HERE WITH ME TODAY ARE THREE GENERATIONS REPRESENTED; MY DAD AND MY SON, AND ANOTHER IN SPIRIT.

MY GRANDFATHER WAS A LANDMAN, AND IN 1973, HE BELIEVED IN ANNA AND MADE AN INVESTMENT TO ITS FUTURE.

I BELIEVE HE WOULD BE PROUD TO SEE US HERE TODAY AS WE MARK 50 YEARS OF INVOLVEMENT IN ANNA.

TO CELEBRATE OUR ANNIVERSARY, I WANT TO TAKE THE TIME TO THANK YOU.

THANK YOU FOR YOUR LEADERSHIP DURING A TIME OF UNPRECEDENTED GROWTH FOR GUIDANCE AND VISION FOR ANNA'S FUTURE.

THESE ARE NOT JUST TALKING POINTS, I'VE HAD THE OPPORTUNITY AND HAVE ENJOYED SITTING IN ON COUNCIL MEETINGS, PLANNING, AND ZONING VIRTUALLY AND IN PERSON MORE RECENTLY.

I'VE HEARD YOUR DEDICATION TO PROMOTING QUALITY DEVELOPMENT, KNOWING THAT TODAY'S DECISIONS SET PRECEDENCE AS ANNA CONTINUES TO GROW.

THE INCLUSION OF OUR PROPERTY INTO THE DOWNTOWN MASTER PLAN OPENS NEW OPPORTUNITIES AS WE LOOK TO INVEST IN ANNA'S FUTURE AND OUR INVOLVEMENT FOR THE NEXT 50 YEARS.

I LOOK FORWARD TO WORKING WITH YOU TO EXPLORE HOW TO BEST INVEST IN ANNA'S CONTINUED GROWTH AND CONTRIBUTE TO A SHARED VISION OF A VIBRANT DOWNTOWN.

B, AS FAR AS ANY PUBLIC ANNOUNCEMENTS, I HONESTLY DO NOT HAVE ANY, THE [INAUDIBLE] [LAUGHTER].

FOR THE LAST 25 YEARS, THE NATIONAL RESEARCH CENTER HAS WORKED WITH HUNDREDS OF JURISDICTIONS NATIONWIDE TO GIVE LOCAL GOVERNMENTS AND OTHER ORGANIZATIONS THE DATA THEY NEED TO MAKE INFORMED DECISIONS.

NRC IS BEST KNOWN FOR NATIONAL BENCHMARKING SURVEYS, SUCH AS THE NATIONAL COMMUNITY SURVEY, THE NCS, AND OUR CUSTOM SURVEY RESEARCH.

OUR BENCHMARK DATABASE HOLDS HUNDREDS OF THOUSANDS OF RESIDENTS OPINIONS, MAKING IT THE LARGEST OF ITS KIND IN THE UNITED STATES.

OUR RESEARCH REVEALS COMMUNITY PERSPECTIVES THAT ARE REPRESENTATIVE, RELIABLE, AND READY TO ACT UPON.

POLCO IS A CIVIC COMMUNICATIONS AND ANALYTICS PLATFORM.

POLCO'S ONLINE COMMUNITY ENGAGEMENT POLLING PLATFORM PROVIDES THE INFORMATION TOOLS LOCAL GOVERNMENTS NEED TO MAKE DECISIONS.

HUNDREDS OF ORGANIZATIONS NATIONWIDE USE POLCO FOR PLANNING, BUDGETING, AND EMPOWERING RESIDENT VOICES.

NRC AND POLCO MERGED IN 2019 TO EFFECTIVELY SERVE LOCAL GOVERNMENTS, AND TO AMPLIFY RESIDENT VOICES.

WE ALSO HAVE A NUMBER OF PARTNERS THROUGHOUT THE UNITED STATES, INCLUDING ICMA AND THE NATIONAL LEAGUE OF CITIES.

I WANT TO EMPHASIZE THAT THERE ARE A VARIETY OF WAYS TO USE THESE RESULTS.

MOST COMMONLY JURISDICTIONS WE WORK WITH USE THESE DATA TO MONITOR TRENDS IN RESIDENT OPINION OVER TIME, MEASURE GOVERNMENT PERFORMANCE, AND TO INFORM BUDGETING PROCESSES AND STRATEGIC PLANS.

OUR RESULTS ALSO ALLOW YOU TO BENCHMARK YOUR COMMUNITY SPECIFIC SERVICES AGAINST THOSE SAME SERVICES WITHIN OTHER COMMUNITIES THAT HAVE CONDUCTED THE NCS WITH US.

I HOPE THAT AS THESE FINDINGS ARE PRESENTED, IT WILL SPUR IDEAS FOR YOU, AND WHAT COULD BE DONE WITH THESE RESULTS ARE WHERE YOU MIGHT WANT TO DIG DEEPER.

THE NATIONAL COMMUNITY SURVEY, OR THE NCS, IS A STANDARD FIVE-PAGE COMPREHENSIVE SURVEY THAT ALLOWS MUNICIPALITIES AND COUNTIES TO ASSESS RESIDENT OPINION ABOUT THEIR COMMUNITY AND LOCAL GOVERNMENT.

THE NCS LOOKS AT THE LIVABILITY OF ANNA BY FOCUSING ON 10 MAIN FACETS OF COMMUNITY LIVABILITY.

THESE FACETS HAS BEEN IDENTIFIED BY A SURVEY RESEARCHERS AS BEING THE MOST VITAL TO CREATING A HIGH QUALITY COMMUNITY THAT PEOPLE WANT TO LIVE IN.

THE NCS INCLUDES ITEMS WITHIN EACH OF THESE FACETS TO PROVIDE A PICTURE OF HOW RESIDENTS FEEL ABOUT THEIR COMMUNITY.

NOW, ONTO THE SPECIFIC SURVEY FOR FOR ANNA, TEXAS.

THIS WAS THE FIRST TIME CONDUCTING THIS NCS FOR THE CITY.

ALL HOUSEHOLDS WITHIN THE CITY OF ANNA WERE ELIGIBLE TO PARTICIPATE IN THE SURVEY.

A LIST OF ALL HOUSEHOLDS WITHIN ZIP CODE SERVING ANNA WAS PURCHASED BASED ON UPDATED LISTINGS FROM THE UNITED STATES POSTAL SERVICE.

FROM THIS LIST, WE LOOKED AT ALL THE GEOGRAPHIC LOCATION, ADDRESSES AND REMOVED ANY HOUSEHOLDS THAT WERE OUTSIDE OF THE BOUNDARIES OF THE CITY OF ANNA.

WE THEN RANDOMLY SELECTED OUR HOUSEHOLDS TO PARTICIPATE IN THE SURVEY.

THE 3,200 RANDOMLY SELECTED HOUSEHOLDS RECEIVED MAILINGS BEGINNING ON SEPTEMBER 21, 2022, AND THE SURVEY REMAINED OPEN FOR SEVEN WEEKS.

THE FIRST MAILING WAS A POSTCARD INVITING HOUSEHOLDS TO PARTICIPATE IN THE SURVEY.

THE NEXT MAILING CONTAINED A COVER LETTER WITH INSTRUCTIONS, A PAPER VERSION OF THE SURVEY, AND A POSTAGE PAID RETURN ENVELOPE.

WE RECEIVED A TOTAL OF 375 COMPLETED SURVEYS, AND THAT PROVIDED A RESPONSE RATE OF 12 PERCENT AND A MARGIN OF ERROR OF PLUS OR MINUS FIVE PERCENTAGE POINTS.

WE THEN COMPLETED THE DEMOGRAPHIC PROFILE OF THE SURVEY RESPONDENTS, AND WE COMPARED THAT TO THE DEMOGRAPHIC PROFILE FROM THE UNITED STATES CENSUS AND THE AMERICAN COMMUNITY SURVEY, AND WE WAITED THE SURVEY RESULTS TO BEST FIT THE POPULATION OF ANNA, WHICH IS A SURVEY RESEARCH BEST PRACTICE.

IN ADDITION TO THE RANDOMLY SELECTED PROBABILITY SAMPLE, A LINK TO AN OPEN PARTICIPATION SURVEY WAS PUBLICIZED BY THE CITY OF ANNA.

THE OPEN PARTICIPATION SURVEY WAS OPEN TO ALL CITY RESIDENTS AND BECAME AVAILABLE ON OCTOBER 26TH, 2022, AND THAT'S SURVEY REMAINED OPEN FOR TWO WEEKS AND 213 RESPONSES WERE RECEIVED.

THE PRESENTATION THAT I'M GOING TO BE GIVING AND THE REPORT THAT YOU ALSO MAY HAVE IS BASED ON THE 375 RESPONSES FROM THAT PROBABILITY ADDRESS-BASED SAMPLE.

ONE ADVANTAGE OF PARTICIPATING IN THE NCS IS THE OPPORTUNITY TO COMPARE RATINGS GIVEN BY YOUR RESIDENTS TO THOSE FROM COMMUNITIES ACROSS THE NATION.

NATIONAL RESEARCH CENTER WAS THE FIRST ORGANIZATION TO CONCEIVE OF THE IDEA TO CREATE BENCHMARKS OF PUBLIC OPINION.

THIS ALLOWS JURISDICTIONS TO COMPARE RATINGS OF SERVICES TO RATINGS OF SIMILAR SERVICES FROM OTHER COMMUNITIES.

THEY HAVE BEEN OVER 400 LOCAL COMMUNITIES THAT HAVE CONDUCTED THE NCS.

BUT WE HAVE CAST THE NET EVEN WIDER.

NOT ONLY DOES OUR DATABASE INCLUDE RESULTS FROM SURVEYS WE HAVE CONDUCTED, BUT ALSO SURVEYS CONDUCTED BY OTHERS JURISDICTIONS, AND INCREDIBLE SURVEY RESULTS THAT WE HAVE FOUND THAT ARE PUBLIC ARE INCLUDED.

THERE ARE 600 SURVEYS IN THE DATABASE AND OVER 400 OF THEM ARE ONES THAT WE CONDUCTED.

NOW WE WILL LOOK AT AN OVERVIEW OF THE SURVEY RESULTS BASED ON THE MAIN FACETS OF COMMUNITY LIVABILITY.

IN THIS SURVEY, WE HAVE TWO QUESTIONS THAT ASK DIRECTLY ABOUT THESE 10 FACETS OF LIVABILITY THAT I MENTIONED EARLIER.

WE FIRST ASK RESIDENTS TO RATE THE QUALITY OF EACH FACET.

HERE YOU CAN SEE THE RATINGS FOR EACH, WHICH IS PRESS PERCENT OF RESIDENTS THAT RATE AT EACH ITEM AS EXCELLENT OR GOOD.

SEVENTY FIVE PERCENT OF RESIDENTS RATED THE OVERALL QUALITY OF ECONOMIC HEALTH IN ANNA AS EXCELLENT OR GOOD, WHICH ARE SIMILAR TO THE NATIONAL BENCHMARK, AND YOU CAN SEE THE OTHERS LISTED THERE ALONG WITH THEIR COMPARISON TO THE BENCHMARKS.

WE THEN ASK RESIDENTS HOW IMPORTANT EACH FACET IS TO THEM.

HERE YOU CAN SEE THAT 94 PERCENT OF RESIDENTS RATED THE OVERALL ECONOMIC HEALTH OF ANNA AS EITHER ESSENTIAL OR VERY IMPORTANT.

WE ASK ABOUT BOTH QUALITY AND IMPORTANCE OF EACH FACET, AND WE USE THOSE ANSWERS TO CREATE QUALITY IMPORTANCE MATRIX, WHICH WE'LL LOOK AT IN THE NEXT SLIDE.

THIS IS A USEFUL WAY TO LOOK AT HOW QUALITY AND IMPORTANCE RELATE TO EACH OTHER.

WE USE A CHART LIKE THIS TO MAKE A LITTLE MORE SENSE OF THE DATA AND TO HOPEFULLY POINT YOU TO SOME AREAS OF FOCUS.

THE HORIZONTAL AXIS ON THE BOTTOM SHOWS IMPORTANCE, MEANING ITEMS ON THE LEFT WERE RATED TO BE LESS IMPORTANT THAN ITEMS ON THE RIGHT.

THE VERTICAL AXIS IS THE MEASURE OF QUALITY.

ITEMS OF LOWER QUALITY ARE CLOSER TO THE BOTTOM OF THE CHART, WHILE ITEMS THAT ARE RATED HIGHER ARE TOWARDS THE TOP.

WE THEN DIVIDE THE CHART INTO FOUR QUADRANTS USING MEDIAN SCORES FOR BOTH QUALITY AND IMPORTANCE.

THE UPPER LEFT QUADRANT THEN SHOWS ITEMS HIGHER IN QUALITY, BUT THOSE ARE LESS IMPORTANT.

THE LOWER LEFT WOULD BE ITEMS THAT ARE LOWER IN QUALITY, BUT ALSO LOWER IN IMPORTANCE.

THE UPPER RIGHT SHOWS ITEMS THAT WERE BOTH HIGHLY IMPORTANT AND RATED HIGH IN QUALITY.

FINALLY, THE QUADRANT WITH A STAR IN THE LOWER RIGHT IS ITEMS THAT WERE RATED TO BE HIGHER IN IMPORTANCE BUT LOWER IN QUALITY.

[NOISE] THOSE ARE ITEMS THAT WE SEE IT TO BE A POTENTIAL AREA OF FOCUS, AND CITY OF ANNA HAD ONE IN THERE, WHICH WAS UTILITIES.

COMPARISONS TO NATIONAL BENCHMARKS OF 129 SURVEY ITEMS FOR WHICH RESIDENTS PROVIDED EVALUATIVE RATINGS.

ONE RECEIVED HIGHER THAN NATIONAL BENCHMARK RATING, 86 WERE SIMILAR AND 36 RECEIVED LOWER RATINGS.

THE ITEM THAT WAS RATED HIGHER WAS TREATING ALL RESIDENTS FAIRLY, AND A FEW OF THE LOWER ITEMS INCLUDED QUALITY OF TRANSPORTATION SYSTEM, EMPLOYMENT OPPORTUNITIES, FITNESS OPPORTUNITIES, SNOW REMOVAL, AND HEALTH SERVICES.

MOVING NOW INTO HIGHLIGHTS OF OUR FINDINGS, I DO WANT TO POINT OUT THAT THESE ARE JUST A FEW ITEMS THAT STOOD OUT TO US, THE SURVEY RESEARCHERS.

THERE'S A LOT OF ADDITIONAL DATA IN THE REPORT THAT WE WON'T COVER TONIGHT, BUT I'LL JUST FOCUS ON A FEW AREAS THAT WE FOUND TO BE MOST NOTEWORTHY.

OUR FIRST HIGHLIGHT IS MOST RESIDENTS FEEL STRONG SENSE OF SAFETY IN ANNA.

RESIDENTS OFFERED HIGH RATINGS OF IMPORTANCE BEING 94 PERCENT ESSENTIAL OR VERY IMPORTANT AND QUALITY 85 PERCENT EXCELLENT OR GOOD TO THE OVERALL FEELING OF SAFETY IN ANNA, SUGGESTING THAT SAFETY IS BOTH A PRIORITY AND A STRENGTH FOR THE COMMUNITY.

ABOUT 9 IN 10 RESIDENTS, SO THEY FELT VERY OR SOMEWHAT SAFE IN THE CITY'S DOWNTOWN COMMERCIAL AREA IN THEIR NEIGHBORHOODS DURING THE DAY, FROM VIOLENT CRIME AND FROM FIRE, FLOOD, AND NATURAL DISASTER.

SIMILARLY, ABOUT 8 IN 10 REPORTED FEELING SAFE FROM PROPERTY CRIME.

THE CITY'S SAFETY SERVICES WERE ALSO RECEIVED HIGH RATINGS.

ABOUT 9 IN 10 GAVE POSITIVE REVIEWS TO FIRE SERVICES, AMBULANCE OR EMERGENCY MEDICAL SERVICES, POLICE AND SHERIFF'S SERVICES, AND CRIME PREVENTION.

ALL SAFETY-RELATED ITEMS WERE ON PAR WITH THE NATIONAL BENCHMARK COMPARISONS.

THE SECOND KEY FINDING IS ANNA'S ECONOMIC HEALTH IS IMPORTANT TO RESIDENTS.

ABOUT 94 PERCENT INDICATED THAT ECONOMIC HEALTH SHOULD BE AN AREA OF FOCUS FOR THE CITY OF ANNA IN THE NEXT TWO YEARS.

THREE-QUARTERS OF RESIDENTS RATED THE OVERALL ECONOMIC HEALTH OF THE CITY AS EXCELLENT OR GOOD, WHICH IS SIMILAR TO THE NATIONAL AVERAGE.

LIKE MANY OTHER CITIES OF COMPARABLE SIZE AND PROXIMITY TO A LARGER METROPOLITAN AREAS, ANNA RECEIVE LOWER MARKS FOR THE VARIETY OF BUSINESS AND SERVICE ESTABLISHMENTS, EMPLOYMENT OPPORTUNITIES, VIBRANCY OF DOWNTOWN AND COMMERCIAL AREAS, AND SHOPPING OPPORTUNITIES WHICH WERE BELOW THE NATIONAL BENCHMARK.

WHEN ASKED ABOUT WHAT THE ECONOMY WILL HAVE WHAT IMPACT IT WOULD HAVE ON THEIR FAMILY INCOME IN THE NEXT SIX MONTHS ONLY 16 PERCENT OF RESIDENTS EXPECTED THE IMPACT TO BE SOMEWHAT OR VERY POSITIVE, WHICH WAS A SCORE LOWER THAN THE NATIONAL BENCHMARK.

THE THIRD KEY FINDING, RESIDENTS FEEL ANNA'S NATURAL ENVIRONMENT AND RECREATIONAL OPPORTUNITIES ARE IMPORTANT AND HAVE ROOM FOR GROWTH.

RATINGS FOR SURVEY ITEMS RELATED TO, AND CITY'S, NATURAL ENVIRONMENT, TENDED TO BE POSITIVE WITH 70 PERCENT OF RESIDENTS GIVING EXCELLENT OR GOOD REVIEWS TO THE OVERALL QUALITY OF THE NATURAL ENVIRONMENT.

ABOUT 7 IN 10 OFFERED POSITIVE EVALUATIONS OF THE CITY'S CLEANLINESS, RECYCLING SERVICES, AND AIR QUALITY, WHILE THESE HALF, WE'RE PLEASED WITH ANNA'S OPEN SPACE AND PRESERVATION OF NATURAL AREAS.

HOWEVER, WATER RESOURCES WERE POSITIVELY RATED BY ONLY 24 PERCENT OF RESIDENTS, SCORING MUCH LOWER THAN BENCHMARK COMPARISONS.

CLOSE TO 6 AND 10 RESIDENTS POSITIVELY RATED THE OVERALL QUALITY OF PARKS AND RECREATION OPPORTUNITIES, WHILE 50 PERCENT OR LESS FAVORABLY RATED RECREATION PROGRAMS AND CLASSES, FITNESS OPPORTUNITIES, AND THE AVAILABILITY OF WALKING PATHS OR TRAILS.

FALLING LOWER THAN THE NATIONAL AVERAGE.

ABOUT 3 AND 10 RESIDENTS WERE PLEASED WITH RECREATION OPPORTUNITIES AND RECREATION CENTERS OR FACILITIES SCORING MUCH LOWER THAN BENCHMARK COMPARISONS.

OUR 4TH KEY FINDING, RESONANCE VALUE THE CITY'S INFRASTRUCTURE BUT HAVE CONCERNS OVER QUALITY.

WHEN ASKED WHICH ASPECTS OF THE COMMUNITY AND I SHOULD FOCUS ON IN THE NEXT TWO YEARS, 92 PERCENT RESIDENTS IDENTIFIED THE OVERALL UTILITY INFRASTRUCTURE AS A PRIORITY.

LESS THAN HALF OF PARTICIPANTS, 47 PERCENT, GAVE HIGH MARKS TO THE QUALITY OF UTILITY INFRASTRUCTURE, WHICH WAS A SCORE LOWER THAN THE NATIONAL AVERAGE.

THE TOWN-HOME PRODUCT REALLY WASN'T VIABLE.

THERE WERE ALLEY-LOADED TOWNS IN THE ADDITIONAL DEVELOPMENT COSTS, INCLUDING THOSE ALLEYS AND THE DEPTH OF THOSE LOTS WAS PROBLEMATIC.

THAT WAS REALLY PART OF WHY THE LOT ACCOUNT NEEDED TO COME DOWN.

SECONDLY, WE HAVE AN ISSUE WITH RESPECT TO SEWER AND SEWER LINE CAPACITY, AND WE NEEDED TO REDUCE THE NUMBER OF UNITS SO WE DIDN'T PUT SO MUCH LOAD ON THE SYSTEM TO THE SOUTH THAT WE'RE TYING INTO, SO WE NEEDED TO LOWER THAT.

THE RETAIL ON THE PRIOR PLAN WAS SOMETHING WE WERE TRYING TO DO TO ACCOMMODATE SOME OF THE GOALS OF THE DOWNTOWN MASTER PLAN BUT IT WAS TOO DEEP.

THEY JUST DIDN'T WORK. WE'VE SHALLOWED THE RETAIL TO ABOUT 300/350 FEET, WHICH IS A GOOD DEPTH FOR RETAIL DEVELOPMENT ON THOSE CORNERS, AND THEN THAT PUSHED THE RESIDENTIAL ENVELOPE BUILD UP TO THE NORTH.

A BIG PART OF THE PROBLEM THAT WE'RE HAVING WITH THE OLD PLAN, BECAUSE OF THE WAY IT WAS LAID OUT AND SOME THINGS WE WERE TRYING TO DO WITH THE CIVIC SPACE, WITH SOME OF THE OTHER OPEN SPACES IS WE HAD A LOT OF SINGLE LOADED STREETS, THAT BEING STREETS WITH HOUSES ON JUST ONE SIDE.

THE COMBINATION OF ALL OF THOSE FACTORS AND TODAY'S ECONOMICS, IT JUST DIDN'T WORK.

LOOKING AT THIS, THE CITY JUST WANTED TO ENSURE THAT THE FIRE SAFETY ASPECT OF IT WOULD FALL UNDERNEATH BOTH THE COUNTY FIRE MARSHAL AND ENSURE THAT THEY WERE COMFORTABLE WITH IT.

THE PLANNING AND ZONING COMMISSION RECOMMENDED APPROVAL SUBJECT TO THE ROADWAY BEING ABLE TO SUPPORT A LOAD GREATER THAN 75,000 POUNDS, AND THEN FINAL APPROVAL, OF COURSE, IS ON FIELD VERIFICATION AND CONFIRMED BY A CERTIFIED ENGINEER THAT WOULD BE GIVEN TO THE WESTMINSTER VOLUNTEER FIRE DEPARTMENT TO BE FORWARDED TO THE COLLIN COUNTY FIRE MARSHAL.
