ITEM SIX A IS CONSIDERED DISCUSSED ACTION ON A RESOLUTION ENTERING INTO A DEVELOPER AGREEMENT WITH ANNA 31 RETAIL TO ESTABLISH DEVELOPMENT TIMELINES AND DESIGN REGULATIONS FOR A SELF STORAGE MINI WAREHOUSE DEVELOPMENT ON TWO ACRES LOCATED 370FT EAST OF US HIGHWAY 75 510FT SOUTH OF WEST WHITE STREET. MR. HATFIELD.

THE ITEM BEFORE YOU IS A DEVELOPMENT AGREEMENT ASSOCIATED WITH THE NEXT ITEM, WHICH IS THE ZONING REQUEST.

THE PROPOSED DEVELOPMENT AGREEMENT INCLUDES BOTH BUILDING STANDARDS AS WELL AS CONSTRUCTION TIMELINES.

THE BUILDING MATERIAL REQUIREMENTS.

THE APPLICANT HAS AGREED TO A MINIMUM 70% MASONRY AS WELL AS 50% OF THAT OF THE BUILDING WOULD BE ALLOWED TO BE STUCCO WITH FOUR BUILDING ARTICULATION.

ALSO, THERE ARE SOME CONSTRUCTION GUIDELINES THAT ARE SIMILAR TO WHAT WE HAVE AGREED TO IN THE PAST WITH OTHER DEVELOPMENTS.

AS WITH ALL DEVELOPMENT AGREEMENTS, APPROVAL OF THE DEVELOPMENT AGREEMENT IN NO WAY PUTS AN OBLIGATION ON CITY COUNCIL AND APPROVAL OF THE ZONING REQUEST.

SO THE PROPOSED LAND USE IS FOR SELF STORAGE MINI WAREHOUSE WITH AN ACCESSORY USE OF TRUCK AND BUS LEASING THAT WOULD BE ASSOCIATED WITH THE MINI WAREHOUSE SELF STORAGE BUILDING.

THE APPLICANT HAS PROPOSED SOME DEVELOPMENT STANDARDS WHICH WOULD INCLUDE PROHIBITING ANY OUTSIDE STORAGE, WHICH WOULD INCLUDE AN RV STORAGE.

ADDITIONALLY, ALLOWING FOR A MAX HEIGHT OF THREE STORIES 50FT.

THEY'RE REQUESTING TO REDUCE THE PARKING TO ONE PARKING SPACE PER 40 UNITS.

SOME PAST ZONING THAT WE'VE APPROVED FOR SELF STORAGE MINI WAREHOUSE HAS BEEN ONE PARKING SPACE PER 100 UNITS.

SO THEY'RE ACTUALLY PROVIDING ADDITIONAL OR MORE PARKING THAN WHAT WE'VE APPROVED IN THE PAST.

THEY'RE ALSO ENSURING THAT THERE'S A MINIMUM OF TEN PARKING SPACES FOR THE TRUCK AND BUS LEASING, WHICH WOULD THEN LIMIT THE AMOUNT THAT THEY WOULD HAVE ON SITE.

THEY'RE PROPOSING ENHANCED LANDSCAPING AS WELL AS ALSO ESTABLISHING HOURS OF OPERATION, WHICH WOULD BE 6 A.M.

TO TEN.

AND I'M SORRY, I SHOULD SAY 10 P.M., 9 A.M., AWFUL SHORT WINDOW.

THE FUTURE LAND USE PLAN IDENTIFIES THIS AREA AS COMMUNITY COMMERCIAL.

SOME ATTRIBUTES ASSOCIATED WITH THE PROPOSED REQUEST INCLUDE THAT THIS WILL SERVE AS A VISUAL BUFFER BETWEEN THE MULTIFAMILY THAT IS PROPOSED INITIALLY TO THE SOUTH, BETWEEN THEM AND THE LOVESTRUCK AREA.

ALSO, THE PROPOSED FACILITY WILL HAVE LIMITED HOURS THAT THE APPLICANT HAS AGREED TO.

IT WILL BE A SINGLE UNIT MULTI STORY CLIMATE CONTROL BUILDING AS WELL AS THE APPLICANT IS AGREED TO ENTER INTO SOME DEVELOPMENT STANDARDS ASSOCIATED WITH THE BUILDING MATERIALS AS WELL AS THE.

CONSTRUCTION TIMELINE. THE PLANNING AND ZONING COMMISSION RECOMMENDED APPROVAL UNANIMOUSLY.

ALSO, STAFF DID NOT RECEIVE ANY LETTERS FOR OR AGAINST THE PROPOSED REQUEST.

AN ALMOST 34 ACRES OF LAND HERE AND DIRECTLY TO THE SOUTH OF THIS.

OUR PROPERTY HERE, YOU CAN KIND OF SEE AS FROM FROM THE WHOLE AREA.

TEXDOT IS PLANNING ON MOVING FORWARD WITH THE PROJECT.

THEY DID JUST RECENTLY LET STAFF KNOW THAT THEY HAVE THE FUNDING NOW TO MOVE TOWARD CONSTRUCTION AND SO THEY ARE LOOKING AT TRYING TO FAST TRACK THE PROJECT.

THEY STILL HAVE NOT GIVEN ME SPECIFIC DATES ON WHEN THEY WILL BID IT, BUT IT'S MY UNDERSTANDING THAT THEY ARE LOOKING TO MOVE FORWARD WITH BIDDING THE PROJECT AND SELECTING A CONTRACTOR AS SOON AS THE RIGHT OF WAY IS CLEAR, WHICH MEANS GETTING ALL FRANCHISE AND PUBLIC UTILITIES OUT OF THE WAY.

SO WITH THESE ITEMS, WHAT STAFF IS ASKING THE COUNCIL TO APPROVE TONIGHT WITH THE THESE RESOLUTIONS IS SPECIFICALLY TO ALLOW US TO TAKE THE NEXT STEP IN A PROCESS.

AND THE WAY THIS WOULD WORK IS THEY WILL THEN WORK WITH STAFF, THEY WILL BE OUR CONSTRUCTION MANAGER AND THEY WILL IDENTIFY ALL OF THE RELEVANT KEY SUBCONTRACTORS IN THE DIFFERENT SPECIALTY AREAS THAT WOULD COME IN AND PERFORM THE WORK OF BRINGING THE EQUIPMENT ONTO THE SITE AND INSTALLING IT FOR THE THE REGIONAL WASTEWATER TREATMENT PLANT.
