WHEREAS CODE ENFORCEMENT OFFICERS PROVIDE FOR SAFETY AND WELFARE OF CITIZENS THROUGHOUT THE UNITED STATES THROUGH THE ENFORCEMENT OF LOCAL CODES OR ORDINANCES FACING VARIOUS ISSUES OF BUILDING, ZONING, HOUSING, ENVIRONMENTAL HEALTH AND LIFE SAFETY.

WHEREAS CODE ENFORCEMENT OFFICERS OFTEN HAVE A CHALLENGING AND DEMANDING ROLE AND OFTEN DO NOT RECEIVE RECOGNITION FOR THE JOB THEY DO IN IMPROVING LIVING AND WORKING CONDITIONS FOR OUR RESIDENTS AND BUSINESSES.

WHEREAS, THE CODE ENFORCEMENT OFFICERS ARE DEDICATED AND HIGHLY, HIGHLY QUALIFIED PROFESSIONALS WHO SHARE THE GOALS OF PREVENTING NEIGHBORHOOD DETERIORATION ENHANCING.

AND INSURING SAFETY AND PRESERVING PROPERTY VALUES THROUGH KNOWLEDGE AND APPLICATION OF HOUSING, ZONING AND NUISANCE CODES AND ORDINANCES.

AND WHEREAS, THE CODE ENFORCEMENT OFFICERS HAVE A HIGHLY VISIBLE ROLE IN OUR COMMUNITY, IN THE COMMUNITIES THEY SERVE AND REGULARLY INTERACT WITH A VARIETY OF STATE OFFICIALS, COUNTY OFFICIALS, FIRST RESPONDERS, LEGISLATIVE BOARDS, COMMISSIONS, AGENCIES AND BODIES.

AND WHEREAS, CODE ENFORCEMENT OFFICERS ARE CALLED UPON TO PROVIDE QUALITY CUSTOMER SERVICE AND EXCELLENCE TO THE RESIDENTS AND BUSINESSES OF THE COMMUNITIES IN WHICH THEY SERVE. AND WHEREAS, THE CITY OF ANNA WANTS TO RECOGNIZE AND HONOR CODE ENFORCEMENT OFFICERS AND PROFESSIONALS AND BRING AWARENESS TO THE IMPORTANCE OF CODE ENFORCEMENT TO THE COMMUNITY.

THEREFORE, BE IT PROCLAIMED, THE MONTH OF OCTOBER 2022 IS NATIONAL CODE COMPLIANCE MONTH AND THE CITY OF ANNA CALLS ABOUT ITS NEIGHBORS TO RECOGNIZE AND EXPRESS THEIR APPRECIATION FOR THE DEDICATION AND SERVICE BY THE INDIVIDUALS WHO SERVE AS OUR CODE OF COMPLIANCE OFFICERS.

OKAY. AND OUR NEXT PROCLAMATION THIS EVENING IS ARBOR DAY, A PROCLAMATION THAT I WOULD LIKE TO READ.

WHEREAS IN 1872, THE NEBRASKA BOARD OF AGRICULTURE ESTABLISHED A SPECIAL DAY TO BE SET ASIDE FOR THE PLANTING OF TREES.

AND WHEREAS, THIS HOLIDAY CALLED ARBOR DAY WAS FIRST OBSERVED WITH THE PLANTING OF MORE THAN A MILLION TREES IN NEBRASKA.

WHEREAS ARBOR DAY IS NOW OBSERVED THROUGHOUT THE NATION IN THE WORLD, WHEREAS TREES CAN BE A SOLUTION TO COMBATING CLIMATE CHANGE BY REDUCING THE EROSION OF OUR PRECIOUS TOPSOIL BY WIND AND WATER, CUTTING, HEATING AND COOLING COSTS, MODERATING THE TEMPERATURE, CLEANING THE AIR, REDUCING LIFE, GIVING OXYGEN AND PROVIDING HABITAT FOR WILDLIFE.

WHEREAS TREES ARE RENEWABLE SOURCES, GIVING US PAPER WOOD FOR OUR HOMES, FUEL FOR OUR FIRES AND COUNTLESS OTHER WOOD PRODUCTS.

WHEREAS TREES IN OUR CITY INCREASE PROPERTY VALUES, ENHANCE THE ECONOMIC VITALITY OF BUSINESS AREAS AND BEAUTIFY OUR COMMUNITY.

WHEREAS TREES, WHEREVER THEY ARE PLANTED, ARE A SOURCE OF JOY AND SPIRITUAL RENEWAL.

NOW, THEREFORE, I, NATE PIKE, MAYOR OF THE CITY OF ANNA, DO HEREBY PROCLAIM IN THE CITY OF ANNA, AND I URGE ALL CITIZENS TO CELEBRATE ARBOR DAY AND SUPPORT THE EFFORTS TO PROTECT OUR TREES AND WOODLANDS.

FURTHER, I URGE ALL CITIZENS TO PLANT TREES, TO GLADDEN THE HEARTS AND PROMOTE THE WELL-BEING OF THIS AND FUTURE GENERATIONS.

AND I WANTED TO ADD THAT WE WILL BE CELEBRATING ARBOR DAY ALL THROUGH THE MONTH OF NOVEMBER.

WE'LL BE VISITING HARLOW ELEMENTARY TO DO A PRESENTATION ON TREES AND POLLINATORS.

ON NOVEMBER 7TH THERE'S AN OPPORTUNITY TO TAKE A VIRTUAL CLASS ON PLANTING TREES IN TEXAS, AND NOVEMBER 17TH WILL HAVE A IN-PERSON CLASS ON PLANTING TREES TAUGHT BY TEXAS A&M AGRILIFE.

AND THEN ON NOVEMBER THE FIFTH ARBOR DAY, WE WILL BE GIVING OUT TREE SAPLINGS.

WE HAVE 100 AT CITY HALL FOR PEOPLE TO COME AND PICK UP.

WE ARE AGREEING TO PROVIDE THEM A STIPEND OF $1,000 TOWARDS THEIR UTILITY BILL ON A YEARLY BASIS, AND WE'LL BE ABLE TO USE THEIR FACILITY TO TEACH EDUCATIONAL GARDENING CLASSES WITH A MINIMUM OF SIX CLASSES A YEAR.

AND WE'VE DETERMINED THE DATES TO BE IN NOVEMBER, MARCH AND JUNE SPREAD OUT BETWEEN THOSE THREE.

WE WERE WORKING TO TAKE THAT PLAN FORWARD AND ACTUALLY WENT THROUGH P&Z WITH IT.

AND THINGS WERE GOING ALONG UNTIL WE GOT OUR ESTIMATES FROM OUR ENGINEERS AND WE COULDN'T BUILD IT.

IT WAS TOO EXPENSIVE, IT WAS TOO INEFFICIENT.

WE HAD TOO MANY SINGLE LOADED STREETS.

THE DESIGN THAT IS SHOWN INCLUDES A NUMBER OF FEATURES OF THE THE PRIOR PLAN, AND WE'RE TRYING TO TAKE SOME OF THE BEST THINGS FROM THAT AND TAKE IT FORWARD, INCLUDING THE 40 FOOT LOTS FOR BOTH THE TRADITIONAL AND THE COURTYARD PRODUCTS THAT WE SHOWED YOU PREVIOUSLY, 50 FOOT LOTS, A FULL BUILD OUT OF LEONARD AVENUE IN PHASE ONE, THE 40 FOOT LANDSCAPED BUFFER ALONG LEONARD, A LARGE DETENTION POND TO HELP THE WILDWOOD SUBDIVISION TO OUR EAST AND THE TREE PRESERVATION EASEMENT ALONG THE SOUTH BORDER, THINGS THAT WE HAD ALL DISCUSSED IN THE PRIOR PLAN.

ADDITIONALLY, WE'VE COME BACK AND ADDED SOME 60 FOOT LOTS.

WE ADDED A NEIGHBORHOOD PARK WITHIN PHASE ONE AND WE INCREASE THE SIZE OF THE AMENITY SIDE IN PHASE TWO TO ALMOST SIX ACRES.

TO MAKE THIS WORK, WE REDUCED THE SIZE OF THE TWO RETAIL PARCELS, THOUGH THEY'RE STILL BOTH A LITTLE OVER THREE ACRES.

WE REMOVE THE TOWNHOMES FROM THE PLAN.

THE COST JUST DIDN'T WORK AND WE REMOVED THE LARGE COMMON AREA THAT WAS BEHIND THE EXISTING RESIDENTIAL HOMES.

THOUGH WE HAVE MAINTAINED TWO SMALL HOA MANAGED OPEN SPACES THAT WE'LL PROGRAM.

ACTUALLY, THE LOT TOTAL FOR THIS REVISED PLAN IS ONE LOT LESS THAN THE OLD PLAN, AND THAT'S BECAUSE WE ADDED 60S.

WE TOOK OUT TOWNHOMES AND PUSHED THINGS AROUND A LITTLE BIT.

MUCH OF THE SITE IS DESIGNATED AS A CATALYST IN YOUR DOWNTOWN PLAN.

WE BELIEVE THAT THIS PLAN IS CONSISTENT WITH THAT PURPOSE AND THAT IT WILL CONNECT ANNA TOWN SQUARE TO THE DOWNTOWN AREA FOR BOTH VEHICLES AND PEDESTRIANS, AS WELL AS PROVIDING TWO VIABLE RETAIL CORNERS FOR DEVELOPMENT.

THE CONNECTIONS TO THE RESIDENTS ARE THE REAL CATALYST.
