I AM A 56 YEAR OLD DISABLED RESIDENT ON A FIXED, LOW-INCOME, CURRENTLY RESIDING AT THE PALLADIUM ANNA APARTMENTS LOCATED IN THE ANNA TOWN SQUARE AT 2020 FLORENCE WAY ANNA TEXAS 75409.

I'VE BEEN A RESIDENT OF ANNA SINCE OCTOBER OF 2018.

I'M HERE TO EXPRESS MY CONCERNS AND ADVOCATE FOR PUBLIC TRANSIT FOR ANNA RESIDENTS, NOT ONLY FOR SENIORS AND DISABLED AND LOW-INCOME, BUT FOR OTHERS.

I KNOW YOU HAVE HEARD THE COMMON PHRASE OR EXPRESSION.

HOUSTON, WE HAVE A PROBLEM.

I'M HERE TODAY TO COIN THE PHRASE ANNA, WE HAVE A PROBLEM.

MORE SPECIFICALLY, WE HAVE A NEED AND THAT NEED IS FOR ACCESS TO PUBLIC TRANSIT.

THIS REQUIRES YOUR IMMEDIATE ATTENTION AND ACTION.

COLLIN COUNTY'S RURAL POPULATION LACKS ACCESS TO PUBLIC TRANSIT AND THIS IS WHY I AM SOUNDING THE ALARM.

THE CITY OF ANNA'S POPULATION IS GROWING AT A FAST RATE ANNUALLY.

CURRENTLY AS OF 2023, THE POPULATION STANDS AT 27,000 PLUS.

WITH THE CITY'S CURRENT BUILDING AND PLANNING OF MORE MULTI-FAMILY APARTMENT DEVELOPMENTS AND SENIOR APARTMENTS COMING UP AS EARLY AS 2023, AS WELL AS HOPES OF A COLLEGE CAMPUS.

THIS WILL CHANGE THE INFRASTRUCTURE AND THESE RESIDENTS WILL NEED MORE ACCESS TO PUBLIC TRANSIT.

ACCESSIBLE TRANSPORTATION SERVICES ARE ESSENTIAL TO ENSURING THE OLDER AND DISABLED ADULTS, SUCH AS MYSELF, CAN CONTINUE TO LIVE INDEPENDENTLY.

WHILE MY DISABILITY AND LOW-INCOME DOES QUALIFY ME TO HAVE FEDERAL MEDICAID TRANSPORTATION SERVICES JUST FOR MY MEDICAL NEEDS NOT ALL SENIORS AND DISABLED QUALIFY.

BUT WHAT I DO NOT HAVE ACCESS TO, IS THE GROCERY STORE FOR FOOD AND HOUSEHOLD SUPPLIES, THE POST-OFFICE, CITY PARKS, AND CITIES SOCIAL FUNCTIONS, NOR THE ABILITY TO GET TO THE VOTING LOCATIONS SO THAT I CAN VOTE.

ON BEHALF OF THE SENIORS AND THE DISABLED AND LOW-INCOME RESIDENTS TAKE ACTION NOW.

I URGE YOU TO SEEK THE COUNTY AND FEDERAL FUNDING.

I CAN ASSURE YOU THAT THIS IS NEEDED URGENTLY.

IT'S AMAZING FAR ABOVE ANY BAR THAT I COULD EVER SAT FOR, WHATEVER I EXPECT FROM YOU GUYS.

SAME THING WITH CERTAIN AREA.

OF COURSE, WHEN WE STOOD HERE BEFORE WORKING OUT AN AGREEMENT ON WHAT QUALITY PRODUCT WOULD LOOK LIKE ON THAT LAND AND ANNA TOWN SQUARE AND GPI HAS TAKEN THAT EVEN FURTHER IN ACCOMMODATING LARGER TREES AT INSTALLATION.

THE THOUGHT THAT'S GOING INTO THE INTERIOR LAYOUT OF THE PRODUCT AND HOW THAT AFFECTS IN DECREASES AT SOMEBODY IN THE FLATS ADJACENT TO BACKYARDS, OVERLOOKING THOSE BACKYARD AND DECREASING THAT FROM THE INSIDE PERSPECTIVE.

JUST THERE HAS BEEN SO MUCH AWESOME THOUGHT, REASONABLENESS GOING INTO THIS PRODUCT.

I WANTED TO TAKE ONE MOMENT, AND THANK EVERYONE WHO HAS BEEN INVOLVED IN THIS ENTIRE PROCESS SINCE DAY 1.

WE HAD NEIGHBORHOOD MEETINGS EARLIER AND BASED ON THE PFC AGENDA ITEM THAT'S HERE TONIGHT, WE HAD A NEIGHBORHOOD MEETING A FEW WEEKS AGO AND EVERYONE WAS INVOLVED, AND WE HAD GOOD DIALOGUE AND CONVERSATIONS, AND I JUST WANT TO SHARE ONE THING, JPI HAS DONE AN INCREDIBLE JOB OF TAKING WHAT WE'VE ALL WORKED TOWARDS OVER THE PAST YEAR, TWO YEARS REALLY, THE DEVELOPMENT AGREEMENT, THE SITE PLAN, ALL THE NUANCES THAT CAME WITH THE ZONING HEARING AT THAT TIME,

AND HAVE COMMITTED TO TAKING THAT AND NOT CHANGING ANY OF IT.

I'M REALLY PROUD OF THEM FOR DOING THAT, AND TAKING WHAT THE NEIGHBORS HAD GIVEN US AS INPUT, AND KEEPING THAT GOING THROUGHOUT THEIR PROJECT.

I HAD THE OPPORTUNITY TO ACTUALLY VISIT A COUPLE OF THEIR PROJECTS HERE IN DALLAS AND I WAS THOROUGHLY IMPRESSED WITH THE QUALITY, THE STANDARDS THAT THEY HAD, HOW THE MANAGEMENT STYLE WORKED, AND THE AMENITIES THAT WERE THERE.

I'VE LIVED IN APARTMENTS BEFORE AND I'VE SEEN THAT BASELINE, BUT THIS IS ON ANOTHER LEVEL.

ULTIMATELY, I HOPE THAT WE CAN CONTINUE TO WORK TOGETHER THROUGHOUT THIS AGENDA ITEM, AND MOVING FORWARD AS WELL.

I AM SO EXCITED TO BE HERE BEFORE YOU TONIGHT, TO RECOGNIZE OUR THIRD COHORT OF NEIGHBOR ACADEMY, AND THEIR COMPLETION OF THE NEIGHBOR ACADEMY PROGRAM THIS YEAR MAKES OUR THIRD SESSION AND HOSTING THIS TOTAL AND IN THE FIRST TIME HOSTING IT IS A DAYTIME SESSION IN THE SPRING.

WE'VE HAD A VISION FOR THIS PROGRAM TO BE A CORNERSTONE OF CITIZEN ENGAGEMENT HERE, AND TO BE A SPRINGBOARD FOR MANY OF OUR FUTURE LEADERS.

FROM OUR FIRST THREE COHORTS SO FAR, WE'VE HAD A TOTAL OF 15 PARTICIPANTS GO ON TO SIT ON OUR BOARDS AND COMMISSIONS.

SO FAR FOUR ON PARKS BOARD, FIVE ON DIVERSITY INCLUSION BOARD, ONE ON OUR CDC EDC, TWO ON OUR BOARD OF ADJUSTMENTS, AND THREE ON PLANNING AND ZONING.

WE'VE HAD EIGHT SIGNED UP TO VOLUNTEER WITH US, AND THREE HAVE GOING ON TO BE REALLY ACTIVE VOLUNTEERS WITHIN OUR COMMUNITY, ONE HAS GOING ON TO HELP RUN OUR KIBANA BEAUTIFUL COMMITTEE, ONE HELD A NATIONAL NIGHT OUT BLOCK PARTY THIS YEAR.

ALSO THIS YEAR ONE WAS NAMED OUR CITY VOLUNTEER OF THE YEAR, AND ONE WAS ELECTED TO CITY COUNCIL FOR THE FIRST TIME.

WITH THAT BEING SAID, I'M VERY EXCITED TO SEE WHAT THIS YEAR'S COHORT GOES ON TO DO IN THE FUTURE AND HOW THEY GET MORE INVOLVED IN OUR COMMUNITY.

I KNOW THAT THIS GROUP WILL DO REALLY EXCITING THINGS.

THROUGHOUT OUR PROGRAM OUR 11TH SPRING PARTICIPANTS SPENT 10 WEEKS TUNING IN TO LEARN ABOUT THE CITY BUDGET, OUR PUBLIC SAFETY, PARKS AND REC, COMMUNITY ENGAGEMENT, ALL THINGS PUBLIC WORKS, ECONOMIC DEVELOPMENT, CITY PLANNING, HR, IT FINANCE BOARDS, AND COMMISSIONS, AND SO MUCH MORE.

WE TALKED ABOUT ANNA'S IMPORTANT DOCUMENTS DETAILING FUTURE GROWTH, WHICH IS A BIG TOPIC RIGHT NOW, WE HAD A MOCK PLANNING AND ZONING COMMISSION MEETING WHERE PARTICIPANTS GOT TO ACT AS COMMISSIONER DEVELOPER OR A NEIGHBOR.

WE HAD A LOT OF FUN WITH THAT.

WE WENT ON A TOUR, SOME OF OUR CURRENT CAPITAL IMPROVEMENT PROJECTS AND LOOKED WHERE THE MONEY IS BEING SPENT IN ANNA.

WE'RE CURRENTLY WORKING ON A COMMUNITY PROJECT WHICH IS FOCUSED ON SUPPORTING OUR ANABAPTISTS SCHOOL BASH.

WITH THAT, I WANT TO TAKE A MOMENT AND RECOGNIZE THE 11 NEIGHBORS WHO COMPLETED OUR PROGRAM THIS SPRING.

TODAY, THE REASON I WANTED TO COME AND PRESENT TO YOU AT THIS WORK SESSION IS TO GO THROUGH SOME OF THE ITEMS IN THE CURRENT ZONING FOR THE PROPERTY THAT HOME DEPOT WOULD LIKE TO LOOK AT AMENDING THAT WOULD ALLOW FOR THE PROTOTYPICAL HOME DEPOT STORE WITH SOME NEW ANSWERS HERE AND THERE.

BUT THAT'S WHAT I WOULD LIKE TO GO THROUGH TODAY.

THEN WE'LL WALK THROUGH SOME OF THE ZONING ITEMS BASED OFF HOME DEPOT'S PROTOTYPE, WHAT WE WOULD NEED TO LOOK AT AMENDING WITH THE ZONING, AND THEN SEPARATELY, THERE WOULD BE A VARIANCE MAINLY FOR BUILDING SIGNAGE THAT WANTED TO DISCUSS WITH YOU ALL.

THEN AT THE VERY END, APPROVAL REQUESTS AND IS MAINLY REFERRING TO THE TYPE OF SCREENING FOR OUTDOOR STORAGE AND DISPLAY AREAS.

PROJECT OVERVIEW. THIS IS THE EXISTING ANNA TOWN CENTER DEVELOPMENT WHERE WALMART IS CURRENTLY LOCATED.

THERE ARE ALSO SOME EL PASOS ALONG THE 75 FRONTAGE RODE.

IF YOU LOOK AT THE PLAN THERE, IT'S ACTUALLY NORTH IS ON THE LEFT-HAND SIDE OF THE SCREEN.

HOME DEPOT IS LOOKING AT THE NORTHERN PORTION THAT BORDER 75 HACKBERRY ROAD AND THROCKMORTON TO THE EAST.

THEN THERE'S SOME EXISTING PROPERTY THAT WILL BE RETAINED BY THE CURRENT SELLER LOOKING TO DO MORE RETAIL, IN THE MIDDLE OF THE CENTER.

THERE'S ALSO A SECONDARY ACCESS OFF OF HACKBERRY ROAD.

CURRENTLY, WE ARE SHOWING THE HOME DEPOT PASO AND THEN TWO SMALL POTENTIAL EL PASOS ALONG THE 75 FRONTAGE.

THE SITE PLAN ALSO SHOWS THE SEASONAL SALES AREA.

JUST BECAUSE WE HAVE THE ROOM ON THE SIDE OF THE PROPERTY, HOME DEPOT'S IDEAL IF WE DO HAVE THAT AREA TO THE LEFT OF THE STORE WOULD BE TO PUT THE SEASONAL SALES AREA UP AGAINST HACKBERRY VERSUS USING A PARKING IN THE FRONT FIELD.

THAT CREATES A LITTLE BIT MORE OF AN EFFICIENT LAYOUT IN THE FRONT FIELD.

MOVING ACROSS THE FACADE, AS ALWAYS IN TEXAS, WE SHOW TWO FLAGS.

OF COURSE, THE AMERICAN FLAG WAS RECENTLY POINTED OUT TOMORROW'S FLAG DAY, AND THE TEXAS FLAG OF COURSE.

HOME DEPOT'S PROTOTYPE JUST HAPPENS TO BE 26.25, AND SO THEIR REQUEST WOULD BE TO INCREASE THE ALLOWANCE THERE.

IS THERE ANY CONCERNS OR HEARTBURN OVER THAT? THE SECOND REQUEST IS WHAT WE WERE JUST TALKING ABOUT, IT'S THE CURRENT ZONING REQUIRES A FOUR FOOT BASICALLY A MASONRY STEM WALL AND THEN DECORATIVE FENCE ON TOP OF THAT, TOTALING A TOTAL HEIGHT OF EIGHT FEET.

HOME DEPOT'S PROTOTYPE, I BELIEVE IT'S 12 FEET TALL, AND THE PROTOTYPE DOESN'T HAVE ANY MASONRY WHATSOEVER, IT'S JUST FENCE.

TO TRY AND HOPEFULLY FIND A COMMON [NOISE] GROUND THERE IS TO SAY, HEY, LET'S ADD SOME MASONRY COLUMNS, BREAKING UP THE FACADE AT AN INTERVAL.

IT LOOKS LIKE IT GOT BLOCKED OFF, BUT REQUIRED AMOUNT IS ABOUT 539 PARKING SPACES.

THE PROPOSED, WHAT HOME DEPOT'S CURRENTLY PROPOSING IS ABOUT 436, AND THAT'S CUSTOMER USED PARKING SPACES.

IF YOU ACTUALLY COUNT WHICH SHOW AND THEY'RE NOT INCLUDED ITEMS. AGAIN, IT LOOKS LIKE IT'S GETTING TWEAKED A LITTLE THERE WITH THE PRESENTATION.

BUT IF YOU TAKE ALL THE ITEMS LIKE THE CART CORRALS, THE EQUIPMENT THAT'S OUT IN THE PARKING LOT, THE SEASONAL SALES AREA THAT ALL TOTALS UP TO ANOTHER, IT SAYS 67 OR 80 STALLS, WHICH GETS US TO A 517 TOTAL, IS STILL LESS THAN THE REQUIREMENT.

BUT CUSTOMER SPACES WOULD BE AROUND 436.

HOME DEPOT DOES EVALUATE EVERY SINGLE ONE OF THEIR SITES AND THEY BASE IT OFF A PROJECTED ANNUAL REVENUE AND THEY LOOK AT THE MATURITY OF THE STORE.

THAT'S IN YEARS 4 OR 5 IS WHEN THEY WOULD TAKE A LOOK AT IT AND SAY, BASED OFF THEIR MODEL, HOW MANY PARKING SPACES DO THEY NEED TO SERVE THEIR OWN CUSTOMERS.

AND THEIR MODEL CAME OUT WITH 409 SPACES.

FROM A HOME DEPOT PERSPECTIVE, OUR CURRENT SITE LAYOUT WORKS FOR HOME DEPOT, BUT IT DOES NOT MEET THE CURRENT ZONING CODE.

OUR REQUEST WOULD BE TO REDUCE THE REQUIREMENT TO GET US CLOSER TO THAT 436.

AND BEFORE WE COME BACK IN WITH A FORMAL SUBMITTAL, HOME DEPOT'S CURRENTLY STILL EVALUATING THEIR PARKING LOT RIGHT NOW.

WHAT THEY MAY WIND UP DOING IS ACTUALLY INCREASING THE AMOUNT OF PRO PARKING SPACES THAT ARE OUT IN FRONT OF THE LUMBER CANOPY.

AND THEY'RE GOING TO ANGLE THEM TO A DEGREE TWO TO ALLOW FOR PRO CUSTOMERS, WHICH IS, I THINK THEY DO ABOUT 80% OF ALL THEIR BUSINESS THAT COMES FROM THE PRO AT HOME DEPOT.

MOST OF THE TIME THEY'RE PULLING A TRAILER BEHIND THEM SO TO HAVE AN ANGLED SPACE WHERE THEY CAN PULL THROUGH AND PARK BOTH THE TRUCK AND THEIR TRAILER IS IMPORTANT TO THEM AND THAT'S SOMETHING THEY'RE LEARNING AND THEY'RE GOING TO CONTINUE TO MODIFY.

THE CLOSEST CITY RECEIVING SERVICE IN THE MUTD IS THE CITY OF MELISSA.

ELIGIBLE RIDERS PAY $3 PER TRAVEL BETWEEN SERVICE AREA CITIES AND $5 PER TRAVEL TO CITIES THROUGHOUT COLLIN COUNTY.

PLEASE NOTE THOUGH, THAT THE COST OF THE PROGRAM IS SUBSIDIZED WITH FUNDING FROM TWO SOURCES, STATE AND FEDERAL SOURCES.

THE QUESTION REMAINS, WHY DOESN'T ANNA FORMALLY REQUEST TO JOIN THE MUTD? IT SEEMS RELATIVELY SIMPLE SINCE THEY'RE PROVIDING SERVICES DIRECTLY TO MELISSA.

BUT THE CITY OF ANNA COULD PETITION THE MUTD BOARD TO CONSIDER ANNA'S REQUEST TO JOIN.

BUT THE CITY OF ANNA IS NOT INCLUDED IN MCKINNEY'S URBANIZED AREA OR UZA.

THAT MEANS ANNA WOULD NOT BE ELIGIBLE TO RECEIVE FEDERAL OR STATE FUNDING TO OFFSET THE COST OF TRANSIT SERVICE THROUGH THE MUTD.

AS WE CAN SEE FROM THE PREVIOUS SLIDE, THE CENSUS DESIGNATION IS CRITICAL TO ACCESSING FUNDING FOR TRANSIT.

UNDER THE US CENSUS, URBANIZED AREAS ARE CITIES WITH A POPULATION OF 50,000 OR MORE.

THE FEDERAL TRANSIT ADMINISTRATION STRICTLY USES THE BOUNDARIES OUTLINED BY THE CENSUS BUREAU TO DETERMINE FUNDING.

BECAUSE THE CITY OF ANNA DOES NOT MEET THE 50,000 POPULATION THRESHOLD, THE FTA THEREFORE RECOGNIZES ANNA AS RURAL.

THIS IS STRICTLY FOR FUNDING PURPOSES.

COLLIN COUNTY'S GROWTH BASED ON THE 2020 CENSUS MEANS THE CURRENT STRUCTURE OF THE MUTD WILL CHANGE.

MCKINNEY'S URBANIZED AREA NOW GAINS PORTIONS OF FRISCO, BUT LOSES MELISSA AND PRINCETON.

THIS MEANS THOSE CITIES WILL NO LONGER BE ABLE TO ACCESS FUNDING PROVIDED THROUGH THE MUTD.

FRISCO NOW HAS THE OPTION TO EITHER JOIN THE MUTD, AND THIS WOULD CREATE A LARGER URBAN TRANSIT DISTRICT, OR THEY COULD FORGO THAT AND OPERATE INDEPENDENTLY.

HOWEVER, THE TIMELINE OF CHANGES TO THE MUTD OR THE NEW FRISCO-MCKINNEY PARTNERSHIP IS UNKNOWN AS OF RIGHT NOW.

THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS COMPLETED THE COLLIN COUNTY TRANSIT STUDY ALONGSIDE THE IRVING FRISCO RAIL CORRIDOR STUDY IN 2021.

AS MANY KNOW, ESPECIALLY FOLKS LIKE ME WHO ARE DRIVING ON I75,

CONGESTION AND TRAFFIC IS A MAJOR CONCERN IN THE AREA.

TWO IMPORTANT TAKEAWAYS OF THE TRANSIT STUDY FOR COLLIN COUNTY.

ONE, THE CITY WAS IDENTIFIED AS AN EMERGING AND HIGH-GROWTH AREA.

TWO, THE COLLIN COUNTY STUDY REBUILD A PATCHWORK OF EXISTING PUBLIC TRANSPORTATION SERVICES.

OF COURSE, WE COULD DESIGN THIS SERVICE TO TRAVEL WITHIN COLLIN COUNTY, BUT THE COST WOULD INCREASE.

AGAIN, WITHOUT THE ESTABLISHMENT OF A RURAL TRANSIT DISTRICT, THERE IS NO WAY FOR AREAS OUTSIDE THE MCKINNEY URBANIZED AREA TO ACCESS TRANSIT FUNDING.

ALL SERVICES WOULD NEED TO BE LOCALLY FUNDED.

SO WE DID PULL THE ITEM OFF THE AGENDA LAST MONTH TO BE TONIGHT.

INSTEAD, WE HAD A MEETING AT HARLOW ELEMENTARY SCHOOL WITH SEVERAL OF THE NEIGHBORS WHO SHOWED UP AND TALK THEM THROUGH OUR PLAN.

THIS IS OUR PLAN TODAY.

SO YOU CAN SEE IT'S IDENTICAL.

BUILDINGS ARE IN THE SAME SPOT, WE'RE ADHERING TO ALL OF THE DEVELOPMENT AGREEMENT STANDARDS, ZONING STANDARDS.

WE'RE NOT CHANGING ANYTHING THAT WAS PROMISED.

WE THINK WE'RE UPGRADING IN CERTAIN AREAS, BUT ABSOLUTELY NOT LOWERING THE QUALITY OR CHANGING ANYTHING.

SO WE EXPLAINED TO THEM THE STRUCTURE OF THE PFC WHERE IT'S HALF MARKETED.

JOEY MENTIONED HALF 80% AND 70% AMI, WE'RE TARGETING THAT.

THE MISSING MIDDLE IS WHAT WE CALL IT.

THERE'S AFFORDABLE HOUSING THAT'S ACROSS THE STREET FROM THIS THAT'S 40%, 30% AMI, AND THEN THERE'S MARKET RATE UNITS, BUT THERE'S INDIVIDUALS IN THAT MIDDLE RANGE THAT THEY MAKE TOO MUCH MONEY TO QUALIFY FOR THE 40%, BUT THEY DON'T MAKE ENOUGH TO QUALIFY FOR TRADITIONAL MARKET RATES.

SO PEOPLE WITH INCOME RANGES AS TEACHERS, FIREFIGHTERS, POLICE OFFICERS AND THAT KIND OF JOB PROFILE, INCOME PROFILE, THIS IS A WAY TO BUILD QUALITY HOUSING THAT THEY CAN QUALIFY FOR AND LIVE IN THIS KIND OF COMMUNITY.

IT SOUNDS LIKE THEY MAY HAVE BEEN LED TO BELIEVE THAT THIS LOCATION WAS GOING TO BE OPENED IN THE FUTURE AND THEY WERE NOT AWARE OF THIS DEVELOPMENT SO THERE WERE SOME CONCERN ABOUT THIS GOING IN.

IT'S UNFORTUNATE THEY WERE TOLD THAT, BECAUSE OBVIOUSLY, AS YOU ALL KNOW, THIS HAS BEEN IN THE WORKS FOR OVER A YEAR.

BUT WE DID UNDERSTAND THEIR CONCERNS WITH THE WINDOWS AND THESE INDIVIDUALS, THE VIEWS THAT THEY MIGHT HAVE INTO THEIR BACKYARDS AND SO WE WANTED TO TRY TO ADDRESS THAT AS BEST WE COULD.

WE WENT BACK TO OUR LANDSCAPE ARCHITECT AND SAID, HEY, WE NEED MORE TREES BACK HERE AND WE NEED SOME BIGGER TREES.

WHAT WE HAD PLANNED WAS THREE INCH CALIPER TREE, WHICH IS WHAT IS REQUIRED FOR CODE.

I BELIEVE IT'S 20 OR 30 FOOT OFF CENTER.

WHAT WE WENT BACK AND DID WAS WE UPGRADED THOSE TO A LARGER TREE THAT WILL BE 20 FEET IN HEIGHT ON THE DAY OF INSTALL.

WE PUT EVERGREEN TREES SO THEY'LL STAY GREEN AND THERE'S ONE IN FRONT OF EVERY SINGLE WINDOW THAT IS ALONG THE BACKSIDE OF THOSE UNITS.

SO TRYING TO BE GOOD NEIGHBORS, UNDERSTANDING THAT CONCERN.

SO THE TOP LEFT SHOWS THE TREES ON DATE OF INSTALL ON THE TOP RIGHT.

YOU CAN SEE THEY'RE 20 FEET IN HEIGHT BLOCKING THE WINDOW VIEW AND THEN THE BOTTOM LEFT AND BOTTOM RIGHT, OR AT MATURITY IT'LL REACH 50 FEET IN HEIGHT.

THEN THE FIRE DEPARTMENT SUBMITTED IN A LETTER IN OPPOSITION OF IT DUE TO PUBLIC SAFETY PURPOSES.

CURRENTLY, THERE ARE FIVE HOUSES ON THIS ACCESS EASEMENT AND THAT WOULD INCREASE IT TO NINE MONTHS.

HOWEVER, WHAT IS EVEN MORE TROUBLING IS THE WASTEWATER COMPONENT.

I SPOKE WITH MISTY BROWN FROM COLLIN COUNTY WHO OVERSEES ALL OF THE SEPTIC APPLICATIONS.

FOUR OF THESE LOTS ARE APPROXIMATELY ONE ACRE AND COLLIN COUNTY'S DEFINITION OF A USABLE ACRE FOR SEPTIC, IT CANNOT INCLUDE ACCESS EASEMENTS AS WELL AS THE DRAINAGE EASEMENTS THAT THEY'RE PROPOSING.

THEREFORE, FOUR OF THESE LOTS WOULD NOT BE ABLE TO EVEN HAVE SEPTIC ON THEIR LOT AND THERE'S NO SEWER OUT IN THIS AREA.

MORE THAN LIKELY THEY WILL BE DENIED THE SEPTIC APPLICATION.

HOWEVER, WHEN I SPOKE TO HER TWO WEEKS AGO, THEY HAD NOT PROCESS THEIR APPLICATION.

THE PLANNING AND ZONING COMMISSION RECOMMENDED DENIAL 7-0 FOR VIOLATION OF OUR SUBDIVISION REGULATIONS SPECIFICALLY SECTION 9.2.81, 9.2.87, AND 9.2.90.

I'M TERRY DOBE, YOUR BUDGET MANAGER AND I'M HERE TO DISCUSS WITH YOU OUR LOCAL PROPERTY TAX EXEMPTION POTENTIALS FOR FY24.

AS WE'VE DISCUSSED BEFORE, WE'RE ON TRACK THIS YEAR.

LAST YEAR, OUR TAXABLE ASSESS VALUE GREW BY 37.5%.

BASED ON OUR LATEST PROJECTIONS, WE'RE LOOKING AT OUR TAXABLE ASSESSED VALUE FOR FY24 TO GROW ABOUT 30%.

AS WE'VE DISCUSSED BEFORE, ALL PROPERTY IN THIS TANGIBLE AND REAL PERSONAL PROPERTY LOCATED IN THE STATE OF TEXAS IS TAXABLE UNLESS IT'S EXEMPT BY THE TEXAS CONSTITUTION.

LOCAL TAXING UNITS CAN OFFER A VARIETY OF PARTIAL OR TOTAL EXEMPTIONS FROM PROPERTY APPRAISED VALUES, AND LOCAL OPTION EXEMPTIONS ARE ONE WAY THAT YOU CAN LOWER YOUR PROPERTY TAX BILL OF YOUR RESIDENTS.

SOME OF OUR LOCAL OPTION EXEMPTIONS THAT ARE AVAILABLE TO A CITY ARE THE RESIDENT HOMESTEAD, WHERE CITIES CAN OFFER ANYWHERE BETWEEN 1% AND 20% OF A RESIDENT HOMESTEAD FROM BEING EXEMPT FROM TAXATION.

ANOTHER LOCAL OPTION IS AGE 65 OR OLDER OR DISABLED.

CITIES HAVE AN OPTION OF NOT OFFERING LESS THAN $3,000.

FOR RESIDENT HOMESTEADS, THE MINIMUM IS $5,000 REGARDLESS OF THE VALUE OF THE HOME.

IF YOU OFFER A 1% EXEMPTION, THAT MEANS EVERYONE THAT OWNS A HOME $500,000 OR LESS WILL RECEIVE $5,000 OFF, AND THEN ANYONE ELSE WILL RECEIVE 1% OF THE VALUE OF THEIR HOME.

YOU CAN OFFER 65 OR OLDER OR DISABLED.

HOWEVER, A HOMEOWNER CAN ONLY RECEIVE ONE OF THOSE EXEMPTIONS THEY DON'T STACK.

BUT THEY CAN RECEIVE THE RESIDENT HOMESTEAD AND AN AGE 65 OR OLDER OR A RESIDENT HOMESTEAD AND A DISABLED.

YOU JUST CAN'T RECEIVE A RESIDENT HOMESTEAD AN AGE 65 AND A DISABLED.

IN FY23, OUR EXEMPTION STRUCTURE WAS 1% OR 5,000 AND 30,000 FOR OVER AGE 65.

OUR PROPERTY TAX RATE WAS 0.539750, $400 EVALUATION OF YOUR HOME.

FOR FY24, STAFF IS PUTTING FORTH A PROPOSAL FOR A 3% HOMESTEAD EXEMPTION AND ADDING THE 30,000 FOR DISABLED PERSONS.

CURRENTLY, BASED ON THE MODELING THAT WE HAVE, OUR CURRENT PROPERTY VALUES, THE PROJECTED TAX RATE FOR FY24 IS GOING TO BE APPROXIMATELY $0.53.

THIS IS A PROJECTION THOUGH WE WILL NOT KNOW UNTIL JULY, EXACTLY WHAT THE TAX RATE WILL CALCULATE OUT TO BE.

IF WE INCREASE THE HOMESTEAD EXEMPTION, THE DECREASE IN REVENUE TO THE CITY WOULD BE APPROXIMATELY 286,000.

ADDING THIS DISABLED PERSON'S EXEMPTION WOULD COST US ABOUT 30,000 IN REVENUE.

WE CAN ABSORB THOSE UNDER OUR CURRENT BUDGET PROJECTION WITH NO IMPACT TO CITY OPERATIONS.

SOME THINGS TO THINK ABOUT WITH HOME VALUES INCREASING 30%.

A 1% OF WE ADDED THE 1% GENERAL LAST YEAR, IT LOOKS LIKE HOME VALUES ARE GOING TO BE UP 20-30% AGAIN, FOR MOST OF OUR HOMEOWNERS.

THIS WOULD BE ONE WAY TO GIVE THEM A LITTLE BIT OF RELIEF ON THEIR PROPERTY TAX BILLS.

3% IS AN ADDITION TO WHAT WE'VE DONE IN THE PAST, AND IT'S NOWHERE NEAR THE MAXIMUM.

BUT THAT'S SOMETHING THAT WE CAN CONSIDER AGAIN IN FUTURE YEARS AS WE SEE OUR SALES TAX BASE GROW OR JUST OUR OVERALL COMMERCIAL PROPERTY TAX BASE GROW.

WE CAN COME BACK AND REVISIT THIS HOMESTEAD EXEMPTION WHEN WE DO WHAT THE CITY CAN AFFORD TO HELP OUR HOMEOWNERS OUT.

THE GENERAL HOMESTEAD EXEMPTION IS FOR HOMEOWNERS ONLY THAT OCCUPY A HOME AS THEIR PRIMARY RESIDENCE.

IT DOES NOT INCENTIVIZE RENTERS OR COMMERCIAL PROPERTY OWNERS AT ALL.

AS I'VE MENTIONED BEFORE, JULY 1ST IS THE DEADLINE FOR ANY ADOPTION.

HOPEFULLY WHATEVER THE MAJORITY OF THE COUNCIL WANTS TO DO, THAT'S WHAT WE CAN DO, BUT OUR PROPOSAL CURRENTLY IS A 3% HOMESTEAD EXEMPTION.
