UM, MEETING WILL OPEN AT 6:01 P.M..

ALL COMMISSIONERS ARE PRESENT.

QUORUM HAS BEEN ESTABLISHED.

PLEASE STAND FOR THE INVOCATION AND PLEDGE OF ALLEGIANCE.

LET'S PRAY.

FATHER, THANK YOU FOR THIS OPPORTUNITY TO COME TOGETHER DURING THIS EVENING.

FATHER, I HOPE THAT THIS HOLIDAY SEASON IS A JOYOUS TIME FOR FOR ALL OF US AND ALL OF US IN OUR COMMUNITY AND ACROSS THIS NATION FATHER. FATHER, I PRAY THAT EVERYONE REMAINS HEALTHY.

I PRAY FOR PRAY FOR GOOD WEATHER, FATHER.

AND I JUST PRAY FOR A HAPPY HOLIDAY SEASON FOR ALL.

HELLO, I'M JIM LUSCOMBE AND WE LIVE AT 1303 WEST FOSTER CROSSING ROAD, HERE ON THE SOUTH SIDE OF ANNA.

I PASSED A HANDOUT TO YOU EARLIER TO KIND OF SUMMARIZE THE THOUGHTS THAT I WANTED TO GIVE YOU.

WE'VE GOT A COMMUNITY OUT THERE ON FOSTER CROSSING ROAD.

WE'RE OUT THERE PARALLEL TO THE OUTER LOOP.

THERE'S FIVE OF OUR FAMILIES THAT LIVE TOGETHER.

WE HAVE ADDITIONAL FAMILY INTERESTS THAT OWN ADDITIONAL PIECES AND PARCELS OF LAND AROUND THAT.

UH, WE'RE IN THE PECAN GROWING BUSINESS.

WE'VE GOT 500 TREES.

WE'RE GROWING PECANS OUT THERE.

HOPEFULLY YOU'VE HAD A CHANCE TO COME OUT AND SEE US.

IF YOU HAVEN'T, YOU'RE INVITED.

AND WHAT I WANTED TO PRESS ON TONIGHT IS THE SECOND BULLET HERE IS BACK IN JUNE OF 2018, THE CITY CAME TO US AND SAID, WE NEED TO PUSH FERGUSON PARKWAY ON SOUTH AFTER THE OUTER LOOP.

YOU KNOW, WE HOPE TO WORK WITH YOU TO DO THAT WITH THE LEAST AMOUNT OF PAIN FOR EVERYBODY.

AND WE DID WORK WITH THEM.

THE MAYOR GOT A BUNCH OF US INVOLVED, GOT THE COUNTY INVOLVED, AND WE WOUND UP GETTING AN AGREEMENT BETWEEN A BUNCH OF FAMILY MEMBERS AND THE CITY AND THE COUNTY, AND EVERYBODY LINED UP AND GOT THAT DOCUMENTED ON THE BOOKS.

AND SO THAT'S KIND OF WHAT WE'VE BEEN LIVING WITH SINCE THEN.

SINCE THEN, ONE PARCEL OF LAND IS TRANSFERRED FROM THE GRANDMOTHER TO THE GRANDSON, AND THEY DECIDED TO SELL.

AND WITH THAT GOING ON IN THE MARKET, WE'RE GETTING DEVELOPERS LOOKING AT IT.

WE'VE ALREADY HAD ONE COME IN, LOOK AT IT, AND I THINK WE'RE GOING TO PUT IN RENTAL HOMES.

COUNCIL HAD A CHANCE TO SEE THAT, AND I THINK THEY WERE A LITTLE BIT MOSTLY OPPOSED TO IT.

BUT THE PART THAT CONCERNED US WAS IT WAS GOING TO MOVE.

THEY HAD AGREED FERGUSON ALIGNMENT.

IN THIS DOCUMENT THAT YOU HAVE THERE, I SHOW YOU THE ROUTE THAT'S CALLED ROUTE D, THAT WAS WORKED OUT SOME TIME AGO, AND THAT EVEN THOUGH IT GOES RIGHT THROUGH THAT GREEN SPOT, WHICH IS THE MIDDLE OF OUR PECAN ORCHARD, THAT IS BETTER THAN COMING FARTHER TOWARDS OUR HOMES AND CUTTING US COMPLETELY OFF FROM THE PECAN ORCHARD.

SO WHAT WE'RE ASKING YOU TONIGHT IS TO ANYTHING THAT COMES TO YOU IN THE FUTURE FROM DEVELOPERS AS THEY COME TO P&Z, KEEP THAT ROUTE D IN PLACE. DON'T LET THEM GET THAT MOVED.

AND THAT'S HONORS THE AGREEMENT THAT WE HAD WITH THE CITY, AND WE'VE KEPT OUR SIDE OF IT.

WE'RE ASKING THE CITY TO KEEP THEIR SIDE.

AND I'D BE GLAD TO ANSWER ANY QUESTIONS THAT YOU MIGHT HAVE.

AND I COME WITH A LITTLE BIT OF A DIFFERENT BEND ON THE STORY.

I'M A MOM, I'M A GRANDMA, I'M A NEIGHBOR.

I'M A FRIEND. I'M A BUSINESS OWNER, I THINK, AND I REALLY WANT TO ENCOURAGE EVERYBODY.

I THINK WE COULD DO SOMETHING DIFFERENT AND SOMETHING NEW.

IN ANNA, THIS IS REALLY ABOUT COMMUNITY.

SO THERE IS A PAST AND EVERYBODY HAS A PAST AND EVERYBODY WANTS TO HAVE A LEGACY AND EVERYBODY WANTS TO HAVE A STORY.

WE ARE SO FORTUNATE BECAUSE WE HAVE A STORY, AND WE SHARE OUR STORY WITH EVERYBODY WHO COMES UP TO FOSTER CROSSING PECANS, AND THEY SHARE THEIR STORIES WITH US, AND THEY SHARE THEIR CHILDREN AND THEIR GRANDCHILDREN WITH US.

AND THEY TALK ABOUT THE OLD DAYS, BUT THEY'RE ALSO TALKING ABOUT WHAT'S GOING TO BE HAPPENING IN THE FUTURE.

AND I JUST THINK THAT WE COULD DO, LIKE I SAID, SOMETHING DIFFERENT IN ANNA WHERE THE CHILDREN ARE CONCERNED, BECAUSE THIS IS WHAT IS REALLY IMPORTANT IS WHAT ARE WE GIVING, WHAT ARE WE BUILDING FOR THESE CHILDREN, AND WHAT ARE WE GIVING THESE CHILDREN EVERY DAY THAT THEY'RE HERE IN ANNA.

I USED TO LIVE DOWN NEAR DALLAS.

NOT EVERYBODY GOT TO LIVE WHERE I LIVED.

SOME PEOPLE COULD LIVE THERE.

SOME PEOPLE COULDN'T LIVE THERE.

THEY HAD APARTMENTS, THEY HAD TOWNHOUSES, THEY HAD CONDOMINIUMS. THEY HAD MANSIONS, YOU KNOW.

BUT IT WAS A COMMUNITY.

IT WAS JUST SUCH A STRONG SENSE OF COMMUNITY RIGHT THERE IN THE HEART OF DALLAS.

SO I HOPE TO BE VISITING WITH YOU MORE LATER ON, BECAUSE I DO HAVE SOME REALLY GREAT IDEAS ABOUT SOME THINGS WE COULD CHANGE WHERE THE DEVELOPERS ARE CONCERNED WHEN THEY'RE COMING INTO ANNA, BUT THAT IS WHAT I WANTED TO JUST BRING TO YOU THIS EVENING.

I LIVE AT 2934 PECAN GROVE DRIVE IN ANNA.

AND I WANTED TO KIND OF ADDRESS YOU FOLKS.

AND IF THIS IS THE WRONG TIME, JUST PLEASE TELL ME.

BUT WE HEARD THAT THERE'S A PROPOSAL FOR 450 APARTMENTS THAT ARE GOING UP OFF OF WEST FOSTER CROSSING.

AND THE ROAD ITSELF IS NOT CAPABLE OF TAKING ON ANOTHER 900 VEHICLES.

AND WE'RE WORRIED.

I'M WORRIED ABOUT THE CONSTRUCTION VEHICLES RIPPING UP THE ROADS.

THE ROADS IN SOME PART ON, ESPECIALLY ON THE OUTER LOOP, ARE ALREADY BEING RIPPED UP BY OVERLOADED TRUCKS, CEMENT TRUCKS THAT ARE DROPPING STUFF ON IT, G RAVEL TRUCKS.

THAT ARE KICKING UP GRAVEL OFF OF THE PAVEMENT AND DAMAGING PEOPLE'S WINDSHIELDS, BUT MORE SO THERE'S A LOT OF PEOPLE THAT I'VE TALKED TO THAT WANT TO KIND OF PRESERVE THE NATURE OF WEST FOSTER CROSSING ROAD WITH THE BALCONIES OR NOT THE BALCONIES, BUT WHERE THE TREES GO OVER THE ROAD AND CONSTRUCTION WOULD RUIN THAT.

WIDENING THE ROAD, WHICH PROBABLY SHOULD BE WIDENED AT SOME POINT, BUT TAKING INTO THE NATURAL BEAUTY OF THE AREA, HAS TO BE CONSIDERED.

AND I'M HOPING THAT IF YOU FOLKS HAVE NOT BEEN DOWN ON WEST FOSTER ROAD, THAT MAYBE YOU'LL TAKE A TRIP DOWN THERE SOME AFTERNOON, OR SOME EVENING OR SATURDAY OR SUNDAY AND KIND OF LOOK AND SEE WHAT WE'RE TALKING ABOUT.

A LOT OF US BOUGHT PROPERTY THERE AND REALLY HAPPY WE DID, BUT WE SURE DON'T WANT TO LOSE THE TOTAL RURAL COMMUNITY.

I MEAN, WE'RE SEEING ALL THESE APARTMENTS GOING UP IN OTHER PLACES, AND WE HAVE TO MAKE SURE AS CITIZENS AND PEOPLE THAT WE'RE NOT RUINING THE INFRASTRUCTURE OF OUR COMMUNITIES WITH ALL THIS NEW STUFF.

I UNDERSTAND IT'S VERY TEMPTING FOR THE TAX BASE, BUT WE ALSO HAVE TO LOOK AT THE HUMAN BASE.

WE HAVE TO LOOK AND SEE IF THE POST OFFICE IS CAPABLE OF HANDLING MORE PEOPLE, IF THE POLICE DEPARTMENT IS CAPABLE OF KEEPING OUR R ANKING IS ONE OF THE SAFEST COMMUNITIES IN TEXAS TO LIVE IN.

AND OBVIOUSLY WE'RE GOING TO HAVE TO LOOK AT THE FIRE PROTECTION, TOO.

I KNOW WE'RE PUTTING IN A NEW FIRE STATION, AND WE'RE GOING TO HAVE TO PUT IN NEW POLICE OFFICERS AND TEACHERS.

AND WE HAVE TO LOOK AND SEE WHAT THE TOTAL ECONOMIC DEVELOPMENT IS GOING TO LOOK AT, AS OPPOSED TO THE HUMAN DEVELOPMENT.

I KNOW ABOUT WHERE IT IS, BUT I'M HAVING A HARD TIME PLACING IT ON OUR MAP HERE TOO.

CERTAINLY WE HAVE AN ECONOMIC DEVELOPMENT MAP THAT HELPS WITH LABELING ALL OF THE DIFFERENT SUBDIVISIONS.

WOULD THAT HELP OR DO YOU WANT A SEPARATE MAP WITH THE.

I CAN PRINT OUT THE MASTER THOROUGHFARE PLAN AS WELL.
