AND THIS FRIDAY WAS THE FIRST THAT WE HEARD ABOUT JPI ASKING FOR 50% AFFORDABLE HOUSING REQUEST.

AND THESE FOUR DAYS, I HAVEN'T RAN INTO A SINGLE RESIDENT WHO DOES NOT OPPOSE THIS AGENDA ITEM AND I AM OPPOSED TO THIS AGENDA SIX F. THANK YOU FOR THIS OPPORTUNITY.

AND WHEN I WAS LOOKING AT MY MET SOME OTHER PEOPLE THERE AND WHEN I'M LOOKING AT MY PROPERTY APPRAISAL STATEMENT, I SEE THAT I HAVE A $5,000 HOMESTEAD EXEMPTION AND I SEE ANOTHER PERSON WHO WAS SITTING NEXT TO ME.

WE WERE TALKING AND HE HAD A $35,000 EXEMPTION ON HIS.

AND ANYWAY, SO I CALLED AND I TALKED WITH ALAN GUARD AND HE WAS EMPHATIC THAT THERE WAS NO SUCH THING AS A $35,000 EXEMPTION, WHICH, YOU KNOW, OKAY, FINE.

BUT I SAW IT ON THE ON THE APPRAISAL.

AND SO I DID A LITTLE SURVEY OF MY OWN TODAY OF FIVE CITIES ON THE

HOMESTEAD ALONE, THE HOMESTEAD PLUS THE OVER 65 AND THE HOMESTEAD FOR DISABLED.

AND I FIND THAT ON THE COLLIN COUNTY TAX CALCULATOR PROPERTY TAX CALCULATOR ON A PULL OUT OF YOUR HAT $310,000 PROPERTY VALUE A HOMESTEAD EXEMPTION SHOWS ON THERE FOR CITY OF ANNA FOR 31,000 PLUS DOLLARS AND OVER 65 IT SHOWS 61,000 PLUS DOLLARS.

AND FOR A DISABLED PERSON, IT'S A 31.

IT'S THE SAME AS THE REGULAR EXEMPTION.

SO I'M WANTING TO FIND OUT WHAT IS REALLY HAPPENING WITH THE HOME EXEMPTION.

I KNOW IT'S BEING DISCUSSED TONIGHT.

I DON'T KNOW WHAT HOW THE DETERMINATION HAS BEEN MADE, BUT I'M CURIOUS ABOUT IT.

ONLY IN THAT $5,000 IS PRETTY LOW COMPARED TO ANY OTHER CITIES.

AND I KNOW THAT WE'RE IN THE CITY MEETINGS THAT I HAVE BEEN TO.

WE LIKE TO COMPARE OURSELVES TO PROSPER, AND THEY HAVE A PRETTY GOOD GOING RATE FOR THEIRS.

BUT I'M CURIOUS AND I NOTICED THAT OUR PROPERTY TAX RATE IS THE HIGHEST OUT OF THE FIVE CITIES THAT I CHOSE TO SURVEY.

SO BEING A DISABLED PERSON MYSELF, I'M THINKING THAT AND I'D LIKE FOR EVERYBODY HERE ALSO TO THINK THAT. IT DESERVES A LITTLE BIT MORE OF AN EXEMPTION THAN A REGULAR HOMESTEAD, ONLY THAT YOU DON'T WORK.

IT'S NOT RUN BY THE CITY, BUT, YOU KNOW, IT'S OUR POSITION THAT WE CAN NEVER HAVE TOO MANY PROGRAMS IN A COMMUNITY THAT INSPIRE AND ENCOURAGE INVOLVEMENT AND ENGAGEMENT. SO IT'S BEEN AS A PARTICIPANT IN THE PROGRAM, IT'S BEEN GREAT TO SEE IT FLOURISH AND GROW.

GOOD EVENING, MAYOR AND COUNCIL.

MY NAME IS TERRY DOBIE.

I'M THE BUDGET MANAGER FOR THE CITY OF ANNA.

AT THE LAST MEETING, AFTER HAVING A WORKSHOP ON THE LOCAL OPTION, PROPERTY TAXES EXEMPTIONS THAT ARE AVAILABLE TO THE CITY.

I TOLD YOU I'D BE BRINGING AN ACTION ITEM FORWARD SO THAT YOU CAN DECIDE WHAT YOU WOULD LIKE TO DO FOR FY 24.

WE'LL DO JUST A QUICK REVIEW OF SOME OF THE THINGS I TOLD YOU AT THE LAST MEETING.

WE'VE BEEN VERY FORTUNATE IN THE CITY OF ANNA.

WE'VE SEEN TREMENDOUS GROWTH IN OUR APPRAISED VALUE.

OUR APPRAISED VALUE LAST YEAR INCREASED BY 37.5%.

THIS YEAR. THE PROJECTION FOR FY 24 IS THAT IT WILL GROW BY AT LEAST 20%.

AS I SAID LAST WEEK, ALL OR LAST COUNCIL MEETING EXCUSE ME, ALL REAL AND TANGIBLE PERSONAL PROPERTY LOCATED IN THE STATE IS TAXABLE UNLESS AN EXEMPTION IS REQUIRED OR PERMITTED BY THE TEXAS CONSTITUTION.

AS A LOCAL TAXING UNIT, YOU HAVE THE OPTION OF A PARTIAL OR TOTAL EXEMPTIONS FROM APPRAISED VALUE.

LOCAL OPTION EXEMPTIONS ARE ONE WAY THAT YOU CAN CONTROL THE GROWTH AND PROPERTY TAXES FOR OUR RESIDENTS.

YOUR LOCAL OPTIONS AVAILABLE TO YOU ARE A RESIDENT HOMESTEAD.

YOU HAVE AN OPTION OF OFFERING UP TO 20%, BUT NOT LESS THAN $5,000.

YOU CAN ALSO OFFER AN AGE 65 OR OLDER EXEMPTION.

YOU CAN OFFER A DISABLED EXEMPTION.

HOWEVER, THOSE TWO DO NOT STACK.

YOU GET EITHER THE OVER 65 OR YOU GET THE DISABLED EXEMPTION.

YOU DON'T GET BOTH.

OUR CURRENT STRUCTURE IS 1% OR A $5,000 MINIMUM FOR RESIDENTIAL RESIDENTIAL HOMESTEADS.

WE HAVE AN OVER 65 EXEMPTION OF $30,000.

AND THERE ARE CURRENTLY WE DO NOT HAVE AN EXEMPTION FOR DISABLED PERSON ONLY.

LAST YEAR, WE HAD 3835 PROPERTIES TAKE ADVANTAGE OF THE HOMESTEAD EXEMPTION.

THE AVERAGE HOMEOWNER SAVED ABOUT $27 ON THEIR TAX BILL.

THE OVER 65 EXEMPTION, WE HAD 726 HOMEOWNERS AND THEY SAVED ABOUT $162 ON THEIR TAX BILL.

THIS IS A CALCULATION CHART TO SHOW YOU WHAT THE IMPACT WOULD BE TO OUR REVENUES DEPENDING ON WHAT YOU SET THE PROPERTY TAX EXEMPTION AT.

THIS IS BASED ON LAST YEAR'S NUMBERS.

SO THESE ARE DEFINITELY ESTIMATES BASED ON WHAT COULD HAPPEN IN THE UPCOMING YEAR.

WE DO HAVE A JULY 1ST DEADLINE TO ADOPT ANY RESIDENT HOMESTEAD EXEMPTIONS.

THAT'S IN THE PROPERTY TAX CODE.

AND THIS EVENING, I WOULD JUST LIKE TO GIVE YOU THE OPPORTUNITY TO MAKE A MOTION AND A SECOND AND A MAJORITY VOTE OF WHERE YOU WOULD LIKE TO SET THE PROPERTY TAX EXEMPTION FOR FY 24.

WE HAVE ALSO INCLUDED IN THE ORDINANCE ADDING A DISABLED EXEMPTION AT THE SAME LEVEL AS THE OVER 65 EXEMPTION.

AND THAT CONCLUDES MY PRESENTATION AND I'D BE HAPPY TO ANSWER ANY QUESTIONS.

OKAY. BUT IF YOU ARE CURRENTLY IF YOU'RE DISABLED AND NOT OVER 65, YOU'RE NOT RECEIVING ANYTHING FROM THE CITY.

AND SO THIS THE ORDINANCE THAT IS BEFORE YOU TONIGHT WOULD ADD THAT, OKAY, SO THAT THOSE FOLKS WHO ARE DISABLED AND UNDER 65 WOULD ALSO GET A $30,000 EXEMPTION. THANK YOU.

SURE. AND JUST SO EVERYBODY ELSE YOU AND I MET AND RYAN WAS THERE AND I LEARNED THIS AND I HAD NO IDEA BUT FOR EVERYONE ELSE TO KNOW THIS, THE HOMESTEAD, WE CAN RAISE IT TO TEN.

AND THEN IF WE NEXT YEAR, IF WE WANT TO GO DOWN TO FIVE, WE CAN GO DOWN TO FIVE.

SO IT'S NOT A SET THING.

IT CAN BE CHANGED AND LOWERED, RIGHT? THE COUNCIL HAS THE LOCAL OPTION TO SET THE EXEMPTION EVERY YEAR OR YOU CAN SET IT AND LEAVE IT ALONE FOR A FEW YEARS.

IS THAT OR IF WE REACHED IF WE WERE IN SOME SORT OF FISCAL CRISIS AND YOU FELT LIKE WE COULDN'T AFFORD IT, YOU COULD CHANGE IT AGAIN.

IS THAT THE SAME WITH THE OVER 65 AND DISABLED FOR LOCAL OPTION EXEMPTIONS? THEY ARE YOUR OPTION.

THEY WILL CARRY ON UNTIL YOU MAKE COUNCIL ACTION TO CHANGE THEM.

SO ON YOUR SCREEN HERE, THE ESTIMATED REVENUE REDUCTION TO THE CITY.

WHERE DOES THAT NUMBER COME FROM? IS THAT THE PROJECTED 24 NUMBER? IS THAT? THAT IS BASED ON LAST YEAR'S APPRAISED VALUE.

SO IT WOULD PROBABLY BE A BIT HIGHER.

OKAY. BUT GENERALLY SPEAKING, OBVIOUSLY, THERE ARE A LOT OF MOVING PARTS AND SETTING THE TAX RATE AND

THIS IS WHAT IT WOULD HAVE COST US LAST YEAR IF THAT HAD BEEN IN PLACE.

BUT SINCE WE'RE STILL IN THE APPRAISAL PROCESS AND THE PROTEST PROCESS, THERE'S REALLY NOT A WAY TO KNOW TODAY EXACTLY WHAT IT WOULD COST US.

IS THAT NUMBER JUST A SIMPLE CALCULATION BETWEEN THE AVERAGE HOME PRICES AND OR IS IT? NO, I PULLED THE ACTUAL DATABASE AND AND FIGURED OUT THOSE THAT WOULD RECEIVE THE $5,000 MINIMUM VERSUS THOSE THAT WOULD RECEIVE MORE THAN THE $5,000 MINIMUM.

THAT'S AS YOU CAN SEE AT A 1%.

WE'VE GOT 37 ALMOST 3800 HOMES THAT ARE GETTING $5,000 BECAUSE THEY'RE VALUED LOWER ON THE LOWER END.

AS WE RAISE THE EXEMPTION, MORE AND MORE HOMES QUALIFY FOR MORE THAN THAT $5,000 FLOOR.

SO YOU THINK WE'LL HAVE A 20% INCREASE FOR THIS YEAR COMING UP? I 20? YES. AND WE HAD 37.5 LAST YEAR, CORRECT? YES. SO.

WE HAVE SLOWED DOWN A LITTLE BIT IN OUR GROWTH.

APPRAISALS ARE..

YEAH WENT WAY UP SO.

WELL, IT'S SUPPOSED TO BE BASED ON JANUARY 1ST OF THE YEAR AND JANUARY OF THIS YEAR, THINGS WERE SLOW IN THE REAL ESTATE MARKET. SO CAN WE LOOK AT TEN PERCENT? FOR THIS YEAR.

MAYOR. MAYOR PRO TEM? I DON'T KNOW. THAT'S UP TO YOU ALL.
