE BOARD.

MAYOR AND COUNCIL FOR THE BENEFIT OF THE PUBLIC, I AM GOING TO GO THROUGH A LITTLE BIT OF HISTORY ON THIS PROJECT BECAUSE I FEEL LIKE WE'RE AT A CRITICAL MILESTONE HERE AND IT'S JUST A GOOD OPPORTUNITY TO MAKE SURE THAT ALL ANNA NEIGHBORS HAVE A FEEL FOR THE PROCESS WE'VE GONE THROUGH TO REACH THIS POINT.

FIRST OF ALL, I WANT TO SHOW JUST BASIC LOCATION, OBVIOUSLY HERE ON OUR MUNICIPAL COMPLEX SITE IN DOWNTOWN, THE LIBRARY AND THE PLAZA WILL BE LOCATED.

I'M NOT GOING TO OBVIOUSLY GO THROUGH THIS, BUT WHAT YOU SEE ON THE SLIDE HERE IS THE PROJECT CHARTER THAT WAS PUT TOGETHER.

THIS WAS COMPLETED TO REALLY DEFINE THE WHAT, AND THE WHY OF THIS LIBRARY.

WHAT THIS COMMUNITY NEEDED, AND WHY IT NEEDED IT TO MAKE SURE THAT WHAT WE BUILD ACTUALLY FULFILLS THE NEEDS.

SIMILARLY, WE WENT THROUGH A PRETTY DETAILED PROCESS TO IDENTIFY WHAT WOULD BE INCLUDED IN THE PLAZA THAT'S ADJACENT.

WHEN YOU LOOK AT THE SCOPE OF THE TWO, THEY REALLY FUNCTION AND WORK TOGETHER TO CREATE A PUBLIC SPACE.

THE LIBRARY WILL REALLY BE THE FIRST CITY BUILDING THAT'S FOR THE NEIGHBORS SPECIFICALLY, AND NOT NECESSARILY FOR CITY FUNCTIONS ON ITS OWN.

THEN OBVIOUSLY THE PLAZA CREATES A PUBLIC SPACE THAT CAN BE USED FOR A WIDE RANGE OF EVENTS THROUGHOUT THE YEAR.

ONE OF THE THINGS THAT OUR COUNCIL DID, WHICH I THINK WAS UNIQUE REGARDING THIS PROJECT, IS THAT YOU ALL MADE THE DECISION TO REALLY MAKE THIS A COMMUNITY-DRIVEN PROJECT.

AND SO I WANT TO POINT OUT THAT THE COUNCIL CREATED THE ANNA PUBLIC LIBRARY ENGAGEMENT TASK FORCE, WHICH INCLUDED SEVERAL COUNCILMEMBERS, ONE FORMER COUNCIL MEMBER, TWO CURRENT COUNCILMEMBERS, AND THEN MEMBERS OF VARIOUS BOARDS THROUGHOUT OUR BOARDS AND COMMISSIONS.

WHAT THAT REALLY GAVE US WAS A DIVERSE GROUP OF ANNA NEIGHBORS WHO ARE INTERESTED IN ACTIVE AND ENGAGED IN THE CITY THAT CAME TOGETHER FROM DIFFERENT POINTS OF VIEW TO HELP US REALLY DECIDE WHAT THIS PROJECT NEEDED TO BE TO SERVE OUR COMMUNITY.

IN ADDITION TO THAT, WE UTILIZED A LOT OF PUBLIC INPUT, SO WE HELD FIVE COMMUNITY INPUT MEETINGS, WHICH WERE A COMBINATION OF IN-PERSON OPTIONS AND VIRTUAL OPTIONS.

WE HAD ONLINE SURVEYS AND THEN ADDITIONAL PUBLIC MEETINGS WHERE THE PUBLIC WAS INVITED TO ATTEND, INCLUDING COUNCIL MEETINGS.

AS YOU KNOW, WE HAD A PRETTY DEEP TEAM THAT WAS PUT TOGETHER TO WORK ON THIS PROJECT, SO IN ADDITION TO CITY STAFF, PROJECT ADVOCATES REPRESENTS US AS THE OWNER'S REP. 720 DESIGN IS OUR INTERIORS LIBRARY EXPERT FROM AN ARCHITECTURE AND INTERIOR DESIGN POINT OF VIEW.

BRW ARCHITECTURE WAS THE ARCHITECT THAT REALLY FOCUSED ON THE FORM OF THE OVERALL BUILDING AND THE EXTERIOR.

TEAGUE NALT AND PERKINS DID THE LANDSCAPING, GESSNER ENGINEERING WAS THE CIVIL ENGINEER, AND THEN SMITHDISH ARCHITECTURE HELPED A LOT WITH THE CONCEPTUAL DESIGN EARLY ON.

I'LL TAKE YOU THROUGH JUST A COUPLE OF THE RENDERINGS THAT WE HAVE HERE.

YOU CAN SEE SOME EXTERIOR VIEWS AND THEN A VIEW FROM THE SECOND-FLOOR PATIO AREA.

AND THEN THE TOP-LEFT THERE, THAT'S A VIEW OF THE CENTRAL ENTRANCE AREA.

THEN WHEN YOU LOOK AT THE PLAZA, YOU CAN SEE THE GREAT LAWN ON THE CENTER, OBVIOUSLY THERE WILL BE A LOT OF LANDSCAPING AND TREES.

THERE'S ALSO GOING TO BE LOTS OF SEATING AREAS IN A UNIQUE AND VARIETY OF WAYS ACROSS THE SITE SO THAT THERE'S DIFFERENT PLACES FOR PEOPLE TO RELAX, SPEND TIME, GATHER, AND BUILD COMMUNITY.

IN ADDITION, I WANT TO POINT OUT IN THE TOP RIGHT, WE HAVE THE VETERANS TRIBUTE WALL, WHICH IS SOMETHING THAT WAS STARTED BY OUR FIRST-CLASS OF THE NEIGHBOR ACADEMY HERE, AND SO THEY HAD INPUT INTO THAT AS WE WORKED THROUGH THE PROCESS.

>> THE FUNDING FOR THIS PROJECT WAS APPROVED BY OUR NEIGHBORS.

WE HAD A BOND ELECTION, AND THE VOTERS APPROVED $22 MILLION OF BOND FUNDING.

THEN WE ALSO HAD A TOTAL OF $3.5 MILLION IN FUNDING FOR THE PLAZA, WHICH INCLUDED EDC FUNDING AND PARK DEVELOPMENT FUNDS.

FOR THE BID PROCESS, WE MADE THE DECISION, INSTEAD OF JUST SIMPLY GOING WITH THE LOWEST QUALIFIED BID, WE FOCUSED ON MAKING SURE THAT WE GOT THE BEST VALUE.

WHEN WE DID THAT, WE WERE FOCUSED ON A SPECIFIC SET OF CRITERIA, WHICH INCLUDED LOOKING AT OBVIOUSLY THE PRICE WAS A MAJOR COMPONENT.

BUT THEN, THEIR CURRENT WORKLOAD, THEIR REPUTATION, THEIR SAFETY RECORD, THE PROJECT TEAM EXPERIENCE, WE WERE REALLY FOCUSED ON WHO ARE THE PEOPLE WE WERE ACTUALLY GOING TO BE WORKING WITH.

SOMETIMES, THAT'S EVEN MORE IMPORTANT THAN THE NAME OF THE COMPANY, BUT IT'S THE PEOPLE AT THAT COMPANY THAT YOU'RE GONNA BE SEEING DAY IN AND DAY OUT.

THOSE RELATIONSHIPS MATTER IN PROJECTS OF THIS SIZE.

AND THEN, OBVIOUSLY, REFERENCES.

AFTER GOING THROUGH ALL OF THAT, FOR THE FOUR BIDS THAT WE RECEIVED, WE INTERVIEWED ALL FOUR TEAMS, REALLY LOOKED INTO EVERYTHING THAT THEY HAD DONE.

MCCOWNGORDON CONSTRUCTION WAS FOUND TO BE OUR HIGHEST SCORING BIDDER.

STAFF REVIEWED THE RECOMMENDATION FROM PROJECT ADVOCATES, AND THAT WAS PROVIDED BY THEM TO US IN LETTER FORM BASED ON ALL OF THE SCORING.

THEY COMPILED ALL THE INFORMATION FOR US AND ALL OF EVERYONE'S SCORES.

BASED ON THAT, WE ARE RECOMMENDING THAT THE CONSTRUCTION PROJECT BE AWARDED TO MCCOWNGORDON CONSTRUCTION.

IF THIS IS APPROVED TONIGHT, WE WILL WORK WITH PROJECT ADVOCATES AND MCCOWNGORDON TO DEVELOP A CONSTRUCTION SCHEDULE, WHICH WE WILL THEN BE SHARING WITH THE COUNCIL AND WITH THE COMMUNITY.

ALSO, DETERMINE A PROPER DATE FOR A GROUNDBREAKING CEREMONY.

ONE OF THE THINGS I DO WANT TO POINT OUT IS THAT, THIS PROJECT IS BEING DELIVERED UNDER BUDGET.

WE WERE ABLE TO STAY UNDER OUR $22 MILLION THRESHOLD AND UNDER THE $3.5 MILLION THRESHOLD, EVEN INCLUDING OWNER'S CONTINGENCY, CONTRACTORS, CONTINGENCIES, ALL OF THOSE THINGS.

WE FEEL VERY CONFIDENT GOING INTO CONSTRUCTION THAT WE HAVE THE MONEY THAT WE NEED TO DELIVER THIS PROJECT WITHOUT COMING BACK TO YOU ALL TO REQUEST MORE MONEY.

THAT'S SOMETHING THAT WE'RE VERY PROUD OF AS STAFF.

IT'S BEEN VERY DIFFICULT OVER THE LAST SEVERAL YEARS TO HAVE CONSTRUCTION PROJECTS COME IN ON BUDGET.

IN WORKING WITH THE CITY MANAGER, MR. HENDERSON, WHAT WE HAVE SPOKEN ABOUT IS REALLY RUNNING THROUGH THAT PROJECT, AND THEN AT THE COMPLETION, FOCUSING ON TAKING ANY REMAINING FUNDS AND PUTTING THEM BACK INTO THE EDC SO THAT THEY CAN BE USED TO CONTINUE TO MOVE FORWARD ON OUR EDC GOALS.

OBVIOUSLY, COUNCIL WILL HAVE THE ABILITY TO MAKE THAT DECISION, BUT THAT'S THE INITIAL CONVERSATIONS THAT WE'VE HAD.

OUR GOAL ON THE PLAZA IS NOT TO NECESSARILY SEEK OPPORTUNITIES TO UPGRADE THAT PROJECT.

WE WOULD LIKE TO KEEP IT JUST STRAIGHT ON THE BUDGET AS IT WAS BID.

THEN, AT THE END OF THE PROJECT, EVERYTHING THAT WE HAVE REMAINING, WE COULD THEN PUT BACK INTO OTHER FUTURE THINGS THAT THE COUNCIL AND THE ABC WOULD LIKE TO DO.
