THE APPLICANT IS REQUESTING A WAIVER FROM OUR SUBDIVISION ORDINANCE AS RELATES TO THE MAXIMUM CUL DE SAC LENGTH.

IF YOU ALL RECALL, OUR SUBDIVISION ORDINANCE IS ENFORCEABLE WITH INSIDE OUR ETJ.

OUR MAXIMUM CALLED THE CUL DE SAC LENGTH IS 600 FEET.

THE APPLICANT IS PROPOSING ROUGHLY AN 850 FOOT LONG ROAD.

AGAIN, THE APPLICANT IS PROVIDED SUFFICIENT AREA SO IT WOULD BE A DOUBLE ENTRANCE ROADWAY COMING IN.

THE TRACK OF THE LAND IS BECAUSE IT'S AN ETJ DEVELOPMENT REQUIRES ONE ACRE TRACTS OF LAND TO SUPPORT THE SEPTIC SYSTEM.

THEREFORE, IT DOES REQUIRE SIGNIFICANT LENGTH OF FRONTAGE.

LOOKING AT THE REQUEST BEFORE YOU, WE PRESENTED BOTH TO THE FIRE DEPARTMENT AS WELL AS THE ENGINEERING DEPARTMENT, THEY DID NOT HAVE A CONCERN.

SO WE PUT A SIMILAR RESTRICTION ON THIS DEVELOPMENT THAT WE HAVE IN OTHER PROJECTS LOCATED IN THE ETJ, WHERE THE MAXIMUM CUL DE SAC LENGTH WOULD NEED TO BE APPROVED AS RELATES TO THE CONSTRUCTION THAT THE PROPOSED ROADWAY WILL SUPPORT THE LOAD EQUAL TO OR GREATER THAN 7,500 EXCUSE ME 75,000 POUNDS FINAL APPROVAL.

ACCEPTANCE IS SUBJECT TO VERIFICATION ONCE CONSTRUCTED BY BOTH THE WESTMINSTER FIRE DEPARTMENT, AS WELL AS THE CITY'S FIRE DEPARTMENT.

SO THE REQUEST BEFORE YOU IS A MODIFICATION ASSOCIATED WITH THE IN A BUSINESS PARK.

YOU KNOW, PERMIT IRRIGATED LIVING SCREENS ALONG EAST FOSTER ROAD, WHICH WAS SOMETHING THAT WAS PREVIOUSLY ALLOWED, ALLOWING FENCING WITH INSIDE THE FRONT YARD SETBACK OF THREE FEET.

AGAIN, THE PROPERTY THEY'RE LOOKING TO TO CONFINE THE PROPERTY MORE FOR SECURITY PURPOSES.

HOWEVER, THE FENCE ITSELF WON'T BE LOCATED.

IT WILL BE ROUGHLY 20 FEET BACK.

BUT THERE IS A FRONT YARD SETBACK THAT EXCEEDS THAT.

SO THEY WANT TO ENSURE THAT THEY GET THEIR LANDSCAPE SCREENED IN AND THEN, OF COURSE, BE ALLOWED TO PUT THEIR FENCE IN.

ALSO, THEY'RE LOOKING TO NOT SCREEN ANY GARBAGE, REFUSE OR TRASH COLLECTION AS LONG AS IT MEETS A CERTAIN DISTANCE FROM THE ROADWAY.

IT'S A VERY DEEP PROPERTY ALLOWING POLE SIGNS ALONG COLLIN COUNTY OUTER LOOP, AND THEN ALSO ALLOWING FOR SOME OUTDOOR STORAGE TO PLAY DISPLAYS TO BE GREATER THAN THAT OF OUR MAXIMUM SCREENING HEIGHT.

I INITIALLY RECOMMENDED THAT THEY HOLD OFF ON THAT AND JUST PROCEED FORWARD WITH THE VARIANCE REQUESTS BECAUSE CITY COUNCIL IS THE APPROVAL AUTHORITY FOR ANY VARIANCES TO OUR SIGNAGE REGULATIONS.

HOWEVER, THEY JUST FELT IT'D BE MORE COMFORTABLE, CLEANER CUT JUST TO BRING IT FORWARD AS PART OF THE PD AMENDMENT.

AND SO AS PART OF WHEN IT GOES TO COUNCIL, THAT IS ONE OF THE EXHIBITS THAT'S CONTAINED WITHIN INSIDE THE ORDINANCE THAT WILL REFERENCE AND IT WILL SHOW THE POLE SIGNS THEMSELVES. HOW TALL WILL THOSE BE? I BELIEVE THEY'RE ROUGHLY 35 FEET IN HEIGHT.

WHO IS HOLT CAT? IN A NUTSHELL HOLT CAT IS THE AUTHORIZED DEALER OF CATERPILLAR PRODUCTS FOR SEVERAL AREAS, PROBABLY MOST OF TEXAS, TO BE HONEST.

THEY'RE ESTABLISHED IN 1933.

THEY SELL SERVICE AND RENT CAT EQUIPMENT, ENGINES AND GENERATORS FOR CONSTRUCTION, MINING, INDUSTRIAL AND OTHER USES.

HOLT CAT IS A FAMILY OWNED AND OPERATED BUSINESS.

THE RELATION BETWEEN HOLT AND CATERPILLAR IS THAT BENJAMIN HOLT INVENTED THE FIRST CATERPILLAR TRACTOR IN THE 1900S, AND HIS INVENTION WAS THE START OF THAT NEW COMPANY WHICH BECAME CATERPILLAR, CATERPILLAR OR CAT.

AND THEN HOLT, IN 1933 BECAME AN AUTHORIZED CATERPILLAR DEALER.

THE OVERALL BUDGET FOR THIS PROJECT IS ESTIMATED AT ROUGHLY $40 MILLION.

ECONOMIC STIMULUS.

WE ARE ESTIMATING ROUGHLY $2 TO 3 MILLION IN STATE AND LOCAL TAX REVENUE PER YEAR IN PROPERTY AND SALES TAX AND VISIBILITY.

KNOWING THAT THIS IS ONE OF THE FIRST BUSINESSES TO GO IN AS PART OF THIS IN A BUSINESS CORRIDOR.

WE THINK THIS WILL BE A GREAT PROJECT TO SORT OF INITIATE THIS AREA FOR WHAT THE CITY ULTIMATELY WANTS AND WHAT IS IN THE CITY'S COMPREHENSIVE PLAN.

SITE LOCATION.

IT'S CURRENTLY ZONED PD WITH BASE ZONING OF I-1 LIGHT INDUSTRIAL, WHICH IS ALSO WHAT WE'RE PROPOSING WITH SOME MODIFICATIONS AS ROSS MENTIONED.

THE ADJACENT ZONING TO THE EAST IS ALSO PD WITH BASE ZONING I-1.

TO THE WEST IS THE DART RAILROAD TRACKS AND HIGHWAY FIVE.

TO THE NORTH IS PDC AND F-2 ZONING AND TO THE SOUTH IS THE CITY LIMIT OF ANNA.

SO THE PD ZONING IS PROPOSED TO ALLOW FOR HOLT CAT IN TEXAS FIRST REYNOLDS DEALERSHIP USE BY MODIFYING SOME OF THE SCREENING REQUIREMENTS THE LANDSCAPE STIPULATIONS TO TO BEST SERVE THE USE OF THIS SITE ON APPROXIMATELY 50 ACRES OF THE 82.

ULTIMATELY, THERE WILL BE 30 ACRES LEFT OVER THAT WILL BE USED IN THE FUTURE FOR ANOTHER INDUSTRIAL TYPE USE.

THE PROPOSED PD ZONING IS COMPATIBLE WITH THE CITY'S FUTURE LAND USE PLAN, ADJACENT ZONING DISTRICTS.

SO OVERALL, ROUGHLY 113,000 SQUARE FEET OF BUILDING CONSTRUCTION OFFICE, SHOWROOM, WAREHOUSE, SERVICE SHOP, WASH RACK.

HERE'S I KNOW IT'S KIND OF HARD TO SEE, BUT HERE'S SORT OF AN OVERALL CONCEPT PLAN THAT WE HAVE.

THE NORTHEAST NORTHWEST PART OF THE SITE WILL BE THE HOLT CAT FACILITY AND THE OTHER BUILDINGS ASSOCIATED WITH THAT.

IT'S ORIENTED.

IT WANTS TO BE MORE DEEPER THAN IT IS WIDE.

SO WE ORIENTED TOWARD A MUTUAL ACCESS ROAD THAT HEADS NORTH, SOUTH AND SORT OF SPLITS THE SITE.

THE NORTHEAST CORNER IS THE TEXAS FIRST RENTALS, WHICH IS THE RENTAL COMPONENT OF THIS PROJECT.

THE SOUTHEAST CORNER WILL BE A REGIONAL DETENTION POND, AND THE SOUTHWEST CORNER IS SORT OF THAT FEATURE AREA I WAS TALKING ABOUT.

THAT WILL ULTIMATELY BE SOME OTHER SORT OF LIGHT INDUSTRIAL USE.

BUT AT THIS TIME, IT'S NOT BEING DEVELOPED.
