ON NOVEMBER 8TH, 2022, AT [INAUDIBLE] MUNICIPAL COMPLEX COUNCIL CHAMBERS LOCATED AT 127 STREET TO CONSIDER THE FOLLOWING ITEMS. WELCOME TO CITY COUNCIL MEETING.

WE WILL ANNOUNCE THIS TOO AND GO BACK OUT.

ANYBODY WISHING TO SPEAK ON OPEN SESSION AGENDA ITEMS CAN FILL OUT AN OPINION SPEAKER REGISTRATION FORM AND TURN IT INTO THE CITY SECRETARY BEFORE WE GET THE MEETING STARTED. CALLING ROLL.

COUNCILMAN ATCHLEY IS NOT PRESENT.

ALL OTHER COUNCIL MEMBERS ARE WITH US.

I'M GOING TO GO AHEAD AND GIVE AN INVOCATION AND FOLLOW WITH THE PLEDGE OF ALLEGIANCE.

HEAVENLY FATHER LORD, THANKS FOR THIS DAY.

WE JUST THANK YOU FOR THE OPPORTUNITY TO SERVE THIS CITY.

GOD, I THANK YOU FOR THE INDIVIDUALS IN THIS ROOM.

GOD AND THE TIME THAT THEY SACRIFICE FROM THEIR FAMILIES TO MAKE DECISIONS FOR OUR COMMUNITY.

GOD, I JUST PRAY YOUR PROTECTION OVER, AND WE THANK YOU FOR THE MANY BLESSINGS YOU'VE BESTOWED ON US IN THE PAST FEW YEARS FOR THIS COMMUNITY, AND WE KNOW THAT YOU WILL CONTINUE TO GUIDE US.

[2. Work Session. - Executive Conference Room]

ITEM A IS TO ASSESS THE PROCESS [INAUDIBLE] MUNICIPAL COMPLEX [INAUDIBLE] DESIGN AND CONSTRUCTION.

THANK YOU, MAYOR. SO, MAYOR COUNCIL, THIS ITEM DOESN'T REALLY REQUIRE PRESENTATION.

I JUST KIND OF PUT THIS TOGETHER TO HAVE SOME NOTES, BUT I WENT AHEAD AND DID HAND THAT OUT TO YOU, AND THEN THE OTHER ONE IS ON THE SEPARATE SHEET THERE.

SO JUST A QUICK UPDATE ON THE LIBRARY.

SO THE DESIGN TEAM HAS BEGUN OUR DESIGN DEVELOPMENT PHASE.

THE DESIGN TEAM TOURED THE MAKERSPACE AND HIGH SCHOOL, KIND OF LOOKED AT THEIR TECH AREA AND KIND OF LEARNED WHAT THEY LIKED ABOUT WHAT THEY DID, WHAT THEY WOULD DO DIFFERENTLY NOW THAT THEY HAVE ONE IN PLACE TO TRY TO JUST GET SOME FEEDBACK FROM THEM ON KIND OF HOW THAT WORKS, WHAT THE STUDENTS ARE USING THE MOST, WHAT THEY ARE USING THE LEAST, AND KIND OF JUST TO REALLY GET A BETTER UNDERSTANDING OF HOW OUR STUDENTS ARE UTILIZING SPACES LIKE THAT SO WE CAN MAKE SURE WE TAKE THAT INTO ACCOUNT IN THE LIBRARY.

WE HAVE A CONTRACT AMENDMENT TONIGHT WHICH INCLUDES THE HVAC COMMISSIONING, SO THAT'S ON TONIGHT'S AGENDA.

IT'S WITHIN THE ORIGINAL BUDGET.

IT'S ACTUALLY A LITTLE UNDER BUDGET, AND THEY'LL BE WITH US ALL THE WAY THROUGH TO MAKE SURE THAT OUR HVAC SYSTEM, THE DESIGN, CONSTRUCTION AND THEN EVEN THE IMPLEMENTATION AND TRAINING AT THE END TO MAKE SURE IT ALL WORKS SO THAT IT ALLOWS US TO CONTROL THAT FACILITY, THIS FACILITY AND THE FIRE STATION ALL TOGETHER TO MAKE SURE WE HAVE THINGS IN PLACE CORRECTLY.

SO I'M GOING TO GO AHEAD AND KIND OF JUMP DOWN TO TALKING ABOUT LANDSCAPING.

SO IF YOU RECALL, THE LIBRARY PHASE HAS A LANDSCAPING DESIGN SCOPE IT'S KIND OF RIGHT AROUND THE LIBRARY.

THEN YOU HAVE THE REST OF THIS FUTURE PHASE PLAZA AREA AND YOU ALL HAVE KIND OF ALREADY SEEN SOME OF THE CONCEPTS AND EVERYTHING WITH THAT, BUT WHAT I WANTED TO TALK TO YOU ALL TONIGHT ABOUT WAS WHAT THOSE NEXT STEPS ARE IF WE WANT TO MOVE FORWARD WITH THE PLAZA CONCEPT AND START TO REALLY CARRY THAT FORWARD AS A PROJECT.

SO THE TOTAL DESIGN BUDGET THAT WE'VE LOOKED AT FOR THIS WOULD BE ABOUT JUST UNDER 360,000.

SO WE HAVE NOT SELECTED YET AN ELECTRICAL ENGINEER OR CIVIL ENGINEER, BUT THE LANDSCAPE ARCHITECT AND PROJECT ADVOCATES HAVE ALREADY BEEN SELECTED TO BE A PART OF THAT TEAM, AND THEN CONSTRUCTION, IT'S REALLY GOING TO DEPEND WHAT THE FINAL DESIGN, WHAT WE DECIDE TO PUT IN THERE, AND THEN IF WE PHASE IT OUT OR NOT, THAT COULD GO ANYWHERE FROM $2 MILLION ON THE LOW END TO 5 MILLION, KIND OF THE SKY'S THE LIMIT, RIGHT? SO BUT JUST TO GIVE AN EXAMPLE.

SO 2 MILLION WOULD BE CONCRETE WALKS THE HARDSCAPE, BASIC LANDSCAPING, SOME BASIC LIGHTING.

YOU HAVE YOUR GRASS, TREES AND BUSHES, KIND OF JUST A BASIC NICE BUT SIMPLE PLAZA.

YOU GET MORE INTO THAT $5 MILLION RANGE.

NOW YOU'RE TALKING ABOUT POTENTIALLY ARTIFICIAL TURF IN THE BIG CENTER AREA, PUBLIC ART, A WATER FEATURE, POTENTIALLY ENHANCED LANDSCAPING, SPECIALTY, DECORATIVE LIGHTING AND THINGS LIKE THAT.

SO THERE'S A BIG SWATH THERE, AND WHAT I WOULD RECOMMEND IS THAT ONE OF THE FIRST THINGS WE WOULD DO AS WE GET INTO THE DESIGN IS, IS TO COME TO YOU ALL WITH SOME IDEAS AND COSTS KIND OF AN A LA CARTE AND START TO NARROW THAT DOWN AS TO WHAT EXACTLY THAT'S GOING TO LOOK LIKE, BUT THAT COULD BE DONE ALL IN ONE PACKAGE WHERE WE SPEND MORE MONEY AND DO IT ALL TOGETHER.

OR WE COULD GO WITH DESIGN THE WHOLE THING, AND WE BUILD THE BASIC FUNDAMENTAL COMPONENTS THE HARDSCAPE PUT IN THE GRASS AND THE TREES AND THINGS, KNOWING THAT IN THE FUTURE WE COULD COME BACK AND ADD THOSE OTHER COMPONENTS, AND SO THAT'S ANOTHER OPTION AS WELL, BUT I JUST WANTED TO BRING THIS TO YOU TO GET SOME FEEDBACK IF YOU'RE READY TO MOVE FORWARD WITH DESIGN SO THAT WE CAN COME BACK TO YOU AT THE NEXT MEETING TO TRY TO GO AHEAD AND GET APPROVAL OF DESIGN AND GET THAT UNDERWAY IF YOU'RE OPEN TO MOVING FORWARD WITH THAT, AND THEN WE ALSO ARE LOOKING AT ALSO PRESENTING TO THE EDC IN THE VERY NEAR FUTURE ABOUT SOME POTENTIAL FUNDING OPTIONS FOR CONSTRUCTION. SO THAT'S SOMETHING THAT THE EDC HAS EXPRESSED AN INTEREST IN, AND SO WHAT WE WOULD TRY TO DO IS COME TO YOU AND AFTER SPEAKING TO THE EDC AND TRY TO IDENTIFY A BUDGET AND THEN TAKE THE DESIGN AND THE BUDGET TOGETHER AND FIGURE OUT WHAT CAN WE BUILD FOR THE BUDGET, THE MONEY THAT WE HAVE SIMILAR TO LIBRARY BUILD TO A BUDGET, DESIGN TO A BUDGET.

SO I'LL JUST TURN IT OVER TO YOU ALL AND GET YOUR FEEDBACK, IF YOU'D LIKE FOR US TO GO AHEAD AND MOVE FORWARD WITH DESIGN.

IF WE DO GO ALL OUT, THAT'S SOMETHING THAT WE CAN IF IT'S TIME RIGHT AT THE LIBRARY AND THIS IS FINISHED ALL AT ONCE? YES, AND THAT'S PART OF WHY WE'RE COMING TO YOU NOW, IS BECAUSE AT THIS POINT, THAT COULD STILL HAPPEN.

THEY COULD GO AT THE SAME TIME IF YOU WANTED THEM TO.

ABSOLUTELY. LET'S DO IT.

THE OTHER THING THAT IS ON MY MIND WHEN I HEAR ABOUT THIS AND THE FUTURE PLANNING OF THE PLAZA AND LIBRARY IS THE DISCUSSION THAT WE HAVE IN REGARDS TO [INAUDIBLE] UTILIZED POTENTIALLY FOR SOME IMPROVEMENTS IN THAT DOWNTOWN AREA.

I THINK WE ALSO SHOULD CONTINUE LOOKING FOR THAT WHAT DO WE NEED TO DO TO OUR UTILITY LINES? RESTRUCTURE THE SEWER DOWN THERE AND WE'RE GOING TO DO [INAUDIBLE] HERE AT THIS FACILITY.

HOW DO WE PUSH THAT INTO MAKING DOWNTOWN MORE OF A SHOVEL READY PROJECTS IN THE FUTURE AS WELL? AND THAT'S A GOOD POINT.

AS FAR AS THE OVERHEAD UTILITIES, WE'VE ACTUALLY BEEN DOING A LOT OF WORK ON THAT, AND JUSTIN JUST GOT A QUOTE BACK FROM AT&T TO BURY ALL THE OVERHEAD AND THE POLES THAT ARE AROUND THIS SITE BECAUSE, OF COURSE, STUFF ALREADY TOOK CARE OF AROUND HERE, BUT YOU STILL HAVE THE AT&T STUFF AND THAT ENDED UP BEING THEIR INITIAL THEIR COST ESTIMATE THEY JUST SENT US IN THE LAST WEEK WAS $86,000.

SO THAT'S AN ITEM THAT WE'RE LOOKING AT KIND OF COMPILING THAT AND FINALIZING THAT, BUT BRINGING THAT FORWARD TO YOU PROBABLY AT THE NEXT MEETING TO CONSIDER AS WELL. WE'RE STILL WORKING ON THE PLAN FOR THE INFRASTRUCTURE DOWNTOWN WITH THE COVID MONEY? YES, AND THAT'S ANOTHER ONE THAT WE'RE GOING TO AGAIN, PROBABLY GOING TO HAVE A LOT OF ITEMS ON THE 22ND BECAUSE WE ACTUALLY HAVE A MAP NOW. YES, WE HAVE A MAP THAT'S IDENTIFIED WHAT WE THINK IS THE BEST BANG FOR THE BUCK, KIND OF THE MOST CRITICAL AREAS.

WE HAVE THAT MONEY IN PLACE.

THE SECOND DEPOSIT CAME IN VERY RECENTLY.

SO WE'VE GOT THE WHOLE THING, ALMOST 4 MILLION.

THE DESIGN TEAM AND OUR STAFF WENT OUT AND LOOKED AT BASICALLY ALL OF THE EXISTING INFRASTRUCTURE DOWNTOWN TOGETHER.

OUR UTILITY FOLKS AND THE ENGINEER OUT THERE TOGETHER, THEY LOOKED AT EVERY SINGLE THING OUT THERE AND THEY'VE KIND OF PUT TOGETHER A MAP OF WHAT MAKES SENSE TO MAKE EVERYTHING KIND OF DEVELOPMENT READY DOWNTOWN.

SO WE'LL BE BRINGING THAT TO YOU AS WELL.

SO WHAT DO YOU NEED NOW? ANYTHING ELSE? THEN JUST THE NEXT ITEM, BUT YEAH, I THINK I'M GOOD.

IN FACT, THE SCOPE FOR THE LANDSCAPE ARCHITECT WAS RUN THROUGH MARK AND [INAUDIBLE] EVEN BEFORE I GOT IT.

SO THEY'VE BEEN HEAVILY INVOLVED.

[INAUDIBLE] DISCUSSED THE PROJECT INITIATION [INAUDIBLE] OF THE CITY OF ANNA 2021 BOND ELECTION IN THE CITY OF ANNA PARKS [INAUDIBLE] RECREATION.

THANK YOU, MAYOR. SO THIS ITEM IS, I THINK, ONE THAT THERE'S BEEN A LOT OF DISCUSSION ABOUT, AND IN WORKING WITH JIM, WE WANTED TO BRING THIS FORWARD TO TRY TO KICK THIS PROJECT OFF IF YOU ALL ARE READY TO SEE IT MOVE FORWARD AND WE REALLY FEEL LIKE THAT STARTS WITH WHAT WE'RE CALLING THIS PROJECT INITIATION.

SO IF YOU RECALL WHAT WE DID WITH THE LIBRARY PROJECT WHERE WE HAD IN THAT ONE, WE CREATED A BOARD BECAUSE WE DIDN'T HAVE A LIBRARY BOARD.

SO WE CREATED A TASK FORCE.

IN THIS CASE, IF YOU CHOOSE TO, YOU COULD HAVE THE PARK BOARD BE THAT KIND OF TASK FORCE FOR SUCH A PROJECT IF YOU WANT TO, AND THEN HAD A ROBUST PUBLIC IMPROVEMENT OR PUBLIC ENGAGEMENT PROCESS TO GET FEEDBACK ON.

WHAT WOULD YOU LIKE TO SEE, WHAT'S IMPORTANT TO YOU AND GATHER ALL THAT DATA ON THE FRONT END AND THEN TAKE ALL OF THAT LOOK AT REALISTIC BUDGETS AND COME BACK AND DEVELOP A PROJECT CHARTER THAT'S GOING TO DEFINE EXACTLY WHAT THIS IS GOING TO HAVE IN IT, WHAT IT'S NOT GOING TO HAVE IN IT, WHAT THE BUDGET WOULD BE, AND HAVE YOU ALL THEN, YOU KNOW, AT THE END, AFTER YOU'VE PROVIDED INPUT AND FEEDBACK AND EVERYTHING, BUT YOU WOULD ACTUALLY KIND OF ADOPT THAT PROJECT CHARTER TO SAY THIS IS WHAT WE'RE GOING TO DO MOVING FORWARD.

STAFF FELT LIKE THAT WAS A GOOD PROCESS BECAUSE NOT ONLY DID IT HAVE A ROBUST PUBLIC INPUT PROCESS, BUT IT ALSO ALLOWED COUNCIL TO TO VERY CLEARLY DEFINE WHAT WE WERE GOING TO DO, AND I THINK THAT'S IMPORTANT AS WELL.

SO WE TALKED TO PROJECT ADVOCATES ABOUT KIND OF DOING THAT SAME PROCESS.

SO WHAT WE WOULD DO IS WE WOULD COME BACK AT THE NEXT MEETING WITH A SCOPE FOR JUST THAT PROCESS WITH THEM, NOT A FULL BLOWN FOR THE WHOLE PROJECT, BUT JUST FOR THAT SCOPE.

WE WANT TO START WITH THAT FIRST AND THEN GIVE US MAXIMUM FLEXIBILITY AND WHERE WE GO FROM THERE, AND WE WOULD BRING THAT TO YOU AT THE NEXT MEETING AND THEN THAT WOULD ALLOW US TO START THAT PROCESS.

SO I THINK THE MAIN THINGS TONIGHT IS IF YOU ARE INTERESTED IN US GOING AHEAD AND STARTING THAT AND YOU DON'T HAVE TO MAKE THIS DECISION TONIGHT, BUT IF YOU WOULD LIKE TO SEE THE PARK BOARD BE THAT PUBLIC LIAISON KIND OF TASK FORCE FOR THIS, AND THEN IF YOU JUST HAD ANYTHING THAT YOU LIKED OR DIDN'T LIKE ABOUT THE PUBLIC INPUT PROCESS WE DID ON THE LIBRARY THAT YOU'D LIKE TO SEE DIFFERENT, I'M CERTAINLY ALL EARS, SO THAT WE CAN MAKE SURE WE DO IT THE BEST WAY WE CAN.

I THINK THAT SET A GOOD PRECEDENCE.

THE COMMUNITY TURNED OUT IN STRENGTH AND IT HAS A REALLY GOOD CADENCE, SO [INAUDIBLE] SUCCESS.

I JUST DON'T THINK IT NEEDS TO BE LIKE JUST THE SAME BECAUSE A LIBRARY COMPARED TO A REC CENTER IS LIKE APPLES AND ORANGES.

SURE. SO IT DOESN'T HAVE TO BE SO MANY MEETINGS.

JUST PARK BOARD, MAYBE ONE OUTREACH MEETING KIND OF THING TO STREAMLINE IT.

I FEEL WE'RE A LITTLE BIT BEHIND ON THIS ALREADY, SO IT'S ANYTHING TO STREAMLINE IT TO GET IT GOING.

WE HAVE QUITE A BIT OF INPUT ALREADY TO MULTIPLE SURVEYS, SO WE'RE ALREADY AHEAD OF THE GAME AS FAR AS THE REC CENTER GOES.

I'D LIKE TO SEE IT OPENED UP A LITTLE BIT MORE THAN JUST USING THE PARKS BOARD [INAUDIBLE] MEMBERS IN THERE.

I MEAN, THE PARK BOARD, WE PUT THEM THERE FOR A REASON.

THEY NEED SOMETHING TO DO. CAN WE DO IT LIKE WE DID THE LIBRARY [INAUDIBLE] P&Z AND THE PARKS AND EVERYTHING, ALL OF OUR COMMITTEES. I JUST THINK THE PARK BOARD NEEDS SOMETHING TO DO.

YOU SAID YOU'VE GOT A FEW STUDIES DONE ALREADY? YEAH, WE JUST DID A COMMUNITY SURVEY RECENTLY AS WELL, BUT WE HAVE TEN YEARS OF VARIOUS SPOT CHECKING [INAUDIBLE] I MEAN, WE HAVE THE PARKS AND TRAILS MASTER PLAN THAT HAS IDENTIFIED A LOT OF STUFF AND THERE WAS A LOT OF FOLKS IN THERE.

SO BOTTOM LINE IS AT THE END OF THE PROCESS, YOU GUYS WILL HAVE A MENU, IF YOU WILL, TO CHECK OFF LIKE YES.

NO. YES. BASED UPON FUNDING AND HOW MUCH YOU WANT TO SPEND, AND THAT'S GOING TO BE IN YOUR COURT, THE FINAL BITE AT THE APPLE IS YOURS . YEAH. WE WOULD COME TO YOU WITH A DRAFT CHARTER AND GET FEEDBACK BEFORE WE WOULD FINALIZE THAT BASED ON INPUT THAT YOU HAVE, AND OBVIOUSLY WE GIVE YOU UPDATES

ALONG THE WAY AND MAKE SURE THAT YOU HAVE THE LEVEL OF OVERSIGHT YOU'D LIKE TO HAVE.

[INAUDIBLE] THE LAST TOWN HALL MEETING, WHICH WAS ABOUT FOUR OR FIVE MONTHS AGO, THAT HAD A TREMENDOUS AMOUNT OF INPUT AS WELL FROM THE COMMUNITY.

SO I FEEL LIKE WE'RE PRETTY CURRENT IF WE WANT TO DO A QUICK SURVEY, HAVE OUR COMMUNICATIONS DIRECTOR DO A SURVEY, SEE IF THERE'S ANYTHING WE'RE MISSING, IT WOULDN'T TAKE [INAUDIBLE] INVITE EVERYBODY TO THE PARKS BOARD LIKE THEY DID WITH THE SPLASH PAD, AND MOVE ON.

I MEAN, IT'S A REC CENTER.

THAT'S A BOX WITH A FEW BASKETBALL GOALS AND A FEW [INAUDIBLE] ROOMS; WE'RE NOT BUILDING LIBRARY AGAIN.

SO WHAT ONE THING THAT WE HAVE DONE ALREADY STAFF HAS IS WE HAVE IDENTIFIED A FEW LOCAL RELATIVELY NEW FACILITIES THAT ARE KIND OF WITHIN THE GENERAL SCOPE THAT WE WOULD RECOMMEND TOURING.

SO THAT GROUP, THAT KIND OF OUTREACH LIAISON GROUP WOULD TOUR, AND THEN OBVIOUSLY IF THE COUNCIL WANTED TO GO LOOK TO THERE'S ONE IN PARTICULAR THAT I'M VERY FAMILIAR WITH IN SACHSE, THE MIKE FELIX COMMUNITY CENTER, I THINK IS IT WOULD BE A GOOD ONE FOR YOU GUYS TO SEE BECAUSE IT'S I THINK IT ACCOMPLISHES A LOT OF THE GOALS THAT ARE IDENTIFIED IN THE MASTER PLAN.

BUT THEN THERE'S ONE IN RICHARDSON.

THERE'S SEVERAL THAT WE'VE KIND OF BEEN LOOKING AT BECAUSE I THINK IT'S ALWAYS GOOD TO GO AND WE COULD EVEN SET UP MAYBE SOME COUNCIL MEMBERS TO BE THERE OR TO OFFER FEEDBACK.

MIGHT I SUGGEST MAYBE, MAYBE IT ANSWERS ALL YOUR QUESTIONS.

I KNOW, YOU'RE SUGGESTING TO ADD MORE PEOPLE.

WHAT IF YOU PICK THREE OF YOU TO BE PART OF THAT PROCESS AS WELL? [INAUDIBLE] YEAH, SURE.

I MEAN, YOU GUYS SUBCOMMITTEE AND THE PARKS BOARD.

JUST BECAUSE WE'RE A LITTLE BIT BEHIND, WE FEEL LIKE WE NEED TO BUILD SOMETHING.

SO YOU JUST BUILD SOMETHING.

SO WE IMMEDIATELY WENT OUT AND STARTED TRYING TO FIND THE BEST BREWERY THAT FIT THE CITY OF ANNA, AND I'M HAPPY TO SAY THAT WE FOUND THREE NATIONS BREWING COMPANY, AND I KNOW THEY'VE GOT SOME PEOPLE HERE TONIGHT WHEN I GET DONE, WOULD LIKE TO BRING THEM UP, BUT THIS IS A BIG DEAL FOR US BECAUSE IT REALLY HELPS REALLY ENERGIZE AND RE-ENERGIZE THE DOWNTOWN AREA, [INAUDIBLE] ONE OF COUNCIL'S REALLY KIND OF PRIORITY ITEMS DATING BACK TO 2018.

SO THEY WOULD RECEIVE THAT WITHIN 30 DAYS OF RECEIVING A BUILDING PERMIT AND THEN THE ADDITIONAL $250,000 WOULD COME WITHIN 30 DAYS OF THE ISSUANCE OF A CERTIFICATE OF OCCUPANCY.

AS YOU KNOW, THIS BUILDING NEEDS QUITE A BIT OF WORK.

ROOFING, HVAC, I'M SURE CHIEF HABEL CAN ATTEST TO THE FACT THAT THIS BUILDING NEEDS SOME IMPROVEMENTS.

SO WE WERE FORTUNATE TO FIND A GROUP AGAIN, THREE NATIONS, THAT WANTS TO COME IN.
